attack. >> it's a story we are following closely. if you are just waking up at 7:00, the "today" show is normally on at this hour. the tour defrance is on after this so we are going to keep you company. >> the other top story is the weather. it's raining for a lot of you out there. chuck has his eye on the radar closely and good news on that front. >> absolutely right. the rain drops will impact your saturday morning in a big way. but, by later this afternoon into this evening, if you have stuff to do outside after 2:00, 3:00, you are not going to have much in the way of a weather worry. cloudy skies for that. that's the tower looking northbound into montgomery county. a cloudy start. light rain around the metropolitan area. moderate rains along i-95 fairfax and quantico. if you are toward fredericksburg, southern maryland, the rain drops are having a big impact on you for the next hour or so. it's light rain in the metro. steadier showers to the south. temperatures upper 60s, to low 70s. if you are heading out early plan on splashing through the puddles. things dry out this afternoon. here is the sky cast 4. this is the way it will look. temperatures rising into the mid-80s with the return of sunshine this afternoon and dry weather saturday night. sunday's forecast coming up. a summer camp counselor charged with sexually abusing a minor. it happened at holton-arms camp. >> reporter: when parents picked up their campers they learned a counselor was arrested for sexual aabusing a minor. >> that's awful. i have brought my kids here since they were 3 years old. >> reporter: this 43-year-old taught magic at the holton arms summer camp program. he inappropriately touched an 11-year-old girl at the camp between june 30th and july 3rd putting his arms around her and asking her to sit on his lap. she told her parents and they called police. he is being held at the montgomery county detention center. >> surprised. we have been at holton-arms several years. they have been thorough in background investigations. safety has always been a priority. i would be surprised and shocked. >> reporter: they sent this statement saying they put the highest priority on the emotional well being of students. we are and have been providing a secure environment for children to learn and play. they conduct background checks of summer counselors annually. we take these types of allegations very seriously. do you still have confidence in the creative summer program. >> i do. i do. it's a great school and, i guess it can happen anywhere. >> reporter: police want to know if it's happened before. >> we are asking anybody who attended the camp between 2012 and now or has had previous contact with him of an inappropriate nature to contact us. >> nbc 4s chris gordon reporting there. here is where the nbc 4 app comes in handy. you can find resources to call investigators by searching camp counselor. investigators tried to figure out how a stafford county couple died in the potomac. they were riding in a 19 foot sea boat. they were reported missing after they didn't return to their yacht club on wednesday. then after an expensive search, their bodies were found thursday near their boat about a mile from the yacht club. the boat was anchored and out of gas. they found nothing suspicious, but the weather may have played a role. storms brought in 20 miles per hour winds. you can help firefighters and police in montgomery county if you reck this man. volunteer firefighters cars are being broken into while they are working to keep you safe. it started happening in april in montgomery county. the cars were all parked in the fire station lot. the fire captain, scott cook, hopes somebody recognizes this man in the photo. >> we are glad we got a picture of him. we hope to catch him sooner than later. you don't like when your privacy is invaded, no one likes that especially when you are out here running coals. that can be particularly irritating. >> some of the cars were unlocked. police in montgomery county want to remind you to lock car doors and keep valuables out of sight. [ cheers and applause ] >> well cheers and applause as one of the country's most divisive symbols comes down. today, the first morning in more than half a century that the confederate flag is not flying over the south carolina state house. it is now in a museum near the capitol there. thousands of people for and against the removal of the flag packed the streets to witness the historic moment yesterday. now, of course the shooting death of nine parishioners inside ame church reignited this debate over the confederate flag. pete williams has more on the botched background check that allowed the suspected shooter to walk inside the church with a gun. >> reporter: the fbi calls it a heart breaking series of missed opportunity that failed to block the sale of the gun that dylann roof used to kill nine people in charleston. roof was arrested february 28 at a shopping mall in columbia, south carolina. a police report says he admitted illegally carrying a drug. the fbi says if they had known that, they would have blocked roof as an illegal drug user from buying a gun. he applied for a handgun at this south carolina gun store that submitted his information for a background check. his criminal history showed he was arrested in lexington county. they told them to contact the columbia branch. they only showed a west columbia police department with no record of arrests. the examiner called the prosecutor but never heard back. the background check was still under way after the three-day waiting period expired. roof got his gun because federal law allows it to go ahead if it's not blocked. we are sick this happened. we wish we could turn back time. fbi agents met with family members of shooting victims including the husband of myra thompson. >> it made me angry. i wasn't angry at dylann i was angry at the system. >> reporter: some states have longer waiting periods and former atf official says that would help nationwide. >> three days, you can't determine a person's absolute legal status to purchase a gun. >> pete williams with that report. in the day ahead, the redskins salute members of the military and their families at fedex field. today is military day. there's going to be performances and free give aways starting at 10:00 and wraps up around 2:00. sign up online if you want to go. search for redskins military day. you will find everything you need to know. a game of cat and mouse on a north carolina beach. it's a shark and another sea creature you don't want to get close to. information stolen from millions of federal workers. what some in congress want to give them for free for life as we learn of another data breach. the baseball in paraguay are complaining about the pope's driver, of all things. why another shark spotted near the shore off the coast of north carolina. we think here the shark is actually chasing a sting ray. this is kure beach. a woman got her phone out and recorded the whole thing 15 feet from the shore. by the way, this is the same area where a dolphin washed ashore with a shark bite. i think the dolphin died. it's been the summer of sharks david. >> it has been. you know the pope mobile? the driver of that vehicle is facing heat this morning for having a led foot. the pope is visiting paraguay. the driver sped off through the streets, not leaving folks enough time to see the pontiff. thousands waited hours to get a glimpse. the vatican didn't want a delay of what happened in other countries so they had to move quickly. he is going to hold a mass and visit a children's hospital. before going to rome tomorrow. he will be in our area in late september. the risk you take taking painkillers. that's coming up. here is a live picture outside on a saturday morning. notice the rain and clouds out there. chuck is up next to tell us when we will be done with the rain and when the sun is going to come out to get out and enjoy i already feel like we're the most connected but i think this solo date will seal the deal. sure! i offer multi-car, safe driver, and so many other discounts that people think i'm a big deal. and boy, are they right. ladies, i can share hundreds in savings with all of you! just visit progressive.com today. but right now, it's choosing time. ooh! we have a winner. all: what? >> thanks david. here at home, you are waking up to rain. that's right, the radar lit up this morning. chuck is watching it closely. how does it look? >> optimism rain supreme. by later today, sunshine coming back. you are right, it is a soggy, rain drop filled saturday morning here at the nation's capital capital. rain in fredericksburg and farther south of there. know that as you plan to drive around this morning, road spray and slippery on and off ramps could be an issue. here is how it looks from the national harbor. rain drops up to the woodrow wilson bridge. the impact the weather will have first thing this morning, low impact. by lunchtime, the rain should be over with and sunshine for late this afternoon. the radar, light showers in northern prince george's county. steadier rain south of washington wood bridge, dale city. the rain goes into southern maryland as well. temperatures in the upper 60s and low 70s. now highs will reach up to the mid-80s with the return of sunshine later on this afternoon. we'll talk about your sunday in the week ahead coming up. >> we'll check in with you then. the coastline braces for another powerful typhoon. it damaged homes, flooded roads in the guangdong province. it brought down trees, damaged walk ways. a second typhoon is expected to make land fall today. almost 1 million people seeking shelter elsewhere away from their homes. they say this typhoon could be the most powerful to hit china since the communist government took over. >> police are looking into a double stabbing in northern virginia. it happened along richmond highway in the hybla valley neighborhood. one of the neighbors there was z able to drive the victims the two men to the hospital. they were in stable condition at last check. the suspect and victims may have known each other. they haven't arrested anyone. former virginia governor bob mcdonnell reviewing legal options after a court defeat. a court rejected all of his arguments for an appeal on his corruption convictions. we went through 90 pages of the ruling and it was all rough news for the governor. the judge upheld his two-year sentence meaning he could serve prison time. he was found guilty for doing favors for a former ceo in exchange for gifts and loans. a man accused of impersonating a police officer is facing more charges. ahmad is charged with abduction by force attempted robbery and use of a firearm after an incident tuesday. he's being held without bail this morning. in february, he was arrested for impersonating a police officer in prince william county. police say he was trying to pull people over on 66 using flashing lights on his chevy impala. to greece now for a developing story. lawmakers approved reform in hopes of seeking a third bailout from the european union. it includes tax hikes and cuts to pension costs. lawmakers worked into the wee hours of the morning. greece is seeking three-year loan package worth $60 billion as well as debt relief. a delegate wants maryland state song to change. young, a democrat says she's getting e-mail from constituents that aren't happy. previous attempts to change the song have not been successful. state officials have bigger problems to deal with than changing the song. this morning, a troubling stand to let you know about. they are targeting small businesses in virginia. the scammers are pretending to be dominion virginia power. they are threatening to cut the electricity if you don't pay right away. the caller id says virginia dominion power. they say they will never call demanding money. fewer insurance options shopping on d.c. health link this next year. aetna is going to end its plans brought through the health exchange at the end of the year. you are going to have 162 options to choose from but it's half the number offered initially two years ago. after two big security scares in a couple days they turned out to be nothing. the message police is telling you if you see something you think is suspicious. the kind of vacation plans you may not think about when grow away. we'll tell you how to safeguard your home. how some youth are spending summer why are we watching this again? >> we need something to cheer us up. a picture is something you go, ahh, isn't that pretty? i have such a thing. our dog, the crazy hound had puppies last week. there she is. there's miss ma'am and her three babies there. >> you are a grandfather. >> no, no no, no. don't let the gray hair fool you. i'm not a grandfather. there's our puppy dog and two boys right here. there's a little girl with a heart and a mickey mouse ears. our other dog lucas hates it when i only talk about her. he joined us at the beach. he prefers his coffee black. that was yesterday morning. lucas is the only dog in town. he likes it that way for a while. right now, cloudy skies, 75 in washington. kind of a rainy, nasty start to your weekend from washington southbound into northern virginia and southern maryland. temperatures uniformly now, upper 60s to low and mid-70s. we'll stay trapped in the mid-70s up to noontime today. once the sunshine breaks out after 12:00, 1:00, 2:00 this afternoon, temperatures easily jump up into the low to mid-80s. warmest and sunniest part of the day today will be in northern maryland and the panhandle of west virginia. that's the winner location today. clouds last to clear in southern maryland and fredericksburg. clouds will linger until afternoon. but, by the time it's time to get outside and grill later on this afternoon and early evening, we should be all dry, rain free fair amounts of sunshine coming in as well. for now here is your saturday morning, out the door weather rain along 270, rain on all corners of the beltway and southern maryland. there's 301 and waldorf. also routes, 4, 5 and 2 in st. mary's county. moderate rain and moderate on i-95 south. a lot of single car spinouts south of town. slow down here early this morning. there's the back end of the rain there. give it another four, five, six hours and the rain will clear through the entire area. the only area that may have a struggle clearing out is southern maryland later this afternoon. the nationals are up in boston. it will be dry weather. perfect baseball weather this evening. here is future weather as we go through time at 9:00, 10:00 most of the rain confined to southern maryland. by lunchtime, most of the rain gone. a lingering sprinkle or shower here. the trend is your friend everybody. the trend is for sunshine to make a comeback by later this afternoon. that sunshine will stick around for tomorrow. 85 today. we can get the sun out before 1:00 or 2:00. up near 90 tomorrow monday will be a warm day, too. it could be stormy around here on tuesday, highs mid-90s. >> thank you. those are cute pictures. saving your homes. what you need to know about protecting your valuables kris and i reading over the script. bizarre story here. we have seen this on facebook more than 300 time this is morning. we don't know what happens in mars, but in mars, pennsylvania, a dog visited a vet in town with an upset stomach. they took an x-ray that showed a mass in her stomach. after a lengthy operation, 62 hair bands and a bandage all in its stomach. the doctor said he found unusual items when operating, but the 8-year-old lab won the award for strangest taste buds. >> more home burglaries in the summer than any other time. >> before you head out for vacation erika gonzalez shows you how to help safeguard your home. >> reporter: the roads the skies, the beaches are calling. but, before you lock up and leave, make sure your house is secure. ann harkins is president of the crime prevention council. she's warning of burglaries. she takes this home as an example. she says bushes like this are a deterrent to an intruder but you want windows clear. >> a burglar trying to work his way into this house through this window, he could crouch behind these busheses and none of the neighbors would see him. >> reporter: what about your doorstep?
