death-defying stunt only on "gma" this morning. and good morning, america. let's get right to those severe storms passing through the northeast overnight and early this morning. look at that lightning over new york city. >> yeah that lightning and the thunder was just one of those mornings you wanted to stay in bed. everyone agree but we all came in anyway and had a deluge on the way to work. >> we sure did and the storms up north deadly causing that tent collapse in new hampshire. a father and his young daughter killed. more than 30 others injured and abc's linzie janis is on the scene in lancaster, new hampshire. good morning. >> reporter: the fog is thick but behind me is where that huge tent is lying on the ground. families say they had just sat down to watch the circus when a severe storm seemed to come out of nowhere ripping it out of the ground and sending its metal poles crashing into the audience. >> lancaster fairgrounds, circus tent collapse. >> reporter: overnight a circus performance taking a deadly turn. >> it was called in as a mass casualty. >> reporter: a violent storm ripping this tent to the ground with close to 100 people inside. >> unfortunately, two people lost their lives here tonight. >> reporter: a father and his 6-year-old daughter dead and at least 32 people injured. it all started at 5:46 p.m. monday. just 15 minutes into a walker brothers international performance like this one. when 60-mile-per-hour winds and hail start tearing the tent apart. >> it literally was lifted up through the air as the canvas was taking off, the poles that were holding it all the way up through the top of the tent were just coming at people. >> reporter: heidi maderos at the show with her 3-year-old son. >> somebody screaming get out, get out so i took my son and threw him underneath the bleacher and threw myself on top of him. >> reporter: the second fatal tent collapse in two days. just yesterday, a man dying in chicago after fierce winds brought this concert tent crashing down. in new hampshire, state officials now investigating what went wrong. >> we'll be looking at the construction of the tent and how it was set up during the investigation. >> reporter: according to a local newspaper, one spectator asked a circus worker if the tent was safe just moments before it was blown down. abc news has reached out to walker brothers circus. we haven't yet heard back. george. >> okay thanks. to ginger. more severe storms coming and florida dealing with floods. >> yes, this is that time of year. they can have gusty winds and can take down structures like that. here's where you have to be on the lookout. later this afternoon even though we already saw some storms in the northeast the atmosphere could destabilize from the mid-atlantic through coastal new england. could see damaging wind and hail and lightning and an isolated funnel or tornado. another spot with a different system back in the plains then there's in that flooding in florida. tampa essentially has had 18 inches of rain in the last two weeks. less than two weeks. looks that a bus, a city bus plowing through the water. eventually you start to see the water coming into the bus. these are the scenes that you've seen for the last couple of weeks and fortunately things are going to slow down. we still have a flood watch through the rest of today but things will get a lot drier midweek. all right, george and amy. >> thanks so much. from that wild weather to those wildfires in the west nearly two dozen large fires and a thousand forced to flee respect just worried about losing their home but looters. abc's clayton sandell on the front lines of the biggest fire in lake county california. good morning, clayton. >> reporter: good morning, amy. you can see the fire here is still going strong. still growing, though firefighters are getting some help from the cooler weather. but on at least one big fire here in california people evacuated from their homes have a new worry. overnight, the rocky fire still throwing punches, flames advancing as winds push hot embers into the air igniting new spot fires. this home one of thousands threatened. more firefighters are arriving nearly 3200 now trying to keep the flames from racing toward more houses. you can see here the firefighters are using road flares to start what's called a backfire. the point is to use up all of this unburned fuel before the main fire can use it to cross this road. this morning more than 13,000 people are still evacuated. >> this is the first time that i'm really feeling afraid that i could lose my house. >> reporter: with conditions like this people aren't going home any time soon. >> no it'll be a few days. >> reporter: but even once they're able to go home a new concern. evacuees from the willow fire further south returning home to find while they were forced out looters moved in. >> they actually took suitcases and filled them with our things and then left. >> we did everything that we were supposed to do to leave this fire and then we come home to this. >> reporter: rocky is the largest of 21 major california fires. hundreds of smaller fires triggered by lightning and one accused arsonist. overnight officials announcing the arrest of a 34-year-old woman they say set 14 fires in just the last week and a half. and so far this fire has burned nearly 100 square miles. firefighters say they have about 12% of it contained. they're hoping that number goes up again today. george. >> they'll have a ways to go. thanks very much. counting down now to the first big debate in the race for the white house. republican candidates go head to head thursday night. last night a warm-up game. more than a dozen on stage in new hampshire taking a pretty easy on each other hitting president obama and hillary clinton hard. jon karl tracking it all. donald trump sat this one out last fight but he'll be front and center thursday. >> reporter: george, donald trump is riding higher than ever. he will be center stage. that much is certain. but there are 17 candidates only 10 will get into the big debate. those ten at the top of the polls by the end of the day today. it was a warm-up session for the big debate. 14 republican presidential candidates participating overnight in a forum in new hampshire. there was no republican in-fighting on display here. >> every person that's participated in this debate is far better than any of the democrats running. >> reporter: it looked a little light speed dating. each candidate getting less than ten minutes to try to make their case. >> whether it's hillary clinton or joe biden i'm a new, fresh face. >> we made it through jimmy carter. we'll make it through barack obama. >> i'm fluent in clintonspeak. when he says bill says i didn't have sex with that woman, he did and when she tells us trust me you've got all the e-mails that you need we haven't even scratched the surface. >> reporter: three of the candidates couldn't appear in person and joined via satellite from washington. but the elephant not in the room last night in new hampshire, front-runner donald trump. the donald told the for rum's co-sponsor "the new hampshire union leader" since he's not likely to get the paper's endorsement he was going to pass on their invitation but he will be center stage at the first debate of the 2016 presidential cycle now two days away in cleveland. >> jon, trump is leading all the major polls right now and it looks like the rest of the field is pretty firmed up. >> reporter: that's right. remember it's the top ten in the polls by the end of the day today that will be in the debate. here's the abc analysis of who will be in the debate. the top ten candidate, as you can see trump is far and away the leader now, double digit lead ever everybody and the rest of the field chris christie the tenth candidate barely making it in the race. that's interesting george because as you remember it wasn't all that long ago that chris christie was considered a possible front-runner here. >> and, jon, some pretty accomplished candidates not making the cut. >> these are the candidates who will not make the cut in our analysis. you can see you have incredible resumes, former governor of texas, the person rick santorum who was the runner-up last tile the only come in the race and former governor of new york former governor of virginia. none of them as it looks right now will even be in the race. in that debate. if you can't make the debate it's very hard to see how you make any traction at all. >> okay jon karl thanks very much. health news now and a deadly disease outbreak in new york city. at least seven people have now died from legionnaires december.' disease. 81 cases reported so far and dr. rich besser is here. you headed up the legionnaires' disease unit at the cdc for seven years. what causes this and how does it spread? >> yeah, these outbreaks are tricky. legionnaires' disease is severe pneumonia and you get it by breathing in the mist that have it. they occur from the summer from cooling towers on buildings and decorative fountain all things that produce mist. you see it with older adults people who are current or former smokers, with lung disease, have cancer, diabetes kidney seize. >> how did authorities figure what was happening with this? >> they interviewed everybody to see if there was something in common and there wasn't. so what they did was they mapped them all out to see where did they live and found they lived all across the south bronx so used google map, google earth to find all the cooling towers on the tops of those buildings and cultured them. 17 cooling towers five were positive. they're cleaning them and hoping that cleaning those towers will shut down the outbreak. >> we can hope. thanks so much. dr. besser will trach your questions throughout the morning. you can tweet him say he was acting in self-defense and mara schiavocampo is here with the story. good morning mara. >> reporter: good morning, the victim a former college athlete who moved to the area to be closer to his fiancee. during the trial the jury is expected to finally see the telling dash cam video which has never been released to the public. this morning, charlotte police officer randall kerrick faces a jury and voluntary manslaughter charges accused of shooting and killing former florida a&m scholarship football player jonathan ferrell in 2013. >> four shots in rapid succession when jonathan is ten feet away. >> reporter: during opening statements prosecutors say the officer who is white used excessive force in shooting the unarmed african-american 24-year-old ten times. police say ferrell had just crashed his car when he went to a nearby home for help at 2:30 in the morning. alarming the homeowner who called police. the 911 tape played in court. >> there is a guy breaking in my front door. >> there's a guy breaking in your front door? >> yeah he's trying to kick it down. >> reporter: on the stand explaining she shout he was trying to break in and she was all alone with her young child and was terrified. >> is he still in the house? did he leave yet? >> he's not in the house. he's in the front yard yelling. oh my god, please. >> reporter: while ferrell's fiancee testified he wasn't an aggressive person the defense painting a different picture claiming earlier that day, ferrell argued with his fiancee, smoked marijuana and that when police responded he charged them. his own bad choices leading to his death. >> this case is not about race. it never was. >> reporter: kerrick has pleaded not guilty. if convicted he faces three to 11 years in prison. he's been unpaid suspension since the shooting. amy. >> mara thanks so much. now to comedian amy schumer getting serious about gun control. speaking out after last month's deadly movie theater shooting. the killer picking her new movie train p "trainwreck" and joining forces with her cause new york senator chuck schumer to fight for tougher laws. cecilia vega has more. >> reporter: actress comedian now activist the daughter of a sandy hook survivor wrote a letter urging amy schumer to speak out on gun violence in america and that is exactly what she did. >> i'm just a modern chick who does what she wants. >> i who is your favorite team? >> the orlando blooms. >> reporter: this morning amy schumer isn't laughing. she's speaking out for the first time since last month's deadly shooting at that movie theater in lafayette, louisiana. making an emotional plea. >> i wanted to just go down to louisiana and then i was angry. my heart goes out to jillian and mayci breaux and those tied to the horrifying actions of this man who shouldn't have been able to put his hands on a gun in the first place. >> reporter: joining forces with her cousin new york senator chuck schumer called for new gun control legislation with stricter background checks. >> i have a lot of press kosher supermarkets but i almost never get this many people so i want to thank my cousin for that. >> i am expecting a backlash and handle it the way i've handled it the last ten years. i've had death threats and a lot of hate directed toward me but i'm someone who -- i want to be proud of the way i'm living and what i stand for. >> reporter: the shooting that killed two and injured nine was personal for the actress. theatersgoers were watching her movie "trainwreck" when the gunfire broke out. >> i thought about these victims ss each day since the tragedy. >> known for her fearless comedy. ♪ booties what they want ♪ >> reporter: not backing down from this fight either. >> she sure isn't. the one thing sthumer did not say, shooter's name and while she says these may be her first public comments on gun violence schumer promises they will not be her last, amy. >> all right, cecilia, thanks so much. we turn now to dan who has the morning's other top stories starting with another shooting this time at a concert? that's right. good morning, good morning, everybody. police looking for someone who opened fire outside a hip-hop show. two are in critical condition and the shooting happened after some sort of argue. the ex-con accused of shooting a police officer in memphis, tennessee, heads to court. he surrendered accused much shooting officer sean bolton. when bowlen interrupted a drug deal, wilbourn denies pulling the trigger. a big story for the economy this morning. puerto rico has defaulted on a $58 million debt payment. the first in what could be a series of defaults. much of this debt is held by individual investors and mutual bond funds. the governor of the island says puerto rico's economy is in a, quote, death spiral. look at this rescue in california's silicon valley pulling a driver out of his car seconds before a commuter train crashes into it. that driver was purported under the influence but is okay this morning. and near pittsburgh a runaway garbage truck was seen crashing its way down the street damaging five cars nobody got hurt here. this may have happened because of faulty brakes. workers were seen running after the truck. a much bigger problem in europe. listen to this. two cranes collapsed while putting a section of bridge in place. five homes were crushed. one man had to be pulled from the wreckage. somewhat amazingly he was the only person who got hurt. finally this morning, a surprising and somewhat inconvenient location to find a wild animal. here's what one golfer spotted on the putting green, a kangaroo. it happened in australia obviously because if it happened in jersey we'd be leading with the story. lara spencer recently started golfing again and i hear she's been making up excuses for the shortcomings in her short game so here's a new one for you, my friend. marsupial on the green. >> exactly. it was a kangaroo shaking the flag. i was very it's going great out here. all these super fans. these ladies have been here since sunday at 10:00 a.m. going crazy. we needed the rain to cool it off. kylie has been crying. she's so excited. we're going to throw it back to you. >> i like how michael is doing this while he's talking, that's great. feeling it. >> a little extra caffeine this morning, michael. >> that is all coming up. a lot of happiness but outrage across the country, as well over some handcuffing of kids in school. it happened to two kentucky schoolchildren. they had adhd and one incident involved an 8-year-old caught on camera and now the sheriff and deputy who did it face a lawsuit. abc's linsey davis with the story. >> reporter: good morning, george. a serious traumatic incident. that's what the attorney representing the children is calling what you're about to see. saying the children are still struggling as a result of being handcuffed, have a trouble of sleeping and now have a fear of police. >> you don't get to swing at me like that. >> reporter: an alarming classroom scene caught on video. watch as this kentucky sheriff handcuffs an 8-year-old boy. >> you can do what we've asked you to do or you can suffer the consequences. >> ouch that hurts. >> reporter: this third grader crying out in pain. his hands behind his back. handcuffed for 15 minutes because of behavior which his attorney says is related to his adhd. >> now, sit down in the chair that i've asked you to do. >> he stands 3 1/2 feet tall weigheds approximately 54 pounds and at no time has he ever a danger to himself or to anybody else. >> reporter: the video filmed by a school staff member was released monday by the american civil liberties union part of a new federal lawsuit just filed against this sheriff. the aclu and attorneys for the parents alleging he subjected this and another child with disabilities to unnecessary and excessive handcuffing claiming as a result they experience pain fear and emotional trauma and an exacerbation of their disabilities. >> handcuffs have no place in schools with little children who are having discipline issues. >> reporter: according to the department of education, students with disabilities make up 12% of public school students but they make up 75% of all students subjected to physical restraint at school. >> it's your decision to behave this way. >> reporter: now the aclu is calling for an end to this kind of discipline saying it does more harm than good. >> if you want the handcuffs off you're going to have to behave and ask me fleissly. >> reporter: using handcuffs as a disciplinary mechanism is illegal both in kentucky and federally. they will not comment until they review the lawsuit. george. >> okay linsey thanks very much. let's talk to dan abrams about that. handcuffing illegal. does that mean this lawsuit succeeds? >> look it's a heartbreaking video to watch. here's the basic law in kentucky when it comes to schools. physical restraint only permitted when the child is an imminent danger to himself or others. mechanical restraints meaning something like a handcuff it appears, are not supposed to be used in schools at all. and so the question is going to be what's the remedy? meaning what i think the aclu really wants here is to change the way this stuff is done. because they're saying that there are too many incidents where the police are using handcuffs, using these mechanical restraints in particular when kids have disabilities and they're basically saying that these handcuffs don't have any place there. >> how does the fact they had disabilities change this. >> they're basically saying the kids are being discriminated against because they have these disabilities. the questions are going to be can you actually establish a different standard of behavioral standard for a child with attention deficit, for example, than another child? this company actually claiming on its website that exercising in zaggora hotwear can increase calorie burn. where are they? and why did they dry up? bad news deal hunters, a study by e-mail marketing company lisp rak says discount codes have decreased 45%. >> the economy is good right now, consumers have a lot of options and so retailers maybe have scaled back just because people are willing to spend a little more. >> reporter: but deal hunting is an evolving cat and mouse game and there's a new way to score one of those promo codes. >> it's called shopping cart abandonment and here's a real world dramatization of how it works online. imagine that i'm at a website and i put items into my virtual cart but then i just walk away. >> excuse me miss. you left some items in your cart and here's a coupon for 10% off. >> reporter: uh-huh. very dramatic dramatization but here's how it works online. you find something you want at a retailer's website. this next step is important, you have to have an account and be signed in. now the magic, just click off. leave the site and don't buy the item. sure enough last week i went to seven different retail websites and put a few items in my cart then i clicked off the sighs without buying. within 24 hours i had three reminders about my abandoned carts. two discount offers one for $20 off and another for 20% off. i'd save about $40 on the orders i was considering. >> if you're shopping for a big ticket item or maybe a lot of things say, for back to school it's worth trying. lisp rak study's said the longer you wait for the e-mail the better. most who send e-mails about abandoned cart don't offer a discount code until the third reminder. fear not, the deal code is not dead, just little harder to find. >> maybe just have to have a little patience. becky worley here now and this happened to me dentally last week. i got one of those e-mails offering me a discount for my abandoned cart. i was so excited. >> yeah see, you didn't even know you were doing it. a lot of times we do get distracted while shopping or maybe lose the connection on our phone or computer and then they nudge us with a little reminder. >> i like it. i can be nudged. you have several other ways to find hidden discounts. >> a cat and mouse game so let's start with new tricks so the first one is to remember that when you're checking out, you have access to a customer service agent live often right here -- i'm going to show you with a little telestrator. do you have questions? well yes, there's a live person you can chat with. my question is can i have a discount code please? i would ask a little nicer but they say yes and give you one? >> it can't hurt to ask. i think we've learned that. then the other thing, do you remember amazon prime day and made this huge hullabaloo and walmart had a sales event suddenly. it's not like back in the reception there are they're trying to get us to open our wallets but keep us from putting money in their competitor's wallet so see a lot of one day sales and it's a good reason to pay attention to those newsletters that come into your e-mail in-box so pay attention to those one day sales. finally, this is instagram, right?
