acting. you can see they are violent in nature. >> reporter: another issue the homeless can buy it for as little as a dollar from bodegas illegally selling it. just last week investigators seized 10,000 packets. >> these individuals many of them under the influence of this drug totally crazy that, um, super human strength, impervious to pain. >> reporter: today we asked police why they doesn't stop this use out in the open since we spotted officers standing right across the street. top officials with the nypd say it's perfectly role that possess it or be under the influence. it's only a health code violation to sell it. all police can do it crackdown on sales and make sure users don't get out of hand. >> what needs to change. we need to put a hell of a lot more money into mental health. once we start putting money into mental health these people will be able to get the help they need. >> reporter: and tomorrow mayor de blasio will talk about his new plan to deal with the homeless and mental health problems and he could also address this drug issue. we'll be there and let you know what he has to say. dana, back to you. >> ilana, thank you. mayor de blasio's popularity slip is showing. a new poll finds the mayor with his worst ratings ever. he is now been below 50% for an entire year. the latest quinnipiac university poll finding 44% of voters approve of the job the mayor is doing compared to the city comptroller scott stringer's 54% approval rating. governor cuomo has 58% approval. worse news for mayor de blasio, only 41% of voters want to see him re-elected. 47% saying they have had enough. after the storm comes the clean-up for people on the north shore of suffolk county the high winds that blasted the area yesterday leaving behind a tangled mess of downed trees power lines and a lot of damage. cbs 2's jennifer mclogan reports. >> reporter: this is what we have seen repeated over and over in the path of the storm. there will be no enjoyment anytime soon for the family and their backyard patio or their swimming pool now filled with their maple tree. >> this is worse than hurricane sandy. we lost six trees up there that are about 200 years old. and it's a mess. >> reporter: he and his family still feel trapped on quaker path in stony brook amid toppled trees and dangling wires. his neighbors are moving with caution. pets, too, as homeowners prepare for another day without power. >> murphy's law my generator broke yesterday so i went and got a new one. once you get out of this neighborhood, there's gas and stuff. >> reporter: but getting out is not easy. north shore roads in suffolk county are still littered with massive trees wrapped around electric lines pulling down poles. first responders directing traffic. jams a mile long through winding two-lane streets. >> if there was an emergency it would be big trouble. >> my kids are like the end of the world is happening. >> reporter: the town supervisor in brookhaven called pse&g to the carpet yesterday complaining response was slow. >> it's hard to clear roads when you have wires that are live draped across them. so focusing some attention on some of those shortcomings helped because pse&g found a way to be far more helpful. >> reporter: he says he sees many of the 1,000 crew members on the job. in its defense pse&g said it had 87,000 out at the storm's height, 82% restored this morning. above us you see the sheered treetops from the dangerous winds. there will be no power here perhaps until tomorrow night. with a warning from the health commission another avoid any foods that have thawed from your refrigerator or freezer. from port jefferson, long island, jennifer mclogan, cbs 2 news. trouble of a different kind for three new jersey towns. they remain under a "boil water" advisory tonight hours after a construction crane ruptured a water main in cliffside park. bergen county officials say the crane's boom was lowered to the ground this morning to repair a sensor and when crews began to raise it again, they saw water coming out of the street. workers at nearby businesses say they were left with a real mess. >> water in the basement, sludge and dirt and everything else. >> we are using plastic cups, bottled beer. the only stipulation, not to cook any food. >> no word on who authorized moving the crane to the middle of the street for those repairs or when the "boil water" advisory will be lifted. a long island man says recording police in action got him arrested. a witness to a violent encounter between suffolk police and a friend, he is now the one facing criminal charges. new at 6:00, cbs 2's carolyn gusoff shows us the video made public today of the. >> i'm 100% in any event i didn't do anything wrong. i was there to videotape. >> reporter: he says he was in the wrong place at the wrong time the center moriches home of a friend witness to this confrontation he pulled out his cell phone and recorded for 8 minutes. [ screaming ] >> get off me! >> reporter: a volatile encounter which began with suffolk police called here by a mother reporting her son trying to commit suicide. demint's videotape shows two sons cursing appearing to resist arrest their mother also tangling with police then demint says police tasered the wrong person, the mother! >> oh, my god! [ screaming ] >> reporter: later it appears officers pulled down one of the now handcuffs sons. the 80-pound mother comes to raises her arm and gets knocked to the ground. >> i'm videotaping! >> reporter: after the video ends, demint says police handcuffed and arrested him. >> i was tackled to the ground. they told me to stop resisting and i was like i'm not resisting. other police officers came over and took my phone out of my pocket tried to delete the last video. >> reporter: now the 20-year- old community college student is speaking out and one year since his arrest he claims he has been the victim of petty traffic stops. his phone confiscated by police for six weeks. his attorney says he will fight charges of obstructing justice and resisting arrest. >> he was so within the law that you can't be more within the law. in fact, he didn't have to but he did tell them he was videotaping. >> i'm videotaping this, sir. >> reporter: we asked suffolk police for comment on why deminted was arrested. he is due back in court in september. he says after he fights criminal charges he will sue for false arrest and violation of his civil rights. carolyn gusoff, cbs 2 news. >> carolyn just let us know the suffolk county police issuing a statement claiming thomas demint interfered with officers by shouting obscenities and diverting officers' attention. they say they have not yet seen the video. bystanders they add can videotape as long as they don't interfere with police or compromise safety. the mother and sons in the video pleaded guilty to disorderly conduct. a former nypd officer undercover convicted in the motorcycle road rage incident learned his sentence today. wojciech braszczok faces two years in prison for his role in the attack in washington heights. the 34-year-old was found guilty of second-degree assault. back in 2013, several bikers pulled over alexian lien from his suv attacking him. the video shows braszczok carr. police need your help finding a man caught on surveillance video wanted in a string of burglaries in midtown manhattan. story. >> reporter: police say the man hit six times in the past six months breaking into apartments here along west 49th street and tenth avenue. his latest victim seemed to not only scare him off but she also got a good look at him as well as the surveillance camera. a serial burglar in hell's kitchen was caught in the act. at around 7 a.m. on july 25, a 24-year-old woman heard a noise outside her window. when she went to check it out, she saw this man on the her fire escape. we showed the video to people in the neighborhood. >> it's scary when you hear it is happening in your neighborhood. >> it's very concerning because we have a daughter so we live on the second story so we'll definitely be locking our windows now that i know this. >> reporter: in that july incident, the man ran away empty-handed but other victims were hit. on february 13, police say the same man entered two apartments on tenth avenue stealing money, jewelry, electronics, clothing and credit card. on march 4 he stole electronics and jewelry from an apartment on west 49th street. then two days later he did the same at two more apartments on the same street. every time he used the fire escape to enter. does this worry you now to hear there is a string of burglaries in the area? >> it does. yes, absolutely. i'm a single woman living alone. so as i said i think i definitely want to double lock my doors at night. >> reporter: is there anything you would like to see done about this? >> um, i mean, it would be great if they could keep a close watch on the neighborhood. >> reporter: police say they are stepping up patrols in the area. in the meantime residents say they will be extra careful about locking their doors and windows especially those near the fire escape. in hell's kitchen, diane macedo, cbs 2 news. new information on prison escapee richard matt. what an autopsy revealed today. >> also, cleaning up the bronx river and putting a stop to street flooding every time it rains. just one of the projects millions of dollars in federal funds could help cover. lonnie is. >> one community today hit 90 degrees and you your ninth day of the heat wave. i'll talk about that. i'm also going to talk about cooler weather moving in for everybody and i'm watching the storm that's off to our west. how it affects us and our upcoming weekend coming up in a bit. coming up on the "cbs evening news," there's another movie shooting in the south. scott pelley has details at 6:30. >> reporter: one of the witnesses today said what we were all thinking. i can't believe it's happening again! the story is still developing. our anna werner will have the very latest details. what we do know is that the gunman was shot dead by a s.w.a.t. team. we'll have that and the rest of the world news coming right up at 6:30. a [player yelling] [tennis racket swings hit tennis balls] [crowd cheering] a day of destiny. new information on one of the killers who broke out of an upstate prison. toxicology reports show richard matt had a blood alcohol level of .18 when police killed him on the run. that more than twice the legal limit. matt was shot nearly three weeks after escaping the clinton correctional facility with inmate david sweat. the medical examiner says matt's cause of death was severe skull fractures and brain injuries from shots to the head. david sweat now back in custody. some of the dirtiest and flood-prone waterways in our area such as the bronx river are now on a new list making them eligible for millions of dollars in aid. this comes after a strong bipartisan push in albany signed into law today by governor cuomo. cbs 2's lou young live in scarsdale along the bronx river with exactly what's being done. lou. >> reporter: yeah, dana. you know, when we're next to the bronx river it's usually because we are flooding a couple of times a year. a change in status for this and five other waterways in our area opens the way to a new help from the federal government federal funds applied by the state to clean up and control the waterways. take a look. they stood under the big dam that holds back five billion gallons of water at the head of the bronx river announcing a change in status for 6 downstate waterways freeing up tens of millions of dollars in potential state aid to clean and control them. the state and county lawmakers say the flood-prone river parkways are a place to start spending. >> we could start with the bronx river coming out of white plains moving down through scarsdale. >> reporter: the bronx river is one of three westchester county rivers designated as inland waterways making it eligible for state clean water funds. the other two are the saw mill and one other. >> the saw mill river has been studied over and over again with plans to dredge it and alleviate flooding. >> it's been a nightmare since i have been a little kid flowing down there, i've seen boats on the side of the river unacceptable and each time we get these storms it floods. >> reporter: three up county lakes were made eligible for funds to make the shorelines clean and accessible. peach, campfire and echo lakes. last year the state handed out $177 million in grants. next year, communities along the lakes and rivers in westchester county can submit plans of their own and take a piece of that pie. >> if we can do more to retain water in the northern reaches such as new cassel, there will be less floodwaters coming down to the southern ends of the parkway. >> the author of the legislation assemblyman david bookwald says the local governments along the waterways have to come up with the plans and apply for the funds. that includes new york city because after all the bronx river runs through the bronx on its way to long island sound. in scarsdale on the bronx river parkway, lou young, cbs 2 news. we'll check on the forecast now with lonnie quinn to see if we have any rain in our forecast. lonnie? >> right now it's just looking outside there's a little rain shower. it's not a lot of rain in the atmosphere but this picture will show you in the distance, you see those little columns of darker rain shaft around bridgewater new jersey. temperatures coming in at 83 degrees. there's a shower or two not area. we talked about yesterday we advertised, i wouldn't rule out a pop-up, and that's what you're seeing. there is new york and bridgewater and that light little somehow out there. had a little more oomph through hunterdon county and a light little shower. this day is all about the nice weather and pop-up shower here or there. this is not a pop-up shower. this is real is he vee weather into the tennessee valley around memphis. we have been watching this now and thinking hey maybe it's going to ruin the weekend. now the latest data says that storm is not going to ruin our week. i think it's going to clip us. we'll see added clouds and rain. but the bulk, the heaviest activity with the storm goes offshore and down to our south. this is the computer model. this is not the live radar picture. it's showing you where we think the storm is going. so it's initializing almost perfectly -- maybe a little further to the east than it is as of now but this is picking it up at 8:30 tonight. it's right on target. on thursday you will start off with the sunshine. great looking beginning to thursday. as you go through the day, you're going to see cloud cover. but the storm is still saying south. here you are at 3a that's the signature showing you where the heaviest rain is where the center of the storm is. we are north of it. we are going to get clipped. monmouth and ocean county with showers a few breakaways going further north. up to the mountains doing fine on friday going into saturday. and i think the mountains will have a better forecast for the weekend as well because this thing is going to split and ride up the eastern seaboard pushing more clouds onshore for saturday than sunday. the bulk of the rain stays offshore so it's more of the cloud cover that i'm watching. could you squeeze out a shower on saturday especially along the shore? >> um, i mean, it would be great if they could keep a close watch on the neighborhood. >> reporter: police say they are stepping up patrols in the area. in the meantime residents say they will be extra careful about locking their doors and windows especially those near the fire escape. in hell's kitchen, diane macedo, cbs 2 news. new information on prison escapee richard matt. what an autopsy revealed today. >> also, cleaning up the bronx river and putting a stop to street flooding every time it rains. just one of the projects millions of dollars in federal funds could help cover. lonnie is. >> one community today hit 90 degrees and you your ninth day of the heat wave. i'll talk about that. i'm also going to talk about cooler weather moving in for everybody and i'm watching the storm that's off to our west. how it affects us and our upcoming weekend coming up in a bit. coming up on the "cbs evening news," there's another movie shooting in the south. scott pelley has details at 6:30. >> reporter: one of the witnesses today said what we were all thinking. i can't believe it's happening again! the story is still developing. our anna werner will have the very latest details. what we do know is that the gunman was shot dead by a s.w.a.t. team. we'll have that and the rest of the world news coming right up at 6:30. a [player yelling] [tennis racket swings hit tennis balls] [crowd cheering] a day of destiny. new information on one of the killers who broke out of an upstate prison. toxicology reports show richard matt had a blood alcohol level of .18 when police killed him on the run. that more than twice the legal limit. matt was shot nearly three weeks after escaping the clinton correctional facility with inmate david sweat. the medical examiner says matt's cause of death was severe skull fractures and brain injuries from shots to the head. david sweat now back in custody. some of the dirtiest and flood-prone waterways in our area such as the bronx river are now on a new list making them eligible for millions of dollars in aid. this comes after a strong bipartisan push in albany signed into law today by governor cuomo. cbs 2's lou young live in scarsdale along the bronx river with exactly what's being done. lou. >> reporter: yeah, dana. you know, when we're next to the bronx river it's usually because we are flooding a couple of times a year. a change in status for this and five other waterways in our area opens the way to a new help from the federal government federal funds applied by the state to clean up and control the waterways. take a look. they stood under the big dam that holds back five billion gallons of water at the head of the bronx river announcing a change in status for 6 downstate waterways freeing up tens of millions of dollars in potential state aid to clean and control them. the state and county lawmakers say the flood-prone river parkways are a place to start spending. >> we could start with the bronx river coming out of white plains moving down through scarsdale. >> reporter: the bronx river is one of three westchester county rivers designated as inland waterways making it eligible for state clean water funds. the other two are the saw mill and one other. >> the saw mill river has been studied over and over again with plans to dredge it and alleviate flooding. >> it's been a nightmare since i have been a little kid flowing down there, i've seen boats on the side of the river unacceptable and each time we get these storms it floods. >> reporter: three up county lakes were made eligible for funds to make the shorelines clean and accessible. peach, campfire and echo lakes. last year the state handed out $177 million in grants. next year, communities along the lakes and rivers in westchester county can submit plans of their own and take a piece of that pie. >> if we can do more to retain water in the northern reaches such as new cassel, there will be less floodwaters coming down to the southern ends of the parkway. >> the author of the legislation assemblyman david bookwald says the local governments along the waterways have to come up with the plans and apply for the funds. that includes new york city because after all the bronx river runs through the bronx on its way to long island sound. in scarsdale on the bronx river parkway, lou young, cbs 2 news. we'll check on the forecast now with lonnie quinn to see if we have any rain in our forecast. lonnie? >> right now it's just looking outside there's a little rain shower. it's not a lot of rain in the atmosphere but this picture will show you in the distance, you see those little columns of darker rain shaft around bridgewater new jersey. temperatures coming in at 83 degrees. there's a shower or two not area. we talked about yesterday we advertised, i wouldn't rule out a pop-up, and that's what you're seeing. there is new york and bridgewater and that light little somehow out there. had a little more oomph through hunterdon county and a light little shower. this day is all about the nice weather and pop-up shower here or there. this is not a pop-up shower. this is real is he vee weather into the tennessee valley around memphis. we have been watching this now and thinking hey maybe it's going to ruin the weekend. now the latest data says that storm is not going to ruin our week. i think it's going to clip us. we'll see added clouds and rain. but the bulk, the heaviest activity with the storm goes offshore and down to our south. this is the computer model. this is not the live radar picture. it's showing you where we think the storm is going. so it's initializing almost perfectly -- maybe a little further to the east than it is as of now but this is picking it up at 8:30 tonight. it's right on target. on thursday you will start off with the sunshine. great looking beginning to thursday. as you go through the day, you're going to see cloud cover. but the storm is still saying south. here you are at 3a that's the signature showing you where the heaviest rain is where the center of the storm is. we are north of it. we are going to get clipped. monmouth and ocean county with showers a few breakaways going further north. up to the mountains doing fine on friday going into saturday. and i think the mountains will have a better forecast for the weekend as well because this thing is going to split and ride up the eastern seaboard pushing more clouds onshore for saturday than sunday. the bulk of the rain stays offshore so it's more of the cloud cover that i'm watching. could you squeeze out a shower on saturday especially along the shore?
