Center says about 80 of taxpayers will see a tax cut in 2018, and less than 5 will see a tax increase. No word yet on when the president will actually sign the bill. An 8yearold is dead after this hitandrun crash in northeast philadelphia. This is the scene where police were able to find the driver after he took off. The two drivers involved in the crash are both in the hospital right now. Both are expected to survive. Investigators are still trying to find out how this all happened. More breaking news. Within the past two hours we learned new information about an attempted abduction near a school in philadelphia. Two children on their way to class say a pair of men tried to lure them. Aundrea clinethomas joins us live. What have you learned about what happened, aundrea . Reporter the kids ran as fast as they could to the school. Police tell us its four kids between 6 and 10 years old. Police want you to be on alert right now as children are headed home from school. It all happened in the 900block of devereaux avenue before 8 30 this morning when police say a man with gray hair, a graying gotee and a jacket tried to lure the kids inside a minivan. The kids took off running and the man started chasing them saying something to the effect of come here. The children made it to Carnell Elementary School and told administrators. They did exactly what wed tell any parent to instruct their children. Something like that, you run, get to the nearest adult, even if it werent their school, a school, gas station, police. Reporter the kids did the right thing. Detectives are in the area trying to see if there is any Surveillance Video. But again, they are telling residents to be on alert. Theyll make snow all night tonight. The afternoon high today, or the daytime high, 48 after 58 yesterday. We are going down a bit tomorrow and then going back up. Friday and saturday. And then we go right back down. A big roller coaster. Through the night tonight it will be colder. We have a bit of a breeze. So it will be a lot colder tomorrow morning than what we have seen in the last couple of mornings. Mid 20s in Lehigh Valley and some of our northern and western suburbs with a little wind making it feel a little colder than that. So tomorrow is going to be a chilly day. We have warmer weather. For the first time were hearing from the family of one of the People Killed in this fire that ripped through this senior home in west chester. 137 residents were in the home when the fire broke out last month. Most were asleep at the time. Four were killed. Others made their way out into the frigid night air. Surveillance video shows firefighters lifting some of them up over their shoulders and carrying them to safety. Nbc10s cydney long joins us live from center city where family members of one of the People Killed spoke today. What did the family have to say . Reporter teresa malloys grown children know she died alone, trapped in her room. They fear she was terrified and suffered. As you can imagine, they are quite devastated and confused. They want to know how their mothers death was not prevented. We were the focus of her life. Her family was the focus of her life. She loved babies. And she loved to laugh. Reporter with a shaky voice and tears, mary and her brother shared memories of their father. They had just moved her into the Senior Living facility four weeks before it caught fire. It took her life along with three other residents. Thats why we are here. We want answers. Why was she not protected . What happened . Was there a failure in a mechanical system. Reporter they panicked in disbelieve the morning of november 17th, not able to find their mother. Its nothing compared to the panic she must have felt, in the middle of the night, dark, alone, by herself. And now that we know what happened, you know, put yourself in our shoes. Reporter now, together with their attorneys, they want answers. Answers as to how and why four residents could not be saved. Malloy worked for years at the irs raising three children as a single mom. She loved her seven grandchildren and eight great grandchildren and loved the shore. She didnt get the protection she deserved. That is truly cruel, because these children here did what they believed to be the right thing, to seek out a facility to provide her with that very protection. Reporter now, we can tell you that both the atf and Chester County officials are working to determine a cause of the barkley friends fire. They plan to meet after christmas to compare notes and discuss the cause. In the meantime, the Attorneys Office is conducting its own independent investigation. They are focused on Fire Suppression and other safety protocols. Well have more on that when we see you coming up in the 5 00 hour. For now, live in center city, cydney long. Nbc10 news. The fight to reinstate criminal charges against the engineer in this deadly 2015 amtrak derailment in philadelphia will have to wait. A judge set a february hearing date for brandon bostian. Thats when prosecutors can argue the engineer should be held criminally accountable for the accident. In september a different judge threw out Involuntary Manslaughter charges against bostian. Eight people died and more than 200 were hurt when the train rounded a curve at more than twice the speed limit and derailed. Federal investigators in the deadly amtrak derailment in Washington State want to know if the engineer was distracted by a conductor in the cab. The ntsb says the conductor was getting familiar with the route. The trains actual conductor was not in the cab at the time of the derailment. Meanwhile, crews worked through the night to remove all of the rail cars from the scene. Theyre on the way to a military base for inspection. Even though the train cars are gone, a lot of work is left to be done. Once the removal takes place, d. O. T. Crews will be going into the site and repairing guard rail, repairing damage to pavement that becomes revealed after the locomotive is removed. Three people died in monday mornings crash. The train was headed from seattle to portland when it took a 30 mile per hour curve at 80 miles an hour. A key figure in the child sex abuse scandal that rocked the Catholic Church in boston died yesterday. He resigned in disgrace as archbishop in 2002 while under investigation in connection with the scandal in the boston archdiocese. He remained with the church, working at the vatican. He was accused of protecting priests who had been accused of molesting children. He was 86 years old. This afternoon two men accused of killing four young men this year in bucks county face a wrongful death lawsuit. The family of one of the victims filed the lawsuit today against Cosmo Dinardo and sean kratz. The families are also named in the lawsuit. The family of mark sturgis says dinardos family should be held responsible because the gun used was registered in his mothers name. Theyre facing charges in the murder of four men who were murdered over the summer. Crews are working to fix a broken water main that caused this pipe to flood. 18th and rittenhou street. Two condo buildings are without water as well as four businesses. 18th street will be closed from spruce to walnut while the work is completed. Right now, there is an online petition going around asking a Philadelphia Church to stop using live animals in its nativity scenes after a cow escaped twice. So far the petition has 43,000 signatures. Many of them were other states or countries. This is all after a cow named stormy got away from the scene at Old First Reform Church of christ. We left a message with the church in the past half hour to get their response to the petition. We are waiting to hear back. Today new jersey lawmakers are considering a bill that could hike energy bills for residents about 40 a year. The reason pse g says low Natural Gas Prices could force them to shut down the two Nuclear Plants in the next two years. It wants money to help keep them money. The plants produce about half the states electricity. In camden, the new Jersey Department of Environmental Protection will begin a longawaited project to redevelop the harrison avenue landfill into a water front park. Theyll have to transform 62 acres of landfill at the cramer hill waterfront park. Its been closed to the public for 70 years. In delaware a group of lawmakers and physicians gathered with a plea to congress. They want reauthorization of the Child Health Insurance program, the program, known as chip, could lose funding next month. The Lieutenant Governor says if that happens thousands of delaware children will lose health care. Wed like to see congress, who is acting on corporate taxes today, take immediate action on reauthorizing and refunding our childrens program. Congress has yet to vote on a plan to renew chip. It insures nearly 9 million children in this country. Its a celebration of science, technology, engineering and math. To benefit the minds of future female leaders. Thick, high clouds, so you couldnt see the sun. But certainly not capable of precipitation. The rain stayed way down to the south as expected. And you can see the dry conditions that were going to be seeing during the day tomorrow. A lot of sunshine, but it will be on the chilly side. Then the moisture starts increasing from the west here. This is friday. So during the daytime hours friday its basically dry. But later friday night and into saturday, thats when the rain comes in. Its also when the mildest air comes in, especially in southern parts of our area. And then, things get colder as you will see in a minute. First of all, tomorrow, colder than today, 40 for the high. In chestnut hill, swanksville. Maybe not even 40. Allentown and easton, after temperatures in the mid 20s in the morning. 43 in vorhees and long port and 44 in knnewark, delaware, after lows near freezing. Here is the map for saturday morning. With the rain across a good bit of the area. So there is going to be quite a difference between saturday and sunday and monday as we head through the holiday weekend. Here we are by saturday night. Still raining. But were getting the cold air coming in. So its changing over to some snow possibly in the poconos. Then we dry out. So most of sunday, if not all of sunday, is dry. Then we start to see the moisture come back. But now the moisture is coming back, and its already colder. So there is the poconos seeing some snow. Thats sunday night. Thats Christmas Eve. At the very least, the poconos and maybe the Lehigh Valley have a chance of seeing the White Christmas monday morning. Much of the rest of the area is looking too warm. Like it would be rain. Learning more about a teenager shot in the head inside a Chinese Restaurant in south philadelphia. He was among several people inside the business when a gunman opened fire last night. Nbc10s Miguel Martinez via has the story. He tried to press against the door so they wouldnt come in. They just shot through the window. Reporter ruby foster is angry. Angry another teen was shot on her street. Angry twin dragon where it happened opened hours after the shooting and angry those in the store didnt do more to protect the 17yearold. He asked her to pull the thing down. Save my life. Theyre coming to kill me. They are coming after me. She said no to this boy. Reporter foster told me her two teen nephews were inside when the shots were fired. She said they will be going back. This got to stop. Not the first time i experienced this at this store. This not the first time that someone got killed at this store. So bring it down. Reporter mustafa showed up minutes after the shooting. He also knows the victim. They grew up in this neighborhood. And weve got some even colder air thats going to be moving in, some of the coldest air of the season, setting us up for more than one snow chance next week. A Controversial School construction project has been given a green light once again. Early this month, the school board voted in favor of shutting down the multi milliondollar project and last night the board voted to reverse the decision. Nearly 8 million had already been spent on the project. In berks county the push to decriminalize mare na decriminalize marijuana is off the table. The council has been considering the ordinance since last year. Newcastle county. State required newborn screenings will soon be the responsibility of the ai Dupont Hospital for children in wilmington. The hospital says the transition from state control has begun. The Screening Program is designed to diagnose Serious Health conditions that may not be obvious at birth. Lets go to mercer county. A Hopewell Township Police Officer crawled through ice and snow to save a dog from this freezing pond. Officer Robert Vorhees was tied to a rope and snatched back by a fellow officer. According to police, officer vorhees volunteered to crawl out on the icy pond. He grabbed the dog by the collar to get her out. And she was reunited with her owner. Thats going beyond the call. Hundreds of puerto rican evacuees now Lehigh Valley are facing a winter climate they are not accustomed to. All week hundreds of coats, hats, scarves and gloves are being collected for the families. And it may be very wet across parts of delaware and south jersey, especially. You can see how widespread the rain is on saturday. There may be big temperature contrasts too. It could stay in the 40s in the Lehigh Valley. Could be into the 60s farther to the south. But its wet everywhere. And for a good bit of the day. Here is another look. Starting at 2 00 in the afternoon. The colder air coming in and pushing this all offshore by saturday night. So sunday is the drier of the two weekend days. And then some of the moisture may start coming back. And by sunday night, Christmas Eve. Into christmas morning, there could even be a changeover to some snow in the Lehigh Valley and especially in the poconos. It may just be a little bit too warm for snow in the philadelphia area or even in some of our closein suburbs. Thats not the only shot for snow next week. We dry out and then we get colder. Over the weekend, of course, its mild on saturday, with the rain. Sunday, generally dry, colder. Monday, we could see some snow up to the north and west. Rain elsewhere. Cold. And windy monday, and into monday night. So when the eagles are playing, were talking about temperatures dropping into the 20s. Were talking about some wind. Windchills into the teens across a good bit of the game. Now, as we go through the weekend, there is mild, colder, cold, with a chance of that mix, and then it gets even colder.
