which is tomorrow when we have a sunday soaker in the forecast. from tomorrow through tomorrow night we have issued a first alert for our entire region although different impacts for different regions as we go through your sunday we are looking at heavy rain likely, some thunderstorms possible, strong wind gusts very likely and some localized flooding also possibility as a result of the heavy rain we are expecting. now tharks is for our sunday. and we are looking at a very different forecast today. look at our radar and satellite. not an issue on the board. looks very nice, fairly clear and we're talking mostly sunny conditions with just some sprinkles possible into the evening. now let's go wider. this is part one of the issues for our sunday. there's a cold front moving our direction. the storm center sitting farther to the north. that's coming our direction. that rain is moving our way. that alone will kind of cause issues for our sunday. but we are combining that with moisture from down way south. this is tropical moisture. right now this is something called a potential tropical cyclone, meaning it's not strong enough yet and has not come together yet enough to be called a tropical cyclone but still has plenty of moisture. that's going to surge our direction and enough moisture's going to combine with that cold front, that's going to be the problem. but, again, for today, not bad. we're starting out fairly mild too at 51 in philadelphia and 43 pottstown. millville 56 to start. we'll talk more about the rest of your saturday and then the sunday forecast you may right to your phone. this morning, a 16-year-old boy is in jail waiting to go before a judge for the murders of two other teens in south philadelphia. brandon oliveri surrendered to police last night. the teenager did not answer questions as he was led into police headquarters. investigators say he shot and killed the other two boys on tuesday night. people who know the victims tell nbc10 they were not friends. early friday morning the suspect's house was the target of gunfire. neighbors there have been on edge. >> it almost seems scarier that there's these kids going around, these kids with guns. >> police are still trying to figure out a motive for the shooting, but witnesses say there was an argument before the gunfire started. sal will be laid to rest today. a viewing for the 16-year-old begins this morning at 8:30 in south philly with a funeral mass to follow. he was a junior at st. joe's prep. new overnight, philadelphia police looking for a man who shot another man three times in north philadelphia. investigators are focused on a white minivan at the scene that had blood on the window. the victim is in the hospital in critical condition. this morning a woman is in the hospital following a row home fire in north philadelphia. the blaze began just before midnight on north 11th street. crews rescued several people from the roof of the front porch. the fire marshal is now investigating what caused the fire. we now know what caused 13 football players to get sick inside a delaware county high school locker room. skyforce 10 was over the scene at penncrest high school last night as the sick players left in ambulances. fire investigators say an air purifying machine in the men's locker room appears to be the cause. it irritated the victims causing them to cough and have watery eyes. some of the players went to the hospital while others were treated at the scene. they'll all be okay. crews pulled the fire alarm to make sure the building was clear while firefighters figured out exactly what caused the problem. a lot of news out of washington. the first arrest stemming from the investigation into russia's interference in the presidential election could happen monday. cnn reports a federal grand jury has approved the first charges. because a judge sealed those charges, it's unclear what they are and who will be under arrest. according to cnn the charges are a result of the federal probe into russian meddling and possible collusion with the trump campaign during the 2016 presidential election. special counsel robert mueller leads that investigation. president trump has called it a witch hunt. prosecutors are not backing down in their case against members of a penn state fraternity. they refiled manslaughter and aggravated assault charges in the death of timothy piaza, claiming he was the victim of a deadly hazing in february. last month a judge threw out the more serious charges against the eight frat brothers, but prosecutors have refiled all of those counts. piazza's family is praising their decision. 5:05 right now on this saturday. today in philadelphia you can bike, walk or run down a seven-mile stretch right in the heart of the city without having to worry about drivers and traffic. the philly free streets event begins in just a few hours from now. nbc10's randy gyllenhaal is live in old city with a preview for us. good morning, randy. >> reporter: good morning, rosemary. you're going to find these signs all over the city this morning, no stopping, no parking because philadelphia free streets is going to get underway. this morning crews are already up early working setting up the big stage as you can see here. they're going to have a ribbon cutting and then a power walk led by mayor jim kenney. it all starts here in old city. first streets will close starting at 6:00 a.m. it goes until 1:00. it starts here at third and chestnut and rides third street north from here up to fourth street to germantown avenue into north philly and ending all the way up in fairhill. no cars allowed and all along this route you're going to find free events like yoga, dancing, handball workouts, you can even help paint a mural at fifth and somerset. it is the city's second experiment getting cars out of the way, but this is the first time it's going to extend away from center city. most folks say it's a good chance to get outside on a nice day and walk around. >> it brings people into the city in a safe way with the streets closed down and stuff. >> the city should be -- where people can stop and take a breath and look around and shop and eat. >> reporter: some concern about traffic congestion especially if you're driving in this area during those hours. so be careful if you are out there. you may recall that this all began after pope francis' visit to philadelphia. the city was forced to close a number of streets for security concerns, but many residents say it was a great streets event. this morning several roads in brandywine park will be blocked off to drivers. folks can enjoy the traffic-free route every saturday morning through the end of november. 5:07 right now nice conditions, just a little morning chill out there and really it's not terribly cold outside. light jacket will do the trick. it's going to be a comfortable afternoon with temperatures climbing into the upper 60s and even the low 70s. also going to be breezy out there today, gusts to about 25 miles per hour as we get into the afternoon. mostly sunny though, making for a nice day. and just a few evening sprinkles are possible ahead of the main event which comes on sunday. planner for today, 51 at 7:00 a.m., up to about 70 at 3:00 in the afternoon. upper 60s and scattered clouds once we get into the afternoon for the suburbs. and same deal in the lehigh valley about 67 degrees. in delaware 69 at 3:00 in the afternoon. we're at 47 around 7:00 a.m. in new jersey, so a little chilly there. and then up to 69 by 3:00. for the shore also looking at temperatures that cap right abouted mid and upper 60s. we have flash flood watches in place. this is a watch meaning flooding could occur for tomorrow. so this is in effect for tomorrow through tomorrow evening. and it's over right now just the lehigh valley, so this includes nor northampton and lehigh valley and extending farther north into the poconos. i wouldn't be surprised this may be extended into tomorrow because we are watching that possibility of heavy rain for a good portion of our area. that's why we called a first trip to asia. the next steps in building a border wall is moving forward. the prototypes for the wall are finished. over the next two months workers will test them using sledge hammers, torches and pick axes. the testing could lead to one prototype chosen or a combination of elements that would be used in the wall. today is the 14th annual prescription drug take back day. more than 4,000 tons of prescription drugs have been safely disposed of since the effort first began. the goal is to get old or unwanted medications out of the house so they cannot be abused. there are hundreds of secure locations like police stations all across our region to drop off those drugs. new jersey is warning consumers and stores about the big change to the state's smoking law that begins in just a few days. as of wednesday you will need to be 21 years old to buy tobacco products and e-cigarettes. currently the legal smoking age in the garden state is 19. health officials say by raising the age young people will be less likely to start using tobacco and get addicted. today it's going to cost you more to play megamillions, but you could win bigger prizes. tickets will now cost $2 each up from a buck. big increase instead of $15 million. there will be fewer white balls and more red balls, that's going win. there's always a catch. megamillions says the changes will help it compete with powerball. all right. let's talk about that first alert. in fact we're looking at radar and satellite, our area looks awfully good. we have clear conditions currently. we're going to be mostly sunny through much of the day, but if you look not too far to our west we have a line of some showers and thunderstorms and, yeah, that's a little snow that's entering parts of ohho moving o direction. we're not talking s-word for us but we are talking rain moving our way. and that cold front right there is combining with that moisture down to the south. at least it will be. so this cold front tracks to our direction to the east this moisture's going to start tracking to the northeast. and the moisture's going to kind of pool up. the two are going to combine and that's what's making kind of that perfect storm condition for us to talk some heavy periods of rain. today is that calm before the storm. 71 in center city, 70 in landsdale. about 69 in cliffstown. 71 trenton, 68 for ocean city and 71 smyrna. so temperatures a little warmer than average, a mix of clouds and sun in the afternoon. this is a great day to be outside. now let's track that rain i was talking about moving our direction. this is through 6:30 in the evening. do you see this moisture down to the south already starting to creep up our direction? look how quickly that surge moves our way. so now we've got these two that are about to combine. as we go into sunday morning about 8:00 a.m. we already have a chance of a few spotty showers. i think they could be moving inland. remember, this is a lower resolution model so it's not showing the little pockets of rain we may start to see by sunday morning. so spotty shower through your sunday morning. now look at your afternoon. unfortunately this is about when we would be during the eagles game time. we've got the chance of more steady rain passing through the morning but some of the heavier rain starting to surge in but look at that late sunday into sunday evening pockets of very heavy rain are possible as the storm centers moving through our area. it does start to move out here by 7:30 in the morning on your monday. still some light showers possible on monday. i got to point out at least some models are wanting to give us possibly a little more of a frozen wintry precipitation likely just to the north of us, but that's something we're going to have to watch. those showers by around lunchtime should start to exit the area. but, yeah, we are talking just a rainy soaker of a sunday. and that does mean if you're going to the eagles game you're going to have to pack the rain gear with you. 1:00 start time about 65 degrees. lower 60s into the afternoon hours. once the heavier rain moves in that's going to take us down a notch. periods of rain, chances of a thunderstorm and some windy conditions. gusts 25 to 30 miles per hour. now, is it going to be rain constant the entire game? i can't guarantee that, but is there likely to be at least some periods of very steady rain? yes. then once that moisture starts to exit, we will be windy on your monday with those winds moving in more from the west. we are talking gusty conditions out there. 45 to 50-mile-per-hour gusts are likely. that's strong enough for possibly downed tree limbs especially with the tree being heavier with the moisture soaked. if you've got the halloween decorations, might want to pull them in and possible power outages something we're watching for on monday. heavy rain possible on your sunday, very strong winds on your monday and then finally for halloween things
