concerned. >> it's a hard thing to deal with. you know, raising four boys in the city. i feel bad for the parents that -- whose kids were involved in that. real bad. >> reporter: now, philadelphia police today will only confirm there is a single person of interest involved in the double murder of the two teenage boys on tuesday night. and they are -- have not yet made an arrest in that case. have outdoor plans this weekend and we want to help you plan ahead. >> nbc 10 first alert meteorologist glenn "hurricane" schwartz is tracking the storm. >> look at that beautiful picture now, but it's going to change dramatically as we head through the next couple of days. we have a first alert for sunday and sunday night. it's going to cover the whole area, the heaviest of the rain may be north and west up towards the lehigh valley, bucks county, montgomery county. everybody's going to get heavy rain. everybody's going to get strong gusty winds, but the strongest winds, likely at the jersey shore. so we have heavy rain and thunderstorms, a potential for damaging winds. and localized flooding, the fallen leaving aren't going to help, that's for sure. we're quiet right now, but there's two systems that are going to combine, first is this front you can see clearly with the showers and thunderstorms to our west. and then this giant blob of tropical moisture that could develop into a tropical depression later on as we go into the rest of the day and tomorrow. they are going to combine. 60 for this evening in philadelphia. we're going to have a beautiful night tonight. a pretty nice day tomorrow. and then sunday, we've been telling you about it for more than a week, it's going to get really nasty out there. temperatures not quite as cool tonight as what we saw this months after his infamous dui arrest, tiger woods has pleaded guilty. nbc 10's keith jones is live in our breaking news center with today's developments. woods spoke briefly during today's hearing, the superstar golfer pleaded guilty to reckless driving. he'll pay $250 and have to perform 20 hours of community service. police arrested woods in may after finding him passed out on the side of the road. they say he had two sleep drugs, two pain killers, and the active ingredient from marijuana in his system at the time. woods has not competed on the pga tour since february because of a back injury. he's not expected to return this year. during today's hearing the judge warned woods to stay out of trouble. keith jones, nbc 10 news. new jersey's it governor is supporting president trump's plan to combat the opioid emergency in an interview on msnbc today, chris christie said the president game families hope. on thursday, the president declared the opioid a public health emergency. it does provide any money to combat the problem but it allows programs to redirect resources. critics say it doesn't go far enough. a day after the president's announcement, his attorney general spoke about the effort to get a handle on the opioid crisis. jeff sessions said we're facing the deadliest drug crisis in american history. >> i never seen anything like this. i started in the 70s as a young prosecutor prosecuting heroin cessions. >> reporter: sessions said more americans died from drug overdose than aids. police have saved more than 900 lives using narcan. it's a drug that can reverse the effects of an opioid overdose. delaware county was the first county in the state to equip all of its police officers with narcan three years ago. to read more about how local lawmakers are a woman push her car off the road. he stopped to help that woman and her son after her car broke down. he was on his way to work. police say another car hit him swel as well as the woman's son. the car did stop. sky force 10 was on the scene early this morning. the man was killed, the woman's son was not seriously hurt. nbc 10 jersey shore bureau reporter ted greenburg is talking to people who knew the victim. he'll have that story coming up at 5:00. cell phone video from camden shows a crowd of emergency workers clamoring to help a 6-year-old boy after a school bus slammed into him yesterday afternoon. police say the boy got off his bus and was walking behind it when a second school bus hit him. the loyal boy boy is expected t. police have not charged the driver. a new video of a man wanted for buglrglarizing a home. he walks in through the garage and makes his way into the house. a short time later he walks out with several valuables. call philadelphia police if you're able to recognize him. to the escalating tensions with north korea. a week before president trump visits asia, his defense secretary is in the region, james mattis, pledged solidarity with south korea. he visited the demilitarized zone. he said the u.s. is prepared to take military action if north korea doesn't stop developing nuclear weapons. president trump begins a five nation, 12 day trip to asia next week. the new jersey department of health is getting thousands of smoke shops and stores ready for the new smoking age law. starting wednesday, you must be at least 21 to buy cigarettes, e-cigs and vapes. stores could be fined up to $1,000. state schools will get their funding after all. it will give $650 million for schools like penn state, temple, lincoln and pitt. the money will be sent out right away. schools had warned your tuition would have gone up if that money wasn't secured. rutgers university has dedicated parts of its campus to former slaves. rutgers like other early american colleges depended on slaves to help build its campuses the university has renamed a dorm after sojourner truth. a walkway on campus has been given the name of a slave who helped construct an administration building and the libra library has been renamed in honor of rutgers' first black graduate. it could cost you so much to go see one of america's national parks. getting into parks like yosemite or the grand canyon costs $25. the new number, $70. the national parks service says it needs to do this as it keeps breaking records in terms of visits. that is putting a strain on their resources. officials say the new proposal would bring in about $70 million a year. right now, there's a month long public comment period where people can voice concerns about the price hike. 20 minutes of non-stop news continues with free streets in philly. >> the third annual event to close down roads for traffic and open them up for walkers and runners gets underway tomorrow. a portion of chestnut street will be completely shut down o. >> reporter: we are on chestnut from second all the way down to fifth it's going to be closed down. take a look at the signs that are posted. no parking, no driving tomorrow so people can hit the streets without having to worry about traffic and cars. tomorrow morning you may notice more traffic in philadelphia, but with cars and foot traffic. >> we saw 30,000 people take to the streets. >> reporter: that was last year, and this year philly free streets is expected to get bigger. >> it brings people into the city in a safe way. >> reporter: a variety of streets will shut down from 8:00 a.m. to 2:00 p.m. on saturday. >> it calls back to when you're in europe. they always close down city centers and they're completely pedestrian friendly. i think it's great. >> reporter: stephanie owns this restaurant on second and chestnut. she says it gives customers a new perspective. >> the whole city turns out and you walk and you eat and you talk and you get to -- it's great people watching, great to see places that you don't normally walk past. >> reporter: and for businesses like stephanie's they rely on a lot of foot traffic here in old devastation of hurricane harvey, steps back into the national spotlight as the world series heads to houston. tens of thousands of astros fans will be at the game, some of them still don't have a permanent place to live. mountains of debris left behind line houston neighbors two months after that hurricane. tonight, astros players will wear a special patch on their uniforms as a symbol of the strength and resilience of their city. >> there's an even greater responsibility to represent your city and bring awareness to the things that are needed to rebuild our great city. >> the world series will provide a much needed economic boost for houston. the three games this weekend are expected to bring in $20 million to to $30 million for the city. the series is tied at one game apiece. this weekend, people along the coast of new jersey will mark the fifth anniversary of superstorm sandy. >> the storm altered the landscape of the jersey shore in catastrophic fashion. sandy came ashore near atlantic city in 2012. it left a path of destruction in its wake. 37 dead, entire neighborhoods wiped off the map. countless lives changed forever. governor chris christie emerged from the crisis as a national figure. this week nbc's matt lauer sat down with christie. >> i landed my helicopter where the boardwalk used to be. and when i landed i said where is the boardwalk. and the pilot said it's gone. >> new jersey has rebuilt all its boardwalks and most beaches have been replenished. some of the hardest hit areas won't get new sand for a few months. >> five years after sandy hit the path to rebuilding is still uncertain for some people. new jersey reported nearly $37 billion in damages as a result of sandy. governor chris christie has put the number of homes and buildings damaged in his state at 365,000 and he told matt lauer about a thousand families are still without homes and it's the images that are indelible. >> we'll always remember. among the images, that partially submerged roller coaster on the beach. the ride slid off the boardwalk and remained in the atlantic until it could be removed. this past may the coaster's replacement opened at the same pier. it was built above the beach rather than out over the water to prevent another disaster. the new coaster is thrilling riders and raised spirits in a section of the shore still rebuilding. >> i dove along those portions of the shore doing coverage for our nbc family and drove past that scene. as you looked out into the water and that coaster was sitting out there, that's something i'll never forget and so many others won't either. >> that was in the northern portion of the jersey shore. the southern portion from long beach island down toward cape may did not get the worst of that storm. if it would have tracked 50 miles further south, then we would have seen scenes like that. and it's very unusual track of the hurricane, most come right up the coast, this one came straight in. that's where you get the biggest storm surge. fortunately it's a very rare track. right now, we've got some beautiful calm conditions at the jersey shore. that's for sure. this is cape may from the marquee delafayette. it's not going to be rough over the next few days. we have a first alert out for sunday through sunday night. it's covering the whole area. the heaviest of the rain north and west but everybody should be getting some heavy rain out of this. the strongest winds at the jersey shore are going to have strong onshore winds sunday and then offshore winds on monday. it's going to get pretty wild. damaging winds and local flooding made worse by the leaves clogging up the drains. so we have dry conditions right now. we're watching the front come in from the west. it seems pretty calm. that's not much of a front, right? but that's going to combine with some of them mess in the caribbean sea. that may or may not become a tropical depression over the next 24 hours. even if it doesn't, it's bringing a lot of moisture up this way. all right. this is just a moisture map. so these darker colors, that's dry air. these brighter colors, that is moisture. and we're talking about tropical moisture here. as we go through saturday afternoon, it's still plenty dry up in our part of the world. but now things are changing on sunday. but we've got a train coming right from the bahamas all the way up the east coast, bringing moisture. so that is clearly tropical moisture that is coming directly at the midatlantic states and the northeast. that's why we're talking about such heavy rain and at least parts of the area. by sunday morning, we have a strong southeast wind, we have showers. we have those wet leaves, it's fairly mild. watch what happens as we go through the day. the winds pick up out of the southeast. rain for the eagles game. some of it patchy areas of heavy rain. it's not necessarily going to be heavy every single minute during the day sunday. sunday night, once again, we're getting those strong onshore winds, local street flooding. as we go into monday, the wind shifts. now it's a west wind and it may be stronger coming out of the west than we ever see out of the east. we could see some downed tree limbs. everything is soaked on sunday. it would be easier to knock over some of those trees on monday. for the eagles, we've got rain, we've got wind. we've got a chance of some thunderstorms. you're definitely going to need the rain gear, it may not rain every minute of the game, but it could rain for a lot of it. now, as we go through sunday morning, there's not much, okay? it's coming after daybreak sunday. this is the european model, that's the most accurate in the world overall. generally predicting two to three inches of rain across the area. we need rain, it's been dry lately, but we don't need the kind of rain that we're going to be getting. monday, that's the strong winds, 50 mile an hour gusts, some downed tree limbs. you want to secure your outdoor decor and there could be some power outages. i wouldn't be surprised to see that. for the halloween, it's totally different. that whole storm is gone. long gone. and we're left with a sunny day, chilly day, even for this time of the year. watch what happens to the temperatures as we go into the evening. we'll have clear sky and relatively calm winds. that's going to allow the temperature to drop pretty quickly during the evening. by 7:00, we're already down to 51. so you're going to need some kind of winter gear to keep the kids warm. so it is a half and half weekend. nice weather on saturday, mild. and then it really goes downhill on sunday. coming up, a young girl's family and a doctor teaming up to find a cure for her genetic disorder. >> it's so rare, area. the heavy rain is sure to impact sunday's eagles' game. the birds are getting ready to take on the 49ers. we know how important the weekend forecast is to help you plan ahead. >> our weather team has issued a first alert for sunday. meteorologist glenn "hurricane" schwartz has more on the timing of the rain in your most accurate forecast. it's going to be messy out there, isn't it? >> yeah. what a change from the beauty we're seeing today and even tomorrow. it's going to be a nice day. this is at the shore at cape may, which is going to get rocked by strong winds. cape may is just part of the area being affected by this. the first alert sunday and sunday night through the entire area. now we may get some of the heaviest rain and flooding north and west, but we also have the strongest winds and some localized flooding at the jersey shore. so the entire area is going to be impacted by it. heavy rain and thunderstorms could be damaging winds by the time this is all over. even the wind on monday is related to the storm itself. it's on the back end of it as the storm intensifies over in new england. right now things are dry. we have a line of showers and thunderstorms coming through ohio. that's with a cold front. what it's going to do is drag up some of this tropical moisture. now, we're not going to have an actual tropical storm race from here all the way up to the jersey shore by sunday. but it's pulling up the moisture and things are going to change pretty rapidly here. you can see as we go into saturday night, it's dry. but here's the moisture coming in from the west. here's the moisture coming in from the south. and sunday it just gets wetter and wetter and we get bands of heavy rain and thunderstorms. some at the shore. some inland. more on the now, the fight for little harper howard has made its way to the university of pennsylvania. >> nbc 10's erin coleman is joining us, researchers are using her life to help others? >> these are diseases that have been largely ignored by the pharmaceutical industry. because they've been ignored, there are no treatments for them. penn is trying to change that. >> harper first started having seizures at two weeks old. >> reporter: born with a rare genetic disorder harper was suffering. >> we were hopeless for a very long time. we realized this was something bigger than we were able to fix. >> reporter: her mother, penny howard, started a blog. hope for harper. which evolved into a non-profit funding seizure research and awareness. >> we can start in the microscope -- >> reporter: that research brought the howards to the university of pennsylvania. the chair of the department of neurology says because of her relationship with the howards, she is making progress. >> the science is starting to get there. >> did you do something fun today? >> reporter: in january of last year, a devastating blow. just shy of her sixth birthday, harper howard passed away. but a small piece of her is still right here. >> these are all slices of part of her cortex. >> reporter: harper's brain is the first cdkl 5 brain to be donated for research. it's being studied at penn. >> the reason we selected that disease is we thought that we could invest and direct research to gain further knowledge. frankly, we think there is a chance that there could be treatments for this disease. >> reporter: those treatments didn't come soon enough for one little girl, still penny howard says harper is leaving a legacy and that is the amazing part. >> it was created to fund that original research project which i had hoped would help harper. what ended up happening is harper is here in the original research project hopefully helping everyone else. >> how is she doing that? researchers believe in studying this rare disease in harper's brain. if they find a cure it could be used to treat other diseases. they are studying 30 of these rare diseases trying to connect the dots and find answers. >> i'm not her parents and watching those videos of her having a seizure is so tough for me to look at. >> and 40 a day. >> yeah. and so i can't imagine as a parent having to do that with no treatment. what seemed to help? >> medical marijuana, really helped to calm the seizures, the family discovered it by accident. coming up at 5:00, we'll have more about this. >> the disease is largely ignored by the pharmaceutical industry because it's rare. >> they're hoping they can make traction with this. >> we'll look forward to that at 5:00, thank you. look now at some of the other stories we're following county by county. newcastle county police are warning to keep their cars locked after arresting a suspected thief. they found duval long getting out of a car that wasn't his wednesday morning on 18th street in wilmington. he's accused of stealing everything from cell phones to cash to flashlights and even gum from cars in the area. in chester county, a new president was inaugurated as the school's tenth president. she's a 1972 graduate of the catholic school. she spent the last 15 years at trinity washington university in d.c. future engineers are getting a glimpse into their futures. this is an engineering mini camp. more than 100 high school seniors designed a bridge, launched a rocket. explored computer modeling as well. breaking news, prosecutors are reinstating some of the charges against members of a penn state fraternity. those charges are related to the death of a pledge, who died after a night of drinking and hazing. this comes two months after a judge threw out several of the serious charges, including involuntary manslaughter. we will continue to follow this story and bring you new information as soon as we get it. to this now, a halloween display that. yeah. new study today shows the childhood peanut allergies are on the rise. those allergies are up 21% in the past seven years. another finding, black children had nearly double the risk of nut allergies than white children. the cure for childhood eczema and asthma could be dogs. babies born to mothers who had a dog during their pregnancy had a lower effect of eczema. the actual protein that financial ruin. >> a federal lawsuit was filed against luluroe, the company recruits people to buy their inventory and sell the clothes to other customers. the lawsuit says the company encouraged the women to take out loans, run up credit cards, even sell their breast milk so they can buy the clothes. the lawsuit also says consultants are instructed to keep $20,000 of inventory on hand. lawyers mcgowan is speaking out for the first time since accusing former hollywood mogul harvey weinstein of rape. she spoke at the opening of the women's conference in detroit and she rallied a crowd of about 5,000 women saying we are strong, brave, and will fight. >> i have been harassed as a maligned, and you know what, i'm just like you. because what happened to me behind the scenes, happens to all of us in this society. and that cannot stand and it will not stand. >> a spokesperson for weinstein says he absolutely denies all allegations of non-consensual sex. mcgow wouldnan is one of 60 wom eagles game, the only question is just how bad the rain is going to be. we we've got a first alert out for sunday and sunday night. this is tropical moisture coming up here, the entire area affected. some of the heaviest rain north and west, and some of the strongest winds toward the jersey shore by the time this is over. heavy rain and possible thunderstorms, especially towards the shore. strong winds and localized flooding. remember, we also have the fallen leaves that's not going to help things. this is one piece of the puzzle. this is just an ordinary front with ordinary showers and thunderstorms. if it would come through we would just get a couple of showers on sunday. that's not going to happen. we've got this big blob in the caribbean, it may develop into a tropical depression or tropical storm. but the key is the tropical moisture. these yellow and reds, that is moisture. the darker colors, that's dry air. shows the contrast real clearly. saturday we're still in the dry air, but sunday we have a train from the bahamas all the way up the east coast headed right our way. you don't see that very often, but when you do, you get the potential for tremendous amounts of rain. and especially up in new england, they're going to get hit even harder than we will out of this thing. so by sunday 9:00 a.m., we've got some patches of heavy rain and thunderstorms, showers. it becomes a steadier rain as we go through the eagles game. definitely need the rain gear. and then even into the evening, more rain, more thunderstorms, localized street flooding. and on monday, as we dry out, the wind shifts to the west, that's where we could see winds gusts over 50 miles per hour and cause some downed trees in parts of the area. so that is going to be a problem. and the eagles game, temperature's not all that cold, but look at the winds and periods of rain during that game. we've got better news for halloween and tammy will take care of that. >> a little better, it's going to not be as windy and it won't be raining, but it will be cold. all right. 58 will be our high, but we'll be looking at a sunset shortly before 6:00 p.m. 56 by 4:00 p.m. it will be sunny and dry. 54 4:00, a house of horrors that triggered a call of complaint. how a town had to get involved in this halloween display dispute and what the family plans to do about it. steve sweeney's negative headlines keep piling up. why are south jerseyans so angry at sweeney? sweeney repeatedly sided with chris christie to underfund south jersey schools, increase standardized testing like parcc, cut take-home pay for teachers, and broke his promise to fund the pensions of hundreds of thousands of new jerseyans- all while padding his own. steve sweeney says a lot of things. but the truth is, he's not on our side. wow. are you scared? some neighbors say this house of horrors is a fright for their community. but for the family who built it every year, it's a fun holiday tradition for the kids. >> nbc 10's drake clark has more on the display dispute in burlington county. >> reporter: doug kirkwood is working under pressure. he has three days to build up to the halloween hype, he's been creating for the last ten years. his elaborate colorful and loud annual halloween display is a big hit. parents and kids walk through an orange haze. >> it makes us happy to see the neighbors and everybody come together and enjoy themselves. >> reporter: but not every neighbor is happy with the halloween horror show. someone made an anonymous complaint to the township calling the front yard display a safety hazard. thursday, doug says he was told his display may have to come down. >> but i decided to continue, with my passion -- >> reporter: nbc 10 contacted the township official who spoke to doug and he tells us doug was advised about the complaint, but never told his display had to come down or that he would be fined. >> it's a shame they'd have to pull that down. i don't know why people would be complaining about it. >> reporter: because of all the controversy, doug says this year he's going to make the display even bigger and better. especially considering this may be the last year he can do something this elaborate. doug has just one message for that anonymous neighbor who made the complaint. >> we could talk about it versus going directly to the township and having
