headquarters in new york. good to be with you. i'm wendy gillette. this morning interior new england is hit with what may turn out to be its harshest heavy storm in a yef. some areas could see up to two feet before it stops later today. plows worked through the night, but conditions rapidly went downhill. travel is treacherous. dozens of accidents have been reported. those who had to travel say it's a tough go. >> the snow just accumulates and builds up ice and eventually stops wiping altogether. >> unless you have four-wheel drive i suggest not even getting on the road, it's that bad. >> residents are being urged to stay off the roads. beds the snow, strong winds and power outages are expected. eric fisher, chief meteorologist at our boston station wbz, has the new year's eve forecast. >> reporter: as we look toward the weekend, lots of plans and not too much trouble but will there showers in central and southern california and low land snow in the pacific northwest and snow showers moving into the floor northeast and rain toward the gulf coast and that will probably be the most impactful weather. in new york city, not bad. about 38 degrees at midnight and dry. in atlanta, some rain showers in the mid-40s. chicago, chilly, but could be worse this time of year. 25 at midnight and los angeles we have a chance of wet weather there in southern california. the stormiest weather along the gulf coast rainfall and thunderstorms are likely saturday night through sunday and the heaviest rainfall on the north side of new orleans and coast of mississippi we could see 1 to 3 inches of total rainfall and cause some issues for some of the celebrations. as we kick off the new year, the big story is a big ridge building up toward canada and alaska and when that happens, it allow the frigid air to spill down out of the all across the west, well below averages. as we set into next week, might set some record lows especially oregon and california and the beginning of the week looks very mild and warm in much of the east. i'm eric fisher for cbs news. enjoy the final hours of 2016. russia says it's not done responding to the obama administration's decision to retaliate during cyber attacks during the presidential race. president-elect donald trump, who can roll back the measures once he takes office, suggested he is keeping an open mind. craig boswell has our report. >> reporter: president obama has ordered 35 russian officials out of the united states within 72 hours in retaliation for meddling in the presidential election. >> they will have no protections here and be persona nongrata. >> reporter: u.s. accuses russia to launch cyber attacks to harm hillary clinton's campaign and, it will trump. the officials were assigned to the russian embassy in d.c. and the russian consulate in san francisco. the u.s. is shuddering a compound in new york and one in maryland. the white house says there are additional sanctions that will not be announced because they are highly classified. russian president vladimir putin spokesman vowed moscow will retaliate. >> russia will probably find some cause or decide to send some of our folks home as well. >> reporter: president-elect trump repeated his call for the country to move on, but added, i will meet with leaders of the intelligence community next week in order to be updated on the facts of this situation. republican senators lindsey graham and john mccain promised to push for tougher sanctions in congress. >> there is no doubt that they did attempt to hack into our system and i think when donald trump sees that, he will take appropriate action. >> u.s. officials say they have no believe that the russian cyberattacks will stop. ai white house. u.s. investigators believe the russian cyber attacks of the democratic party began in the summer of last year. the first e-mails were sent to more than 1,000 people, including some government employees. when the repip yents clicked on the link, the hackers were in. the hackers were able to steal e-mails from several accounts. a year later another hack targeted the democratic party with malicious e-mails. u.s. intelligence officials say those e-mails tricked recipients into changing their passwords. that apparently was the hack that gave the russians access to senior democratic party officials. kellyanne conway who will serve as a counselor to mr. trump says the u.s. sanctions may have been aimed at restricting the trump administration's policy toward russia. >> i will tell you that even those who are sympathetic to president obama on most issues are saying that part of the reason he did this today was to, quote, box in president-elect trump. that would be very unfortunate if thater the motivating factor here. coming up on "cbs this morning," we will talk with "the new york times" national security correspondent david sanger about the russian hacking and the u.s. response. the cease-fire in syria is off to a shaky start. minor fighting was reported hours after the truce began near damascus and russian jets carried out air strikes against alleged isis targets in northern syria. the cease-fire brokered by russia and turkey is the latest attempt to end the nearly six-year-osix 6-year-old civil war. more than 3,000 people have been killed and millions displaced. some, but not all, of the rebel groups have signed on. the police officers killed in the line of duty rose dramatically this year. 135 officers lost their lives this year. nearly half, 64, were shot to death. that is a 56% increase in shooting deaths. five officers were killed in an ambush attack in dallas. just ten days later, three more baton rouge. police departments around the country are gearing up for tomorrow night's new year's eve celebrations. here in new york city, part of that extra security involves massive sanitation trucks filled with sand. roxana saberi is in times square. good morning. >> reporter: good morning. the nypd says the security for this year's new year's eve celebration here in times square will be unprecedented. as in previous years, they are segments your barricades and sweeps of nearby buildings but this year they say they are taking extra precautions, as are other cities around the country. 2 million people are expected to pack times square to welcome in the new year. >> people will be safe this new year's eve because we are there. >> reporter: amid the rebelers will be 7,000 nypd officers and fwill be seen and others will be in the background. >> this is a time everybody everybody knows how important this is and everybody knows the eyes of the world are upon times square. >> reporter: among the security measures here, 65 garbage trucks filled with sand will be parked around times square. it's a response to recent attacks in germany and france where trucks were used as weapons to plow through crowds. the fear of another terror attacks weighs on the minds of new yorkers. >> something i don't want to think about, but in the end, unfortunately, anything is possible. >> reporter: the nypd says there is no specific threat to the city, but they are taking no chances. >> in many respects, it raises the concerns that we perhaps are missing something or not tuned into something. ♪ >> reporter: in california, security is heightened for pasadena's annual new year's eve rose parade. they are using water barrels to prevent an attack. and in las vegas police will provide security along the famous strip. backpacks and coolers and large bags are all banned. the nypd says they have not received any specific threats to this year's celebration it is concerned about lone wolf attackers and home-grown terrorists. >> roxana saberi in times square, thanks. charleston church gunman will be reconsidered on monday. dylann roof was ruled competent for trial a months ago but his lawyers asked for a review. he is representing himself in the penalty phase of his case. on tuesday, a jury will begin to decide whether roof should be in prison for life or executed. the baltimore sun says a judge refused to release adnan the conviction was overturned in june. it has drawn worldwide attention to his case. the judge noticed th. a delta flight returned to minneapolis shortly after takeoff when a couple of caused a disruption. officers forcibly removed the pair wednesday. the man took a swing at another passenger as he was being removed. the couple was charged with disorderly misconduct. the woman wanted to use the bathroom in the first minutes of the flight but ordered back to her seat. a uber driver's tip led to the arrest of two women on child sex trafficking charges. the man was ordered to take a man and a teenager girl to a hotel. afterward he heard the man coaching the girl with a sexual encounter with a man. the girl "wall street journal" says the gates foundation will give up to $140 million to block the aids virus. it pumps medicine into the system to prevent infection. 2 million people are affected a year in hiv and most of them in africa. still ahead, taco bell is trying french fries. the fast food chain are experimenting with slightly lower on thursday. the dow fell nearly 14 points. point and the nasdaq finished six points lower. a founder of the eye coppic hip-hop group run dmz is suing walmart and other retailers for trademark infringement. the lawsuit alleges that the stores are selling glasses, shirts, hats and other maryland with the group's logo without their permission. amazon filed a patent for flying warehouse. it is the next step in amazon's plans to make delivers by drones. the warehouse will be held up by blimps and equipped with fleets of drones and they would be in a position where amazon expects high demand for certain goods. the airborne fulfillment centers would hover altitudes up to 45,000 feet and amazon says the goods will be delivered a lot faster than conventional warehouses. january 3rd is expected to be one of the holiday's busiest shopping seasons. it's the day that most people return to work. it's known as holiday day!
