Its a sign the heated situation is cooling off. Bruce you just talked to the former mayor Martin Omalley. Were at north and pennsylvania. This is ground zero some 24 hours ago. What a difference a day makes out here. Its calm. Almost taken on a festive atmosphere. A group called 300 men are out here. Part of a very large contingency to keep the peace. Theyre going to be out here at least till 10 00. Do a 360 here. Weve got another group parading up north and pennsylvania avenue and also over to the left youve got groups. We talked to Martin Omalley a short time ago former mayor of baltimore former governor. Said hes going to decide sometime next month whether or not to run for president. He should know an awful a lot about the situation between the community and police. Heres what he had to say. Weve got to work it every day. Were a safer city now than we were 15 years ago but we still got a lot of work to do. This is not something thats solved in any one day. Its something that involves a lot of work, a lot of good people more drug treatment intervening in the lives of young kids, doing a better job of policing our own police as we police our corners and its something we have to do together. We should point out that the former mayor former governor also gets criticism in these parts because it was his zero tolerance policies that caused an awful a lot of these people. A lot of people say they were arrested unfairly so police had a lot more leeway as to who to decide to arrest. Mixed feelings out here for Martin Omalley. We also know Martin Omalley was the one who put cameras on the street to allow the police to watch what was going on at the time. There was criticism regarding that as well. Roughly 24 hours after the rioters were roaming the streets, tearing things down, a lot of volunteers hit the same streets today trying to clean up the mess. Scott broom spoke with some of the residents helping put the city back together. Quite a remarkable scene. Without any organization really, just coming out to help. It was spontaneous. It was remarkable and very, very heartfelt. Im at mondawmin maul one of the sites where there was rioting and looting at about this hour yesterday and behind me a good look at the National Guard presence. Heres the good news. At this time theyre pretty much resting easy. Theres nothing to respond to. Projecting power with their assault weapons but thats making for peace on the streets this evening. And it has been quite a day here in baltimore as people try to take their own streets back. Reporter the morning brings smoldering ruins destroyed businesses a state of emergency, and brooms, uncounted, hundreds of people. Some organized by churches. Many simply showing up without direction. Aiming to defy the looters simply by showing up and cleaning up. Im here to pick up the pieces where our system has failed. Reporter no school today. This group of teachers took to the streets to find kids to talk to. Were just making ourselves visible. But the contrast with rifle carrying maryland National Guardsmen was stark guarding the Western District police department. Its a little disturbing we have to go this far. Reporter Police Escorted firefighters everywhere here on the west side to put down a blaze that rekindled from overnight. Keep beating us up. Keep locking us up. Reporter baltimore s mayor addressing critics today. We were engaged and managing the crisis. Now that crisis is calm as you just reported a short time ago. Schools scheduled to open tomorrow. But still National Guardsmen on the street, a curfew tonight beginning three hours from now at 10 00. Reporting live at the Mondawmin Mall in Baltimore Scott broom wusa 9. We heard from the commissioner earlier today and he said the reason why the police were retreating and why we didnt see some of the aggressiveness some people thought we would see is because these were 13, 14, and 15yearold kids is what he called them and didnt want to use any kind of police force. Do we know tonight if theyre planning to use that if there is some troublemakers on the streets . No, this is clearly a show of force. This is the National Guard called in by the governor. You see me. They have assault weapons. We saw weapons being pointed at people and that exacerbating the situation. Its hopefully not expected to happen. I spoke to the mayor about the issue youre talking about today. We didnt see weapons drawn by police last night. 17 of them were injured a couple pretty badly. The mayor believes they were not attacking and moving forward because they didnt want to create more violence and draw more people to the fight. I think that was part of the strategy last night. Toya graham says she saw her son on live tv throwing rocks at police and she would have none of it. You can see her slap her son over and over. Shes boiling hot angry. She chases him away from the scene. Graham spoke exclusively to cbs about why she react ed this way. He gave me eye contact and at that point not ever thinking about cameras or anything like that. Thats a huge victory for the antiviolence advocates out here today trying to make sure no one crossed the street behind me to tangle with police and nobody got hurt. Prevent any further violence on their streets. We worked too hard to build this community to let anyone tear it down. Those that did show up were talked down by an organized alliance. I understand the polices aspect of things, you know. But we dont really need them. We can do this ourselves. We can police them ourselves. To protect your own community. Protect our own community. Reporter as quickly as people gathered, a pastor, a gang member, or a Community Leader would speak up and take the air out of any possible violence. Youve got to grow up in this. Tell your little homies. We dont need this man. You not going to be able to go get your shoes. I cant even go get my medicine. There was a bit of the economic message out here today. Basically folks saying these are our stores and this is our community and to loot or destroy would only be hurting ourselves and that message helped win the day out here. In baltimore wusa 9. There was social media fueled rumors of several other so called purges or flash riots in area malls but none of them saw any violence today. Governor larry hogan announced for the time being he is moving his Governors Office to the city of baltimore. Weve been here all day and we will continue to be here until the threat of violence ends. Our primary mission again is the main thing in order and to begin to repair the damage inflicted by the violence and looting from last night. The governor went on to say 2,000 National Guard troops and a thousand law officers will be deployed all across baltimore tonight to help keep the peace. A decision on whether there is a constitutional right to samesex marriage is likely to come from Supreme Court within the next couple of months after some historic arguments on that issue today.
