look at the color on the screen this morning. all those amazing storm shots yesterday. some rain boughs as -- rainbows as well. mother nature delivering this this morning. we'll have clouds around. mostly cloudy to start and even a sprinkle of clouds but sunshine will build in by noon. a little less humid. yesterday we were in the mid-had the strong storms. we're looking at just a few sprinkles. you see them here. not much going on but from fredricksburg to colonial beach into the northern neck, that's it. that's the area that's rained. this is ground clutter north of it. if it heads together, it will head toward st. mary's county, charles. upper 60s to upper 70s. here's what's in the news right now. president obama has authorized a request for 350 additional troops in iraq. the white house says the troops will help protect american diplomatic facilities and personnel in baghdad. the additional forces will be about security at the u.s. embassy in baghdad. a video showing the beheading of an american journalist steven sotloff, they say it was in response to continued u.s. air strikes against isis targets in iraq. the pentagon says the target of its air strike in somalia was the leader of the al-shabaab terror group. it hit an encampment monday night. pentagon officials are assessing the strike. they couldn't confirm whether the leader was killed. the first humid safety -- human safety trial for an experimental ebola vaccine begins this week. the food and drug administration gave the green light for researchers at the national institutes of health to give the vaccine to 20 healthy volunteers. the drug is developed by glaxo smithkline and the national institute of allergy and infectious diseases. we're following a developing story out of ukraine. russia and ukraine have agreed on a cease-fire in eastern ukraine. >> let's check in with nick giovanni live in the newsroom with the latest. >> reporter: the announcement just came down about an hour ago from the office of ukrainian president petro pore chen company. he said he and vladimir putin have reached an agreement on a permanent cease-fire. but no details of the agreement were provided. contrary to that statement, beau "the wall street journal" and cnn reported minutes ago that putin didn't agree to a cease-fire but did discuss how to, quote, resolve the conflict. this is certainly still a developing situation. we're sorting through these reports for clarification at this point. also still waiting on reaction from russian separatists who ukrainian forces have been fighting since april. we'll certainly keep you posted when we get more information. a boil water advisory is in effect for 11 communities in prince george's county now. >> this all comes after a water main which broke open yesterday in hyattsville. take a look at this map from wssc. it is the entire area at the bottom right of your screen in pink. >> vanessa herring is live outside the giant on east-west highway in hyattsville with more. are they even open right now, vanessa? >> reporter: they aren't open yet but of course last time there was a water main break in the county, we did see a lot of people heading to any area grocery store to pick up ready to make do until the advisory is lived. this advisory is affecting about 100,000 customers this morning. i'm joined by lynn of the wssc. the location where we are highlights the importance of plugging your address in for that map. >> boil water advisories are sometimes difficult to definal. the -- define. the interactive map on wssc is a key tool in helping customers to find out if they're affected or not. there's a search box in the upper right hand corner. type in your street address, your city and it will tell you if you're in that red area. if you're in the red area, obviously that's the affected area for the boil water advisory. >> reporter: this is sort of on the cusp here in hyattsville. >> we are on the fringe of it here. putting the address into the map is probably the best way to say for sure if you're in the affected area. i can't stress enough that the affected area, those folks are under a precautionary boil water advisory. it doesn't mean that there are any issues with the water. it just means when you have a water main break like we did last night and we lose a lot of water and a lot of pressure in the system, there's a possibility and i can't stress that enough, possibility for contamination which is why we do a precautionary boil water advisory which is what's going on right now for this area of prince george's county. >> reporter: it's a 24-inch main that break. crews have not started working yet on that site. could you just explain what that repair process is going to be like? >> it's a 24-inch water main that broke. it's in a grassy area near a stretch of the anacostia river. so we've isolated the broken section of pipe which means there are no customers without water. so we're not rushing to get it repaired, to get customers back into service because that's the not itself case. we'll take our time and make appropriate repairs. some repairs are more difficult than others based on their location. this one is not right down the side of a road which is a good thing because it's not impacting traffic. but it's near a grassy area near a waterway so we have to take precautions, take our time and make the appropriate repairs. if you're in the affected area you can expect 48 hours approximately. we have to do water quality testing to make sure the water is fine and wait till a certain point to start that we have not started that. later this morning we will be collecting water samples when our system has returned to normal. that's what we need to wait for we'll continue to update everyone. we'll update the media and our website. keep checking to find out. as soon as we can get the all clear, we'll lift it. in the meantime customers in the affected area should boil their water. >> reporter: lynn, thank you very much again. 100,000 customers are affected. you'll want to boil your water for about a minute before you use it for cooking, drinking, giving it to your pets. we'll keep you updated on the boil water advisory as soon as we have more information. the affected areas are on your screen right now. 11 communities here in prince george's county under this boil water advisory for at least the next 48 hours. and i will send it back to you in the studio. >> all right, thank you, vanessa. the jury in the governor bob mcdonnell corruption case starts its first full day of deliberations today. the former virginia governor and his wife, maureen, are charged with doing special favors for jonnie williams, the former ceo of a dietary supplement firm in exchange for more than $165,000 in gifts and loans. defense attorneys argue mcdonnell made a bad decision but never gave any special treatment to williams. if convicted the former governor and his wife could face decades in prison. regulate ears fine pge more than $1 billion for a deadly pipeline explosion in california california. >> some of your favorite fast food restaurant employees are planning a strike because to prove a point about internet speeds we slowed down an up escalator this is crazy like i don't get it, this one is working ladies, shouldn't up be as fast as down? scientists at cornel university predicts there's an 80% chance a ten- year drought will strike california and other southwestern states due to climate change. this tank has been set up as a short-term solution. residents here in porterville are bringing the water back home for their basic necessities like showering and flushing tear toilets. since june volunteer donna johnson has passed out thousands of donated bottles of water to homeowners in need. >> drought is kind of like a silent killer. it doesn't register on how serious it is and what the long- term effect of this is. >> reporter: marquez recently started using a hose to get water from a neighbor. like many she can't afford the $15,000 to $30,000 needed to drill deeper wells. local officials say building a new water long as 35 years is up to 50% now in the southwest. >> in california lawmakers recently passed an unprecedented piece of legislation that would regulate ground water for the first time in the state's it's obvious there is no water. >> i read something in the last 40 years the population went from 20 million to 48 million but their storage capacity has not changed. they're really going to pay a the mold is high and the tree pollen, the grass pollen, that's come up into the moderate category. allergy sufferers, i'm with you. we are under assault right now. a little bit of fog up in frederick. there was. their visibility is up to 10. the only real foggy spots are in garrett county of oakland visibility at one-quarter of a mile. the dew points are still way up. starting to come down a little to the north. dew points in the upper 60s and low 70s in the metro with our temperatures in the low to mid- 70s. national is at 78. gaithersburg has fallen to 68. wow. this color is ridiculous this morning. i don't even want to put the graphics up. 78 degrees, mostly cloudy with a dew point 69. feels like 80 now. so this front is coming through. the drier air sits to the north of it. it's not a lot drier but it is a little less humid. that's what will move in for the afternoon and evening hours with the cloud shield also thinning out as we go into the mid- to late morning. isolated showers to our southwest today, especially closer to charlottesville and harrisonburg. highs 80s, maybe 90. tonight 72. could see a patch of fog late. 90 tomorrow. isolated afternoon storms on thursday. accident on the outer loop at route 29 colesville road. only the two right lanes are getting by. this just happened within the last couple of minutes and delays already well before new hampshire avenue on the outer loop here on the top stretch of the beltway in montgomery county. so please keep this in mind for your travel plans. if you are just heading out the door and headed to the beltway, you might want to reconsider and use the icc. pay for t. you'll get to work faster. let's go over to our maps now. there's another situation that developed early this morning on the bw parkway southbound. it was a broken down construction truck in a late clearing work zone in the left lane. southbound side at route 410. inside the beltway things are beginning to improve but look what it did to traffic. almost a 40-minute ride from laurel to the beltway. bw parkway southbound, that is not pretty. so you have options. you can use route 1. you can use kenilworth avenue. you can use route 450 or even route 50. lots of options for you. please don't get on the bw parkway. in fact, we have a live picture i believe over on the beltway now. they moved over from our sky 9 and again here's the accident on the outer loop at colesville road. you can see the equipment has arrived on the scene. you need to stick to the right to get by. once you're beyond this, you're free and clear past route 29. so for those of you who head on to the beltway past colesville road, you'll be fine. it's those who come around if college park, this is the situation as we speak. i will keep you posted. we park. back to you guys. what happened to relisha? the d.c. government has concluded there's nothing the city could have done to prevent relisha rud's disappearance -- rudd's disappearance six months ago from a family shelter. >> officials say the girl's family deliberately hid important information about her missing school and their relationship with the man they allowed to take her. >> we talked with her mother. she disagrees with d.c. >> i believe there's more she could have done. >> reporter: shamika young no longer wants her face shown. six months after their daughter's disappearance, they can no longer stand the criticism, the judgment of others. >> my issues with the school board is if she missed all that school, why didn't they call our phone. that is your job requirement. >> reporter: the d.c. government issued its report into how city agencies performed in relisha rudd's case n. summation it says no justifiable government actions would have prevented relisha's tragic disappearance. why are you changing things, doing things differently if you've concluded there's nothing more you could have done? >> the review team looked carefully at all the facts of this case and determined in terms of the policies and procedures of district government, there's nothing that the government could have done that could have prevented what was a tragic outcome. at the same time, the mayor is very clear that we need to constantly work on improving the systems that we have in place. >> reporter: the criminal probe into relisha's disappearance focused on kahlil tatum, a scud toad january at the shelter and his -- custodian at the shelter and his relationship with relisha and the he was allowed to take the child at home for days at a time. while looking for relisha and tatum, authorities found tatum's wife murdered in a local motel. two weeks after that, tatum was found dead in a park from a self-inflicted gunshot. shamika young no longer lives here at the city shelter at d.c. general hospital. turns out she picked up the keys to her new apartment today and she tells me she's determined to be reunited at some point with her three sons who are still under the custody of the city government. there is a criminal investigation into the disappearance of relisha rudd. d.c. police chief cathy lanier said today that investigation is continuing. bruce johnson, wusa9. >> relisha's mother and father claim they never gave kahlil tatum custody of their child. >> they say relisha was sent to stay with them because she was sick and they say that relative put her hopefully that one vehicle is moving on on and that means it will open up all lanes shortly. but the damage is done, i can tell you. again all lanes now just opening up. but if you're just heading out the door and you think lanes are open now, well think again because of that delay. so at least from 95 if not more from route 1 heading westbound on 495 with that earlier accident there. let's go back over to the maps. i want to tell you about the bw parkway where late clearing construction southbound side at route 410 caused this headache on the southbound side. a little bit improved now. it's about a 20-minute ride from laurel to the beltway. if you're okay with sitting this that, go ahead but i subject you use 450 or even route 50 at this time. now over to virginia. looking fine on the dulles toll road. fine on i-66. we'll end with a live look at the 14th street bridge. no issues right now along 395. still a bit muggy out there. it is still a bit muggy. waiting for drier air to come whether or not the national security agency's gathering of call records is constitutional. the american civil liberties union and other groups are appealing the lower court ruling. that ruling found the sur rail -- surveillance program was a necessary extension of counterterrorism steps taken after the 9/11 terror attacks. the energy company halliburton has agreed to a $1.1 billion settlement in the 2010 deep water horizon oil spill. >> the deal includes claims assigned to halliburton as a result of bp's settlement in the case. it also includes punitive damage claims from the commercial fishing industry resulting from the oil spill. halliburton says the money will be paid to a trust until all appeals have been resolved. the company created the cement poured on the bp oil-owned well which was at the center of the spill. >> 11 people were killed over a three-month period millions of gallons of oil spilled into the gulf. it remains the worst oil spill in u.s. history. the that have shot into the moderate categories so that has not been any fun. a little bit of fog. we thought we'd have more of this with all the showers and storms we had yesterday. visibilities are down toward the stafford airport. garrett county has the worst of it down to a quarter mile visibility. just a little haze when you get to fort meade, parts of howard county. dew points are still way up there. this is a real true measure of how much moisture is in the air. when you see these numbers above 60, it's agent uncomfortable. 70 is tropical. we have quite a few dew points above the 70-degree mark but they're starting to drop off a little bit in western maryland, southern pennsylvania, parts of the northern shenandoah valley with temperatures in the upper 60s to mid-70s. here we're generally in the 70s although in montgomery county, 68 coming in from the airport. look at the sunrise. the air is pretty quiet. now how flat the potomac is. we've seen a few crews out this morning doing their morning exercise, their morning practice. 78 degrees feeling like 80 already. dew points at 69. that's slightly less than it was. the wind north, northeast at 6. this front is really coming through. a couple of hours ago it was up near the mason-dixon line. starting to come troop. the eis the air -- come through. the key is the air is starting to get drier. early sprinkles south. then more sunshine. can't rule out a stray shower culpeper, luray, south and west toward charlottesville today and into the mountains but for the most part we'll be in good shape. 5:00 good deal of sunshine. should be comfortably warm into the upper 80s. i know it may be a little sticky but it's still going to be a lot better than yesterday's 95 and all the storms we had. our forecast three days first. today 89 if not 90 with the isolated morning shower. more sun in the afternoon. tonight we should see a patch of fog. by the way the winds are going to be fairly light north to east at 5 to 10. tonight 72 with upper 60s north and west. tomorrow 90. isolated afternoon storms in a few spots. also on friday 92. by saturday, yeah, saturday may end up being a yellow alert day with low 90s. continuous from at least college park heading westbound on the beltway this morning. it is really ugly. let's go over to the maps again. if you're planning to head southbound on the bw parkway, your update is that there was late clearing construction inside the beltway at route 410 on the bw parkway. it is much improved here, although it's still pretty slow, about a 15-minute right from laurel into the beltway but earlier this morning, even just half an hour ago, it was double that time. so, yes, it's improving. route 50 just slows inside the beltway through cheverly. there's been a crash by the way on bladensburg road northeast where the lanes have been blocked and police on the scene there. over on 66 on the inbound side, your ride from manassas to centreville is about 34 minutes right now. beyond that you're okay into fairfax and over to the beltway. no issues to report right now on i-95 northbound. it's just going to be sort of that slow stop and go traffic as you come up from dale city to woodbridge and through springfield. let's go to the 14th street bridge northbound 395 which is -- going to be okay along 395 from duke street it's going to be off and on to the
