north of route 450. just sort of between the bw parkway and route 50 here in landover hills. crews are on the scene dealing with a problem here. i don't think it's affecting annapolis road but a lot to look at here early this morning if you were planning to head over to the mcdonald's. we'll keep you posted on this situation. let's take a look at the map so i can show you exactly where it is. it's between the bw parkway and route 50 in landover hills on annapolis road. over to the beltway this looks fine. there are no problems to report whether on the outer loop through silver spring or south side of town toward springfield and annandale you're in good shape. no problems on 66 or the dulles toll road coming in from the west. israeli forces pounded gaza in the heaviest night of action an attack on southern israel killed at least four israeli soldiers bringing the total number lost to 53. casualties are on the palestinian side are far greater with more than 1100 dead so far most of them civilians. the two sides are trading blame for a strike monday on a gaza park that killed at least nine children. secretary of state john kerry has been pressing both sides to put down the white house is accusing russia of violating the intermediate range nuclear forces treaty. administration officials say russia has begun testing a new cruise missile which is a violation of the agreement. this deal was signed in december of 1987. it's credited with helping to bring an end to the cold war. the treaty bans either country from launching ground base or cruise missiles that can travel 300 to 3400 miles. federal authorities say they have captured a man they believe who has sent hundreds of letters containing white powder to locations around the world. >> we have the story from dallas. >> reporter: police and hazmat crews may know his work best. the fbi has arrested a texas man accused of sending more than 500 letters with a white p in december 2008, federal agents say the 66-year-old hong minh truong starting sending letters to overseas and nasa. they also believe he targeted hotels in new jersey as they prepared to host super bowl xlviii fans. the school's it commuters are already facing some parking problems. of the stations that are new, only wiehle avenue and reston has a dedicated parking deck. the silver lining isn't the only transportation in the upper 40s to around 50 in cleveland and cumberland. to have dew points this dry this time of year, that is not very useful but we've had the cold fronts continuing to come. a little more humid but not bad at all. with the dry air, we cool off more. that's 60 in williamsport. 62 in pittsburgh this morning with cumberland and cleveland in the mid-50s. we have 50s from german town into much of loudoun county now. dulles is 58 degrees. nokesville is 59. even to the east we're talking white oak 59. 61 in owings in northwest calvert county. a pretty start to this tuesday. one more look at the carjacking and a pursuit and the car went right into the drive-thru here at the mcdonald's. police have been on the scene ever since. so just over an hour now. it happened just after 5:00 this morning. we know that one person was transported to the hospital, to the trauma center with nonlife threatening injuries which means he should be okay. but in the meantime here's a live picture from our sky 9 and i know that the mcdonald's of course is closed. they're assessing the damage to the building as well and this is the mcdonald's on annapolis road just north of route 450, the 6200 block of annapolis road. we'll keep you posted on this situation. let's go over to a graphic so i can show you exactly where it is. it's sort of between the bw parkway and route 50 in landover hills. i r if you're traveling through chef -- if you're traveling through cheverly, you should be okay into the northeast corridor. let's take a look live now and see what's going on. here's what it looks line on with more on what this means and what is happening next. >> reporter: the court found the ban violated the united states constitution, a big victory for marriage equality supporters in virginia. the panel of u.s. court of appeals ruled 2-1 that same-sex couples do have the right to marry but not everyone was happy to the ruling arguing to enforce the ban on same-sex marriage judge palm niemeyer said failing to define marriage as a union between a man and woman would allow everyone to marry like father-daughter arguing that a majority of virginians back marriage equality. a plaintiff in the lawsuit against the state spoke after the decision was made from richmond. >> as a mom i'm so proud that virginia, our home state, has recognized that we are just like everyone else who desires to be married. we thank judges niemeyer, gregory and floyd for hearing our case and rendering their decision on our behalf. >> reporter: the state of virginia does not have to start handing out marriage statements in the corruption trial of former virginia governor bob mcdonnell and his wife, maureen mcdonnell are scheduled to begin today. >> yesterday the couple arrived separately at a courthouse in richmond. the mcdonnells are accused of accepting more than $165,000 in gifts and loans from the ceo after dietary supplements company in exchange for helping to promote his products. their trial is expected to last at least five weeks and family members and friends, even former staffers are all expected to testify. a new federal report indicates that along much of america's coast, the type of flooding that is more annoying than dangerous has skyrocketed in the last 50 years. >> scientists blame rising seas saying this is one of the the ways that global warming is changing everyday live. before mid- term elections. the move could lead some conservative republicans to push for impeachment proceedings against president obama. officials are weighing a range of options including changes in the deportation system and ways to grant relief if demore station. lawmakers reached a bipartisan deal, something that doesn't happen often around here lately to start fixing the embattled department of veterans affairs. >> this agreement comes three months after the nation first learned some veterans may have died waiting for care. thousands more were on secret waiting lists and whistle blowers say they were punished for trying to sound the alarm. >> mark albert has the details. >> reporter: tens of thousands of veterans still on a v.a. waiting list are about to get help. the v.a. has caused this problem and one of the ways we can help solve it is to give veterans a choice. the v.a. reform bill announced monday would allow vets who have been waiting for care longer than 30 days or live 40 miles away from a v.a. facility to see a private physician. open up to 27 new v.a. facilities and give the secretary more power to fire executives in the agency. the bill has a $17.5 billion price tag. >> planes and tanks and guns are a cost of war. so is taking care of the men and women who used those weapons and who fight our battles. >> reporter: veterans groups say if congress passes the bill, it will make a difference. >> for those veterans who are waiting right now who have been on the secret waiting lists, who have been reached out to, coming out shadows now, immediate access to care is the most important thing for them. >> reporter: alex nickelson is with the iraq and afghanistan veterans of america. >> the bill is not going to solve all the v.a.'s problems. this is basically a starting point. >> reporter: the house and senate are expected to vote on the bill before leaving for their recess at the end of this week. mark albert for cbs news, washington. >> two or provisions in the bill deal with education. >> the first one expands the scholarship program for veterans to include surviving spouses of military members killed in the line of duty. >> the other tropics are brewing. a tropical wave could become a depression later today. this morning comfortably cool. i know it's in the upper 60s in cambridge because of some of the bay temps near 80. that's keeping them warm by the bay. north and west especially mid- to upper 50s with leesburg and frederick 59. that's a 51 in harrisonburg. these are mid-40s now in the high country there in garrett county down into the mountains of west virginia, davis at 44. here in d.c. we're looking outside one more time on our michael & son weather camera. some broken clouds. really a pretty morning with a temperature of 66. still a northwesterly wind so we're on the dry side ohigh pressure if you will. the dry air in place. dew point to 54 degrees. it feels great. all thanks to the front that went through yesterday. some spotty showers north of us yesterday afternoon. then this morning we see some clouds in the mountains down in west virginia, pennsylvania, but around here, partly to mostly clear skies. nice weather. high pressure is way back here. so it's going to be influencing our weather a good way for the next couple of days. we'll watch the futurecast. it's -- it's interesting to me that it tries to pop an isolated shower. perhaps down toward charlottesville but i think that's t. really a sunny day, dry day here. trying to get a stray shower near richmond. redskins training take a look at what happened over here in landover hills. live from our sky 9. a car went right into the drive-thru at the mcdonald's in landover hills. 6200 block of annapolis road. that puts it north of route 450. just sort of between the bw parkway and route 50 here in landover hills. crews are on the scene dealing with a problem here. i don't think it's affecting annapolis road but a lot to look at here early this morning if you were planning to head over to the mcdonald's. we'll keep you posted on this situation. let's take a look at the map so i can show you exactly where it is. it's between the bw parkway and route 50 in landover hills on annapolis road. over to the beltway this looks fine. there are no problems to report whether on the outer loop through silver spring or south side of town toward springfield and annandale you're in good shape. no problems on 66 or the dulles toll road coming in from the west. israeli forces pounded gaza in the heaviest night of netanyahu told his people monday to prepare for a prolonged conflict against hamas militants. israeli officials claim hamas fired more than 50 rockets and mortar shells at the jewish state monday action an attack on southern israel killed at least four israeli soldiers bringing the total number lost to 53. casualties are on the palestinian side are far greater with more than 1100 dead so far most of them civilians. the two sides are trading blame for a strike monday on a gaza park that killed at least nine children. secretary of state john kerry has been pressing both sides to put down their weapons but faces criticism for lack of success. >> john kerry on behalf of the united states has been working every step of the way with israel. >> reporter: the united nations is also calling for an immediate cease-fire. susan mcginnness, cbs news, washington. >> israel is warning palestinians in several neighborhoods in gaza to evacuate which is a sign more air strikes could be imminent. the white house is accusing russia of violating the intermediate range nuclear forces treaty. administration officials say russia has begun testing a new cruise missile which is a violation of the agreement. this deal was signed in december of 1987. it's credited with helping to bring an end to the cold war. the treaty bans either country from launching ground base or cruise missiles that can travel 300 to 3400 miles. federal authorities say they have captured a man they believe who has sent hundreds of letters containing white powder to locations around the world. >> we have the story from dallas. >> reporter: police and hazmat crews may know his work best. the fbi has arrested a texas man accused of sending more than 500 letters with a white p in december 2008, federal agents say the 66-year-old hong minh truong starting sending letters to overseas and nasa. they also believe he targeted hotels in new jersey as they prepared to host super bowl xlviii fans. the school's it commuters are already facing some parking problems. of the stations that are new, only wiehle avenue and reston has a dedicated parking deck. the silver lining isn't the only transportation with more on what this means and what is happening next. >> reporter: the court found the ban violated the united states constitution, a big victory for marriage equality supporters in virginia. the panel of u.s. court of appeals ruled 2-1 that same-sex couples do have the right to marry but not everyone was happy to the ruling arguing to enforce the ban on same-sex marriage judge palm niemeyer said failing to define marriage as a union between a man and woman would allow everyone to marry like father-daughter arguing that a majority of virginians back marriage equality. a plaintiff in the lawsuit against the state spoke after the decision was made from richmond. >> as a mom i'm so proud that virginia, our home state, has recognized that we are just like everyone else who desires to be married. we thank judges niemeyer, gregory and floyd for hearing our case and rendering their decision on our behalf. >> reporter: the state of virginia does not have to start handing out marriage statements in the corruption trial of former virginia governor bob mcdonnell and his wife, maureen mcdonnell are scheduled to begin today. >> yesterday the couple arrived separately at a courthouse in richmond. the mcdonnells are accused of accepting more than $165,000 in gifts and loans from the ceo after dietary supplements company in exchange for helping to promote his products. their trial is expected to last at least five weeks and family members and friends, even former staffers are all expected to testify. a new federal report indicates that along much of america's coast, the type of flooding that is more annoying than dangerous has skyrocketed in the last 50 years. >> scientists blame rising seas saying this is one of the the ways that global warming is changing everyday live. days or live 40 miles away from a v.a. facility to see a private physician. open up to 27 new v.a. facilities and give the secretary more power to fire executives in the agency. the bill has a $17.5 billion price tag. >> planes and tanks and guns are a cost of war. so is taking care of the men and women who used those weapons and who fight our battles. >> reporter: veterans groups say if congress passes the bill, it will make a difference. >> for those veterans who are waiting right now who have been on the secret waiting lists, who have been reached out to, coming out shadows now, immediate access to care is the most important thing for them. >> reporter: alex nickelson is with the iraq and afghanistan veterans of america. >> the bill is not going to solve all the v.a.'s problems. this comfortable day. we've had quite a few of these this summer which i think is pretty good. some afternoon storms west of the blue ridge tomorrow. really i think west of 81 we have the better chance in the mountains on wednesday. by thursday that's when we could see a storm around here, isolated for the afternoon. better storm chances friday and beyond. the afternoon type of thunderstorms. the tropics are brewing. a tropical wave could become a depression later today. this morning comfortably cool. i know it's in the upper 60s in cambridge because of some of the bay temps near 80. that's keeping them warm by the bay. north and west especially mid- to upper 50s with leesburg and frederick 59. that's a 51 in harrisonburg. these are mid-40s now in the high country there in garrett county down into the mountains of west virginia, davis at 44. here in d.c. we're looking outside one more time on our michael & son weather camera. some broken clouds. really a pretty morning with a temperature of 66. still a northwesterly wind so we're on the dry side ohigh pressure if you will. the dry air in place. dew point to 54 degrees. it feels great. all thanks to the front that went
