been placed on a routine administrative leave. >> of course, about of people have questions about what they're seeing in this video. and you're not alone. our team at wusa 9 has been examining the footage all day long. but again, it's still not clear exactly what is happening. as deborah mentioned, we don't know who shot whom first. and d.c. police won't tell us if the officers in this video are the ones who were shot. acting police chief peter newshome says this only tells part of the story. our ileana diaz spoke with a man who shot this footage to get this take. >> i was like, oh, my. let me grab my phone. >> darren watson had just parked his car in trinidad after a long day at work, when he saw a man being followed by a police officer. >> this guy walked by kind of fast. so he looked back at me. >> you hear the gunshots. what is your initial reaction? >> i was just shocked and in the process of me being shocked am, i was like, plot me grab my phone. because it was sitting on the console. i grabbed the phone and stuck it on the window video, you could hear another seven gunshots going off. >> i caught the initial park. then caught the remaining part of what was going on. >> reporter: darren tells us he could hear one of the officers in the distance. >> at the time, he said, stop resisting. and he just kept resisting. i didn't feel like i was in immediate danger because i was still behind my door. living in d.c., i see gunshots all the time. >> reporter: but this time, after two officers are shot and one man is dead, darren says, it's different. >> that i've never seen. and to watch that with my own eyes, like, i think that probably shocked me. because the thing is. >> looking at him, looking at me, and now he's dead. >> reporter: we asked him why he decided to share this video with us. >> by me being there. it could tell the truth. we all know people can cover stuff up. and it was really the police doing their job. and at the end of e do. >> reporter: ileana diaz, wusa 9. >> they say he is cooperating with their investigation. the trinidad neighborhood has a long and troubled history. >> these days, wealthy urbanites are moving in, changing the character of the neighborhood. but there has been an uptick in crime in the last year. and our bruce leshan says neighbors want police to step up their game. >> yeah, adam, neighbors tell me that what they really want is more cops out here on the street. on foot, on bikes. in their cars. in helicopters. whatever it takes to quash a jump in both property and violent crime that they've seen in this area, over the last year. >> i used to could look up the street and see people passing out. just don't know. i definitely don't think it's worth it. >> yvonne grew up house. she has seen trinidad in the worst of times. >> a decade ago, there were so many murders, police set up checkpoints checkpoints and questioned all drivers coming into the neighborhood. a court ruled it was unconstitutional. >> it worked. it worked. >> reporter: now, the advisory neighborhood commissioner looks across the street and sees swanky condos going up. >> we can all get along. >> reporter: she goes to bed early. so she only learned about the latest shooting in the morning. but it worries her. >> more foot beat officers. we would like to see officers who can engage in the community. >> she is far from alone. >> let's get down. >> annette pearson heard the shooting right outside her window. >> because i care about these kids around here. i care about my grandkids, too. >> reporter: police statistics suggest there have been more assaults, more robberies, more arsons in the trinidad area, over the last year. although murders are actually down. but megan pierce who has lived here a year, says there is no way crime is chasing her away. >> i knew trinidad before i moved here. and i'm embracing the community because that's where i want to be. >> yvonne bugs feels the same way. >> when we were embattle the trinidad, it was really bad. i have to say, no, we are not going back there. >> reporter: yvonne bugs has a 17-year-old son. and he has a curfew, 9:30, if you can believe that. that's why he was home back here instead of two blocks away when this shooting took place. he has friends near there. he was home safe. live in trinidad, bruce leshan, wusa 9. >> we will wait but they do say, he's from prince george's county. we've got an update on a large dog that was mistaken by some as a wolf found in prince george's county. >> yeah. the thing was massive, right? despite being investigated for similar allegation >> peggy fox joining us live with this exclusive story. and this is disturbing, peggy. >> extremely disturbing. the prosecutor calls the attacks brazen. i was in court for jose estrada's bond hearing today. we learned estrada has taught in three other school districts. city of manassas, fairfax county and manassas park. according to the prosecutor, in every one, there were complaints about estrada and his contract was not renewed. now he's charged with brazen attacks, molesting two girls in a classroom. >> he broke every bit of trust. >> that's the voice of a parent of one of the two girls at mary ellen henderson little school, who say their math teacher, hoho zay estrada reached below their waist, touching their private parts. >> i don't want any innocent child to ever have to face that. >> reporter: one of the girls was molested during class, with a room full according to the prosecutor. she said estrada made the girl sit in the back row and dim the lights, to keep others from noticing he was molesting her. the prosecutor said it happened almost every class period. and she said the principal at mary ellen middle high counseled estrada and said under no circumstances was he to be alone with children. i asked the girl's father about that. >> i think if he had to be coached, there was a problem. and he shouldn't be worked there. >> reporter: the other girl was molested after school, when she went for extra help. >> she said when the girl went to run, he blocked the door twice. >> when you hear in court that jose estrada had been in other school districts and complaints came up in manassas park, for something similar, what goes through your mind? >> i think everybody skipped a step and just brushed it off to the next person, instead of dealing with it the way it's supposed to be >> and adults that are supposed to be protecting these children didn't. just makes me so angry. >> reporter: jenny's daughter was molested guy a friend's father when she was 9. she said estrada never should have been hired, given his history. >> there were signs that this was happening. and those signs were just ignored. >> reporter: a week ago, the superintendent told us this. >> everything that is standard protocol, running fingerprint checks, going through cps, going through the fbi, going through background checks. all of those steps were followed before this gentleman was employed. >> reporter: the girl's father believes the abuse started as early as october. the girl was too afraid to tell anyone back then. now, with these new charges, manassas park police, have reopened their investigation of estrada. prior to manassas park, jose estrada taught in fairfax county schools in 2009 and 2013 and 2014. and she he was fairfax before -- in manassas before that. >> estrada is married and has a 9-month-old baby. raising eyebrows. among recreational marijuana users and pot-based businesses. presidential spokesperson, sean spicer said yesterday, there would likely be greater enforcement of aspect marijuana laws -- anti-marijuana laws. they had hoped the new administration would leave pot issues up to the state. recreational marijuana is legal in eight states, as well as washington, d.c. spicer did say that the trump administration would not use federal law against users of medical more marijuana. a plea from transgender activists and trump's supporter, caitlin jenner, following the new guidance on transgender bathrooms. posted a video on instagram. >> one republican to another. this is a disaster. and you can still fix it. you made a promise to the lgbtq community. >> the white house reversed obama-era public school bathroom policies. obama's guidance the stage at the political conservative action conference. the president lashed out at the media. here to delve into some of these topics with me. face the nation host john dickerson. what would you say is the president's takeaway from the speech at k -- cpac. >> it's a standard taking on of the press. i think the biggest thin was not actually the content of what he said. but justed the total change in the -- just the total change in the movement. and it is now the donald trump movement. it's an amazing thing he did, winning, as he did beating 16 other veteran politicians. but he's really transformed a party this. is donald trump's party and will everyone is coming in, falling in line with him. last year, he canceled his appearance at cpac. there were people who criticizim totally transformed one of america's major parties and major ideological movements. that's going to be a mean feat. >> he was a hit. next tuesday, he'll be addressing the joint congress at the capital. is he expected to lay out a wish list? or what can we expect? >> i think we can expect that it will be unexpected. donald trump has changed -- excuse me, president trump and candidate donald trump have changed the rules on so many things. and he has had a talents for take -- talents for taking -- talent for taking press conferences and reshaping them in his special way. he's been successful in the campaign doing it. with the press conference, there was a split between those who loved it and others who were republicans and obviously democrats who didn't love it so much. we're in a moment now, where the president has to start selling policies. changes in act. comprehensive tax reform. his immigration plans. it's a little different than what he's had to do before. and it will be interesting to see if he uses that big state of the union moment to actually start selling plans. not just boasting about himself and his skill at getting elected. but really starting to push and giving his republican colleagues in the house and senate the kind of rhetorical cover the presidents need to help them push forward, really big and adventuresome policies of the kind they have been thinking about. >> and who knows? he might be facing some angry and vocal democrats in that speech. that's something we'll certainly be paying attention to as well. 10:30, face the nation, with john dickerson.
