with a box cutter. here is what happened next. this is video, taken by a bystander who saw it all in full. he said several good samaritans saw what was happening to this woman. they stepped in, they pushed the suspect into a snow bank, despite, they say, he was armed with a box cutter, and the good samaritan held him there in the snow bank until police were able to arrive. now, we spoke with ron roberts, who was a bystander, who captured all of this on video, as he was just headed into work, at the shoprite here. here's what he told bus that chaotic scene. >> they were yelling, what do you have, do you have a knife? do you have a gun? and he wasn't really -- answering them, then he eventually kicked out a knife from his pocket. >> isn't it a great job? isn't a great job not killing him after punching a woman in the face, so it is good job keeping their cool about that. >> and ron says the police were able to get here pretty fast, now, police say, they do have the suspect, of course, in custody. they do expect him to be arraigned sometime later today. they say he will be charged with rob rip, a felony meantime that victim, she is saying minor facial injuries, again, guys, the suspect, police say, was armed with a box cutter, joyce, dawn? >> pretty scary stuff, thank you, sabina. also developing right now, two escaped inmates on the run for a week are finally in custody. san francisco police were on an unrelated call near golden state park this morning when a woman told them she saw a parked white van, like the one investigators said the fugitives have stolen. as officers approached, one of the inmates took offer, caught after short claims, the other found hiding in the van. the man escaped from a jail near los angeles on january 22, a third man, who escaped with them, turned himself in yesterday. police releasing surveillance video of stabbing on septa bus that we first told but last night. two passengers got into physical fight on the bus, and one of the men was stabbed. repeatedly. this as the bus was stopped on torresdale avenue. the victim is list in the critical condition in the hospital. the man responsible for the stabbing still wanted by then showers. so let's see what it looks like tomorrow. we will see little sunshine maybe just few clouds moving on by, but here's some rain coming in monday morning, not even here yet. so the weekends ends dry, and ahead of this, seeing temperatures climb into the 50's here. so nice warm day today -- tomorrow. watch for some ice tonight, that area will drop down below freezing still a lot of snow to melt though, so see the puddle it, could refreeze by tomorrow morning. thirty-two, along i-95, 32 to the south, so just few clouds. maybe not quite as cold, not quite as windy, just little chilly. another storm coming in, similar to what's coming in monday, that's what we have coming up. we'll talk about another day of rain, a little bit more rain, so we could see some minor flooding and record highs, temperatures could be into the 60s, that could be few records maybe one day this week. and also, one day this week a little wintery mix. i'll look at that in the seven day forecast, all coming up. >> all right, thank up, dave. well detectives in new castle county delaware have released name of suspect in connection to a murder investigation in mallard point. arrest warrant out for gregory parker, detectives say the victim's body was found in parker's home on ider court. that was thursday night. victim has been identified as 47 year old sean penn, police suspense suffered significant physical injury, but they did not release any details about how he died. >> two pennsylvania men facing charges in connection with a murder for hire scheme. forty-three year old wayne capelli last seen alive three years ago leaving a super fresh in wilmington. his body was found a month later along a new castle county road in delaware, and investigators have indicted ryan in york and michael command, they say capellie took out large life insurance policy three month before his death. they say command helped him get that policy, and then helped kill the man. >> new jersey woman is charged with beat to go death her mother-in-law. police arrested tasmine in a casino last night. hit 737 year old sophia diwan over the head several times, that was earlier this week, both women lived together in a home in east windsor township. police have not yet released a motive for the deadly attack. sixteen year old boy facing charges tonight, in connection with a gun incident at philadelphia's ben franklin high school. teenager taken into custody at his house has not yet been identified. police say several students, apparently, got into a fight in a school hallway and say that a gun was fired. fortunately, no one was hurt, but that incident did lead to a school lock-down. >> federal investigators are expected to release a report monday that could clear up the mystery surrounding that deadly amtrak derailment. a few weeks after the crash, last may, the national transportation safety board said excessive speed was key factor. the train had reached more than 100 miles an hour before the engineer hit the emergency brakes. but, why the train accelerated is the unanswered question. the new york times is reporting on monday that the ntsb will likely say it was due to something called lost situation al awareness. the report is suggesting the engineers, train's engineer, had confused the frankford junction curve for another, and may have been distracted by a rock thrown at the train. eight people killed and more than 200 more were hurt in that crash. >> happening now, a warning from local police about a phone scam. >> i'm calling regarding an enforcement action executed by the u.s. treasury. >> hundreds maybe even thousands of people in our area have been getting in exact call over the past few days, and it is no coincidence it is happening as we approach tax time. the caller says that he's with the irs, telling victims either to hand over personal information or face a judge. >> and as fox 29's brad sad inch reports, it is not a new scam, but it is growing. police are warning you not to take that bathe. >> patty didn't recognize the number when her phone rang tuesday, so it went to voice mail. >> i am calling regarding enforcement action executed by the u.s. treasury. >> what she heard was a threat. >> ignoring this will be an intentional attempt to avoid initial appearance before a magistrate judge. >> the man called again this morning and this time patty picked up. >> he said i would like to verify your name and your date of birth and your social security. this is an irs situation. >> totally infuriates me. he was trying to be very intimidating, and someone might feed into that and think my gosh, you know, and give them a debit card number or enough information. >> enough information to file a fraudulent income tax return for a huge refund in your name. >> the legitimate return has been rejected because there is a fictitious return already filed on their behalf. >> patty put out the warning on facebook and in no time her friends responded: i got the same call. another: i've gotten an few. and a third: i've gotten this call no less than five times. the scam isn't new. the irs has put videos out. >> fraud is real. hang up on fraud. >> but with tax time approaching, it is back, and from lower makefield, to haverford, to radnor township, police are calling it the biggest phone fraud they've ever seen. >> i hear in regard nor township since monday afternoon experienced probably close to 50 of the calls. >> fifty who called the police. who knows how many haven't. if you try to call back, the number left on the message? >> your call cannot be completed as dialed. >> it is quickly disconnected. the criminals already moved onto a new number. the crime is sophisticated but not becoming a victim is easy. >> names, phone numbers, addresses, dates of birth, social security numbers, none of that information should be given to up any callers on the phone. >> instead, hang up, call 911, and fill out a scam report at treasury.gov. >> that was our fox 29 brad satin reporting, he says law enforcement all across the country are teaming up trying to figure out just who is behind this scam. >> in camden, new jersey some parents are considering new schools for their kids. a school fair was held this morning where parent learned about public and charter school options. the fair comes halfway into the profits of camden enrollment, which is a new and optional system aimed at streamlining the application process. under the system, par event to fill out just one application and there is just one than two dozen salt, exceeded lead levels can be treated by the fillers. more than ten times the level deemed safe by the us environmental protection agency. flint's toxic water has been making could you clean brass with t flint was rich. it didn't need the river. it could afford to ship its water from detroit, 70 miles away. but then flint's job went to mexico and flint went broke. and then two years ago, they ordered -- in order to save some money the governor and his men ordered people who were left to drink from the river. you were trying to kill my kids. really. don't get me wrong. i'm a very loving person but you're doing things to hurt my children. >> today the children of flint have elevated levels of lead in their blood, ten adults have died from a water-borne virus, the main suspect there, the flint river. and this whole time the government, which is supposed to look out for the citizens, told no one. how could this be in america? >> the governor says how much will this cost? and the advisor said it will cost $100 a day. for three month. $100 a day for three months and the governor said that's too much money. let them drink the flint river water. >> we're going to build the michigan back that we had before but even better. >> a few years ago republican governor rick snyder stripped flint's elected officials of their pour and placed in the hands after emergency financial manager. the manager ordered flint to leave detroit's water, and join a new cheaper water system. but that new system wouldn't be ready for two years. so in the meantime, to save a few million bucks, the people of flint would drink from the toilet. >> i wouldn't even feed this to my dog. >> state treasurer andy dillan made the final call then. but now on the hot seat, the governor nor's men tried to weasel act that fact. >> governor rick snyder releasing his emails regarding the flint water crisis. >> flint's elected leaders with no real tour, rubber stamped the water idea. >> the flint community was betrayed. we had every reason to expect that the water we were drinking was being treated under the safe drinking water act, and communities all across this country have water sources from all over the place, it all has to be treated the same. that's what we were told. that's what i shared with the public when i was asked because that's what i was understanding at the time. so i was out there, city counsel members, other city staff, and then we get the ad mission from the governor that the state didn't follow the safe drinking water act, the corrision controls weren't in place. >> i cut down their baths, how many times i give them a bath, because of the rashes, the spots that pop up on them. and i think all of her hair is falling out. >> now flint's aging pipes are corroded and lead from them is leaving into the tap water. governor snyder has taken responsibility to appoint. >> flint's poor, majority black, they feel like you have abandoned them. is there your katrina? >> well, if you look at it, the citizens -- this is a disaster, something i had people that work for me that let all of us down, but i'm responsible, so i am not trying to get out of this that. >> you have to take responsibility. >> i want to but i want to fix the problem. >> lou could the governor not have known the water was unfit for a pig? from the beginning, the warning signs were there. the river water was contaminated when fecal matter, citizens were told to boil it. authorities poured in so much chlorine to kill the bacteria they created a toxic bomb harmful to infants and elderly. general motors said the water was corrode g its parts. flint citizens however were give known close but to continue bathing in it. >> this is about a year or so ago, my teeth started falling out, you know, i'm going to the dentist, but these right here, all of these have fell out. >> it has now been unearthed the environmental protection agency, and environmental quality, new there were potential dangerous levels of lead into flint's water. first they were silent, then they denied it. >> let me start here. anyone who is concerned about lead in the drinking water in flint can relax. there is no broad problem right now that we have seen with lead in the drinking water in flint. >> resident were blown off for 19 months until independent tests by a scientist and a doctor confirmed the dangerous levels of lead. and only then in october nearly two years later did the governor acknowledge that flint had a water crisis. the price to fix it could run into the billions. the health effect in children, unknown. >> how come nobody's been fired? >> people resigned. >> how come nobody's been fired? >> the potential people who have have been fired resigned. i don't want to get into the issue. they're gone. >> would you have your grandchildren bathe dale any that water coming out of those pipes now? >> yes. >> you would? >> yes, because again, that is the advice i've gotten, the people -- >> i feel awful about this. >> we all feel awful. because in the end, we all failed the people of flint. the governor, the bureaucrats, big board it yesterday in attempted to tow it, but the mission failed, because of big waves out there. the team had to leave the cargo ship, no word yet on when they will try to board it again. texas perez waiting in the car with her one and five year old grandchildren while the daughter went inside. that's when strange man hopped in the car and drove away with the family inside. says the man was driving recklessly, she decided she had no choice but to fight back. >> i just got so sick, pulling hair, choking him, and i grabbed his eyeballs, anything to try to get him to stop, and he would not stop. >> that's when the car flipped over four times and the carjacker did manage to get away. perez had to be treated at the hospital. she hopes to be release in the few days. the good news her grandchildren are okay. >> the director of a star wars episode that is two movies away has some out of this world plans for that film. he says, he would like to actually shoot some of the movie in space. for real. in space. the director announced his space dream as the sun dance film festival. he says he talked to disney about the possibility, i mass film has already been shot in outer space, of a hero. a friendly, loyal, now healthy hero, after spending some time at the veterinary specialty and emergency center in south philadelphia. rhino, resilient, seven month old boxer pitbull mix, took a bullet to his leg two weeks ago, doctors say, he was trying to protect his owner when someone broke into their home and opened fire. >> i'm happy. i think my brother would be happy. >> ivory points at brother 41 year old, shot and killed during the home invasion, says rhino meant the world to him. his memory will now live on in this heroic pup. >> they say he's a normal boy again. >> says lived with her on 4600 block in frankford. she says she wasn't home the night of the shooting. she wants answers and justice for her friend. >> did more for me than my own kids. no, don't make no down toward penn's landing, not as bad tonight. that winds is not gusting, it is getting warmer, temperatures will start to climb a bit. now here is the recipe this week. monday we'll have shower, wednesday some rain, friday a mix. nice recipe, mix-up wintery weather mix possible friday, watching a storm pass by each day there, monday, wednesday and friday. first off, let's talk about what's happening on monday. high pressure controlling our weather, the gusty wind there, yesterday, gone. now we get this warmer breeze developing, a light southwest winds will develop ahead of this rain, this is our monday rain, barely make it out now, but will continue to intensify and push east. the temperatures will watch these closely. they've been down below freezing the last few mornings, get the melt, the refreeze, could see that again tonight specially north and western suburbs, so, anywhere that's been frozen, watch it again tomorrow morning, eventually we have to stop saying this, because as the temperatures continue to climb we will see all of the snow melt. tomorrow big, nice day, with the temperature up into the 50's. just above 50 degrees in philadelphia, maybe allentown right about 50, these are the temperatures tomorrow, it doesn't even drop down below freezing monday morning, mid to low 40's, maybe dropping to the upper 30's, and then climbing into the upper 50's, close to 60 degrees. this will be monday afternoon. there is some cooler air coming in. this is the focus for those showers we're talking about. just the front, slowly moving through, the computer forecast really not giving us a lot of rain. so maybe just passing shower for some. and then this will push out, the temperature will drop just bit tuesday, skies will start to clear a bit. but it is 7:25 for entertainment purposes only tuesday morning going to be hit and miss here, cloudy skies, here in western pennsylvania, entertainment purposes only. radar is clear. now to the big deal on wednesday. this is some more rain coming in. but these are the records, 62 in philadelphia. forecast is 62. so we could see some record high temperatures there. wednesday, allentown maybe just little cooler with the forecast note's. wilmington will be close to seeing that record, of 64, that's the forecast. here's what's bringing up that warm air t also has quite a bit of rain with it. so we will see significant rain coming in wednesday. clearing out by thursday. could see some minor flooding, record highs, that's the possibility there, and the wintery mix, well, that will be on friday, with storm passing by just close enough along the coast, where areas to the south, we could see little mix of rain and snow. we will watch that one closely here throughout the week. that's what to watch for on friday. >> thirty-two up to 50, that's tomorrow morning, maybe some patchy areas of ice, but not the widespread icy spots like we've seen this week. could see wet pavement. mild tomorrow night. only dropping to 45 degrees. the seven day forecast, 50's, but then, it starts to drop here quite a bit. we will see cooler weather coming in by the end of the week here. and there is groundhog day i'm very luck. >> i smith tells me his brakes went out as he was getting off the park street exit ramp. >> and i put my foot on the brake. and nothing. put the pedal to the floor, nothing. >> what was going through your mind when you first realized the brakes were out? >> oh, i just got scared. i don't know. didn't know what to do. >> that's when he said he lost control, coming around a turn and crashed. as his car burst into flames, he said, he had one thing on his mind. >> just get out. just the passenger window was gone, so i just crawled out that hole right there. >> you can hear his tires popping minutes later. >> i'm just glad, i didn't hit anybody. glad that i'm okay. i didn't hurt anybody else. >> said he didn't even have to call 911 after the crash because the highway patrol should expect tomorrow night. >> take a look at this, fast thinking police officer in colorado saved boy's life. deputy's dash camera showing him running to the teenage here was freezing water that boy and two other boys fell through the ice on the pond. once he got on the scene, the officer grabbed a tree branch, to help pull one teen out, then emergency crews pulled two more boys from that icy water. wow. >> incredible. >> another heroic act in the middle of the blizzard, this one was in virginia. firefighters in fairfax county rescued a st. bernard that fell through an icy lake. this is on friday. and the dog and his family were reunited with the crews who saved him. fox's alexander lineman was therefore the reunion. >> we came really close to losing him. we know we did. so thank you guys. >> extremely grateful family, and a happy go lucky milo were reunited but the crews that rescued the 120 pounds st. bernard, after he went crashing into an ice covered lake. >> come on, my love. common. >> we got out there. the ice was little fragile. first tried to catch him with a dog collar, but even though i got a tight wrap around him, he squeezed his head out. so, he didn't like that at that point realize that we had to get in the water to help him. >> hey, come, my love. >> these two city of fairfax firefighters took the plunge into the frigid water, wearing suits like this one, to stay insulated. at the time of the rescue, friday night, the blizzard had already started and thanks to the blowing winds, and snow, it was 21 degrees out. but felt more like eight. >> in this video you can see milo hanging on to the frozen edge of the lake. amazingly firefighters hoisted the water logs dog to safety. >> i know had one of them tried to go in and make a rescue on milo they would have succombed to the temperature much faster than he had. >> peta presented the fairfax county and fairfax fire departments an award for their humane and heroic actions. fairfax county and city firefighters want to remind everyone that although it may be very tempting to jump in yourself, whether it be to a lake or a fire, or some other emergency to rescue your best friend, it is not a good preparing the field ahead of the superbowl made a big mistake, the gap was made when the denver broncos logo was paint in the both end zones. denver is the designated home team for the big game. so
