this memorial continues to grow in the european capitol city of brussels. belgium remains on high alert as authorities continue their hunt for one of the suspected attackers. good evening to you, i'm lucy noland. >> good evening, i'm dawn timmeney in tonight for iain page. isis has claim responsibility for the attacks. today we are learning of an ominous warning. security officials say the islamic state group has trained at least 400 attackers and sent them into europe for terror tax those officials say they have can that is are designed specifically to train for attacks against the west like the devastation we saw in brussels yesterday morning. joyce evans here now witness very latest from belgium. joyce? >> reporter: dawn, people are mourning around the world for the 31 victims, innocents killed in bombin bombing attacks yesten brussels and late today investigators confirmed that the suspected bomb maker in the november paris attacks was one of the two suicide bombers who died in the airport blast. this as investigators continue their search for suspects. security is tight in the belgium capitol following tuesday' as tacks. authorities say several people possibly connected to those deadly blasts are on the run. one of them is the man in the light jacket seen here alongside two suicide bombers at the airport. the suspect in the middle of the surveillance photo identified as 29-year-old brahim el-bakraoui a native of belgium. his brother 27-year-old khalid blue himself up in the subway station attack. >> the two terrorist who's died had substantial criminal records unrelated to terrorism. >> reporter: belgium holding three days of national morning for the victims. crowds gatherin gathering leavid flowers and other momentos. vice-president biden and his wife among those paying their respects visiting the belgium embassy in washington and signing a condolence book. the vice-president telling the belgium ambassador, those responsible will be defeated. >> we are prepared to provide any and all information capability, technology, anything we have that can be value added to their fight. >> isis is taking responsibility for those deadly blasts. president obama saying going after that terror organization is his top priority. >> i've got two young daughters who are growing up a little too fast, and i want them to have the freedom to move and to travel around the world without the possibility that they'd be killed. >> reporter: more explosives and bomb-making materials were found at the house where authorities say the suspects left on their way to the airpo airport. secretary of state john kerry will be traveling to brussels friday to express condolences of the u.s. in person. dawn? >> all right, joyce, thank you. terrorist attacks sadly become very common and some are becoming numb to the carnage. but what if you knew one of those who were killed or injured? what if they were a long time friend. bruce gordon backs from bucks other kids with similar stories. you build friendships that last well beyond graduation. then one day the global terrorism that till now has been an abstract headline leaps off your tv set or computer brussels back in the early '90's it was there she met a fellow student by the name of sabastian bell land that's sab photo taken during her school olympics. >> he was a good guy. very athletic. very willing to help, generous. he's one of the good ones. they can all i can say. he's a good one. >> he went on to become a professional basketball player in belgium. she return to the u.s. like many isb students they stayed in touch over the years via facebook and phone calls, reunions. then came a terror attacks in brussels. a mid the debris and the smoke, am mid the dead and injured, there it was, a still photo of her long-time friend seb lying on the floor of the brussels airport blood pouring from his mangled left leg. >> what's your first reaction when you see the photos and the -- >> heart broken. it was very emotional seeing him lying on the floor with that picture. >> reporter: as she took to facebook to express her sorrow and sympathy for her friend and other victims, her thoughts may well have returned to her days with sebastian as young teens at sib. >> when we were in brussels we had bomb threats on daily basis there. so -- >> way back when. >> even way back when. >> reporter: she doesn't remember what the threats were about. >> we probably enjoyed having fun on the bleachers. >> getting out of class for while. >> that's probable wal it was back then. we didn't even question it. >> reporter: now all these years later it becomes much moring. >> here it's actually happening. >> reporter: the threats they ignored as kids are now all too real. acts of terrorism carried out with frightening regularity and gruesome efficiency and now her long-time friend is among the victims. >> have you been able to contact him at all, what kind of interaction have you had at all. >> i have. just making sure he's okay and in good spirits. he's going to need that. a lot of support. he's got that. sib strong. we're be limit. any of the strong right now. >> reporter: he has undergone surgery to repair his injured leg and hip with more operations likely ahead. she tells me an effort was underway to put together a 20th year reunion for isb graduates in brussels this year. information on our home page. happening now a disturbing discovery in north philadelphia. human bones. tonight forensics detectives are searching for answers. who is this person? how did they die and when? fox 29's dave schratwieser is live on the scene along 17th street and dave, do investigators think a crime was committed here? >> reporter: dawn, materially to tell at this point. the gruesome discovery was made last night by two bike officers from the 39th district as they cruised by this area. they noticed what appeared to be human remains under a blue tarp in the lot across the street. they called the medical examiner to the scene right here last night and the medical examiner determined that they were in fact human remains. this afternoon the crime scene unit came here. went through the entire lot. discovered several more skeletal remains in the lot. they did not find a head that belonged to the skeleton that was found here, and other parts of the body that they continue to look for. they will be back here tomorrow to do that. some items they did find which may lead them to some answers here. they found a shoe, size 5.5. they found a woman's skirt and they found a cell phone near the body. so they continue to go through this lot. they will be back here tomorrow to continue their search. they have not yet made a determination if this is a male or a female at this point, and they are trying to determine exactly what might have led up to this, how long those remains were here. they're guessing somewhere over a year. they don't have much more information to temperatures will be cooling through the 60s a few clouds at 9:00 p.m. moonlit with full moon tonight at 11:00 p.m. 56. that is warmer than our average high for this time of year. as we look ahead as assaulted her inside her own home and the department is now trying to piece it altogether. let's get straight out to our sabina kuriakose live in northeast philadelphia tonight. sabina. >> reporter: lucy, we just spoke with commissioner ross here outside of fop headquarters and he tells us the woman's attorney and the naacp went to the media before they went to him. >> bullies in blue. >> reporter: flanked by her 15-year-old daughter attorney michael cord and the president of the naacp, 48-year-old city social worker nicole new man took aim at the philadelphia police department. claiming she was assaulted at her own southwest philadelphia home by the men sworn to protect her. >> i never had a problem with the police. i've worked with the police. i've had the utmost respect for their position. >> human and her attorney say two weeks ago two white detectives along with several uniformed officers came to her door with a warrant to arrest her son on a thefts charge. newman told them he wasn't home and when she refused to let police check inside her home without a search warrant, she alleges the detectives assaulted and arrested her. her attorney believes race may have played roll. >> for that he gets -- she gets dragged out of her own house, she gets man handled. she gets handcuffed and gets taken to the police station. >> demeaning, my neighbors watched this happen. >> reporter: newman spent the night in jail and charged with disorderly conduct something her attorney says a trumped allegation. meantime police commissioner richard ross says neither attorney cord for the inform aacp came forward to him with the allegations before announc announcing wednesday's press conference. he says charges against new man were already downgraded and internal investigation is underway. >> this was probably a little later than it should have been with regard to working it out with me and that's probably not on herbelet some other folks who know how to get an attorney general who always fights for you. ♪ philadelphia man is in critical condition after a robbery in lawn crest and tonight police are searching for two gunmen. the 27-year-old told investigators he was walking to the store on somerdale avenue just past midnight when two men came up to him. he says they stole his phone, then shot him in the lower back. he managed to run to a nearby home of a friend's that he knew. right now, philadelphia police are trying to figure out how a toddler got a hold of crack cocaine and ingested it while inside her west philadelphia daycare. it happened yesterday at a time early learning daycare on haverford avenue. daycare worker noticed the three-year-old girl chewing on something. daycare owner says they did not know what the substance was so they immediately took the child to chop and that's when tests revealed that the child had ingested cocaine. >> i would never want any child to ever experience anything like that. so my emotions are like so big right now. like, i'm not even concerned about the business any more. it's about the child. >> the daycare owner adds that the mother of the little girl says her daughter is doing just fine. police do not believe that the cocaine came from inside that daycare center. an attorney for joe giddies says the husband of real housewives of new jersey star theresa guidice has reported to prison. the couple pleaded guilty in 2014 to bankruptcy fraud and joe pleaded guilty to not paying about $200,000 in taxes. the judge staggered their sentences so that one of them would be able to take care of their four young daughters. theresa completed her 15 month zen in december. joe reported to fort dix federal prison today to begin serving his 41 month term. happening right now, pennsylvania is about to have an official budget with no new taxes. after nine months of gridlock governor tom wolf says he's not going to sign off on the plan but he is going to let it take effect. the $6.6 billion budget will fund schools and social services for the rest of the year but lawmakers say that even though the state now has an official budget they still don't have a spending plan. and wolf warns of a looming crisis. >> once again, the math doesn't work. the money it claims to provide really doesn't exist. this budget is not in balance. it has the kind of problems that have plagued past budgets here in harrisburg. >> the governor says the state still faces enormous problems because of a $2 billion deficit and could run out of funds in july. tom honors for the city's top cop went above and beyond in the line of duty. the philadelphia police department honoring some 77 officers today. they were recognized during a special merit ceremony at the fraternal order of police this afternoon. among them officers who made outstanding arrests and demonstrated extraordinary initiative and performance. you decide 2016. the democratic national convention just four months away now. it's being held, of course, at the wells fargo center in south philadelphia. and today the host committee and the dnc taking part in a meet and greet in center city. leaders discussing the impact happening in the 1600 block of pratt street. now we just talked to police and they tell us two men were shot several times inside the home. both were taken to the hospital where they died. investigators recovering several weapons from that scene. of course we're staying on top of this breaking news and bring you any new information as soon as it becomes available. belgium is at the highest threat level in the wake of terror tonight the manhunt continues for the third suspect in the brussels bombing attacks. police raids lead to the arrest of one man but he is not the suspect who appears in the security camera photo of the three bombers. the death toll from yesterday's siege stands at 31 with 270 people injured at the airport and the subway. bell jumps have been three days of mourning. philadelphia police are trying to find out how a three-year-old girl got her hands on crack cocaine and ate it inside a daycare. investigators say yesterday an employee at the early learning daycare in west philadelphia noticed a toddler was chewing on something. well, she was immediately rush to chop where tests revealed that something was indeed cocaine. the toddler is okay. police say the drugs did not come from inside that daycare. wait until you hear this. a man walks into sushi restaurant and not happy at all with something and so wait until you hear what he did next. >> he left. he came back with a surprise that terrified his fellow customers. fox's gina silva has the story from los angeles. >> i probably one of the weirdest calls i've ever heard ass us respond to. >> reporter: lapd lieutenant jim gavin couldn't believe the call. a man using this 13-foot python snake as weapon at a sushi restaurant in sherman oaks. >> a person came in, he was upset, had an argument with another patron, and was asked to leave the restaurant, left the restaurant and came back with about a 13-foot python snake put it into the middle of the restaurant and basically walked out. scaring everybody inside. >> when you talked to him, what did he say? >> just that he was mad, and that he felt that was the only way he could get even. >> reporter: the fire department and animal control rushed to the restaurant. they were able to corner the snake and get it inside a box. the suspect has been identified as 46-year-old her row seem ma tahashi. >> we charged him with criminal threats using the snake as a weapon and threatening the patrons. somebody could have been injured by that snake fleeing the restaurant or maybe even trying to approach the snake, the snake grabbing on to them. >> and no word how the snake is doing. though it is in animal control. the man is homeless and he does face prison time. back to your fox 29 weather authority. and the warmup is finally here. miles an hour. you can see clear skies along the coastal plain and the reason why we have an area of high pressure right over bermuda we call it a bermuda high this a textbook example avenue summertime weather pattern and it is going to keep us dry through tomorrow all those clouds will stay to the west and along with those clouds some snow showers. look at this. this is a snowstorm up through the great lakes extending to the southwest toward denver where they halted any airport activity today because of all of the snow on the east coast we're enjoying the warmth and we'll keep it. 30, 73 degrees rather in philadelphia. 70 in pottstown. allentown 70. 71 in trenton. 71 in wrightstown. this is the atlantic city airport. some 9 miles inland 71. cooler down the shore because of the will keep it warm with this area of high pressure. so during the day tomorrow, we stay dry and sunny. tomorrow is the real peak of the heat with temperatures in the lower to even mid 70's. 75. 76, not uncommon tomorrow. we'll watch this area of low pressure approach from the west and it does bring some rain. by early friday morning, the showers will be moving in. seven, 8:00 o'clock in the morning if they move into the city of detroit they've got two years of college guaranteed, you'll get more people going in. property values will go up. the state will do better. schools will do better. >> reporter: call the detroit promise the money comes from grants captured tax revenue and private funding. >> any idea how much money you'll have to raise to guarantee every student college? >> we're still working the numbers. and we hope to make some fairly significant announcements in the coming months. >> reporter: now there's no gpa requirement but students do have to go to detroit schools for two years which include public, charter, private or religious schools and graduate. the community college is participating include wayne, oakland and mccole many community colleges as well as henry ford and school craft colleges. >> residents won't be paying higher taxes for this, aren't they. >> does not change your tack rate at all it just means property values grow some of that growth goes to your children's shop scholarship. >> reporter: detroit students benefit. >> at lot of kids don't have this opportunity and it's a great step forward for youth in detroit. >> are you going to take have 8,000 detroits hired in summer jobs program. if you want to go to college, if you live in detroit your first two years are guaranteed. so we're starting to do things to make detroit be an remaining state in the u.s. with a statewide ban on the sport. a special needs baby alpaca in colorado is in desperate need of some help. she was born severely under weight on a ranch and she beat the suits. during a planned formation jump for more than 14,000 feet david hayes tell us they had a free fall collision shortly after exiting the plane. one was hurt but deployed and landed with his own main parachute. the other was either knocked out or incapacitated and landed under a reserve chute. >> we do use auto mat tick activation devices. if you do get out skydiving is dangerous you know we have something that will throw a parachute overhead and that is what saved that jumper's life. >> reporter: one diver landed in the drop zone the other landed about 4 miles away on county road 54. >> saw him laying on the ground. i thought he was a bicyclist hit by a car. and until i got over there and i could see his parachute laying just above his head report roar russell workman who spent 27 years work wig a fire department had his instincts kick in. >> i check his airway, breathing and circumstance laying. that was fine. so i knew he was alive. >> reporter: both men were flown to tampa general hospital. >> this is a very very rare instance. travis a coach who trained both the jumpers said it takes 200 jumps before anyone can wear a wing suit. no matter how many times you've done it safety is always key. >> essentially one jumper wasn't being safe and sometimes people get hurt. it's the nature of the beast in skydiving. >> deaths and skydiving are fairly rare. according to the united states parachute association, 2014 it logged 24 deadly accidents out of more than 3 million jumps. ♪ tonight at 6:00 the image seen around the world. a man on the floor of the brussels airport.
