your morning drive. people already bundled up in center city tonight and our temperatures could fall down to the teens. good evening, i'm iain page. >> here we go again. i'm lucy nolan. ice in the morning snow on your drive home. scott williams is outside our studios in old city just a wild week ahead. scott. it really is going to be wild week, lucy and iain. temperatures are going to drop into the teens overnight tonight tonight. so watching out for patchy black ice first thing tomorrow morning morning. but it will be dry. as we look at what's happening right now on ultimate doppler absolutely nothing. so that is the good news. however, off to the west, around the four corners there's a lot of moisture that is moving out of that area and will eventually cross the entire country impact impacting millions over the next 24 to 48 hours. winter weather advisories have been posted in fact for our area for that wintry mix. the advisories kick in tomorrow afternoon at 3:00 o'clock. so by two 3:00 watching that snowfall overtake the area unfortunately bad timing impacting your afternoon and evening commute. slick spots a quick coating of snow. then changing over to sleet later on in the evening as conditions warm and those temperatures rise above freezing freezing. so all rain by nine, 10:00 o'clock in the same time tomorrow night we'll be looking at the wet roads. how much ice to expect out of this system? we could see up to a 10 many of an firm philadelphia. higher amounts once you move north and west so that will be the concern that ice accumulate accumulating during the afternoon and evening rush. once again we could see a coat to go an inch or two out of this system. but not a major snow event for tuesday afternoon and evening. however when i come indoors i'll have much more about what happens for the middle of the week with milder temperatures as well as potentially the biggest snowstorm philly has seen this season later this week. guys back to you. >> that came out of left field that one right there. scott. we'll have to talk about this in a little bit. we can see big problem on the roads tomorrow that's our immediate future. bob kelly will keep ahead of the major issues and sue serio keeping an eye on your change fog cast. fox 29 morning news starts at 4am followed by "good day philadelphia". a disturbing story still developing to night. police say this man got down on his hands and knees and secretly recorded young women in dressing rooms at stores at the king of prussia mall and in their own bedrooms. investigators say he also posted videos of naked women online and there could be a lot more victims out there. right now he's charged with dozens of counts of invasion of privacy. fox 29's dave schratwieser spoke to disgusted neighbors. he's live in radnor tonight. dave report roar sean moses behind bars in the delaware county prison facing a long list of charges. officials here say this is one of the biggest cases of its kind in recent history. tonight reaction to this story is strong with folks using words like sick, disgusting and scary. >> you're never safe. >> reporter: colleen jennings was out walk herring dog monday evening a few feet away from the spot where police say 37-year-old sean moses was peeping in the first floor window of her neighbor and video taping her. >> it's scary. i mean first thing that comes to mind is seeing. you don't know what they're seeing or doing and how many people may be doing the same thing. >> easy target. >> reporter: neighbors were stunned mows had posted the video on a porn website and titled it the amazeing brunette and roommate who noticed peep. >> i can imagine how invasive that wobbly would feel. >> reporter: the incident was reported to police. they found the video on the internet and traced it back to moses. they served a search warrant at this narberth home where he lives with his six-year-old daughter and girl friend. >> based on this guy's user name, we were able to find 86 videos which is probably the tip of the iceberg. >> i have pictures and everything and he's right across the street, like, i don't know what this guy is doing. >> reporter: police found videos of unsuspecting teenaged girls and their mothers in dressing rooms at forever 21 and other stores at king of prussia mall. >> you think you're private and especially in a store changing room it makes you worry. >> he was absolutely feeding into his own sickness but those of his followers. >> investigators uncovered more videos labeled the swimmers series from a swim meet at villanova university two years ago. >> mr. moses has been doing this for at least 13 years that we know about. >> just really makes you worry and really put your guard up more so. >> reporter: sean moses is being held on half million dollars cash bail. he told investigators here that he has a problem with this stuff stuff. detectives it's found tapes in his home labeled jail bait. investigators want you to know if you think you were a victim of sean moses, you should contact radnor police. lucy? >> all right, thank you dave. to breaking news in moment county now. it was a tough fight but a massive five alarm fire at a metal fabrication plant up in per mooreland is now under control. live chopper right now sky fox over the scene. you can still see smoke and firefighters on scene right there and you know what they could there be for hours. drivers on the pennsylvania turnpike and their passengers had front row seats to all the drama. try company metal products sits along the highway and cell phone cameras they were rolling. right now investigators are trying to figure out what started the inferno. fox 29's chris o'connell is live at the scene. chris, it's been -- it's going to be a long night for those firefighters. >> reporter: yeah, as you saw from those live pictures a thick blanket of smoke still covering the fire seen here in upper moreland township. five alarm fire was put under control about 8:00 o'clock tonight. but montgomery county fire officials will be here for hours cleaning up the mess. >> the flames were humongous. >> reporter: within two minutes of getting that 911 call firefighters arrived to the try co sheet metal plant but it may not have been fast enough. >> it was black. it was black i mean it was midnight. >> reporter: the fire raced out of control sending flames high into the sky and thick black choking smoke blanketing the neighborhood. take a look at this video from one of our viewers driving the pennsylvania turnpike. smoke could be seen for up to 20 miles away. >> you're talking about three quarters of an acre that is totally engulfed in flames. >> reporter: john perry owns a rental property 300 feet away from the plant. he was watching on the news as the fire record out of control. >> watching it on fox news it's two alarm three harm, four alarm, and then we're eating dinner next thing you know you hear fire trucks from our neighborhood coming down here. >> reporter: john o'connor works next door at a music supply business. for hours he had no idea if his business was damaged. he eventually was given the all clear. >> basically data customer files, inventory. everything. everything is on there. >> reporter: at one point about 900 peco customers were without power as electric lines were cut for safety. many concerned from seeing the smoke and wondering exactly what was burning inside that plant. >> i guess there's a little bit of concern upping, what are the materials burning, you know is that a harmful -- is this smoke? >> the fire was fueled by explosions from compressed natural gas canisters that sent firefighters scrambling. >> the danger to the firefighter firefighters there were multiple explosions an building collapse. that's why we're at a defensive operation. >> reporter: now of those 900 customers without power only 42 of them remain without service tonight. i can tell you state police fire investigators arrived on scene here a couple hours ago. they're going to try to figure out exactly what started this fire and we saw some salt trucks rolling in here. they're worried that they make sure to put down the salt because all this water was thrown on this fire, of course, is going to freeze overnight. lucy? >> reporter: well, lucy, i can tell that you most roads here in this area have fully recovered. take look behind me from the weekend blast but this recovery as you know is going to be short lived with the threat of more messy weather on the way. that means messy roads and potentially dangerous driving conditions once again. >> i think i put more gas if my snowblower this year than my car. report roar ed conrey can't wait to put away his snowblower for the year but he knows not so fast. >> thursday they're saying now is going to be a pretty large accumulation of snow. so we'll keep our fingers crossed. >> reporter: another round of nasty weather is on the way. mix expected tuesday rain wednesday and the possibility of more snow thursday. >> it needs to go. spring needs to come. spring break right around the corner. we really don't want no snow. >> reporter: a lot of areas like here in levittown still draped in snow from the last blast over the weekend. some roads are still slick. >> driving, commute to work, it's hard. >> reporter: plow trucks sit idle now tomorrow the fleet will be in use much this maintenance yard in middletown township is stocked with salt ready to go out. >> i heard we have more of it coming. i want it to go away. >> reporter: scott scott kelly isn't happy with the way winter has been going and he isn't shy about blameing someone. this time he's giving weather forecaster as break though. >> i can't believe we put failing in a groundhog to predict the weather but here we are. >> reporter: and of course we heard scott williams talk about this at the top of the newscast. immediate concern will be slick roads in the morning and then an even messier commute just in time for the evening drive home. back to you. >> all right, shawnette thank you. in ocean county for the second time in a week a gas explosion rocked a neighborhood. this video from the asbury park press shows the aftermath of today's blast in point pleasant. officials say a man inside the home woke up just before 2:00 this morning. he smelled gas. when he on a light the house blew up. the 47-year-old man has burns across half of his body but he is in stable condition tonight. investigators are still looking into the cause of that explosion explosion. this is just days after dash cam video caught the moment a home exploded in stafford township ocean county. 15 people ended up at the hospital after that blast. philadelphia police commissioner charles ramsay wrapped up a meeting with president obama at the white house today that could impact the entire country. ramsay handed in his report today on how to help police departments and communities they work in get along better. he is the co chair of the president's task force on 21st century policing it stems from the unrest after recent police involved killings including ferguson and staten island. >> this report is going to contain a series of very specific concrete common sense efforts for to us build trust. it will be good for police and it will be good for the communityies involved and in consequence it had been good for the country. >> report touches on ways to build trust with the police and the community. it also calls for better police training and equipment but not for body cameras. we posted the entire report on our website just head to myfoxphilly.com and click on as seen on tv. the dangers of teching and driving are well documented. so how do you stop it as in really really stop it? one local police department has got one way. >> fox 29 week pones' bill anderson has more on the plan of tack. ♪ >> reporter: texting and driving is a relatively new and incredibly stupid practice that many ofs have done at one time or another. but evesham township in south jersey decided it was time to crack down on this. and hard. this past court year evesham township with a little over 45,000 people hasn'ted out more tickets than all but six cities in the entire state including more tickets than jersey that has six times as many people. >> right next to me is text and driving right now. >> reporter: i came here to evesham township to speak to the chief of police and although evesham acknowledges that their ticket numbers are way up compared to similar sized districts the chief told me it's not about how many tickets they rifle it's about keeping people safe. >> from a law enforcement perspective we don't look at the fines or the budgetary aspect at all. our primary goal to keep the streets of evesham safe for our community for people to visit shop and live. >> reporter: although the chief's primary point is about safety many people acknowledge that they do text and drive and wonder high fines are the best way to solve the problem. obvious reasons people didn't want to talk to us on camera and admit that they text and drive. but a quick look at social media and you saw comments like, people in evesham should be concerned about where their tax dollars are going. this isn't about safety it's about revenue. another perp wrote, what's the difference between using your phone or holding a cup of coffee coffee. one hand on the phone or coffee and one hand on the wheel. obviously pins vary on this. but we want to know what you think. you can leave your comments on our fox 29 facebook page and of course you can tweet us at fox 29 philly. coincidence or something more? like sean tucker who has spent nearly her entire life in wheelchair. >> we go to work we go to school. we got doctor's appointments like everyone else. so it's real frustrateing. we don't just like sit in the mall like statues we got thing to do. >> reporter: all it takes at a small mound of snow or patch of ice to make a curb cut impassible for those with mobility issues. tamika blackwell says her bus stop at ridge and cumberland was snow packed early monday morning forking her to wait for her ride to work in the middle of the street. >> it's very scary but i have to come to work. >> reporter: what goes through your mind when you're in the middle of the street trying to avoid the ice? >> i'm afraid for my life. >> reporter: hard to imagine what's like getting through ice and snow in a wheelchair? listen to ken perry's description. >> just like you might get stuck in your car if the snow is too deep. imagine doing that with your hands getting wet your fingers getting cold and your arms become the transmission that gets you through it. >> reporter: when we visited the mobility advocates at liberty resources near seventh and market we couldn't help but notice the paratransit vans jockeying for position in front of the few areas where passenger cos be let off in something other than a snow drift. >> you get to work and you're exhausted from navigating the streets and the sidewalks. >> reporter: advocate fran fulton blind since she was teenager notes clearing your sidewalk is the law. >> the law is there but whatever happened to sense of community kindness courteous care for your fellow human being? >> reporter: well put. don't wait till the noon day sun melts the problem away. folks with mobility issues need to get to work first thing in the morning just like you and me me. in spring garden bruce gordon, fox 29 news. they have no idea what to do. unusual sight in hunting beach california that is not snow covering the sand but it is frozen. it's whole lot of hail. the national weather service captured a time lapse of the storm and you can see how quickly he the hail just blankets the beach. >> i got -- it's actually grapple. >> let's ask the grapple expert. >> it's hail. it was unstable in sections of southern california called a loft for that hail to grow and also fall to the ground an part of that system is going to be impacting us for tuesday. so tuesday morning watch out for black ice across the area. temperatures in the teens and 20s to start. and then by the afternoon and evening we're looking at temperatures in the 30s with that snow and sleet coming down. ultimate doppler right now you can see it's dry and quiet but once again as we head out to the west here's that system that's been getting its act together moving out of the four corners. we'll cross the country impacting millions over the next 44 of two tower 48 hours. winter wet advisories kick in at 3:00 o'clock tomorrow afternoon. that snow will be moving in. then changing over to sleet. and we could see ice accumulate a tenth of an inch upwards to philadelphia north and west maybe closing in on quarter of an inch of ice before all is said and done. so the timing works to six that snow moves in from the west and then eventually changes over to sleet. and then finally rain. so two 3:00 o'clock you can see we're looking at the wintry mix. by 5:00 o'clock, for the evening rush we're watching those temperatures rise above freezing so that sleet will eventually change over to all rain and be washed away during the day on wednesday. temperatures into the 40s. but by wednesday night look at the clock. 10:00 p.m. we're watching that stalled front to the south. a wave of low pressure will ride along it. temperatures will be cold enough to support snow. overnight wednesday into your thursday and those temperatures will be well below freezing. so this is going to be a wet heavy snow if everything plays out. so once again wednesday night into thursday, that front stalled to the south an area of low pressure rides along it. that cold air rushes in and we are looking at the potential maybe for 6-inches out of this system and if so, if we get over 4.8-inches in philadelphia, it would be the most snow we've seen so far this season out of one storm. that seven day forecast showing you the roller coaster ride temperatures tomorrow 33 for the high. afternoon and evening wintry mix to rain. wednesday temperatures near 50 degrees. so it's going to be milder but on and off again showers we could have some flooding because of the hard ground and the run off and then moving toward wednesday. you can see that threat for that heavy wet snow and then back to the fours by the upcoming weekend and dry. for a change. >> april very close. all right. for the chase is on. check it out. stolen budget rental truck leading the way and people pulled over just to watch it unfold. how this wild chase finally ended. >> and they're kids playing in park a block block from home. now two parents guilty of neglect. why this mom and dad are saying back off. >> and no more cords. the new furniture that were charge your mobile phone. it's interesting. >> it is. >> wireless. >> check out this video of a brawl in a bronx deli. >> these two guys were driving a pickup truck across the toms river froze september over. they survived but the dog doesn't. >> check it out next chasing. i'm shawn lee, i play rugby for the santa monica rugby club. i started going gray kind of early... and it's just not me. only just for men easily targets gray for a natural gray-free look. guaranteed. just you and the look you want. just for men. ♪ this is a stolen budget rental truck and it's on the run with a california highway patrol hot on its trail. this afternoon the chp says a person who end the truck left the keys insider a man jumped in. officers eventually used spike strips to stop the truck in the los angeles area. the driver got out surrendered and more than a dozen drivers stopped on the road just to watch all of this unfold. in your money tonight how would you like to get free pancakes tomorrow? >> yeah. who has stuff growing out of they which it ken much the not like i plant it there. >> reporter: douglas says she's not been able to force herself to sleep in the place since. she claims she called upper darby's inspector units but never heard back so she contacted us. we shot pictures of the surprising fungus thriving in her apartment and alerted the township's leading health official. upper darby's public director sent an inspector on february 20th but couldn't get inside because nobody was in the unit. the management here says as soon as the apartment is vacant they plan to overhaul the entire union. public health director james maloney says his agency's history with the complex centers on aging pipes funnel link steam heat to the 240 units here bursting. he says mold is not been on-going issue. as for mushrooms?
