reporter: chris police a few hours ago releaseing several new surveillance videos. videos taken from buildings fresh temple university in one case even from septa bus. they're hoping that someone will recognize the shooter here but as you're about to see that may not be easy. who killed 56-year-old kim jones? despite scowering through video after video there's no clear image of the shooter's face. >> as we go through the video made point not looking up at the video cameras. almost knew where the cameras were going to be. going down the subway, on the subway and made a point of never looking up. so this was a very well-planned execution. >> reporter: first video shows kim jones crossing the street at 12th and jefferson on the way to the bus stop headed to work tuesday. seconds later, the shooter walks toward her after spending the previous hour outside her home. there's no video of the actual shooting. but there's the suspect immediately after calmly walking away. eventually boarding the sib way at broad and cecil b. moore. what are identify white and silver beats headphones he's wearing then getting off the subway at broad and hunting park park. >> she made a difference in her community. >> at the scene of her murder late friday afternoon a vigil to remember kim jones who spent a lifetime advocateing for children. flyers reading stop shooting shooting people were given to tuesday. it's going to happen at the church of the advocate non far actually from where kim was killed. we're told she was active in her church. in fact at the time of the shooting she had headphones on and was listen listening to gospel music. chris. >> developing to night the take down of the suspected drug dealer turns into a wild encounter on the streets of upper darby. cops say they already made four undercover buys from the guy but tonight they were going to arrest him. it happened along busy 69th street officers say as they moved in the suspect floored his car, running up on the sidewalk and crashed into the front door of a furniture store. police say he almost hit an officer, forcing her to shoot. >> tonight we're going to take him down. we lure him n we got the county guys front back side and he drives up on to the sidewalk. >> there were no injuries authorities say they found gun and several thousand dollars in crack and heroin among the charges attempted murder. dozens gathered around city hall tonight for anti police rally. that's what they're calling it the protesters moved along streets across center city several septa bus routes had detour around the marchers. police were lined up but say the rally was peaceful. a major victory for penn state football and its late coach joe paterno. the inform caa restore some of the school's legendary history chest just past 5:00 tonight. police have now arrested a 1684 old boy. they say the two of them got into a fight in school during lunch. of course we'll bring you more as it comes in. on your radar center city dorm such a tragedy and police are still searching for the clues in this one. sabina kuriakose talked with her friends who are still study. >> she was a really nice girl. always happy to see her. um she was always involved in school activities and she would always be there to help out if i asked her for help, i remember that. >> reporter: neighbors and classmates since they were in junior high temple freshman james honk says 18-year-old rebecca kim senhor on facebook photo was an active and involved student with bright future ahead of her. the temple freshman fell to her death from the eighth floor window an art institute of philadelphia dorm room thursday evening. >> i can't really sleep last night. a lot of people on my floor went to my school didn't go to sleep. >> the national honor society grad was visiting two male friends and initially reported she may have stepped out on to the ledge to take photographs. >> i was shocked. i thought it was the wrong rebecca. >> temple'ss campus grieving her student. she fell on top of a pedestrian injuring her. 44-year-old woman is expected to be okay. with wissahickon high school holding a moment of silence for the 2014 grad with counselors tendon to go grieving students. prince wynnefield says kim was an unbelievable kid and quote a lot of people are struggling with the tragedy. >> stuff you hear in like the movies like, see in movies you hear about it from friends but like first time i'm experiencing it myself so it's kind of like a weird feeling. >> sabina tells us the woman who kim fell on is still in the hospital in critical but stable condition. a close call today for some swimmers inside a delaware county ymca. police say an elderly driver hit the gas instead of the brake and this was the result. the car slammed through a concrete wall into the pool area. it happened just after lunch at the ymca in see cane. take look from the inside. this is picture from the delco times. swimmers at the y were on the other side of the pool when the accident happened. believe it or not the driver walked away without a scratch and nobody inside was hurt. to a developing story out of washington d.c. u.s. supreme court will tackle same sex marriage as of april justices will begin hearing case and could issue a ruling in june setting the stage for the nation's highest court to resolve the state by state by state battles. in 2013 the high court struck down part of a federal law that banned same sex marriage. an ohio man accused of of plotting to tack the us capitol is in court today. 20-year-old christopher lee cornell was charged with attempt attempted murder of government officer and was denied bond. cornell was arrested after posting support for muslim terrorists on social media. he also met with an fbi informant about his plans to attack the capitol with guns and pipe bombs. the judge in the case ordered cornell to be placed on suicide watch. and president obama and british prime minister david cameron meet for second day to discuss global terrorism. the two leaders met in washington to figure out how to stem the tide of recent terrorism. president obama says intelligence and military force alone isn't going to solve the problem. mr. obama says the uk is one of america's strongest allies in the fight against terrorism. a surprise homecoming like you've never seen. people county mother locked out her mentally challengeed son in the cold. so tonight they've arrested her. fox 29's bruce gordon spoke with neighbors today who say they cannot believe what happened. >> reporter: folks who live on hartley road are still shaking their heads at an actuation cold as the winter wind blowing through their quiet neighborhood. >> it's horrible. it's horrible what people can do with children. if that's the case why have them? >> reporter: upper darby police were called to this home just afternoon last wednesday. to find a mentally challenged 18-year-old standing outside shivering. the teen told police he'd been locked out by his mother without a winter coat for nearly five hours. police superintendent michael chitwood says cops confronted 34-year-old tolbart right in her doorway. >> she says, i don't want him in the house. i don't want him here. you can't leave him outside. i don't care what happens to him. >> reporter: source of tolbart's dispute with her son wait for it -- >> she was sending to school and she didn't like the pants he was wearing, so he refused to change the pants so she threw him out. >> reporter: the wind chill around here that wednesday morning, a frosty 2 degrees. >> i was without heat in my own house for a couple of those days and i couldn't imagine being out in this. >> reporter: deliberately lock hot. >> yeah. whatever the reason, it's tragic really. >> reporter: friday morning police turned to social media tweeting tolbart's photo in an evident to turn up the public pressure. by late afternoon they had their mom. tolbart surrendered and faced a friday night arraignment. >> leave him out in the cold like that. you don't do that to -- to an animal. >> reporter: over a dispute of school pants. >> school pants. so mom is not wrapped too tight in my opinion. >> reporter: superintendent chitwood admits because the young man is 18 years old it could be argued he's an adult and thus the mom would have the right to order him out of the home. but because the young man has the mental capacity of a 12-year-old tolbart will be charged with recklessly recklessly recklessly endangering another person. >> plymouth township officials are warning residents to be extra careful as two burglars posed as utility workers to get into a home. to men police say tricked an elderly couple into thinking they were utility workers to get access into their home. it happened on december 29th. investigators say once inside one man went into the basement while the other went upstairs and stole a bunch of things from the couple. another day, another round of water main breaks. rupture at the new family court building in philadelphia sent everyone out into the cold today today. officials evacuated the building on 15th and arch and it stayed closed the rest of the day. court officials say they'll notify everyone affected by this closure once the building reopens. a man convicted in a home remodeling scam will be calling a state prison home for a very long time. a bucks county judge sentenceed john succi to 15 to 30 years behind bars for cheating a dozen victims out of close to $2 million. succi either did not do the work or did such a poor job that it had to be ripped out and redone. prosecutors say the rip off spanned from 2006 through 2013. and fox 29's coverage of succi led to more victims comeing forward with what happened to them. the flu is hitting delaware very hard. 15 people have died from the flu in the state this season. kennel counsel fee reported the most recent deaths. health official say all but one of the victims were 65 and older. and they all had underlying health conditions. the centers for disease control says that this flu season has reached epidemic levels. now, part of the problem is, this year's flu vaccine is only working 20 -- 23% of the time. it's a lot less effective than first thought. the cdc says it does not match the dominant strain of the virus right now circulating. it is still however recommending everyone six months and older get the vaccine. u.s. coast guard met sacked a sketch-year-old woman from a cruise ship. it happened thursday. 75 miles east of atlantic city. a doctor on board the norwegian break away said the woman needed immediate medical attention. she was taken to atlantic care regional medical center. no word on her condition or what caused her to become ill. starting tonight at midnight americans will be able to visit cuba without a government license. americans will also be able to book their own travel, use credit cards and send four times as much money each year to relatives in cuba. americans will also be able to bring home small amounts of those famous cuban cigars. despite opposition from people who say this rewards cubass government despite its human rights offenses, the obama administration argues the changes will empower the cuban people. the administration views that we should normalize our relationship with cuba the effect of that would be that by that increaseed contact with the cuban people and with the cuban government it would only serve to put more pressure on the castro regime. >> accused of of giving a woman an illegal and deadly silicone butt inject. >> fox explains what a witness says happened right after that injection. >> this is a suspect investigators have been looking for. vinnie taylor. police believe he's the man responsible for injecting a woman with silicone in the buttock area. he's charged with second degree murder after the victim charlene, died just few days after receiving the injection. investigators say the victim came here to this hotel in capitol heights for her april jokes. but shortly after something went terribly wrong. documents releaseed today indicate a witness told police after the victim got her shot she started feeling ill. she later wept to shady grove hospital where she died a few days later. the medical examiner ruled her death a homicide saying she died from chronic respiratory failure because of a foreign substance that caused pulmonary problems. the victim's brother said he didn't want to speak on camera but he did want people to know his sister left four children behind. he said "her need to change or better herself physically cost her everything and her kids their motherquote i'm hoping this story teaches people especially young women to love themselves and appreciate who they are and what they have ". >> fox's lena burns tells us second degree murder is not the only charge taylor now faces. prosecutors have also charged him with first degree assault and reckless endangerly many. >> threes women college athletes face charges of assault. they used a baseball bat to beat another young woman. and a warning some of these images are graphic. california cops say the woman's face is fractured and her right eye is swollen and closed. on monday she took a friend to try to iron out differences with the three athletes from a community college. police say they instead zeroed in on assaulted her for 10 minutes with a bat. >> people had bats and i was like what's going on? people just started coming to my car yelling and then, um, started kicking my door in and the window broke. >> not only were the three book for assault with a deadly weapon conspiracy and vandalism the college expelled them. a special delivery on a california highway. a woman gives birth on the side of the road and her husband well, he had to play the role of doctor. the story begins yesterday morning when the baby's mother was having labor pains at home. mom to be and dad got in their toyota for the half hour rider to the hospital. they were halfway there when the baby decided well it's time to come into the world. >> iran in that wind, it feels like eight below currently in the pocono mountains it feels like 19 in millville. 17 degrees what it feels like in atlantic city. so dry and cold overnight. dry for saturday and then sunday we're watching rainfall moving in. you can see it moves in primarily late monday into the afternoon. it's going to be a pretty good soaking as well. by 7:00 o'clock we're still looking at the rain. it moves out of here, though, as we move toward mlk day itself but behind it it turns colder and blustery. so let's watch how things play out tomorrow. a lot of sunshine out there but once again it will be dry. really the entire day on saturday. but look at sunday morning. that rainfall moves in it will be heavy at times too. especially central southern sections of delaware. south jersey we're looking at that moderate rain. where you see the yellows where you see the orange as we move toward 10am we're still looking at that wet weather across our area. into the afternoon it stays pretty soggy and then as we move toward the afternoon and evening, things start to pull away with that system and we dry out. sunday night into monday. so we'll run the model and show you how much rainfall to expect before all is said and done. likely on average about an inch toward i-95. but lesser amounts once you move toward the lehigh valley and the poconos. heavier amounts an inch, inch and a half for parts of south jersey. so for tonight it's clear still a little breezy but it is going to be cold temperatures in the teens. 32 degrees that's it for the high temperature tomorrow. so saturday is cold. not quite as windy as today. we're in the 40s for sunday but once again it's going to be wet. we clear out but we turn a little blustery for mlk day. day of service. a lot of volunteer activityies taking place so you'll want to bundle and for monday but have the rain gear for the second half of the upcoming holiday weekend. maybe some flurries by the middle of next week. 6700 cherry avenue. they left sandy in their car. when the women came out back the car with sandy inside was gone. >> oh, my goodness where is the car. sandy in the car? where is the car? we just kept looking like this. we're like we can't believe the car was gone. >> detectives tell us sir individual from the area shows a white full size extended construction truck passing neck the maxima. a passenger gets out. goes inside the maxima and then drives off with the dog in the back seat. the car was recovered on wednesday but still no sign of sandy. >> he mean the whole world. he's my best over and now all about the surprise for these six philadelphia area soldiers. >> it had its challenges. i believe my wife is still not in the know we're who are but we've definitely spent time away from our families with this deployment and we're all excite the to get back. >> we just left qatar air base which is in the middle east, and we spent seven months over there there. >> now they are back and they've kept their return date a secret and they're waiting not exactly patiently for the big reveal at the air base. >> families were told to come to base for what they thought was a program to help returning gi's adjust to home life. but what they got instead a super surprise filled with love affection and emotion. >> did you know. >> not a clue. not a clue. as i guess you heard i was a little loud. i am -- i'm speechless. i'm -- that's my baby. that's my baby. >> it's been like eight months. yup. too long. way too long. but you got to stay upbeat. you got to be happy for them because that's what they choose. so you got to support them. >> the group had been deployed at several different bases in qatar providing support to other soldiers. shannon o'neal had a very happy reunion with her husband married just before she left. >> i was very surprised. i'm still shakeing. it's incredible. it's an incredible feeling. to have my wife home again. >> ditto for sonia who is happy to have her husband back. >> i am so surprised. i don't have any of my kids with me. we have four kids and so i'm stealing him all to myself for now. >> the word home has very did he say ting
