outside this morning. little chilly and damn up. >> yes, knew it was coming, but still you walk out and go oh no, it is cold again. and that's the truth. we also have rain around again. so not everybody's getting the rain, taking a break in some places but down in dover delaware, other parts of kent county getting some rain, cape may county, as well. this rain is part of a cold front, which is singing -- sinking to the south of us and letting in that chilly air from the north. as you look out to the west, you can see there is plenty more on the way. but at least we're not up in the western new york where they are getting some freezing rain this morning. yep, i know my geography. 44 degrees north-northeast winds at 14 miles an hour, relative humidity of course up there at eight a %. we will get to high today of only 49 degrees. yes, no more 60s, and 70s at least for couple of days. 40 degrees is our low tonight. so the chill stays with us, for a little while. we'll tell you what happens. and might as well look ahead to the weekends, hump day after all. bob kelly good morning. >> hump, hump, hump day mike, mike mike, good morning everybody, 4:02, nothing like the first on the scene passing an accident on my way in on the schuylkill expressway. ooh on the suing skewing being driving through here, working my way past city avenuement and i come up around montgomery drive overturned vehicle off on to the side of the roadway quickly though, penndot police were able to get out there get the vehicle out of there, so we're open for business here east and westbound, on that schuylkill expressway. but otherwise outside we go, the work crews they got the raincoats on they've been working all night long pulling a lionel richie here on us, northbound 95, right near the the cottman avenue interchange, construction and the closure of that cottman avenue off ramp until about 6:00 this morning. otherwise, downtown we go. the vine street expressway, looking good, no problems coming into or out of the city. but again light drizzle roads are wet this morning mass transit looking good, no delays lauren, over you. >> philadelphia police speaking out yesterday about the man who terrorize add woman who works on jewelers row. they also released new video of that van bleached, used by the suspects to on duct heff her. live with this investigation. steve, we have new pictures this morning? >> reporter: lauren, no doubt our daily viewers are asking okay here is the third day in a row you are leading with the same story. what's new this morning on wednesday? well more new surveillance, as we said here yesterday, to expect and more new details about this woman's kidnapping, and/or deal. here is the new video it, gives you a better closer clearer shot of this maroon redish van with the white graffiti on it. but still not close enough yet to see the license plate on the back. and pennsylvania should almost think about putting front plates on like we have in new jersey because it would solve so many crimes. just for that reason alone. detectives learn this van was lurking around jewelers row for more than a month before the kidnapping saturday. so much so, one of the jewelry store managers remembered once asking the guys in the van to move out of the illegal spot they were parked in, once in front of his store. and we also learned more that far half hour of we described as torture yesterday and the detectives describe this torture in a news conference of this 53 year old woman. >> they drove the complainant to the rooftop that's when they began their torture. they put a hood over her face, they tie wrapped her they were tasering her, and what they wanted from her was the codes and the alarm systems to the jewelry store. now, the complaint and the unbeknownst to them had no knowledge of these alarm codes. she did have the key. they took the key. they also wanted her debit card and her pin number. and this was also through torture. she said maybe seven times she was taits dollars, i believe it was probably more. okay in she was up on the top floor for about a half hour enduring this punishment, before they left the parking garage at about 4:20 p.m. via chestnut street exit. >> so the first thing they did, lauren, was take her to the roof of the parking garage. they weren't in a rush to get out of there. they didn't think anybody saw them. they had this big thing planned as we said yesterday. and the detective said yesterday they went from some big heist to petty thieves when they stall her bank card. and that is letting police know the trail they took. that's why they had a shot of the van at that bartrum avenue wawa filling up for gas. they did a lot of stupid thing. still no clear shots of these guys yet as they use this bank card. but expect them, as women, and police are putting out not only the word did you see this van and they are finding a lot of maroon advance around philadelphia and the suburbs with graffiti on it, but also seeing if anybody else might have surveillance cameras got better shot of the van. specially around chestnut where we talked about, you know going by mike's neighborhood, old city, because chestnut is a one way street. maybe at a light somewhere it stopped and somebody got clear shot of the license plate and doesn't even know it just yet. lauren, we'll tell you more details throughout the morning, like she offered them to give them her ring. when she told them it was worth 300 bucks they said you know what, you keep it, which was kind of interesting to show they had some casino of heart, but that was the point when they said to her we're out for the bigger stuff more expensive stuff which they didn't get obviously. >> all right steve keeley, thanks for the
