And theyre right along 275 in Pinellas County going up through Pinellas Park so the Howard Frankland is getting some heavy rain. Now over the courtney campbell, up to the mid span portion of the courtney campbell, notice how you go back offshore and theres more rain just kind of waiting in the wings and i think this is what were in for, for you have some heavy rain. That will cause some ponding on the roads a then it slows down. In fact, it may stop for awhile and then another round of rain comes through and i want people to understand that until this tropical depression moves intu our state and away from us, this is what were going to have the next couple of days and of course, even southeastern Hillsborough County has got heavy rain into manat county, down to so far, boy, right over our bridges, too, and i want peopl coming down in a very short period of time which would easily cause some flooding. Lets get on to talk about the storm itself and honestly, on satellite its beginning to look a little bit more impressive. The wind shear is dropping and i think that was the limiting factor with this system but its also not moving much as well. Its only drifting to the north this morning at about two Miles Per Hour. One buoy were showing you and this one buoy going 7. 2 feet with 34 mileperhour winds. And thats what were getting out into the gulf. So thats far removed from where the center of this is so its likely theres no buoy right where the center is. Thats what im concerned about is that the storm is going to start to strengthen and the eastern side of the storm is going to come right through the eastern gulf the next coue will change the overall impact its going to have but late in the day on thursday, thursday night, making its way onshore eastf apalachicola. Hurricane watches from Anclote River to indian pass. Pasco, hernando, Citrus County, youre under a hurricane watch but youre also under a tropical 39 miles an hour or greater in the next 36 hours. Thats what were anticipating for Northern Areas and for other areas to the south, we have a flood watch. Thats from 2 00 p. M. Today all the way through until friday so just because youre not in a Tropical Storm warning doesnt mean youre not going to have issues and those issues from tampa south are going to be potential for heavy rain and flooding. We have more to talk about in a few minutes. While the storm could dump inches of rain on parts of the tampa bay area, we kno that even a little downpour can cause some big problems. We know that Emergency Managers have already encouraged people who live in some low lying areas such as elfers, hudson, go ahead and prepare for the possibility of an evacuation. This comes a day after people lined up, dozens and dozens cars at the Government Center here in pasco county, collecting sand bags ahead of this storm were preparing for. Inmates and deputies loaded care needed them. Alfers is just one community hit hard by flooding last summer. Here is a look at some video. Down through Town N Country, over the courtney campbell, over the Howard Frankland, over the gandy, all the bridges are dealing with some very heavy rain which, by the way, continues. Theyve had probably a few inches of rain in Pinellas Park. Indian shores, up through clearwater, when we talk about in the forecast of periods of rain as this tropical system works toward the state, this is you know, you dont were hundreds of miles removed from where the center of this is developing, yet you can attribute some of this rain to this, some of the collision that we have going on this morning, some of the convergence here and allowing for all this very heavy rainfall. Notice southeastern hillsborough down along highway 39 going down to Manatee County and those areas. Back it out once more. These are spots that will get no doubt that many roads in Pinellas County have ponding on them, meaning that you can hydroplane so you have to understand that its not even light out yet. We have all this rain coming down in this particular area. All driving in from south to north. Satellite presentation for tropical depression number nine does look a little bit better this morning as the wind shear has started to relax. Youre getting more of what we call outflow here, so i think youre starting to see it finally begin to organize a bit. Its not moving much and notice how far away we are from the center and were getting this convergence along the coastline which is why were getting all the very heavy rain this morning. The closest buoy i could find to the center, and the center is probably somewhere out here is right here. So this buoy is showing us we have winds gusting to about 33, 34 Miles Per Hour at the present and again, thats northeast of where the center of this storm is. But these buoys are going to come in handy as the storm starts that trek to the north and then eventually to the northeast. Last night, a couple of little changes. Looks like theyve drifted a path just a little bit further west, a few miles. I dont think its going to change the overall impact of what were going to have to deal with. Heavy rain from tampa Tropical Storm force winds from pasco county north. In fact, youve got the Tropical Storm warning now from the anclote all the way to indian pass meaning tropical force storm winds, 39 or greater, can be anticipated in the area in the next 36 hours. Not to mention the flood watch which starts at 2 00 today and goes all the way through until friday with several inches o rain or more anticipated from Citrus County down through so today especially along the coast, breezy with periods of rain. High 85 degrees. If youre watching inland, youre not going to get as much rain. This is obviously going to be much more along the coast than inland locations but youre still going to get some. Plan on that. Its all out of here. Im thinking friday morning and that should pave the way for what should be a relative ly vanessa Pinellas County, were getting a lot of rain. Were seeing the impacts here. Skyway bridge crash, unfortunately a lot of cameras arent working right now so we cant get an eye on it. It involves an overturned semi truck and it is blocking at least one of the northbound lanes. Thes lelockndeolks should leave early and as soon as we get more information, well let you know. Good thing is were not seeing any big delays right now with lighter volumes on the roadways. This crash were looking at in fdot says this is pointed to the north. This appears to be southbound near 28th street south. Looking a bit slow and also slick on the roadways so make sure youre leaving early in the area. F. H. P. Reporting northbound 275 standing water thats closing lanes. This is near the 175 exit so passing by tropicana field, you can see its looking slow here as well and watch out particularly inside and left center lanes. A lot of heavy rain between st. Petersburg and tampa. All the roads are wet, slowing things down on the commute and some of the heaviest rain coming down right now is right over some of our bridges. I mean, you go over the mid span portion of the Howard Frankland down through gandy and thats a lot of rain, up into the Town N Country area. As well. What i need you guys to understand is yes, youre talking about a tropical system but weve got tons of moisture in the atmosphere and its not going to take much to get the showers to the ground. Eastern Hillsborough County, around plant city, its raining southward on 39 and then youre heading to manatee and sarasota counties as the rain continues as well. This will be on and off throughout the day today. I do want you to anticipate the fact that coastal areas are going to get a lot of the next two days until this tropical depression, Tropical Storm, whatever it may turn into moves onshore, were going to have to deal with this. So the forecast track didnt change much. They shifted it just a smidge to the left last night, but the impacts are still there and i think from pasco county north, we have a Tropical Storm warning up through indian pass and a hurricane watch south of the area, a flood watch. We do have flood watches from the Tropical Storm warning, hurricane watch to the north. A lot more to talk about with this system. I want to get to vanessa. I know we do have some issues on the roadways this hour. Vanessa right now we have cars stranded on an exit ramp off interstate 275 in Pinellas County. This is a live look at 54th avenue south. You can see there are vehicles driving through some of that water thats not exactly on the ramp but on 54th itself but from vehicles are stuck in the ramp itself. So according to 511, that ramp will be completely closed southbound direction of 275. So it looks like if youre heading southbound on 275, your best bet is going to be exiting the exit north of here. Thats 22nd and you can see a whole lot of cars are waiting to get off. This is going to be a big mess. South in Pinellas County, please avoid. We also have reports of flooding northbound at 175 which well get to in a second. I want to show you this. Overturned semi crash is now officially causing delays northbound. There is some block janl. Were trying to sort it out, how many lanes are blocked but according to st. Pete police, theres at least one lane blocked so give yourself extra time or take 75 instead. Well get to the standing water reports on the interstate itself. Flooding in 275 near 175 so this is passing by tropicana field. Two left lanes are going to be blocked. The inside and the left center lanes so make sure youre skirting to the right. You can see delays in that area. Some travel times right now, Still Holding off yellow and red travel times but im sure it wont be long until we see those pick up. The race is already Getting National attention because it could tip the scales in the senate. Last night they were first. Way first. Preliminary Election Results were posted around 6 40. Polls didnt close until 7 00. Releasing Election Results before the polls close is a third degree felony and punishable up to five years in prison and the mistake is under investigation. Other firefighters from the station tested negative for zika. Russell this morning thousands are expected to be in tampa for the funeral of monsignor lawrence higgins. Laura he was a pastor 49 years. Funeral is at st. Lawrence Catholic Church in tampa. Alcides segui joins us now your family knew monsignor higgins. You had a special connection, right . Reporter no doubt about it. And yeah, his celebration of life mass will begin at 11 30 this morning and as you guys mentioned, its expected to be a big one. Thousands are expected. I shot video yesterday to give you a better idea of what the layout is out here now, and you can see there are two large tents sitting outside the church. There are some seats outside as taking a schultz to the church. St. Lawrence has about 800 seats so they set up tents and the seats outside and theyre also streaming the mass into higgins hall. Many people are asking, why not move the mass to a Bigger Church . Its a church he built decades ago. He was in tampa when he was 29 years old. He was tasked of turning he did that and a whole lot more. Over the years, he grew st. Lawrence to thousands of people. He played a role in starting three more catholic parrishs here in tampa. His reach was far beyond the church. Over six decades here, he became one of the best known clergymen, boards. In the locker room as well as the owners suite so its not surprising that this morning, the eulogyist will be a couple of well known local figures including bob martinez and former head coach tony dungy. Steinbrenners are expected to be here to pay respects. He was a pastor here for 49 years. The funeral will begin at 11 30 this morning. The procession to memories is about seven miles away. We understand, depending on the weather, right, because its still raining out here. Theyre expecting 500 cars to be involved in that procession so Law Enforcement officers, they have a lot of work ahead and theyve been planning for this for quite some time. The one thing that haunted them was responding in the dark in this nightclub and seeing the phones light up with mom or it haunts me, too, thinking about that. Its something we talked about in the hours and the days after the pulse nightclub shooting. The calls show mounting frustration during the throwhour standoff. Many were texting, calling people trapped inside with the shooter. Yes. My brother just texted me right now. He said hes in there and theres been a shooting and theres a lot of people dead. Im not in the club anymore. Theres a whole bunch of cops more than 10. I can tell you that. Did you hear anything after the gunshots . No. No . Reporter sheriff dispatchers remained calm. They told callers to stay in place until deputies arrived in scene. One dispatcher urged a caller not to return a text to his friend who was shot three times hiding in a bathroom. Some wondered why it took so long for officers to go inside. We have learned people lost their lives, 50 total if you count the shooter. Media groups fought to have the recordings released to the public. City of orlando claimed recordings were exempt under florida law. F. B. I. Released a transcript of the shooter calls. This is not the first time brown has been in trouble with the law. In 2009 he was charged with felony assault in connection with the brutal attack on his then girlfriend rihanna. She turned the video over to fish and wildlife. They say the bears behavior demonstrates its lost its fear of humans and they say dont ever get this close to a bear. It may get a little convergence along the coastline this morning not that theres a great time to get heavy rain like this, but this is one of the worst times because you have a morning commute going on. Here is where the heaviest of the rain is. This is the veterans as youre going up to citrus park area so big time downpours there. Town n country, same thing. Over the hillsborough portion of the Howard Frankland, just very, very hefty rain. Thats headed up in towards the airport. All of this activity movg south to north along the coast where it continues to rain in Pinellas County. This is the third wave of heavy rain at st. Petersburg. This is shifting toward the north. Weve seen the fair share of rain over all of the bridges this morning. And yes, even inland locations, Manatee County, inland Manatee County, east of 75, east of 75 in Hillsborough County, all the way to plant city has experienced some heavy rain this to slow it down. Youre talking about a system that is hundreds of miles away. Watch this. See how it has been looping around, not doing much and its beginning to start to drift slowly to the north and become better organized this morning. You can look at the cloud structure and seeing some outflow here on both sides, looking more and more like a tropical system. Once we get a plane down there to investigate well may find a Tropical Storm but whether it gets a name or not, the predominant issue in our area is going to be rainfall and thats what i have to caution people. Everybody focuses on the winds, the winds, the winds. But with a system making landfall in the big bend area and thats on the eastern side, thats a lot of rainfall we have to get through. See how the drier air is all but gone now . Youre getting rid of some of that wind shearing and allowing favorable for development, what i want it to do, i wish i could just will it away, is to get it out of here quick enough. Mid 80s water temperatures so theres not much to keep this from intensifying so we have to watch this hour by hour. Now, 35 mileperhour winds and again, not Much Movement overnight. Its only moving north at two miles an hour. You can watch faster than that. The current forecast hasnt changed much. It was shifted just a the left with the landfall late tomorrow as a strong Tropical Storm. Nonetheless, hurricane watches continue this morning and theyre combined with Tropical Storm warnings so from Anclote River, pasco county, all the way up to the big bend area, down to indian pass. Tropical storm warnings mean 39 mileperhour winds or greater within the next 36 hours. Pasco county, Hernando County pinellas and hillsborough, you may not be with the Tropical Storm warning but youre still going to have gusty winds coming through the area for the entire coast, a flood watch. This was issued from it will go from 2 00 today all the way through friday. Several inches of rain or more, especially along the coast and from Citrus County all the way down through sarasota. This is why i tell you the biggest iac likely to be the rainfall. Rainfall amounts five to 10 inches along the coast. Lesser amounts as you go inland. This will be more of a coastal setup but i still think youre going to have at least some minor flooding in spots along the coastline. So high winds in areas to the north. Further north you go, the gustier the winds are going to get, predominantly tomorrow. Flooding, yeah. Theres a high chance were going to have to deal with some surge will be further to the north, but all this heavy rain is going to lead to fresh water flooding. Rainfall forecast, this is just through friday at 6 00 based on one computer model, three to four inches of rain. While this is a tropical depression, forecast to become a Tropical Storm, tampa south, i need you to focus on the heavy rain areas to the north, same type of heavy rain. Were also going to throw in the tric mainly tomorrow as well. Breezy with periods of rain today. 85 for a temp. The further inland you go, obviously the less rain youre going to get. Breezy with some rain tonight, tomorrow windy with some rain and the heaviest of that to the north. Avoid this southbound 275 exit to 54th avenue south. If youre heading that way, youll likely have to take the exit north of here which is 22nd. Well get to the standing water report. Northbound 275 once again, near 175 inside and left center lane so the two left lanes are going to be blocked. Flooding report and so youll want to give yourself extra time and use caution. Were continuing to watch this overturned semi crash. Were hearing theres a separate crash also northbound direction here of the skyway bridge, a little further south.
