because there's money in there to fund many of the various priorities of the president and lawmakers and not as many cuts as expected. washington may be able to keep the government shut down signs under wraps for few months now with congress on the verge of ink ago deal to keep the government open until october. but it wasn't easy. and just yesterday, we heard president trump talking about the art of deal making in washington. >> in many cases, you're forced to make deals that are not the deal you'd make. you'd make a much different kind of a deal. >> reporter: what was the give end take to get a deal? the president had to give up for now at least border wall funding. that's a win for democrats. but the white house is getting some political cover with $1.5 billion pegged for additional border security measures including detention beds and technology. the president also gets about $15 billion in military funding. there's more money for coalminers parenthood funding stays intact and the president had to abandon a host of other cuts that democrats said went too far. >> he can't just dictate what he wants. not talk to us and say you must support it. country doesn't work my way or the highway. >> reporter: what's next? health care. with the president promising another push to repeal and replace obama care but also promising to continue key tennet of the affordable care act. >> and i just watched another network than yours and they were saying, pre existing is not covered. pre-existing conditions are in the bill. and i mandated. i said it has to be. >> reporter: now, of local interest in this spending package which is 1,664 pages long nih did get $2 billion budget boost earlier there were threats that medical research might get cut. also, there is still money in this cost you to park. bob barnard live along the national mall with more on when this goes into effect but also why, bob, i think some of us were surprised to learn who was using these spots. >> reporter: yeah. you come down here along the tidal b the jefferson memorial. the different museums. monuments here. and they're very few parking spaces and up until now, it's been free. but starting in mid june it will now cost you two dollars an hour seven days week including weekends and holidays we're talking from 7:00 a.m. to 8:00 p.m. they're going to be installing soon here pay stations you know where you can do it by mobile app or put the piece of paper on your dashboard. these things are going to be install in the coming weeks here. and again going into effect in mid june. it's, yeah, a loft different reasons. basically, it's because if you want to come down here to the mall, there's never any parking and you know what it's because so many federal workers take advantage of the fact that there's very little enforcement over the three-hour time limit that most of these spaces have. and we met a young lady cindy lee going to work this morning who had parked here and said, yeah, i don't like to metro. it's free basically because they get maybe, one, one twenty four tickets a year and now she gets the news that those days are limited. >> i've only been parking here for a couple months at this point but i found that parking in this area is really beneficial for me ton my work situation. given the distance that i have to commute to my job here. and knowing that parking meters are going to start occurring here it's a bummer. i understand why. but it's going to make a lot of people who work in this area have to struggle a little bit more trying to find some other way to get in on reliable basis. >> reporter: now, the national park service says they're not the first to do this in fact they're probably the last to do it. one of the reasons why, here's mike litterst from the national park service. >> several things we're att attempting to accomplish with the parking meters. first is to increase turnover on what are very limited parking spaces for museums and monuments and memorials. by the three hour that is have been in effect for years, gives mr. people the opportunity to make use of that parking when they're coming downtown. >> reporter: now, mike litter russ also says that the parking fee that is are generated by the national park service will go toward the circumstance later which is been around for a couple years which helps get people around the mall and the attractions here for about a buck a ride. he says that it will be the d.c. government the department of public works that will do the enforcement and write the tickets. the d.c. government will collect those moneys. apparently this has been an idea that they've considered for about 11 years, guys, but just now going into effect the meters in the next couple of weeks will go in and these two dollars an hour rates weekends holidays from 7:00 a.m. to 8:00 p.m. go into effect in mid june. guys. >> all right. see how this one pans out. >> hmm. >> it will pan out well for those that are from it how to stay safe and live lo longer. good morning. thanks for joining us this morning. >> good morning. thanks for having us. >> what do we need to know specifically about hell gnome in a and skin cancer. >> hell noma is the deadliest skin cancer one in nine -- every hour one person dies from mel gnome in a it's preventible. studies show that if you catch mel gnome in a early you could live, you know, have a normal life. abc rule is a asymmetry if the your back, for example is notd- symmetrical. if you put a line down the middle the left doesn't match the right. b is border if the borders a c is color. if there's different color especially shades of dark gray, black, blue. and d for diameter. diameter bigger than a pencil heedy eraser melanomas can be caught at earlier stage. e is fore involving in the lesion is changing. if you have a mole that every year app% to change don't wait to get it check out. have a board certified dermatologist look you glover the checking is out difficult parts sometime. sometimes they're parts of our body we can't see and i'm talking about the back specifically. that's one of the key areas especially for older men. >> men over 50 much higher risk for melanoma than younger men oftentimes it's men like you said on their back. you can see your own back. that's why the american academy dermatologists recommends women to check their mail partners especially their back for any changing lesions. research from this year has shown that women are nine times more likely to spot a melanoma than men. so women check your loved back. >> is it -- we talking about men over 50 which is high -- higher risk group i should say. it can affect anybody, male, female, any age or a more specific break down. >> it could affect anybody. even pig menned individuals so it's not a skin cancer that is only for white caucasians. if you're likely pigmented or have very bill pigment your risk is higher because you don't have the melanin to protect if you you're african-american, hispanic you have to check other locations like under your fingernails. your palm manies, your soles. bob marley died of a melanoma under a toenail. we never think about that. ways to protect ourselves and you brought in ideas here we typically we hear protect yourself when you go out in the sun. don't just go lay in the sun all day without some type of pro protect. what do you recommend. >> be smart about it. i don't tell patients to stay indoors because that's impractical. i love to be outdoors. when you're outside, seek shade if you can. if you'll be in the your sunscreen. wear sun protective clothing which are reliable. wear your sunscreen. and reapply your sunscreen every two to three hours if you're in the water at the beach put it on zooms you come back. >> something we would find in your office. system just a fan tee mag any feig glass essentially. what is that? >> it's fancy mag any feig glass it has polarized lights and let's you see the pigment pattern of moles that could be suspicious a lost dermatologists use this season scam is very easy. you've had it. a matter of just looking. it's not invasive. it's just look over and if there's any suspicious lesions i put this on it and look at it. with some degree of confidence i can tell if it's benign or not. if i'm not certain oh for i'm in doubt do you a quick biopsy which takes minutes. >> sure. if people have the question though if maybe they've spotted something themselves or on their partner and say i'm not quite sure about this, do you recommend they just come see you directly? >> is that typically the best scenario then. >> see abort said fight dermatologist. they're a website spot skin cancer.org that helps you find free skin cancer screenings and helps you find port certified dermatologist that is could help you. >> most of the initial thing you cited with the rate of death one an hour, is that typically because people don't spot these symptoms soon enough? is it i'll start with you what made this happen. what made it come to fruition. >> if i can use the word inspired this was inspired by the loss of my sister. almost four years ago i can't believe it. >> wow. >> but i asked amy to help me write this song about my sister and we were talking about the fact there's very little music for people who are going through loss and grief. would it and be wonder tull to write an album like that. we conveniented friend beth to join us who gorgeous songs about that subject she lost her husband and we made this album together to inspire people and help them through loss and grief. >> all of you have experienced an immense amount of grief. and everyone grieves diffe differently. but somehow music also united states. how do you really think that this is making a difference for people that are not gone owing through a tough time but yet at the same time giving them some hope? >> one of things we wanted to accomplish was to have a collection of songs that would be like the mother of all sympathy and empathy cards, and i just zen this cd to a girlfriend of mine who lost her dad. she wrote me back saying it was the one place she can feel safe with all her emotions and she said, i really get that someone knows what i'm going through. just by listening to the music and that's what we want to accomplish with this like spiritual book club help people to hold them in that place and moving towards healing. >> does the song write itself? i would imagine because you have all these emotions in you and all these feelings. does the song sort of write itself. >> on a good day. we work really hard on these sock. some days they came together immediately. the thing about grief it's not just the sad emotion it's anger, it's hill layer are the you go -- you just laugh at things in a different way. all of comedy really is the flip side of grief. >> true. >> for m husband and also being a breast cancer survivor music has been the number one healing tool that i've had. not only to create music but also to hear other pieces of work by other musicians that literally transcends our mind and goes straight to our heart and really does a lot of work towards healing and moving forward. >> you're both breast cancer thriver. >> i love that. >> i think one of the things for people when someone experiences a loss, a friend or family member, you don't know what to say. you're like i don't know what to say. so for you all as someone that was in that position, what was it that people said to you that you perhaps put in the song that actually did bring you comfort? >> first. all, did you know that one songs is called you don't know what to say. >> oh wow. >> that is one of songs. >> the song that writes itself. >> yeah. that kind of wrote itself. yes. i think what we're finding is that it's making people talk about grief and the cover of time cheryl sandberg has been talking about it it's come to go of one's attention it's a common will the of being human and we need to talk about it more and not bury it and make people feel it's okay to discuss it, and it's okay to say i'm feeling bad today. >> right now, you know, we have this massive amount of people in the baby boomers and they're all going through the things that we go through towards the end of our lives. not that everybody is going anywhere any time soon. our parents are getting older. we're dealing with, you know, just coming to certain age, and it's an amazing thing to understand as much as you can about you don't know what to say really is about saying you don't have to say anything. just being there. that's it. >> no, you go ahead, please. >> i just wanted to say i think one of the hard things about going through an event where your live blows up and then you have this broken heart and you have to learn to live on and what we talk about is create agnew normal. one of our songs is called stone in my pock. life goes on you live always carrying the loss and the love with you when you grieve because you love them. that's the beautiful thing. >> i always say when people say do you get over things like this? i don't think you ever get over it. >> no. >> i think it changes who you are. >> it does. >> but do you live on. >> you do. >> you live on a little bit differently. >> y. >> and you grow. tonight i think why it will be so wonderful tonight the concert we're doing tonight for capital caring is because they help people. people that can't afford their own bereavement counseling for children and for adults and this concert so raise money for that and i think it's a wonderful thing. at the ronald reagan building we'll sing all these songs and hopefully raise a lost money. >> very very up lifting. >> people shouldn't expect to come out [ applause ] >> congratulations. that's amazing. you have written just, i don't know, name five people that -- she can name 35 people she's written for. >> one olivia newton john, willie nelson, faith hill, bet midler cut one of my songs one time. people that i have just look up to and still have to pinch myself actually. >> when you write do you ever go into it saying i'm writing it for one artist or do you generally write it -- >> i follow the song. i serve the song. i wrote a song called sandy and water were reported on our new record i wrote after my husband died. elton john called me one day and saying he wanted to sing in it place of candle in the wind. >> i got to hear him sing that song and it just sounded like one of his songs it was such an mazing feeling, you know, um, you know, but i still always just follo song knows what it wants to be. then they find their way. >> do you ever go around your house singing this kiss. >> i do. >> wow. >> quick and to the point. >> 100%. it is absolutely imperative. you don't get a whole lot of time to talk to people and you might meet someone in an airport or at a restaurant or charity event and you really want to get across what you're interested in. what you're doing. so for instance if i have power networking event tomorrow. it's tomorrow at the city club. in washington, d.c. it's really far all women who want to move up professionally and personally. that's it does without giving it all away are there little things that you can adapt to any situation though as far as being effective because you nailed it. >> yes. >> these days you have such a small amount of time that can make or break what it is that you're trying to do and where it goes from that. >> definitely. there's sort of three things that i ascribe to for career advancement. the first thing i always tell women speak up. women tend to sort of sit back and often times when you have a seat at the table, you're the more quiet one at the table. but no we need to you absolutely speak u that you have something to contribute. what's the old addage bring something to the table other than an appetite. okay? >> okay. >> number two go beyond your job description take on little bit more. i know that professional women say come on how much more can i take on. you've heard cheryl sandberg say we need to lean in. eileen in so much i'm darn near perp pep i understand what you mean about that. but when you have a specific job description, if you can show do you care more you'll be in line for that next promotion. so make sure do you a little bit more than your job description. then probably the third thing be a leader. step in to a little cass sam. if you see there's a niche that needs to be filled you fill it. i want women to get to a point where we see our professional rise mirror our own dreams and aspirations. so it's really all about that. >> you've done a lot clearly you've done a lot. at what point did you figure kind of figur good i know you said people were helping you at what point did you put it altogether. this networking and connecting with people thing will help you. >> actually it has gone through my life and my career. if i just look back, i got my first job on television at nbc. because i volunteered for court tv i was one of the original court tv correspondents i'm talking about 1991. okay. back in the dark ages. and then i got the job on the view because a young person that i had helped became barbara walters senior producer at the time. he called me. it wasn't an agent or lawyer. he said, we're starting this new show at barbara walt productions it's literally about reaching back and being nice to people. >> being nice. i always hash tag nice matters. >> definitely. >> i'm with you. >> sometimes my response when people are not very nice op social media. i just put nice matters. but you said -- >> which is the e bless your heart. >> exactly. >> so you said this is not only about helping you professionally but personally as well. so how do you network to help your personal life? >> well, you can decide are you looking for someone, are you talking a romantic relationship or talking about getting a mentor or be a mentee to someone. when you walk into any situation you have the opportunity to meet and greet new people. i actually use uber as testing ground because whenever i'm talking to my uber driver that's a new person. you get an opportunity to sort of test your elevator pitch or test what your next working on epp gauge people in conversation. you really never know who you're going to encounter. i i'll give you a good example. at a power networking event we did in philadelphia we're star agnew part of our business in china. okay? we're taking women's networking global. and i need to be able to help some of the chinese women when they come to this country to women in the room actually does& a family relocation service. i'm in the talking about the ones where they help the big-time executives. i'm talking about telling you which schools are best for your kids. where you're going to go to the grocery store. what pharmacy is the best pharmacy. what church would you want to belong to, and right there in the room and if i had not said where we were expanding, what we were doing, i would never have known that she was there. that's the power of networking. >> i love what you said how you got your job on the view. this is something i tell interns all the time f you're starting out don't look to the people who are already successful. be nice and kind and with the people who your peers with now they could be your boss some day. >> 100%. you have to keep everybody on the same playing field. >> the foundation is those small -- those bricks on the bottom. and that's sort of the way i've always approached. i encourage other women to do the same. >> star jones as always it's a pleasure seeing you. >> really. >> thank you. >> thank you. >> come out to the event. >> can i also divas does premier june 5th. >> take advantage of the opportunity. >> yes. every opportunity. >> exactly. >> there you go. >> guys, it's just monday. >> tucker we couldn't get to you. we'll get to you tomorrow. un-stop right there! i'm about to pop a cap of “mmm fresh” in that washer with unstopables in-wash scent boosters by downy. which is longer than any relationship i've ever been in. freshness for weeks! z2c5qz z16fz y2c5qy y16fy >> live from new york city, it's "the wendy williams show." >> wendy: how you doin?
