strong storm. here's the problem with it. it really is having hard time moving and it's been almost stalled today. so it's going to continue the northeast wind that keeps that onshore flow bringing the rain cooler temperatures and gusty winds especially at the beaches for the next several days our facebook friend linda says it hasn't been a real wet day but it sure has been a wendy day and pretty raw. something you're also going to notice is this persistent onshore flow is going to cause minor coastal flooding. maybe a half foot for the next few days. so it's going to be kind of an ongoing thing where we're going to deal with rounds of showers at times there could be heavy rain. i want to show you we could have a batch of moderate rain that could move across the kel march va. that could swing through our area. plan on a wet commute. plan on temperatures staying below average by some 10 degrees tomorrow so it feels like late november, scott. let me let you know how much longer it will last but we're going to get badly needed rain and dry hours but no sunny hours for the next several days. >> thank you, sue. >> following breaking news out florida. several people are trapped on an amusement park ride that shut down in midair. they've been up there since 7:00 tonight. it happened at universal studies. it shut down the rocket ride. a dozen riders are in a car that's vertical but not upside down near the top of the 17 story ride. the park says they're not in danger and rescuers are working to get them down. no word on what caused the ride to stop. >> now to a developing story out of west virginia shots were fired at a federal courthouse and tonight we're learning new information about the gunman. >> audrey, what happened here? >> shawn, the city's mayor says the man who opened fire at the wheeling federal building was a retired police officer. mayor mick kenz steve says police who briefed him told him the man was a 20-year veteran of the force who left back in july of 2000 -- witnesses say the gunman pulled out an assault style rifle and fired more than 20 shots. local police returned fire fatally wound thing man during the incident. >> -- responding officers engaged the gunman who was continuing to discharge that firearm. that person was incapacitated by the gun fire from a wheeling police officer as well as a court security officer who responded from across the street at the federal building. >> the name of the shooter has not yet been released. three people were admitted to the hospital with injuries from the shooting. police say homeland security will be handling the investigation. scott. >> thank you, audrey. >> another big story tonight redskins owner dan snyder saying hail to the redskins name. he sent a letter to season ticket holders and he lays out his reasoning why he will not change the name despite the criticism. his letter comes days after the president weighed in. >> in an interview the president offered his thoughts on the redskins name debate. >> if i were the owner of the team and i knew there was a name of my team even if it had a storied history that was offending a sizable group of people, i would think about changing it. >> redskins attorney lanny davi that native americans are not offended by the name. >> sports teams shouldn't be using racial slurs. >> but monday leaders from several native american groups gathered to protest the name. >> their visit coincide with the n.f.l. owners meeting in northwest tuesday where the issue was not addressed but acknowledged by commissioner roger goodell with reporters after the league meeting. >> i've suggested that we need to listen and carefully listen and make sure that we're doing what's right. >> today redskins season ticket holders received comments from the source. his first time addressing the topic in five months when he said he will not change the name. today's letter took a more delicate approach recounting early memories of redskins names with his father and beaming about the storied tradition. his comments began our team began in 1932 with boston braves. the following year the franchise name was changed to boston redskins. on that redskins team four players and our head coach were native americans. that name was never a label it was and continues to be a badge of honor. he continued i respect the opinions of those who disagree. i want them to know i do hear them and i will listen and learn but we cannot ignore our 81 year history or the strong feelings of our fans as well as native americans throughout the country. we are redskins nation and we owe it to fans coaches and players past and present to preserve that heritage. today over at redskins park mike shanahan and robert griffin iii react. >> i was glad he expressed exactly how he feels from an ownership standpoint. i think i addressed that many times in the offseason. i concentrate on football and i'd like to do that. >> you don't want to minimize anything that's going on outside of these walls but inside these walls we have to focus on football and we have to focus on the cowboys and go out and win football games. we can't worry about what's going on outside of that. >> the oneida nation released a statement in his letter mr. snyder made mention off the team's history but he omitted the original owner was an vowed -- avowed segregation shown northern interior spots to denigrate people with color. that ploy was successful. the marketing of this racial slur has had and continues to have political health consequences for my people and nate 2i6 americans everywhere. >> the controversy certainly does not appear to be going away and the snyder letter was all over today -- >> this is between any aggrieved native americans and the team period. i think another key take away from the letter is the tone and it's a departure from what we've heard previously from dan snyder. >> it's not just that he's being selfish and he's saying the name will not change. >> we visited the redskins park of the dan snyder espn 980 with chris cooley speaking on air with co-host steve and al. >> there's a percentage of people who would be offended if the name would be changed. >> in his letter dan snyder wrote i've listened combar -- carefully to do percent spec twist on all sides an eye -- i respect the feelings of those who are offended but snyder is not willing to change anything. >> i think it meant a lot that our owner reached out and wrote a better -- letter to the fan base and to the general public and was truthful and honest about his thoughts on the subject. >> i think the one conclusion is that it's gray area issue and there are native americans who love the name and native americans who dis spies the name. >> it's those leaders who were speaking out monday saying the r-word is a racial slur to them -- despise. >> i'm a regular white guy who can't necessarily understand what that could mean to someone else so if it does mean that it has to be addressed. >> in his letter snyder says the name redskins was never a label. it was and continues to be he says a badge of honor a symbol of everything he and the team stand for strength, courage, pride and respect. >> i thought the tone of this letter was nice. i think he explained his position well. he set out his (announcer) built to be there for your family. love. it's what makes a subaru, a subaru. it's day number nine of the government shutdown but tonight we're learning house republicans are considering a new deal. the news continues as both sides blame the others -- other. the president is demanding the debt ceiling be raised with no limits on obama care. >> speaker boehner take the gun out of the head of this nation. >> we made progress and we shouldn't do anything to threaten that prague gregs -- progress. >> it's impossible if folks are talking this way. >> all of this as we get closer to the debt ceiling. deadline october 17th. >> defense secretary hagel traveled to dover air force base to observed the dignified care of four dead soldiers. the families had to pay their way to dover and they haven't received the 100,000 death benefit wired to families when a service member is killed. the white house announced the fisher house foundation of rockville maryland offered to cover the ben bits -- benefits. the house passed a bill to reinstate the benefits but senate democrats aren't likely to take the matter up because they say it's piecemeal. >> what began with d.c. leaders asking congress to give the city the authority to spend its own tax dollars during the shut down ended with d.c. mayor's shouting at senate leaders to help. >> the d.c. autonomy rally on capitol hill attracted those with signs, television camaras and even a republican, chairman of the oversight committee stood with d.c. leaders saying district taxes should not be frozen during a federal shut down. >> these are taxes paid by the people of the district of columbia to the district the city government, these are your money which are entrusted to your elected officials. >> in recent days efforts to free d.c. tax dollars from the shut down have failed in congress. democrats refuse to vote for it's approval upsetting d.c. leaders. >> it is shameful now the whole of the city's local funds to make a federal point -- to hold local funds to make a federal point. >> they were holding a press conference nearby so mayor gray marched over and took a position right up front as the crowd cheered them on. >> when it finished mayor gray approached majority leader harry reid. reid said this. >> can you explain what you think the senator meant by don't screw it up? "i'm terry mcauliffe, candidate for governor, and i sponsored this ad." we're back now with breaking news. virginia democratic for governor mcauliffe is accused of lying. new documents claim mcauliffe misled a postal inspector and mcauliffe's campaign has not responded to all gags. >> a new washington article writes how they provide guns to democrats for props and when republicans asked for guns they got a big no -- >> it was earlier this year when senator feinstein democrat from california helped re-introduce an assault weapons ban. turns out d.c. policeman managed to get her guns to use as props. but her opponents in the senate did not get the same help. >> more than 300 a50 people hav been killed with assault weapons. >> senator feinstein making her case in january for a new ban on assault weapons and in doing so she managed to get sault weapons for the news conference. they were models used in high profile shootings including a bushmaster x n -- m-15, tech 9, and others with a high capacity magazine. these are illegal in d.c. washington times senior ed store emily miller discovered m.p.d. with chief lanier apps approval provided most guns to senator feinstein. >> obviously chief lanier supports the ban. >> she makes that claim because republican senators ted cruz and lindsay graham were refused permission to bring guns. >> i spoke to them and they talk oh theed to the capitol police -- talked to the capitol police and was refused help so they were denied help that feinstein was given. >> the washington times opinion page doesn't support an assault weapons ban but the article doesn't take up that debate. it's more about law enforcement appearing to play favorites and why. >> law enforcement should have no partisanship. law enforcement should not be involved in press conferences an optics and helping a senator get guns. >> nothing illegal according to chief lanier. they responded to a member of congress. m.p.d. made every effort to avoid political implications surround this request. additionally m.p.d. took efforts to ensure no laws were broken and none were. >> they also say chief lanier didn't want us to know her department was providing guns for senator feinstein. she says getting information has not been easy. the philadelphia police department led by charles ramsey provided feinstein some of those guns. >> we'll see you. >> a three star admiral has been identified over a gambling scandal. he was the second in command at the military organization that oversees all u.s. nuclear forces accused of using counterfeit gambling chips in eastern nebraska. he is being reassigned to the navy staff pending a criminal investigation. he will be dropped down to a two star admiral. >> a northern virginia teen accused of stabbing another teenager appeared in court. he was ordered held without bond. police believe she was with friends on -- he was with friends when an argument broke out with another group. the victim who is 17-18 years old is in stable condition. a preliminary hearing has been set for november. >> a former director was sentenced to two and a half years in prison for stealing money from the d.c. government. he took $200,000 for his personal use and gave cash kickbacks to a member of the d.c. council. >> thompson opened his gym with money from the d.c. government specifically earmarks from the city council that kept the program running but thompson admits a lot of money went into his pocket and was lost gambling at casinos. that's what he was punished for today but thompson has another story. one the government says it cannot corroborate that he gave an unnamed d.c. city council member $50,000 in kickbacks. >> the amount of money that you gave each time -- >> i mean the less i gave him 3,500 but i gave him 6,000, 10,000. >> they investigated thompson's claim and they admitted he agreed to wear a wire but never did. >> this is one of the first time that i gave him a kickback. we offered him a check. he wouldn't accept that. >> outside the courthouse after being sentenced thompson says the council member took the money for one main reason. >> why did he want the money? and the rain continues for the next several days. this is an exclusive forecast by the way. i asked for that in my contract. i said whenever i come on i want to see exclusive. you can see that it's kind of a misty night around the region and while the rain in d.c. hasn't been heavy yet this is going to be a persistence forecast so we'll have waves of showers and heavy rain down south and east. we'll start you out with a look at where the rain is now and we have gaps here and there but then you get over to the eastern shore and find the heavier rain and within that heavier rain we often find winds that are gusting 25-30 miles an hour. it's slowly but shirley going to work its way across the bay and it maybe moving north of the d.c. area tomorrow morning so i think there might be a round of heavy rain for the morning rush hour. perhaps a break in the afternoon before we see showers rolling on through. bottom line probably a little bit more of this storm than you'd look to see as we roll through the end of the week where the heaviest rain is now. the center of the storm is down near coastal carolina. there's been minor to moderate tidal flooding and this thing is barely moved because it's blocked in the atmosphere by high pressure to the north so here's how the next three days look. tomorrow lots of clouds. 60 degrees and we'll have rounds of showers. they'll we dry hours too but there won't be sunny hours. same forecast friday. i think the difference thursday apps rain will be a little bit more substantial than friday apps will be but we'll have showers hanging around. we can't rule them out for saturday either. i think of the three days this one probably has fewer showers and we can't describe it as a sunny day or chance of showers. i think they'll be some around. high temperatures below average 63 degrees as the clouds overtook the area and the rain came in mainly this afternoon. only 61 at dulles. b.w.i. marshall 60 and temperatures tonight will be in the 50s and we really aren't going recover too much tomorrow. now winds not too bad in the metro area but you get over to the eastern shore down south and east and we're getting gusts 15-20. if you get a decent downpour there may be potential downpour to 30 but nothing you can't handle. it's going to be how long this lasts that gets on everybody apps nerve. the low pressure creeps north. high pressure blocks it a little bit. we won't see this changing until sunday. with this thing off to the coast we'll have rounds of showers and temperatures cooler than average. in terms of how much rain it's looking like between now and friday night when we get the bulk of this probably an inch or two inches in the purple and we're thinking along these coastal areas we're going to have 2-4 inches the farther west you go to the lighter the rain totals will be. you may get a quarter to half inch along interstate 81. here's the futurecast on the eastern shore. it tries to run it into town around 8:00 in the morning so extra time needed for the commute. it looks like of the three days thursday is probably the wettest with bands of heavy rain rotating on through and some hours when it doesn't rain very much. >> friday morning probably another wet start but notice we don't stay quite the intensity to the showers and storms and same deal as we roll through saturday. you're going to be so sick of the storm. we're crossing our fingers that maybe we break it down by the time we get into sunday. here's your forecast. 53 degrees. your fox 5 accuweather forecast so amazing how the weather pattern
