plus ... the man accused of going on a shooting rampage in michigan ... appears in court. and ... the radford police department receives thousands of dollars to upgrade its equipment. how the money will be used to help keep the community safe. good evening, and thanks for joining us for wsls 10 at seven. i'm lindsey ward. and i'm dawn jefferies. a roanoke man charged in connection with a double murder changes his stance mid-trial. demetrius wade is facing murder and firearms charges involving the deaths of ronald ramey and lenard hamlett. january 20-15 in shenandoah avenue. wade initially pleaded not guilty to his charges ... but changed his mind this afternoon and pleaded "no contest." wsls 10's ananda rochita has more. ananda rochita/roanok e - "prosecutors talked about some of the evidence they would've presented today like witness testimonies." witnesses say wade was angry when someone hit him in the head that night and then he started firing. evidence he was firing at someone specifically they were quote "to whom it may concern" bullets. the assistant commonwealth's attorney told the victim's family members ... wade may have changed his mind after seeing them in the courtroom. wade pleaded "no contest" and took a plea deal for two murder charges and two firearms charges. the judge said he could face a maximum of fourty years for each murder charge and an additional mandatory five years for each firearms charge. we talked to ramey's daughter who said justice was served. chastity saunders/victim' s daughter - "he loved everybody and now me and my sixteen year old sister. he wont walk us down the aisle or see our kids born. so we just wanted justice. and i think our entire family is happy that he is guilty." ananda rochita/roanok e - " most of the evidence was witness wade's lawyers said this was an interesting case since there was no d-n-a evidence the lawyers were relying on what people may have seen or heard. " david eisenhauer ... the 18-year-old charged with first degree murder and abduction in the death of 13- year-old nicole lovell ... hires his own lawyer. he's now being represented by anthony anderson of anderson and friedman and john lichtenstein of lichtenstein law group. a preliminary hearing is scheduled for march 28-th. 19-year-old natalie keepers is also facing charges related to lovell's death. she is charged with being an accessory before and after the fact to the first degree murder and concealing a body. keepers is also scheduled for a preliminary hearing march 28-th. both eisenhauer and keepers are being held without bond. in news making national headlines ... the michigan man accused of killing six people and seriously hurting two others makes his initial court appearance. jason dalton remained in jail he's charged with six counts of murder. police believe he shot eight people at an apartment complex ... restaurant and car dealership in kalamazoo saturday night. according to the prosecutor ... dalton admitted his involvement. police also believe he was servicing customers as an uber driver the night of the shooting. if convicted dalton could be sentenced to life in prison. his next hearing is scheduled for march third. bill cosby's wife answers questions related to the sexual assault case against her husband. today ... camille cosby was deposed by attorneys at a hotel in massachusetts. the of women came forward to accuse her husband of sexual assault. bill cosby's lawyers tried to ... sunday night. in wsls 10 political coverage tonight ... nevada is next up in the republican race for the white house and donald trump could come out on top. trump is hoping a third straight tuesday. right now ... marco rubio and second-place. both candidates hope to gain longer in the race. roanoke mayor david bowers says he will not run in the 9-th district congressional race. bowers announced his decision today. he says quote "this is my home and the star city remains in all honesty, my primary interest" end quote. bowers announced in january he was considering a run for the seat ... which congressman morgan griffith currently holds. he now plans to re-open his law office full time. controversy surrounding the montgomery county circuit court clerk continues tonight. the board of supervisors meets to discuss whether erica williams should receive supplemental pay from the county. wsls 10's brie jackson is in christiansburg with details. close to 22 thousand dollars. that's what the county would pay erica williams. board members are now rate since she came into office. as you know...after erica williams re-entered office...five deputy clerks left the clerk's office. chair chris tuck says that represents a turnover of 150 percent. since then there's been a lot of back and forth between williams and supervisors. tonight they'll discuss her pay. the state set her salary at 120 thousand dollars which is in addition to the supplement from the county. the board of supervisors has the discretion to reduce or eliminate that compensation. that's what's up for discussion tonight. county leaders say tonight's decision will only affect erica williams and her pay. the meeting is expected to start at 7:15 at the government center. in montgomery county brie jackson wsls 10. new tonight at 7 ... the virginia senate unanimously passes a bill aimed at helping organizations get more volunteer medical professionals. the bill was introduced by local delegate sam rasoul. it would allow medical professionals who provide charitable healthcare services to receive continuing education credits. in the form of sovereign immunity to those who volunteer. according to the foundation for government accountability ... the bill could result in over 85-thousand free visits a year. a similar program passed in florida in 1992. it has provided 2-point-2 million free patient visits. turning now to your forecast ... some way to start out the work week. and it looks like the threat for heavy rain will increase later tonight all the way through wednesday evening. tonight: rain forms, cool with patchy fog.lows in the upper 30s. tuesday: cloudy with periods of rain.chilly with highs in the low-to-mid 40s could be a midnight high.temperatu the 30s we may get a break from the rain later tuesday afternoon into tuesday evening, before another more intense round of rain moves late tuesday night and lasts through wednesday evening. that second storm system on wednesday could bring more heavy rain and the threat for meeting tonight the utilities commission essentially voted to table the issue. wsls 10's colter anstaett tells us what this means. "it means that for now the city will continue to manage the day to day operations at the plant as it has been." presented two bids to the utilities commission this afternoon, but after hearing the bids and having a lengthy discussion about the potential impact of going private, they voted to not take any action. water director barry dunkley says private companies can often provide more resources than cities can. "they can provide can't." despite the potential benefits, at the meeting dunkley recommended that the city not go private. he did point out though that the private companies that potential solutions to help alleviate danville's ongoing problem with smelly, discolored drinking water. water director barry dunkley - "they obviously do have some people with some background and experience in these types of things and that would be helpful." "if and when the city does decide to privatize, they would have to negotiate a contract with the company before the takeover could be official." in danville, colter anstaett, wsls 10." botetourt county announces it will move the first of two historic slave quarters at tomorrow starting at 9 a-m. we're also learning more about what the county plans to do with the plantation land. today ... supervisors voted to lease an unused portion of the botetourt center to the county economic development authority. the virginia house of delegates also put language in its draft budget released sunday allowing the governor to give the county 1- point-5 million dollars for development on the property. delegate terry austin ... who represents botetourt ... said the money would not go toward development on the hill where the slave quarters currently sit. general assembly members are unanimously against closing catawba hospital. both the house and the senate opposed the hospital's closure in their draft budgets released sunday. the house argued a plan must be in place first to care for the patients. the senate recommends using planning money for an independent review of the psychiatric care system. catawba is located in roanoke county ... where supervisors say they fully support the decision to keep it open. governor terry mcauliffe's original budget called for a both the house and senate recommend using that money to expand community mental health services. nothing is final yet .. as the governor must give the final approval. the radford police department gets nearly 25- thousand dollars to upgrade systems and add a new member to its team with a grant from the department of criminal justice services. radford is getting new w-ifi and software equipment that will automatically download data from in-car and body cameras. officers used to have to do it manually and burn it to a dvd. the department also received money for a new tracking dog that will help find missing persons ... fugitives ... and runaways. don goodman, radford police chief - "it's very hard to keep up, but it's imperative that we keep up also. people in our community expect high levels of law enforcement. they expect the technological advances to be in place here." the tracking dog is expected to be ready for work by the end of the summer. virginia tech vet students work to raise three puppies on the road to becoming service dogs. how they're not only helping people in need ... but a local non- profit as well. three puppies are four months four months into their education at virginia tech's puppy university. they puppies are learning foundational skills through the new program ... a partnership with saint francis service dogs. they spend all day with work study students then go home with their puppy raisers at night. the dogs gain social skills that will be significant after graduation. connie kniseley/saint francis - "it's a huge benefit for us. number one it's more puppies in the program, it's more puppy raisers. and virginia tech and the vet school here now helping out financially with the puppies as raisers for us." the puppies will graduate from puppy university in about a year. they'll then go through advanced training for nine months to a year before being placed with their partner. now a look ahead to stories that will be making headlines tomorrow... patrick the internet and social meeting continue to change rapidly. where parents can learn what to watch for in the cyber world to keep their kids safe. plus, a new genetic test to improve diagnoses in people with inherited heart conditions. join us tuesday morning on virginia today from 5-7 a-m... what's all this nonsense about balls?
