that it concentrates lower income students, students for whom english is a second language essentially latino students into two downtown schools essentially making two school systems one in the outer area that is less diverse. and as we hear from one school board member who used to be a teacher, this adds a whole new level of shall we say passion to the process before. >> e-mails from people who will say that we're segregating, but in the next paragraph they're upset that their property values will decrease because there will not be zoned in a title one school. >> reporter: supporters of plan 12 say it's about efficiency, it allows kids to walk to their schools instead of being bussed somewhere else. and you can't help but see the parallels to arguments that would have been made in the we'd like to remind you that the capitol visitor's center will reopen this morning on time at 8:30 after shutting down following yesterday's shooting there. the news 4 iteam spoke with capitol police chief matthew verderosa, he's been on the job just two weeks now and he addressed the evolving threat against the capitol complex. iteam investigation found capitol police have responded to more than 2500 suspicious package calls in the last two years. they stopped at least 13 people from carrying guns on or near capitol grounds since 2012. at the same time there, are concerns about upcoming officer retirements. and there are new calls to increase funding for capitol police by more than $30 million to help with the new security challenges. it is 6:34. and new court documents say a suspect in a near deadly fire is already in jail for a string of other crimes. antoine green is implicated in the arson back in december. prosecutors say he purposely set the fire that nearly killed his former landlord. one day before that crime, police say groeen forced his wa into a 67-year-old's home in i think wood circle. documents say he and an accomplice tied up the woman and stole her car. gle green faces charges from strangulation to malicious wounding. there will be a vigil tomorrow at deanwood metro station for a 15-year-old boy shot and killed. d.c. police hope surveillance video from metro will help catch the gunman. davonte washington was a ninth grader at largo high school and member of the air force rotc. he was with his mother and two sisters when a gunman walked up, asked him a him. police say the shooting was not random, but they haven't released a motive. the shooting was caught on surveillance video. a d.c. firefighter is okay this morning after an extensive two-alarm fire. wtop reporting the firefighter was evaluated on the screen of a house fire on gates road northwest just off connecticut avenue. fire crews found flames at that home under renovation. no one was there at the time. today police in fairfax county will train on decision making use of force in the community. officers will go through a series of real life scenarios they may face while
