sacrifice for our country. in about an hour bikers will gather at the pentagon for rolling thunder ride for freedom. several roads, including memorial bridge will close to the district. closures begin at 11:00 this morning. everything should be back open by 3:00 this afternoon. you can head over to thunder alley in the district. 22nd street will be closed between c street and constitution avenue starting at 9:00 this morning until 9:00 tonight. >> in about an hour i-95 expressways in virginia will shut down. bikers can use the lanes for the ride for freedom. they have reopen around 11:00. remain open the rest the day. >> a baby expected to survive a 30 foot fall. the one-year-old fell from 4th floor balcony. paramedics rushed that girl to the children hospital. they say bushes may have cushioned her landing. developing this morning in the district new information about the hunt for additional suspects in the murders of a family and their housekeeper. the four people arrested with prime suspect wint are out of jail. none of them have been charged. the new clues investigators are hoping to lead to wint's accomplices. >> evidence work still under way at this multi-million dollar crime scene where there was tragedy. the family and housekeeper held hostage for 19 hours, brutally killed and their home set ablaze. >> we'll continue to investigate this case and bring all charges appropriate in the coming weeks. >> reporter: investigators believe the one man in custody had help. >> we intend to have additional search warrants in coming days. >> reporter: new clues, print on water bottle. prosecutors want court order to conduct new fingerprints test on wint. >> fingerprint on water bottle is an important lead. if it's from a person who is not wint it could identify another killer in the case. >> reporter: another is the ransom money itself. unsealed court papers investigators made a strong claim that an assistant who worked for mr. savopoulos had, quote, lied to them about when and how the $40,000 in ransom was delivered. that assistant is not charged. cash could be another clue. at the scene of the capture wednesday night, u.s. marshall saw a large stack of what and to be $100 bills. others linked to the suspect but not charged admitted to money orders after the murders. >> it's about the money, who spent the money, who hat money, who has got the money orders. >> reporter: d.c.'s police chief said they believe the family was targeted. but why and who else is involved remain a big question. kelly o'donnell nbc news washington. several people arrested in cleveland, ohio, after a judge found the police officer not guilty in the death of an unarmed black couple. protesters marched through the street after the ruling. the march is remaining peaceful. police donned riot gear. the officer shot and killed timothy russell and malissa williams after a high-speed chase. he was one of 13 officers who fired 137 rounds into the couple's car after it back the home at the time there. flash floods are forcing evacuations across the state. one firefighter in oklahoma drowned after being swept away by floodwaters while trying to rescue trapped residents. morning with concerns about red at d.c. general. news 4 first reported blood tests on two children staying at the homeless shelter showed high level of led in their systems. one of the cafeterias subsequently tested positive for led forcing closure of the area where families had their meals. city health officials are testing the entire shelter. whether it's not clear whether those two children are exposed here, testing is being offered to all children living at the shelter. residents private rooms are being tested. your reaction to the testing and does it put pressure on the mayor to close. >> that was going through my mind as you went through the litany of problems. it's one more nail in the coffin to close. led poisoning is extremely serious. we have housing rules where you can't rent or have led chips in painting. this is a major, major problem. i think you're right, it's one more nail in the coffin to the facility. >> are you satisfied with the city's response to it? >> i think so. they are saying they don't know if the led in the homeless shelter was the cause. they know there are problems there. i have been in that shelter. it is not in the best condition. d.c. general, this problem has gone on and on. we've talked about mayor bowser said she wants to close this by 2016. to joe's point, i think this is a big problem for her because it's not going to go away. it's not a facility that's in great shape. they know there's probably led in their somewhere. so i think for the mayor, they have to figure out something. i don't know if she's going to be able to make it to 2016 to be quite honest. i think they are going onhave to put this on the fasttrack and figure out what to do with this old d.c. general. >> what do you think, dave? >> two things. how has the oversight been and how long has this led paint situation existed. yeah it is another problem. maybe the death knell for this hospital. what do they do to get a new one. from what i'm picking up in my reporting, there are constant problems with that fall. nobody thinks it's working yet it continues to exist because nobody can or will find a solution. >> if it is a led problem, then here is the other problem, the cost of cleaning it up. there is where it becomes a major expense for the city. >> an old building. >> that's it. it's an old building. it's not a place even you want homeless folks to be in if you've been in that facility. >> power struggles in the district. it appears mayor bowser will get some but not all of what she wants from the city council in the proposed $13 billion spending plan. while there is strong support for investing and spending on social services and education, housing for the homeless the council seems unwilling to expand bowser's powers of office. this includes the effort to consolidate powers now held by d.c.'s attorney general. she hopes it would set the tone? >> without a doubt. i don't think you can blame the mayor to see how much power she gets. she's new, i have a mandate, replaced sitting mayor from within my party. therefore people want me and i believe i should have these powers to transform the city in the way i want. she has two new counsel members coming on board, folks she supported. i think this is a typical sort of power play politically. i think what it will tell us is really who kind of has the power right now. i don't think it's a bad thing this is happening? >> dave should the mayor have the power some should racine be indiana? >> that's the argument. the argument it was a carefully thought out position creation. the fact is he should have certain powers not the mayor. there was a worry when he created it he would partly cloudy overbearing with the mayor, another player in the city's situation. whether there's a concern on her part that that's going to happen you'd have an argument about whether or not there's any evidence of that. the fact remained there was a lot of time money, and expense going into creating this position and why you're going to throw it out because the mayor doesn't think that person. >> he ran on the understanding he would be independent. the other thought that comes to my mind is that we always talk pout the importance of looking like a state, wanting to be a state. if this were a state and we had statehood, the reality is that carl racine would be the attorney general of the state and independent. i think, as you said this is a power play. she'll have to learn to compromise. the reality is karl racine this position should not be a cabinet position. he needs to be independent. that's what he ran on that's what people elected him on that's what it should be. >> redefining police assault in the district. the definition of assault on a d.c. police officer may change. city council could hold hearings on precisely what assault means or should mean. wmau radio pad rick madden reported this that another city minor in fractions, wiggling while handcuffed or yelling can constitute assault. places like maryland have other options for charging you. police union says current law is hard on them. they think it's sort of apartment kuwait antiquated? >> wiggling? walking while black. now you can wiggle while black and get arrested. the reason i bring up a lot of these lawyers go back to the riots of the '60s, the vietnam demonstration. they should be looked at. >> dave how do you think this would impact policing in the city today. >> clearly there's a lot of concerns. it's funny how since we had the incident in ferguson and new york and baltimore and now the story on our colleagues and wamu. what we learned about what the people are like in these situations young black people often white police force. now we learn a law nobody paid much attention, i have did not very little until this particular issue came up. what i'm getting is this is certainly a law that needs to be changed, needs to be modified. it isn't working properly. it allows again, police undue influence over the people they are arresting. >> this is something we know nothing about unless you're arresting for assault by police if you're wiggling because you have handcuffs on. it's a problem in many areas. came out and said she's against it the police union is against the current law and they want to see it changed. i think statistically i think what's interesting, two-thirds of those arrests, folks are not charged and they are not charged with any other crime. so right there it tells you it's taking up a lot of time for police. i think it's problematic in terms of the imaging of police also. when you have a jurisdiction in maryland where you can be arrested for resisting arrest but having the same sort of back and forth with a police maybe it's like when i lived in the midwest, we used to always tell a car, i hate to say this from chicago, because the front bumper was bumped in back bumper bumped in bumped out, that's the way you parallel park. >> this is wrong. >> you mentioned failure rate. apparently it's high the parallel parking portion of the test in maryland has a high failure rate. there are some who say it creates long lines, slows things down. if you don't have parallel parking, get your license faster and the lines will move faster. >> first let me cop to the fact i failed my parallel parking the first time. >> no. >> yes, i did. i did pass. >> you were probably what? >> 16. >> 29. >> no at 16. but to your point, you've gone to mba, lines are long. the argument is it decreases the lines. who is going to argue against that but we all know you still have to parallel park. you have a car, right? >> that's why i would argue against it. >> you have to parallel park. the two-point turn around i would argue is not the same as learning how to parallel park. i don't understand this other than the lines. i don't like it. >> many years ago when i took my test it was imbued in my by my father and traffic folks, learning to parallel park is emblematic of learning how to drive. if that's the skill you don't have you don't know how to drive. you've simply got to do it. it was a tough thing to do. yet we're not doing it because of long lines, people can't pass i like to talk to miami beach about the criteria. >> can i add one thing. we're soon going to have technology in cars you see it on commercials now, the car automatically parallel parks. it parks itself. maybe they are thinking ahead. >> the school board back to the drawing board in montgomery county. the interim superintendent stays a year after the top candidate drops out. dr. andrew hulli han says he backed out for reasons. the current interim will delay his june retirement for a year. what's the back story. >> i think here what's going on bowser is a guy -- >> bowers. >> bowers i'm sorry. going back to the mayor. has been there over three decades, the school board knows him. if we back up a little bit, graduation rates were up when joshua starr was the superintendent. he seemed to get along with community members of he's moved on gotten another job, yet the school board can't find someone to lead the state's largest school district someone with experience. the person they interviewed was from houston, experience with several jobs but not superintendent. i do think the question goes back to the school board. is there a reason you can't find someone to lead this school system the largest in the state, have you to go back to an interim person also hadn't been a superintendent. >> you're right. not only is the interim superintendent been there for three decades but he appears to be very popular. and people seem to have a tremendous amount of respect for him. so maybe a lot of people are saying he should be the superintendent. number two. i don't understand how you offer a job, how your number one candidate is somebody who has never been a superintendent and then you want to put them in a position to be the superintendent of the largest school district in the state and one of the most successful? doesn't make sense to me. >> your thoughts? >> some are saying. some people are wondering maybe it's time to take a closer look at the school board. how do they handle mr. starr's departure and how are they handling this new situation? is there some criteria they are applying something that's going on? i'm not saying any of this is true but it does seem -- there seems to be perhaps from my reporting tells me some troubling aspects of this whole situation. >> final question will you attend preakness if run in laurel as opposed to pimlico. >> answer yes. it's part of the triple. i don't think it makes any difference where it is. it's not churchill downs. pinnacle is older. the community has changed. it's still the preakness. >> i think the diehards will still go. again, the optics of this everything going on baltimore, this would be one more backhand slap at the city that they would actually move one of the triple crown races out of the city and move it into laurel which is really seen as a suburb of washington, d.c. >> the idea dave is to boost attendance and interest. >> horse racing has faced tough times. they need an injection. they are obviously thinking they are can improve the situation by moving. would you move from church hill downs for the kentucky derby, aqueduct or belmont stakes? baltimore -- i don't think baltimore will lay down and let the race get away. >> they are going to fight this one and i would, too, if it were baltimore. >> >> thanks chuck. a family in prince george's county is grieving today. a motorcycle slammed into a group of pedestrians near prince george's plaza killing a child. news 4 darcy spencer tell us what led up to that crash. >> reporter: this car and this motorcycle collided outside the entrance to a shopping mile in hyattsville this holiday weekend. the motorcycle skidded across the intersection into a group of pedestrians claiming the life of a child who is standing on the sidewalk. >> just out enjoying the weather, doing a little shopping. we saw this really tragic scene. >> the violent crash happened 4:00 in the afternoon outside the mall on prince george's east georgia highway. police tell us the driver of this car was techlting to turn left into the mall. the motorcycle was driving straight on east west when they collided in the intersection. >> you were seeing someone put on the stretcher like that? >> i was just praying that everything was going to be all right. >> officials say several people including two children six and nine years old were transported. one of the children died. police tell us the motorcycle driver was hospitalized. the driver of the car was not. police spent hours processing the scene. debris shoes, and clothing strewn in the roadway. the crash investigation team still determining who was at fault and the circumstances surrounding the crash. >> i'm just coming out of the mall. i just went in the mall it must have just happened. i hope they are okay. >> darcy spencer, news 4. >> a uva student asking for his case to be thrown out. our sister's station reports martise johnson filed the petition. they say they didn't have a vite and violated rights while arrested. two officers arrested him outside a bar on st. patrick's day. video of him bleeding while being handcuffed and questioned questioning whether they used excessive force. the arrest sparked an outcry. officers forced to undergo diversity training. opening up about possibility of a new trial in her daughter's murder. convicted of killing her in rock creek park of his lawyers filed paperwork requesting a new trial. they say his old cell mate lied on the witness stand. it was his testimony, not any physical evidence or a murder weapon that led to the conviction. her mother susan, says she just wants justice. >> i don't think i would sit through the entire trial as i did the first time. there's no need to. the outcome, whatever way, i still will never get my daughter back. >> next week federal prosecutors are expecting to tell the judge how long they need to prepare for a new trial. >> amtrak service had to be stopped in anne arundel county when a man tried to jump from a moving train of the man wasn't hurt but was arrested. yesterday the train was stopped 40 minutes between stations. a paramedic accused of having inappropriate contact with a minor. loudoun county sheriff arrested him friday night. he's charged with indecent liberties with underage girl and using a communication device to solicit a child. he's a lieutenant with the hamilton volunteer rescue squad. he's being held at the loudoun county adult detention center with no bond. a very early pecking order coming down in the republican presidential race next year. dr. ben carson came in first in a straw poll at the southern leadership conference. the event ended on the dollar. >> say $1200 bike might get, say, 3 to $400. >> not before removing serial registration numbers. >> wash it down grit and grime. >> reporter: he's amazed how some people secured their bikes. if i put one lock on my bike is that enough to stop you? >> no what you put on this is cable locks. they are about as thick as your pinkie. a small set of bolt cutters cut right through it. >> reporter: the biggest deterrent for guys like him, u locks, three of them. >> multiple locks, put them on your bike different places, lock frame and wheel together so can't roll easy have to carry it. it's from a person who is not wint it could identify another killer in the case. >> reporter: another is the ransom money itself. in unsealed court papers investigators made the strong claim that an assistant who worked for mr. savopoulos had, quote, lied to them about when and how the $40,000 in ransom was delivered. that assistant is not charged. cash could be another clue. at the scene of wint's capture thursday night, u.s. marshals saw a large stack of what and to be $100 bills. others traveling with the suspect but not charged admitted to purchasing money orders after the murders. >> it's about the money, who spent the money, who has the money, who has got the money orders. >> d.c.'s police chief said they believe the family was targeted. but the why and who else is involved deaths of an unarmed black couple. one woman was hurt when someone threw something into a restaurant window. most of last night's marches remained peaceful. michael brelo shot and killed russell and williams after a high-speed chase. brelo was one of 13 officers who fired 137 rounds into the couple's car after it back fired. the prosecution said brelo kept firing after the suspects were subdued.
