is very light rain that is falling there now. these counties in this lavender color, under the winter weather advisory through 11:00 this morning, includes frederick and maryland as well as frederick in virginia. loudoun county, northern fauquier, rappahannock, points north and west until 11:00, the threat of icing mainly at the higher elevations. there could be some slick spots on some of the roads and sidewalks. and just a little bit of this light freezing drizzle. it will begin to dissipate mid to late morning. moves farther east in the form of rain. a look at the rain timing for the maryland is a whole lot richer now. one of two winning mega millions tickets was sold in maryland. news4's richard jordan is live at lottery headquarters in baltimore with more on the winning tickets. richard? >> reporter: today a lot of people will be checking tickets carefully looking at each and every number to see if they may have struck it rich, especially if they bought that ticket here in maryland. now we're at the maryland lottery headquarters. this is where any winner will have to come present that ticket and then collect their winnings. seems that maryland is lucky when it comes to the mega millions. in last night's drawing, they sold two winning tickets. one of them was for the big jackpot. the $400 million. the second one was for $1 million. both sold in maryland. we still don't know exactly where those tickets were sold or who bought them. that information is expected to come out later today. at least where they were sold. usually it takes a while for us to learn who the big winners are, and in maryland, that winner can remain anonymous. we may actually never find out, but mega millions does have a winning streak here in maryland. it was about two years ago that someone here in the baltimore area won the big jackpot, as well. it was a winning ticket that was split among three people. so it seems like luck has struck again here in maryland. let's go over the numbers -- again for you, 11-19-24-33-51, and the mega ball of 7. you can definitely look at the numbers on our website and on twitter again. this is a big jackpot, $400 million. there was another winner in florida. so that jackpot will be split between the two winning tickets. this was the third largest jackpot in mega millions history. so a lot of money here up for grabs. reporting live in baltimore, richard jordan, news4. >> all right. he mentioned florida. it's actually pretty new. very new mega millions, this is its first jackpot winner. maryland, though, is actually one of the game's founding members and is no stranger to big payouts. in march of 2012, the state was home to one of three big winners in the massive $656 million jackpot. it remain the largest jackpot ever in mega millions history. in case you missed the winning numbers, you can find them at nbcwashington.com. the man connected to three leak murders heads back to court today. charles severance will appear in a west virginia courtroom this afternoon. he is being held on weapons charges out of loudoun county and is fighting extradition back to virginia. prosecutors say they've connected severance to the murders of nancy dunning, ron kirby, and ruthanne lodato. police have not charged him for the crimes. a hearing is set for today in the retrial of the northern virginia man who had been convicted of capital murder. a judge overturned justin wolfe's conviction in 2011. he says prosecutors withheld or ignored evidence that could have helped wolfe's defense. prosecutors are now retrying him. they say wolfe was a drug dealer who hired a member of his drug ring to kill a marijuana supplier. five minutes after the hour now. concerns about retaliation this morning after police shot a murder suspect in northwest d.c. law enforcement sources tell news4 that police officers are being warned about possible retaliation. an officer with the capital area fugitive task force shot and killed 19-year-old daquan hendricks yesterday. police say the officer opened fire after hendryk shot at them. police were trying to arrest him in connection with a murder in northeast left month. today the white house will unveil its plan to fight climate change. environmental groups will also meet with the obama administration to discuss that issue. that meeting will focus on new technology and strategies to make less -- to make us less dependent on carbon-based energy. another reason to enjoy some chocolate today. the new proof that the sweet treat is good for your health. also ahead, it was supposed to be part of a history lesson on colonial times. we'll show you the menu item that has landed an elementary school teacher in hot water. and an overcast sky to start the morning. as we study found a person's genetic make-up may magnify the effects of a bad diet. people most at risk for obesity should monitor how much fried food you eat. now, that doesn't mean people with different genes, better genes can eat whatever you want. researchers say everyone needs to eat a healthy, well balanced meal. >> why do fried foods have to taste so good? you know what else tastes good? chocolate. scientists have solved the mystery why dark chocolate is so good for you. researchers say the compounds are absorbed by so-called good bacteria in the stomach. these microbes then grow and for. producing anti-inflammatory compounds. and when the compounds are absorbed by the body, they reduce inflammation of cardiovascular tissue and decrease the risk of long-term stroke. scientists say luck. the other winning ticket was sold in florida. here's a live look at the sunoco gas station in merit island, south of cape canaveral. 16 after the hour. vice president joe biden is in lithuania to reassure baltic leaders that the u.s. will defend its nato allies in the wake of russia's intervention in crimea. biden is meeting with leaders of latvia and lithuania today. those are the two small countries bordering russia. just yesterday, biden delivered a similar message to poland. and new this morning, in the past few hours, there have been at least two incidents of crimea's self-defense forces storming the ukraine's navy headquarters and another ukrainian military facility. at least two people have died. ukraine's prime minister blaming russia for that violence, accusing the country of turning the political dispute over crimea into a military conflict. russian president vladimir putin signed an agreement to annex crimea yesterday. new this morning, we're hearing of warning signs that might have presented last year's mass shooting at the they've yard. the i-team -- navy yard. the i-team report a report that showed the shooter, aaron alexis, acted strangely a month before the shooting. at a hotel, the navy says he took apart his bed because he thought someone was hiding under it. he then mentioned a chip in his head when navy police responded. he also said people in a nearby room were using an ultra sonic device to pin him to his bed. the defense department says the military failed to monitor contract employees including alexis. >> increasingly threats, cyber, kinetic, all threats are inside the perimeter. what the department of defense should do is build security from within. >> the i-team called the contractor that employed alexis. it has not received a response yet. in the day ahead, testimony expected to resume in the court-martial of a navy midshipman charged with sexual assault. the alleged victim cried as she testified against joshua tate in a navy yard courtroom yesterday. we're not revealing the victim's identity. she told the court she didn't want to report the incident at first but changed her mind after speaking to a woman at a seminar for sex assault victims. she says she blacked out while drinking at a party back in 2012. prosecutors say tate assaulted her because she was too drunk to consent to sex. defense attorneys argue it was consensual. a former dmv worker in arlington has pleaded guilty to accepting more than $11,000 in bribes. 33-year-old francisco samayoya hernandez worked as a tax supervisor at the arlington dmv. at a plea hearing, he admitted to taking the bribes from a vehicle export or. in exchange he filed false paperwork and helped the exporter avoid registration fees. he could be sentenced up to ten years in prison when he's sentenced in june. there's a plan to protect homeowners who have fallen behind on taxes. the legislation would ban the city from selling liens on homes whose owner owe less than $2,500. homeowners who owe less than $7,500 would get an additional year to pay before liens were sold. homeowners who lose their home to foreclosure would also have a chance to quekeep most of their equity. a blood spatter expert is on the stand in the oscar pistorius trial. earlier ballistics experts testified pistorius' girlfriend was standing in the bathroom when she was hit in the right hip by the first of four bullets fired by the athlete. pistorius says he killed reeva steenkamp by mistake, thinking she was an intruder in the home. prosecutors argue he killed her purpose after an argument. 5:19. in "news 4 your health," a new study says women are carrying the bigger burden of alzheimer's disease in the u.s. the alzheimer's association says women have a one in six chance of developing the disease compared to one out of 11 men. to put the numbers into perspective, women in their 60s are about twice as likely to develop alzheimer's than breast cancer. women are also more likely to take on the role of caregiver to those affected. being a caregiver can be a great financial burden. right now the monetary value of unpaid caregivers if the u.s. tops $220 billion. parents are criticizing a michigan teacher for a history lesson on colonial times. >> the school administrators say the teacher gave her fifth grade class a taste of on, o' dou's beer -- o'doul's beer. the teacher said they had a small taste of what pilgrims drank for sanitation reasons. the beer is labeled nonalcoholic, but the school learned there is less than half a percent of alcohol in vre, not reporting delays. >> thank you. watch closely or you might miss it. dramatic dash cam video shows a truck tearing into an accident scene on the side of an iowa highway. police say a tractor-trailer actually rearenned the truck, sending it flying off the road. no officers injured here. the man in the truck was taken to the hospital. he is expected to be okay. police say this is a good reminder to slow down and move over, which is the flaw virginia and maryland, when police are on the side of the road. 5:24. seattle is reviewing its helipad regulations after a news helicopter crashed on a busy downtown street. the crash happened shortly after the chopper refueled at a helipad near the space needle yesterday that was shared by two stations. the two crew members on board died. the ntsb is on the scene investigating what may have caused the crash. seattle does not track where and how many helipads there are. it's not clear if those regulations had anything to do with yesterday's crash. we are getting more clues about what caused the deadly gas explosion in new york city last week. the ntsb says a leak was discovered in a gas main pipe adjacent to one of the buildings that collapsed. that could explain how gas built up before the blast. eight people were killed in the explosion. more than four dozen others were hurt. 5:25. the justice department has reached a deal with toyota over its acceleration problems. tracie potts live on capitol hill with more on that. good morning. >> reporter: good morning. it's breaking news. just last night we got a statement from toyota after getting word that the justice department will not prosecute if toyota complies with the terms of this deal. reportedly paying $1 billion settlement to avoid prosecution. the fbi had been looking into whether the company intentionally misled safety regulators on these acceleration problems that affected so many cars. toyota says in a statement it's cooperated for four years now with the attorney's office. the u.s. attorney's office. that they've made fundamental changes, have become more responsive, more customer focused, and they're committed to continuing improvements. so toyota this morning likely breathing a sigh of relief, but paying $1 billion to settle the cases. we expect a formal announcement later today. aaron? >> tracie potts on the l'il. lottery has not modified whoever sold the ticket, the retailer. they haven't told them that they sold the winning ticket, and they haven't released who may have the actual ticket. in fact, they might not ever have to because in maryland, the winner can remain anonymous. maryland has been very lucky when it comes to mega millions. they were, again, last night and into the morning because they sold one of the jackpot tickets, one of the $400 million tickets. the second was sold in florida. maryland also sold a $1 million ticket. so you got two winning tickets here in maryland at the lottery headquarters. they will be making the announcement later this morning as to where the winning tickets were sold. haven't released that. it was only about two years ago that maryland also sold a winning mega millions ticket. three people split that, but this morning a lot of people are still waking up and wondering what would they do if they won. >> probably take care of my family. give my should be above freezing in the shenandoah valley and most locations. in the lower part of the valley and east of there. the red zones is where we could get up to .1 of an inch of icing right in catoctin, then west of culpeper to south of front royal down to west of charlottesville. mainly along the blue ridge. elsewhere, we'll have temperatures well into the upper 30s by noontime. and during fiction what's actually going on -- clarification on what's actually going on at columbia mall. there was no car that crash interested a building at the mall. howard county fire rescue sent out another tweet to clarify what they saw. police arrived just a short while ago to find a broken window. and they are investigating the possibility of a burglary there. that is the latest on the controversy over an elderly man's death tells her side of the story. colleen davis faces a fire department trial board. she's been on administrative leave since medrick mills died of a heart attack in january across the street from a fire station. his family tried to get help from firefighters, but no one responded. the trial board will determine if davis will be punished. a mother and her 1-year-old boy are alive after she jumped out of a second story burning window in seat pleasant. that woman escaped with her son in her arms. she broke her ankle and burned her face. this fire started in the first floor of a house on 63rd street in seat pleasant yesterday afternoon. nearby paramedics saw the fire and called for help. john rhodes rents the home with relatives and friends. five people including three teenagers inside the home all got out okay. the mother suffered second-degree burns. the 1-year-old is okay. we're also learning new information on a store we brought you first on 4. ddot says a vandal damaged 750 tracey in the bloomingdale and trucks ton circle neighborhoods in the district. that's much bigger than first thought. investigators tell us some of the smaller trees may actually die. those deep holes could also cause larger trees to develop dangerous cracks. the urban forestry administration is monitoring the damage here. police did arrest a man last week in connection with carving holes in the trees. right now china is sending ships to the gulf of thailand to search for malaysia airlines flight 370. this comes after the thai military says its radar showed an unidentified plane flying west of malaysia minutes after the transponder signal of flight 370 was lost on march 8th. tie officials say they didn't release the information before because the signal was not heading toward thailand. so it didn't raise any alarms. right now, 26 countries are taking part in the massive search for the missing plane. scouring a section of land and sea the size of australia. taking matters into their own hands. the social media campaign underway in one area community in hopes of luring trader joe's. first, communication breakdown. the problems that left people in montgomery county in a holding pat were during a winter storm. a cool start and rain on the horizon. the head of montgomery county's nonemergency phone number says she'll make sure you get a all are suspected to have committed suicide. last night, hundreds of students huddled together on the football field. they made a paper chain and held candles to remember those lost. students told us
