weather. midday news starts right now. another historic day plays out with president obama. he is meeting right now with cuba's leader raul castro. a formal ceremony is happening right now after the two shook hands a few minutes ago. they are meeting in the formal palace there in havana. and we're just watching as the formal ceremony gets started, just beginning just a few minutes ago. the national anthem playing out there. just about 30 minutes ago, we watched the president take part in a wreath laying ceremony. it's been a busy morning. this is at the jose marti memorial, which is an important landmark for the cuban, also very formal, where the si participated in that event. this is the president's first visit to the communist nation in more than 90 years. once the two presidents actually sit down and have their chat, they are expected to talk about lifting the trade embargo and touch on the deep divide on human rights. and then at some point today, we expect the president to make an announcement about upgrades to internet access there with google. we're staying on top of this developing story, this historic day in cuba from the live desk. back to you. >> thanks, molette. now to developments at howard university hospital. we're tracking some water main breaks there for some patients to relocate. why you may need to make other plans if you plan to be at the hospital today. megan? emergencies are being relocated around the area. their also asking patients with appointments at the hospital to contact their physicians to try to find out if they need to reschedule or not. in the meantime, the university tells us they do have a three-day supply of water which is currently supporting those patients inside. monday morning didn't get off to a great start on the the howard university hospital. >> they say the hospital is closed. >> they just had the police and nurses ask people for the different departments you're going to to see if you could be seen that day. >> reporter: a water main break caused the lower level of the hospital to flood, forcing eight critical care patients to relocate. d.c. water arrived to close off the valve while crews worked to fix the problem. meanwhile, patients with non-emergency needs or appointments like doris hiley were asked to come this appointment, it will take another month to get another one. >> it was an inconvenience for some, but others took the issue in stride. >> things happen. >> reporter: now the university tells us the piece they need to resolve this issue is currently on the site, but there is no word on when this problem will be fixed. back to you. we touched base with the national parks service to confirm peak bloom of the cherry blossom trees. this video was shot this weekend when people bundled up to go out and see the trees. the park service says the cold weather did not change the peak period. it is still expected to begin on or about march 23rd. that's wednesday. veronica, will it be warm by sexually explicit pictures with a 12-year-old girl and solicited sex with her even knowing she was young. right now we are working to learn the sentence of a former umpire. he pleaded guilty to child last year. he contacted an undercover officer soliciting him for sex and sending explicit pictures, thinking the officer was a nine-year-old girl. he is expected in federal court this morning starting at 10:00. a montgomery county mother suspected for the disappearance of her two children tried to break out of a psychiatric hospital two times, we're learning. this morning we learn why her attorney's client says she's trying to get out. she has attempted eight escapes from the hospital in jessup, maryland. she never succeeded but once got a holhold of a badge of a staff member. she was trying to see her kids. >> she had several reasons why she wanted to get out to see her children, that she's done everything she can to love and protect her children. >> they disappeared in 2014. they were last seen with their mother. affidavits sworn out by family members in december to avoid prosecution. she is expected back in court next month. thank you to twitter users. after the break, why 52 today, 61 tomorrow and into the 70s mid-week. we'll talk more about that rain coming on thursday in just a few minutes. a racecar driver lucky to be alive after this scary crash. fernando alonzo was competing in in melbourne. 18th lap here he clips the car in front of him on turn 3. he flew into the air at 200 miles an hour and then went airborne into the runoff area. amazingly, this guy was able to get out of the car, what's left of the car, walked away. just had a little limp, apparently. unbelievable stuff there. turn to march madness now. two of our region's teams are moving on to the presidential hopefuls are talking foreign policy in the district, and right now hillary clinton just wrapped up speaking at the apac conference, a gathering of pro-israeli policymakers happening in letter sent to her and they're working closely with the fbi to investigate it. you may remember someone sent trump's son eric a letter with a white substance inside. they found it to be harmless. erika? the chill gave us a bit of a break with the high pollen count with the high temperatures. the wind will blow around whatever pollen is there, not quite as high this week for the cedar, cypress, juniper and elm as well. we're talking about a warm-up later this week, so that pollen count will go up. we typically see peak in mid-april. we will see highs today in the low 50s, holding steady. but again, it is going to be a breezy one for us. as far as rain chances, with the warmth coming our way midweek, the next system with showers on a thursday. we'll take another detailed look at this four-day forecast, even a look at the upcoming weekend in just a few minutes. just learning about a new shot in the arm against bioterror with a new drug just approved to treat anthrax exposure. we just found out the food and drug administration gave a nod to a drug called anthem to treat patients exposed to this deadly toxin. on friday the feds approved it to help those with inhalation anthrax, which can cause serious injury, even death, when bacterial spores are inhaled. the government approved the introduction of therapies because anthrax is a bioterrorism weapon. that's the latest for now. back to you. thank you, and developing this morning, this new video of the arrest of terror suspect he was arrested last week. police describe him as the logistics guy who could hold a lot of answers about how the group planned the attack. belgian officials say he was on the run and possibly planning other attacks in brussels. police say he had formed a new cell in brussels. the u.s. capitol police are set to get a brand new leader. scott mcfarland sat down with the incoming chief about some of the challenges the department is facing. >> reporter: good morning, i'm scott mcfarland outside u.s. capitol police headquarters. toay a new police chief is sworn in. coming in at a very important time for the agency, congress is considering a multi-million-dollar increase of money in this agency and an increase in officers employed. they received thousands of calls on the grounds in 2015 for suspicious calls and suspicious devices. there was a recent years. the incoming capitol police chief says it's an important mission for this agency because the capitol grounds must and will remain open to the public. >> i think it's the challenge that we face throughout the country, the unknown threat as, you know, in whether it's an organized effort or whether it's the individual. we always have to be cognizant of the threat environment. >> reporter: congressional committees are considering a multi-million-dollar budget increase for u.s. capitol police, potentially adding 40 new officers to the force. a final decision on that expected bit end of the year. in northeast, scott mcfarland, news4. delaware officials want to know why four bald eagles died in sussex county over the weekend. one eagle was found dead in dagsboro, three others found nearby. those later died. officials say poison hour to reach two boys who fell 30 feet down a hole in baltimore county. crews say the 11-year-olds were playing when the hole opened beneath them. one boy was able to climb out. the other boy was taken to the hospital with serious injuries. police in tennessee, barbara, are investigating a facebook post showing two children for sale. the picture shows two kids with their hands bound and their mouths covered with duct tape. it read, 50% off because they're bad. that facebook page where the post appeared has since been deleted. the cousin of one of the posters -- the there with either mom or dad. i shopping, or whatever they do, trying to get ready for the next meal. we'll tell you, a representative from the american eagle foundation says both of the new birds look healthy from their vantage point, and take a look at feeding time earlier this morning. i think we have some video to show you. we'll stick with the live picture. you can see feeding time happening right now, getting a mouthful of worms, we think, is what they're getting here. >> haven't they really changed so fast? that's incredible. they're really moving around and they're now online today. we're back. metro making some big time changes that might affect your commute for months. work begins today to replace escalators at three stations. it includes the georgia avenue petworth, deanwood and glenmont stations. here's what you need to know. >> reporter we're at the glenmont station off georgia avenue and silver spring. as you can see, here on the east side of this station, there is an escalator that isn't working. but the challenge will be on the west side. that's where the escalators are going to be out for nine months for repairs. now, the challenge is not only going to be for metro riders, there is an opel v ep -- open e to get them down to the boardwalk, they will be tempted to jaywalk. >> it's not a safe thing to do. it's not bad in the morning when there's not many of us. but during the rush when there is a lot, i don't know what they expect people to do. >> reporter: once this work is finished here at the petworth and the deanwood station, these trains will be more reliable. when they do break down derrick ward, news4. some breezy sunshine for us today. our temperatures will be going up to the 50s. i know, that's it, just around 50 degrees to 52. breezy and cool today with some of those passing clouds. it will feel like we're in the mid-40s most of the afternoon. 61 tomorrow, still breezy, again, during the afternoon hours but a bit warmer. and then take a look at wednesday, mid-week, very nice conditions. we're back to the 70s across the area. tomorrow 62 culpeper, 61 onassis. the chance of rain will be going up toward the tail end of the week with those higher temperatures. thursday we have a chance but right now on easter sunday there is a chance of rain. in terms of how much rain, we'll take a detailed look at that in just a couple minutes. right now a two-year-old georgia boy is in critical condition after he got ahold of a gun, his mother's gun. police say the boy reached into his mom's purse and shot himself in the the mother was sleeping at the time. police say they are investigating this as an accident. transportation officials are calling it terrible and embarrassing. according to a new report, tens of thousands of bridges in this country are falling apart and in need of repairs. nbc's jeff rossen got rare access to a major bridge in our area and saw the damage close up. >> reporter: across the country, bridges collapsing, concrete raining down onto passing cars. from pennsylvania -- >> a boulder just fell and smashed his glass. >> reporter: -- to iowa. >> the bridge is just crumbling away here. >> reporter: -- to utah, where huge chunks of a bridge smashed through this airport shuttle with passengers inside, crushing the hood of the car. >> another six or eight inches, he might not have been talking to me today. >> reporter: according to new government data, 58,495 bridges have been deemed structurally deficient. from america's hat a's hearthan nation's capitol. >> right now i'm standing on the arlington memorial bridge in d.c. we are getting access downstairs to the bridge. they're making me wear these gloves because of all the lead paint that's chipping off. and they're making me wear this hard hat, because believe it or not, concrete chunks actually fall off this bridge. >> reporter: even officials are sounding the alarm. charles borders is in charge of this bridge for the national parks service. >> this is the roadway and there is metal literally peeling right off of it. >> and over here look at this beam. this is holding up the roadway, too. all this concrete is gone, totally decayed away. look at this flange right here. paper thin. this is what's left. >> this is what's holding up the roadway. >> this is where the cars are going. you can feel the cars right above us. this beam is holding the bridge up. >> reporter: but what we see next is even more entire bridge, just completely rusting away. look at this, jeff. completely gone, this bracing. over here, look at this, right here. completely gone. >> you can put your hand right through that. >> all of this just rusting from the inside-out. >> terrible. we're terrible. and it's getting worse by the year. >> reporter: we went straight to the secretary of transportation, anthony fox. according to your own data, the government data, there are 58,495 bridges that are deemed structurally deficient. is that acceptable to you? >> no, it's not acceptable. it's actually embarrassing to this country. but it's one of those things where it's not just money, it's also emphasis. it's where we put our money. and that's something we have to continue working on. >> reporter: but doesn't the buck stop here as the secretary of transportation for you to fix this now and figure out how to get this money spent more wisely? >> nobody has argued for strenuously for fixing these issues than i have. congress has to pass a package with enough resources to handle the problem. >> repo: states get federal money and spend it as they wish with little federal oversight. bureaucracy as bridges continue to crumble. >> it just continues to decay and it's not going to get any better until we do something about it. >> that's jeff rossen reporting there. the government is spending billions of dollars to fix these bridges, and that may sound like a lot, but analysts say the problem is so bad, today.com. caught on camera, an 11-year-old driving cement atr gas prices are on the rise and they're not said to go down any time soon. in our area expect to pay an average of $2 in maryland, in virginia and an average of $2 and a penny in washington, d.c., $1.93 in west virginia. gas prices will keep going up as they try to make summer gas available in the beginning of may. you won't believe who was behind this cement truck joyride. an 11-year-old boy was driving, leading police on a chase for over an hour outside rochester, minnesota. police say he stole the truck from an area contractor and s e sideswiped an officer off cutting through a yard. nobody was hurt, thankfully. that child was taken to a juvenile facility. >> how did he see over the dash? >> that's what i'm saying. that a big truck t'so in the middle of the president's trip, the center for disease control issued a zi a. t -- cuba. the cdc is monitoring the disease and says it carries deadly risks for pregnant women. everyone is all under travel warnings. a trend you may not expect. doctors say they're seeing a growing number of children and teenagers with high blood pressure. hailey hernandez explains. >> reporter: aaron ferris is young and athletic. >> they want me to be active, actually. >> reporter: but he's battling what's typically a terrible illness. >> my blood pressure is actually very high. >> reporter: he was hospitalized for high blood pressure. they say it's a growing problem for kids. >> about 80% of the population has high blood pressure. we know it can kidneys and other things. we can't change the genetics, but sometimes if people can make changes in their diet and exercise, decreasing their intake with a healthy diet. >> reporter: one pediatricians are becoming more attuned to, hypertension is passed down through genetics, which they say is possibly causing aaron's recent spike. he's back to normal with medication, but there's not enough info to know if this can be a chronic condition or if his can ooereventually be reversed. >> doctors and parents often miss signs of high blood pressure because they're vague, things like fatigue or having a headache. the supreme court fight over voting districts in virginia. plus a live report in coming out of this weekend's cold snap, we've got breezy wind chill sunshine for today. yes, indeed. look at that, it looks pretty enough, but it feels like february. temperatures in the 40s for most of the afternoon, and look at the winds. the future wind gusts for today, 20 to 25 miles an hour right through your evening until very late, early part of the day tomorrow. this is 6:00 a.m. tomorrow. the winds finally calming down, so the early will be much nicer. 50 degrees at around 4:00 or 5:00 today. keep in mind we've got that later sunset after 7:00. our sky mostly clear during the overnight period, so light winds for tomorrow, 30 to 37 degrees. last time we were in the 30s starting out any day this week. we'll take a look at your four-day forecast and easter sunday in just a few minutes. right now president obama is meeting with cuban president raul castro in havana. he is the first u.s. president to visit cuba in nearly nine decades. nbc's jay gray is in havana now to look at what's at stake here and what's still ahead for this historic visit. jay, good morning. >> reporter: really an amazing day in cuba, one that many cubans thought they would never see in their lifetime. the sitting president on the ground here at havana, laying a wreath to a cuban poet. th the revolution where he was greeted by cuban president raul castro with a handshake, something that was really amazing. the star spangled banner played here in cuba. his hand on his heart as that song was played. then a review of the truth by both of the leaders before the recession to begin their discussions. several hours of discussions here today, and the white house has said president obama will bring up issues that, quote, concern the u.s., policies here, including human rights policies that they have had issues with for years. so that will be a part of what's a very important discussion. here the two men will break for a short lunch and be back at it again, talking through the afternoon. they are expected to brief the president sometime after those discussions, and there will be a state dinner tonight where they presumably will have the chance to chat again. right now the d that's the very latest, aaron. back to you. >> i'm curious, fidel castro 89 years old now, in failing health. do we expect he will play any role at all in this visit by president obama? >> reporter: no, and the white house was very clear in the fact that he will not be a part of this. either publicly or privately, there will be no meeting between fidel castro and president obama, and what a lot of advisers, a lot of officials with the u.s. are telling us is that this is a trip that looks toward the future, not back at the past, so he will talk with raul castro but fidel castro will be no part of the visit. >> jay gray live for us in havana, cuba. jay, thank you. the common bond between the two countries is baseball, so i'm looking forward to seeing fans here. >> that was evan longoria, a tampa bay-raised player. the team is in cuba to play an exbi national team. longoria, who was defected three years ago, was greeted by his family at the hotel where the team is staying. soon you might even be able to book a hotel room in cuba on line. price line has agreed with the island nation to make hotel rooms available to u.s. customers through its booking.com website. until recently, travel agencies and tour groups have been the only way to make reservations, but tourism to the island nation is still illegal for americans unless you get a special license for things such as education or sports. veronica, it looks like it was raining there in cuba today. let's go to aaron first. aaron? today supreme court justices are hearing arguments in two cases you'll want to know about. first concerns over racial gerrymandering in district 3. the boundaries are to include the population of richmond and hampton african-american voters in one district. justices will consider whether a company can face action in u.s. courts for financial crimes outside u.s. borders. now to a developing story involving the terror attacks in paris. police say the prime suspect was planning more violence before his arrest. an nbc report, kier simmons, says there are more videos showing the raid that led to his capture. >> reporter: dramatic new video this morning of the operation that apprehended europe's most wanted terrorist. come out now, police shout. an old woman is led away, interrogated. then as heavily armed officers approached the door, a suspect makes a run for it. gunfire. a second man is brought out, wounded in the leg. limping, he is taken it's not clear which of the men in these pictures is salad islam, but he's now wanted for arrests taking part in murder in the paris massacre. authorities now believe more than 30 people were involved in the planning and the preparation for paris. according to a government minister, the priority tracking them down. meanwhile, the french minister plans to meet with the parents of the victims. that will be an emotional meeting after the events of the weekend. it could be an emotional day for vice president joe biden. he plans to speak about president obama's plan for a hasty cure for cancer. you might remember his son bo biden passed away first to johannesburg, south afri africa, where we meet an all-star marathon runner. he has completed 27 marathons in 27 days. 54 years old, his efforts have now raised over $1 million. here's something for you. if you are tired after the break, another weather roller coaster this week. we may still be waiting for peak bloom here in washington, but take a look at the cherry blossom trees in tokyo. you can see those flowers coming out of their buds. this year the trees, all of them, started blooming five days earlier than their average bloom dates in tokyo. it takes about a week before they reach peak bloom. nou japan will hit peak bloom this wednesday or thursday, they're saying. >> yeah. still on track for that. veronica, you say that warm-up is coming, so we should be okay, right? >> it is coming, yes. end of the week, for sure, temperatures will be in the 60s and 70s. saturday lots of sunshine and the best day out of the weekend. maybe you have some easter sunday photos you want to take. change them to saturdays. put the little ones in their clothes. right now on sunday the temperature just around 59 or 60 degrees or so, so we will be warming up. the best chance of rain is thursday. here's those
