crews here respond to an early morning house fire that killed an elderly woman and a 6-year-old boy that were trapped inside. >> all that's left of this home is charred wood, a hollow structure and a roof partially burned down. charles county along with three other fire departments received a call of a fire after 12:30. when they arrive, the home was engulfed in flames. >> they encountered very heavy fire conditions throughout the dwelling with the report of someone trapped. they immediately went to work. >> phil smith is the spokesperson for the charles county fire department. he said four people who lived inside were able to make it out. but after the fire was extinguished, a 6-year-old boy and a 68-year-old woman were found dead inside. fire marshals spent hours investigating the cause while devastated family members stood close by hoping to understand how and why this happened. now, again, the cause of this fire sunday investigation. but fire investigators tell us there was a working smoke detector inside the home. at this point police or investigators are not telling us what the connection is between -- or the relationship between the 6-year-old and the 68-year-old woman. reporting in charles county, meagan fitzgerald, news 4. progress is slow to get things moving around that water main break in bethesda. these are live pictures from the scene at the intersection of rockville pike and cedar lane, which is still almost completely shut down. crews are hard at work. we know they got that broken 74-year-old pipe out of the ground earlier this morning. there are a few more steps they have to take care of before they can start fixing the road surface there. we checked in with melissa fomo mollet, she said you have one lane inbound and two outbound. still about 250 customers without power in that area. we'll let you know when that changes. >> one driver died in a crash early this morning on the bw parkway in anne arundel county. this happened in anne arundel county at route 32. two women riding inside the vehicle were seriously hurt. the road was closed for a while but traffic is back to normal. and police in prince george's county are trying to figure out what led to a deadly shooting. overnight police were called to the 4800 block of tangier place in suitland. investigators do not think this is a random crime. police are not releasing information on the victim. i'm storm team 4 meteorologist chuck bell, beautiful october sky overhead. filling in a bit with some cumulus clouds. cooler and drier air is working its way in. be ready for a breezy point, and confident. in the nearly three-hour cnn facebook debate held in las vegas, nbc analysts says bernie sanders was also solid. martin o'malley had the strongest performance of the remaining three. we'll go into detail with mark murray in a bit. today is the funeral for an elderly man who died after a struggle with security guards. 74-year-old james mcbride was a patient at washington hospital center earlier this month. he died two days after guards restrained him for trying to leave the hospital. his neck was broken but it's unclear why he died. the prince william county police department says a fellow officer's death is not suspicious. officer pina's body was found yesterday morning in independent hill. he cared deeply for his family, friends and fellow department members. new developments about a deadly plane crash in florida the plane crashed into a trailer park near palm beach. it hit two mobile homes. look at the damage here. the ntsb is holding a news conference about the crash right now. they confirmed two people died. kerry sanders will have more on the crash and how it happened coming up in the next half hour. and just into our newsroom, volkswagen's troubles may just be beginning. what they just revealed about the scandal that already has them in serious trouble. an just in to the news 4 live desk, the volkswagen emissions cheating scandal just got bigger. additional suspect software in its 2016 models could help exhaust systems run cleaner during testing. this is different software from what we already knew about in the 2009 to 2015 models, that started this worldwide cheating investigation. the new issue was disclosed last week to the epa and regulators in california. at this point those regulators are trying to figure out whether the new software constitutes a second effort at trying to game the emissions test. more to come on that. more than 60 lawsuits related to that deadly amtrak derailment will all be heard in philadelphia. eight people died, more than 200 were hurt when the train entered a sharp curve at more than twice the speed limit. a single judge will oversee the personal injury and wrongful death suits. amtrak said it would not oppose claims to cover costs of medical expenses, pain and suffering, but several suits seek to punish amtrak for the tragedy. former maryland governor bob mcdonell has asked the court to review his krissen sentence. maureen mcdonell wants to delay her hearing as her husband appeals his conviction. she is scheduled to go to court october 29th. earlier she was sentenced to a military makes a change that could impact a lot of i'm aaron gilchrest, a quick update on the charles severance murder trial. the prosecutor still going forward in day three of presentations here. the focus now, fbi evidence specialist and a detective talking about some of the items found in the car in which charles severance was found in west virginia earlier this year. they talked about the fact that there was a gun cleaning kit under the drivers see the in that vehicle and went through some other things, books, various other things that might be consistent, one detective said, of someone living in the car. they continue to talk about some of the evidence, some of the items found in charles severance's car. we know severance is on trial for three high-profile murders in alexandria. the prosecutor indicated he's ahead of schedule at this point and could likely wrap up his case on monday. then it will be the defense's turn to try to win this case for _- to you.erance. i don't take a focus on other things, but hillary clinton looked the person most presidential. it helped she had done 20 debates in the 2007 and 2008 primary race. >> she was good debater. >> she was a good debater. all of those other people on the stage never had done it at this level before. she came prepared, was ready to go. this month has been important for hillary clinton, the first debate, her testimony before the bengahzi committee next week. when you look at the debate, she passed her first big test of october. >> we want to turn to joe biden. he wasn't on the stage. everybody is talking about him. you tweeted last night that if he was waiting for clinton to mess up, to get in, you didn't get it at all. this morning i read an article that said clinton made biden's decision a whole lot harder. >> this is one of the advantages of being biden, if you want in, you want control your own destiny. hillary clinton has one more big performance before the bengahzi testimony, but last night, she looked strong, looked presidential, and cut off the lanes that joe biden would need to have a rationale to run. >> biden's biggest risk in waiting was the possibility in a change of political landscape and people said that shifted last night. want to get to the gop side of things. how does this impact the republican strategy? >> we have so many more debates to go. the first votes won't take place until early february. so there will be many twists and turns. i would say that you look at the most recent fox news poll, it shows ben carson, donald trump, one and two, ted cruise getting more than 50% of your screen. news 4 midday live >> when you have a broken leg, you go to an orthopedic doctor. for a toothache you go to a dentist. some children with mental health issues are not going to see a mental health expert. dr. joshua weiner joins us this morning. we have some new statistics out. we learned that about 1 in 3 kids seeking outpatient mental health care for anxiety or adhd were actually only treated by a primary physician, fewer than 26% saw a psychiatrist or mental health expert. only 15% saw a psychologist or social worker. now, what do you think? are these kids getting the help they need. >> i think some are, by two issues here. about 10% of kids in this country each year will be receiving mental health treatment. roughly 7%. but the kids that need the mental health treatment is probably closer to 14%. one of the biggest problems with all of this is just access to care. i think people are left with no option other than seeing their pediatrician, even though i think many would realize it's not optimal. >> what should be done about that? we need more mental health professionals, but where will we get them? >> this is a big issue. what i think we need do as a country is a couple things. anyone who becomes a doctor for the most part will go into medicine because they want to do good and do well financially. one of the problem with psychiatry, psychiatrists are one of the least paid professionals in the medical world. so we need to find ways to reimburse psychiatrists and mental health professionals better, so that they're more enticed to go into the field and open up the number of slots available in training for people to become child and adolescent psychiatrists, then we'll have a greater supply to treat the need. >> i want to talk about having primary care physicians not trained for mental illness prescribe. let's talk about that in a few minutes. now we'll go back to angie. >> thank you. the animal warning in one part of our area that's midday, what went wrong and the investigation gets underway after fire rips through a local home and claims two lives. >> and a busy road becomes a rushing river. what we're learning about repairs at this huge every window, every part of that house had fire out of it four people made it out, luckily. unfortunately we did lose two this morning. >> those two people, a woman and a 6-year-old boy, both died in this fire in charles county today. we're working to find out what their relationship was. the charles county fire department says they called in all their units to fight the fire on popular hill road. it broke out at about 12:30 this morning. one firefighter was hurt and is recovering. as soon as we learn the victims names or anything else about them we'll post an update to the nbc washington app. crews right now are running water through new pipes that replaced a broken water main in bethesda. you are looking at live pictures now. we just got off the phone with officials, and they say if there are no leaks they will begin repairing the road. crews have been working overnight to fix the problem this started around 2:30 yesterday afternoon. this morning they removed the old broken pipe that flooded the intersection. earlier crews cut off water to about 260 customers. a group of kids are finally at school after their school bus caught fire this morning. it happened on the belt wear. montgomery county fire say it happened on the outer loop near connecticut avenue. they closed the right side of the road. it's back open now. now we're working to find out what started the fire. part of a popular area trail is shut down for the u.s. park police's s.w.a.t. school today. training exercises will be happening along billy goat trail ats which peek and ohio canal. be aware, a section of the trail will reopen after 3:00 this afternoon. the closed section is from the angler's end trail to the emergency exit trail intersection. police are sepi instepping patrols near a local high school. more montgomery county police officers will be around walt whitman high school because of a post found on social media that implied some sort of violence at the school today. so died when a plane crashed into a trailer park in florida. this happened not far from palm beach. the ntsb is investigating. kerry sanders tells us what went wrong. >> reporter: the national transportation safety board along with local law enforcement is trying to determine what the cause was. the plane went down near a trailer park in palm beach. the fire and explosion was caught on home video and there was a security camera rolling not far away. you can see on that security camera as the plane came down. the ntsb does not know why the plane came down. there is an airport about three miles from here. a man believes his daughter was inside one of the trailers as the plane went down. he has not seen her since. kerry sanders, nbc news. two big events happening at the white house hoed. michelle obama will welcome 60 washington area middle school students to pennsylvania avenue. they'll take part in a workshop called a celebration of song. tonight, a more grown-up event to mark the 50th anniversary of the national endowment for the arts and humanities. president obama and the first lady will host a concert on pbs tonight. previous performances honored aretha franklin and jill scott. uber tries to plug a data leak. and apple is under the gun after losing a patent. the iphone maker used technology from a college without permission. toyota making a major announcement about its long-term plans today. the company says it won't be selling cars that use just gasoline 35 years from now. this announcement comes amid the big scandal involving vw cheating on its emissions tests. toyota believes all of its cars will be hybrid cars by 2050. new today, uber accidentally leaked some personal information of hundreds of its drivers, social security numbers, driver's licenses, vehicle registration numbers are some of the data exposed. the leak was first reported by motherboard. it's connected to the new uber partner app. an uber driver first noticed the mistake yesterday when he tried to upload a document of its own. it's not known if anyone illegally used the data. spirit week at a high school is reigniting a heated debate about a confederate flag. on tuesday, it was usa day at brunswick high. two students were asked to change out of their clothes with the confederate flag on them. teachers also confiscated a confederate flag. a lawsuit pits family in connecticut for $127,000. the woman said she sued her 12-year-old nephew in order to pay her medical bills. the boy jumped into her arm four years ago, she fell and broke her wrist. insurance offered her $1. she couldn't sue the insurance company so she sued her nephew. the jury ruled against the woman, and her lawyer said our client was never looking for money from her nephew or his potts, nbc news, washington. in the trial of suspect serial killer charles severance, we are hearing about some evidence found in his car. investigators say they found a gun cleaning kit and a number of books and other items that would suggest someone living in their car. severance is on trial for three high-profile murderers in alexandria. the prosecutor could wrap up the case as early as monday. morning. a glass of white wine can be helpful to diabetics. that's according to a new study. researchers say a single glass of white wine offered benefits to people with well-managed type ii diabetes. after two years, those who drank white wine every night had better triglyceride levels than those who drank red wine or water. we are seeing alarm statistics about children not getting the proper mental health care. i asked dr. weiner to stick around. what is your concern about primary decisions treating kids who need mental care? >> if you need surgery on something, you want to see the surgeon who has done that surgery so many times they could do it with their eyes closed. same thing with mental health issues. sure, the pediatrician may be able to help out but they have not gone through the extensive training in o training required to treat kids. one thing this study showed that i found interesting, people are more likely to have their kids put on psychiatric medications if they're receiving the treatment just through the primary care physician than if they're seeking the help of a psychiatrist. it's not like psychiatrists are just seeing kids and writing prescriptions. as a psychiatrist we are sitting down with kids and families for a long time. meeting with them several times to do a thorough valuation. medication can be used in some cases, but it's not the answer always. >> does this raise the issue of whether primary care physicians really may be overprescribing medication medications for kids with adhd? >> the kids seeking the care through their primary care physician for adhd are about 10% or so more likely to end up receiving medication. whether that means that they're being overprescribed or whether it could be -- the issues could be addressed through other interventions, it's unclear. it all boils down to if i have a child that has mental health needs, i want that child, if they can, to see the person best suited to deal with the problem. that's a child and adolescent psychiatrist. >> so the primary care physician should do that. they should send the child to a person who knows what they're doing. >> if they can. it gets back to how unfortunately there's not enough of us. it's hard for people to get in to see the people they need to see, which is a much bigger issue. that's a whole bigger problem. >> it is a problem. we've been talking about it and are trying to change minds here at news 4. we will continue this conversation. >> thank you. >> a daughter's emotional tribute to her mother goes viral. plus police go back and it off his chest, 15 years after it happened. he sent an apology letter to the city of orem, utah. he said he vandalized the bathroom back in 1990 when he was with some friends. he also sent $500 in
