help storm victims. >> i'm pleased to report that the federal government has disbursed nearly $9 million to disaster survivors through the individual systems program which we applied for. since we received the disaster declaration. $9million of cash have gone into the hands of individuals who needed clothes, food, immediate shelter. >> governor mccrory went on to say a long-term will be announced early next week. the neuse river in kinston reached record high levels and is not expected to drop below major flood stage until next week. coverage begins with wral's kathryn brown live in kinston where homes and businesses are flooded and numerous roads are impassable. good evening. >> reporter: good evening, ken. it is just unbelievable as you drive around and see some of the damage. many major roads in kinston including 70 where we're standing now are still blocked off. recede so engineering crews are able now to get out and start assessing the stability of some of these roads to see if they can reopen and that's just the first step in what will be a very long process of rebuilding. janetta dixon and tony swinson are learning of a painful lesson. when you suddenly have nothing everything matters. >> completely gave up this morning. getting redirected to another line. redirected to anothe their family out of their home into this shelter at kinston high school. the trunk of their car is filled with waterlogged clothes and damaged keepsakes. things they rushed to save as the waters rose. the front of their car is filled with donations. >> got pillows, got a whole bunch of stuff so my kids was sitting in the car, so i made sure we had some brand-new they filled our tank up with gas. took us to goldsboro. fed us. got all the kids closed. >> reporter: though the neuse river's record-breaking floodwaters have slowly begun to recede, the damage is staggering. nearly $1.5 billion statewide and counting. many people like anne johnston still can't get back to their homes to even assess the damage at. >> kind of at a loss right now, loss of words. you feel like you don't you know? it's like going to be starting all over again. >> reporter: still throughout the loss and heartbreak, there is gratitude and plenty of it. >> from nothing to just have people embrace you and have something, overwhelmed. overwhelmed. >> reporter: ken it was striking not just that family but other families we encountered at that shelter at kinston high school, they were on their back and they were so grateful for what people are donating, there are a number of donations sites. we've got them listed on our website, wral.com. many of them worried about where they will spend the next night, word coming to schools in lennar county are closed for at least the next week for students so the shelter at the high school should remain open. that should come as a some good news for folks staying there. spot you can't help but be resilience and willingness to come back and stay companies began repairing homes. the neuse river crested at a record level this week and could remain elevated until wednesday. along south john street members of north carolina baptist men's association walk-through flooding. >> that's our number 1 thing we want to do. we don't rebuild the house, we want to pray with them. let them know the lord has not turned his back on them. hayzier. >> some vehicles were stranded in floodwaters today but most streets and neighborhoods in goldsboro have dried out. these shelters are open in wayne county, schools will remain closed to students through wednesday. also a boil water advisory has been lifted for portions of wayne county. the only boil remains in effect is for customers in the southwestern area of the county. volunteers are lifting the spirits of flood victims across north carolina. in lumberton pop-up charity sponsor on nearly every corner, churches and other community groups are stepping up to serve hot meals, and out cold water and dry clothing. >> because we know this could be us. we were fortunate that the storm was one mile one-way and one of the other direction. lumberton. the lumber river might not drop below flood stage until sometime next week. in princeville hundreds of residents with flood ravaged areas remain in shelters, more than 200 people being cared for at the high school. the mayor of princeville says the town will rebuild homes and improve the levy to prevent devastation. the plan was to work with the federal government on changes to the levies before matthew hit. update tonight on the damaged woodlake dam, officials provided pictures today that show the water flow over the spillway slowly dramatically easing. sandbags and pumps were used to shore up the large crack near the spillway. this was the scene from sky five earlier this week. commission chairman nick pastrana says the evacuation order remains in effect for now, officials will be meeting tomorrow to determine if it's necessary to extend the order or reduce the number of homes required to evacuate. more than 600 roads remain north carolina. with so many major and secondary roads damaged from the storm getting around lately is a challenge. this is what i-95 looked like just south of benson this weekend, bumper-to-bumper traffic in some cases. the upside at least one lane is open. days after matthew though, portions of i-95 were completely shut. no word yet on when all lanes will reopen. the impact of matthew. state department of agriculture says eastern counties make up 71% of the state's total farm
