>> i will tell you, our photographer and i are seeing a lot of road closures because of the heavy flooding in this county. we are just right nearby the lumber raven. i will show you what happened when it spilled over its banks. that is supposed to be a parking lot. it is a mess. am talking about. cars subpherpbled, barely seeing the roof tops. also you can see some other cars from were under water but because the water receded you are seeing them as they are completely waterlogged. they toured it a second time. more than 100 national guard troops and law enforcement officers are here helping with recovery efforts. the governor says emergency crews performed more than 600 last night. now, many of those rescues are from people and drivers coming up to standing water on roadways and driving through. >> we talked to drivers trying to navigate their way around the county. >> it took me an hour to get here. it is like you are having to go around everything and all of the major roads to get from town to town they are all it is -- yes. it is a mess. >> yes. >> what is it like trying to get around here in this county? >> it is just pretty much a nightmare. one day 1 road is open due to the river being passible and the next day it is closed and then farther downstream another one is there, you know, back and forth, open, closed. >> we heard a lot of you are looking at scenes playing all over the county because of the heavy flooding down here. got a couple other stories for you. we ran into a trucker trying to back away from a flooded roadway that did not have a road closed sign. he actually asked us to shine a light on that road so he can back it out and find another location to go to. we ran into another one. he drove around robinson county destination. he could not do it. he also said he ran out of fuel. there is an upside here. one of 32 counties eligible for federal assistance to help off set the cost of responding to the storm. also for residents homeowners and renters can apply for federal assistance as well to help prepare or rebuild some of the damaged homes. >> those costs keep adding up. we are live if in lumberton, thank you. a wash out means traffic changes that you need about for tomorrow morning. that detour is southbound traffic through benson and dunn. traffic will flow back on the interstate at jones b orrow road. cross over lanes that will shift traffic on to a 2 lane configuration on the interstate. once it is complete the repair work on the road can begin. it should take three weeks. >> the dot closed highway 70 road because of flooding. traffic in both directions will be rerouted. it is unclear when the water will recede allowing the -- traffic to flow again. a community is having a hard time. the entire town is not easy to get to. >> reporter: you know it is bad when you can not make it into town. we tried several routes from time and again we ran into literal roadblocks again and again. the road ahead was flooded or not there at all. this may be the end of the road in our journey. we have seen a lot of barricades, obvious low. it is the first time we have seen this. the bridge beyond here it is not sound. do not go around the barriers. >> we did not give up. we traveled one more road and time. but, it did. >> reporter: tpoeupbly in town we found chief tommy baker with the volunteer fire department. the man has been without sleep for days. plucking people from homes. >> rescued the folks, brought them back to the trucks and then brought them out on the trucks. >> reporter: it seemed things were finally calming down when this came up. >> we had a bit of a scare. 540 pound acre pond. located at had it given way a bad flooding situation would get a lot worse. so far that is not happening. adam owe, s. wral news, finally in marmack. >> now, they have seen devastating flooding before. they were hit hard by floyd in 1999. in the low-lying area of town 59 residents decided not to rebuild. the fire chief is worried the town will shrink even more. flooded it caused problems. the hope is the water will resode in the next 24 hours. highway 111 washed out overnight. stranding people in a neighborhood near saint john church road. water from the neuse rushed across highway 581. the detours cut off goldsboro from the rest of wayne's county. biggest problem, people driving through that water. >> residents near a dam still can not return safely to their homes. mandatory evacuation order communities near woodlake dam. the town officials say the dam is in jeopardy of failing. so far the efforts to slow the water are working. national guard troops stacked about 12sandbags around the creek. they are using pumps to stop the water flow. some residents are escorted to their homes to pick up medicines and other needed items. >> the mandatory evacuation is still in effect tonight for a historic town devastated by 1999. sky 5 flew over widespread flooding. the levy built to protect the town held. the rising tar river went around it. the flooding surrounded homes, cars, business businesses. the town loaders say it will not be as bad as floyd. as the river recedes the mayor says it will be several days before residents can can go back home. >> going to go back home. at this time, our main focus is on safety and the well being of the citizens. at this time w the danger of the water that is in the town. >> reporter: it is not just princeville, more of the east harboro flooded as it continued to rise. it closed highway 64. duke energy estimates all power will be restored to its customers in the carolinas by sunday. thousands we main without service tonight. the county remains in in the worst condition if the state. just under 14,000 customers wayne county that is 2600. samson more have outages in the thousands. >> the aftermath of matthew is threatening people's livelihood. >> local farmers are working overtime to save as much of their crops as they can. candace what are the farmers saying? >> reporter: well, i spoke with a handful of farmers today. right now t is all about working overtime in the fields to get these crops out of water. they say that presents a challenge. >> okay. that is 7 1/2 pounds. that will be $2 dollars and a half. >> reporter: they are saying it is simple. flooded fields are difficult to harvest. >> by the end of the week it we can not get out there there and start picking you will see an empty stand. >> he worked with bethmoore farms for decades. sweet poetate owes right now are his chief concern and he tells us with all of the water grow too large. both scenarios are bad for for business. >> they can rot. not cutting back on your profit. >> they will to what they can to make sure the product gets here to the farmer's market. >> we have a crew in the field right now. they are going to dig probably 100 bins of potatoes ited. >> time is of the essence. it is important to the fields as soon as possible and that the department wants to help farmers recover as soon as possible. the pumpkin farm, getting in the field is on hands and feet. no tractors, no trucks. >> matthew has come we need to get everything out with wheel bear rows and going all of the way up to our knees in water to get it out. >> pump kinds are her family's lively hood. she knows success this season very long. so, we are just doing the best we can to get them out. if we don't get them out they will decay in the field. >> reporter: another concern these farmers say they have is the employees that go out in the fields and harvest these crops they are concern canned that they may not be able to get out there and do their work because they are dealing with their own personal problems because of the flooding because of matthew. that is another add frustration on top of all of this. but, i want to say department of agriculture actually has a hot line set up for any farmer who may need assistance during it this time,ger ald? [crying] >> a son that could not find his mom. >> i left my job and came here. i went to three shelters, called every shelter. my mom was not there. that is because she is still in the house. >> reporter: he drove from michigan to rescue his mom. >> did you just get rescued? >> yes. my son and nephew rescued me. >> sadly i have been in the house i don't know horses are. i have another dog stranded in the house. >> reporter: she walked out of the floodwaters on tuesday with the clothes she had on, soaked and wet, no shoes, no anything. >> my son brought -- [crying] everything is gone. [crying] everything is gone. >> no shoes. >> no shoes. no. >> i got a dog left in the house. he might of drowned. waited. >> helicopters would fly around my house but they did not fly over me. hi signals, hi notes. i had sheets. nobody saved me but my son and my nephew. >> wondering when the help was coming. >> i am so sorry you had to go through this. [crying] >> the great thing is so many people have their lives.
