reporter: the wake county board passed a plan early this year. in the last 10 days of early voting, 17 sites would be on- line. in the first week only one site would be open to early voters in not they believe the shootings may be connected. >> following the investigation since the story broke this the investigation stands tonight. >> durham police and the s.w.a.t. team spends five hours on taylor street. a man linked to 2 shootings cornered. this is the sound of the police s.w.a.t. team shooting tear gas in an apartment on taylor street. the investigators believe the suspected gunman was at the apartment or took off from that apartment. >> at this time we have late entry into that particular locationnd >> reporter: it all started with two shootings thursday afternoon within 10 minutes of each other. sky 5 over both scenes, one at north maple street. the police say the man or the woman was shot. the second shooting happened on harvard avenue. not far away. a man was shot. all three shooting victims were transported for treatment. the police say information led them to taylor street. the police blocked off the area and forced residents to leave their homes as a precaution. >> it is a quiet neighborhood. no activity like that around it this neighborhood. when you see the police out here it scares you. >> reporter: neighbors were frustrated about being out of their homes for more than five hours the chief says it was all in the interest of public safety. >> we anticipate him using some type of chemicals and whatever and you let individuals know what is wral news, durham. >> the police have not released the names or the condition of the people shot earlier today. the person the police believe is responsible for both shootings remains on the loose.
