well....our primary source of fuel in north carolina is the colonial pipeline, which stretches from texas up the east coast. so, when the leak happened in the birmingham area, that severely cut into our supply. now, that's fixed, but it's still going to take a while to restore the full flow of gasoline. consider that it takes 7 to 10 days for fuel to get from texas to north carolina. once the flow starts again out of birmingham , it's going to take on top of that, other states with dry pumps like tennessee, georgia, and south carolina will take their share... which will slow the flow into our distribution centers in greensboro, charlotte, and selma. the trucks still have to pick up and deliver. the north carolina petroleum and convenience marketers estimate it could still be several days before the entire system... is re-fueled. the attorney general has more than 11- hundred complaints about price gouging. four gas stations and one supplier have been subpoenaed after drivers complaine gallon or more. one of the gas stations being investigated is in smithfield. the others are in forsyth, guilford and rockingham counties. we're getting a closer look at the state's economic response to the gas shortage. governor pat mccrory said the state has spent more than 185 thousand dollars in response to the fuel shortage caused when the colonial pipeline ruptured. truck drivers have been working extended hours to bring gasoline from the port in wilmington to stations across the state. the money came from the state's driving around town. it's as easy as picking up your phone or tablet. wral dot com has a link to the tracker on gas buddy. enter your zip code to see the status of gas stations near you. the link is part of the top story on the wral home page. next on rewind... charlotte police release some video showing a deadly officer-involved shooting. we'll play that footage and tell you what the governor said about the video release. a charlotte community is sixmy mother was murdered. and she had touched so many children's lives on the state board of education. the police wouldn't have been able to catch her murderer if roy cooper hadn't fixed the problems at the state crime lab that he discovered when he became attorney general. now governor mccrory is attacking mr. cooper, trying to gain politically from the pain of victims and families. deadly the officer-involved shooting left 43-year- old keith scott dead. emotions remain high while investigators review evidence to fpiece together what happened. the charlotte police chief says scott was armed. family members have said he was carrying a book. chief kerr putney/ charlotte-mecklenburg police dept: "our detectives, through their investigation, recovered the firearm that the subject was holding in his hand when he got out of the vehicle. it was in very close proximity to the subject." he was not wearing a body camera, but other officers at the scene were. charlotte police released some of that body cam and dash cam video of the shooting but many questions still remain. we want to warn you ... the video we're going to show could be difficult to watch... here's the dash cam video released by charlotte-mecklenburg police. you see two officers behind a white truck with weapons drawn. officers can be heard shouting commands - at least tw to "drop the gun." scott is then seen opening the s-u-v door and getting out of the car. he starts to walk backwards...at least four shots are heard in this video and scott falls to the ground. officers are seen moving in. the second piece of video from a body cam. an officer ran up to the s-u-v. it appears he's hitting the side of the vehicle. he runs behind the suv, weapon drawn. we get a quick glance of scott standing outside of the s-u-v. this video is missing much of family members also released cell phone video showing the confrontation. scott's wife was recording before the deadly shooting. but it -- too -- provides a limited view of what happened. at one point, you can see scott get out of the car. you also hear his wife screaming for police not to shoot. she also calls out to her husband -- noting that he has a traumatic brain injury.
