that tomorrow. normal high, 37 degrees. should be the dead of winter. what 50s a year ago the same week, take a look, heavy snow on the south side of town. they felt winter like it should be. the last few days have been on the lakeshore paddleboarding and playing beach volleyball shirtless and really enjoying this weather. today after the fog burns off we expect to see temperatures get maybe over 70 degrees and, yeah, i mean, we're going to see more warm episodes like this as our climate continues to warm. a lot would say that's a positive by-product but come july and august in the 90s maybe not so much as we're sweating. michael, back up to you. >> thank you, rob. now to neal karlinsky in san jose where they evacuated hundreds from the flooding. good morning, neal. >> reporter: michael, good morning. just imagine if this was the main street into your neighborhood. to give you a sense of how deep it is look at some of the cars parked along there. quite a scene as they were pulling people out of here yesterday. take a look at some of these videos of rescues happening. even babies, more than 200 had to be rescued. making matters worses water is heavily polluted with sewage and chemicals. all of this the direct result, they say, of runoff from a nearby reservoir. in fact, much of the rivers and reservoirs across northern california are at their tipping point and have had so much water from so many storms. fortunately it is now beginning to ease off. not raining. the forecast is looking a little bit better and water is starting to recede just a little bit but it'll still be days before people get back in here, michael. >> we hope to have a fast recovery. all right, thank you, neal. back to ginger for more on the western storm that is moving east. ginger is bringing severe weather with it. >> it has a whole lot coming with. snow, severe weather, but the snow in the sierras something we didn't get to see. we saw pictures of the water, interstate 80, a pileup that happened many types this winter already. roads are suffering in parts of california thanks to that moisture but things are starting to wind down and watches expire throughout day and early tomorrow but the wrpts storm match from wyoming up through wisconsin is where we turn our attention now. you see right there, minneapolis, by friday morning, heavy snow. flying. we're talking 6 plus inches in some spots then severe weather, you have that strong temperature gradient, very cold, very warm. you could have severe weather in parts of indiana and ohio. much more to come on that, robin, back to you. >> in other words, stay tuned. >> exactly. now to president trump's crackdown on people in the u.s. illegally. the administration issuing new guidelines on enforcing the law as they prepare to reveal a new version of the travel ban. already getting reaction. someone hanging this banner at the statue of liberty. let's go to abc's senior white house correspondent cecilia vega. good morning, cecilia. >> reporter: robin, good morning to you. the white house this morning trying to ease fears saying these new immigration rules will not lead to mass deportations but for many immigrants and their families those words come too little too late. in state as long the u.s./mexico border, swift reaction to the trump administration's sweeping new rules on immigration. from albuquerque. [ chanting ] >> reporter: to oakland. >> just victimizing part of our community. >> reporter: some immigrants in fear and this undocumented mother in los angeles in tears preparing her daughters in case she and her husband are deported. >> they have to stay here. they have to live here and they don't have to be worried for us. >> reporter: the new rules issued by the department of homeland security put the majority of the country's 11 million undocumented immigrants at risk of deportation. immigration and border patrol agents ordered to deport anyone convicted of any criminal offense. under president obama the target was serious criminals. now people charged but not convicted could be targeted too. as well as anyone an immigration officer deeps a risk to public safety. the white house telling us, this is about enforcing laws already on the books. is one of the goals here mass deportation? >> no. >> is the white house's message today to undocumented people in this country whose only crime is being here illegally don't worry or you're on notice. >> the message from this white house and from the dhs is that those people who are in this country and pose a threat to our public safety or have committed a crime will be the first to go and we will be aggressively making sure that that occurs. >> what about the others who aren'ty they're watching this fearful. >> cecilia, the president has said we have to look at this issue on a case -- holistic way. >> reporter: a promise donald trump campaigned on. >> we will end illegal immigration, deport every last criminal alien. >> reporter: supporters cheering the move. the republican chairman of the house judiciary committee saying the plan takes the actions needed to help end the surge of illegal immigration at the southwest border. but this morning, opponents say the president has gone too far. >> it's outrageous. it's extreme. this is not the kind of policy we want. >> reporter: a lot of reaction coming in. new rules do not affect the more than 750,000 people who came to this country illegally as children. they are known as d.r.e.a.m.ers. the white house for them says this is not a done deal, robin. they say the issue of d.r.e.a.m.ers is not yet settled. >> as you know, cecilia, the secretary of state and homeland security are headed to mexico with talks with the mexican president and have much to discuss. >> reporter: yeah, they certainly do. a big agenda and the president will meet with tillerson here at the white house before he takes off later today. certainly on that agenda with mexico new immigration rule, of course, they're expected to talk about border security and likely trade, robin. >> all right, cecilia, thank you. george. >> thank you. more with our legal analyst dan abrams and martha raddatz. not a good time for general kelly and tillerson going down to mexico and taking in a lot of these deportees from other country. >> it will be very difficult, negotiations, george. we've already heard mexican government say, no way they're paying for the wall and taking in new people, it's going to be a very, very difficult task and as you said the timing really couldn't be worse. >> here at home, dan, the administration, much sounder legal ground than they were with the travel ban. >> right, two totally different things. when it came to this executive order, the travel ban, the question was is it legal? is it constitutional? and the courts have now weighed in and that's still being worked its way through and probably will be a new executive order, et cetera. this is about enforcement of the current laws and how those current laws are going to be enforced. and so the question here becomes less about what do the policies say and more about how are they executed? what do they do in trying to do that? >> and the real question whether local police departments and cities are going to cooperate with this new enforcement? >> that's right because there are going to be some cities which say, if the administration insists on a major crackdown, which it sounds like they're kind of saying, but then kind of not saying. >> they want to have the ability to do it. >> right, the policy is very broad and then when sean spicer speaks he actually says, no, it's actually very limited. but what will happen in some of these cities is the local police or the officials there will say, yeah, this is going to be widespread crackdown, we're not going to be involved. what's the remedy for that? potentially withholding federal funds but they can do that meaning -- >> the feds have to come up with money to pay for these new agents. >> 10,000 plus new agents and judges, by the way, too, judges, as well, detention centers, et cetera, so there has to be funding for all of this coming from somewhere. >> martha, on another front the administration the president gave his defense team 30 days to come up with a new strategy on isis that hits by the end of the weekend, monday or tuesday. >> by monday or tuesday and i think what they have to determine is what exactly can they do? do they add more american troops particularly in syria and the thing that i will be looking for is rules of engagement. do they change the rules of engagement? that means basically when you can shoot somebody. >> and being more aggressive. >> and there have been complaints that the rules of engagement are too tight. they take civilians into account too much. certainly americans do not want to skill civilians but there are some who feel those rules of engagement hold them back. >> now when you think about the fight against isis three top general, general mattis, general kelly, general mcmaster, the new national security adviser all in this position now and have worked with each other far more than they worked with anyone else in the administration. >> they have and maybe not side by side but all of those men have been in combat. all of those men have led troops in combat. there is no greater bond between people than to be in battle together. they've trained together. they think alike in big ways. they've studied together. they're going to approach this as a team. >> real power block inside the administration. thanks very much. robin. now to a major arrest in missouri. a man accused of plotting a presidents' day terror attack is now facing charges and our senior justice correspondent, pierre thomas, is in washington with all those details for us. good morning, pierre. >> reporter: good morning, robin. according to the fbi the suspect was hoping for mass homicide on a holiday. specifically just two days ago, a nightmare scenario to terrorize presidents' day. the fbi claims robert hester jr. is a would-be terrorist planning a bombing spree on a scale he believed was ten types bigger than the boston marathon attack. the alleged mission of a u.s. citizen with a brief stint in the u.s. army, a presidents' day terror massacre targeting buses, trains and a train station in kansas city. but it was all a sting. the fbi locked in on hester after he allegedly began posting isis propaganda and declarations of jihad on social media using a number of aliases including junaid muhammad. >> he opened himself up to being contacted, was very anxious to be recognized and kind of walked right into this trap set for him by the fbi. >> reporter: hester allegedly bought copper wire, batteries and roofing nails for pipe bombs and was shown three ak-47 assault rifles and two handguns. when an fbi undercover agent posing as an isis terrorist said the bloody plot was going to, quote, bring them to their knees, hester responded, allegedly, i can't wait the operatives appeared to wish yacht most of the planning for the attack but hester was all in, prosecutors say and was given a chance to walk away but allegedly said, i'm down, robin. >> oh, my goodness. pierre and the fbi is reminding people we have to watch out for everyone and to stay vigilant. >> reporter: that's right. fbi officials went out of their way to say radicals could be anyone. >> all right, thank you, pierre. robin, new details on that plane crash that killed four american tourists in australia. their plane slammed into a shopping mall just seconds after takeoff. abc's linzie janis here with what went wrong. >> reporter: among the tourists on board a prominent lawyer, ex-fbi agent and former ceo on a vacation of a lifetime and this morning we're learning the trouble on their small plane was so bad, they apparently didn't have a chance. overnight, new information about that small charter plane and what caused it to slam into an australian mall. investigators confirming the pilot issued a distress call moments before impact. >> my understanding he didn't refer to the specific nature of the emergency. only declared the mayday and said that word a number of times. >> reporter: the aircraft suffering from catastrophic engine failure after being airborne for only 20 seconds. >> receiving multiple calls and it appears that this may be a plane crash. reports a sickle propeller plane. >> reporter: the plane's last moments of flight are seen from this vehicle's dash cam and then -- >> possible explosion and flames in the building also reported to be debris onto the freeway. >> there was just huge like it was the biggest flame i've ever seen and there was just black smoke everywhere. >> reporter: good samaritans rushing toward the fire hoping to rescue those on board. >> we got as close as we could and the fireball that was there, there's nothing we could do. >> reporter: all five souls on the plane including the pilot dying in the fiery crash. the four american passengers on board had been heading out for an island golf trip. >> my heart is broken. he was -- that's how both and my sister feel. he was our big brother. he was just someone that you could always count on. >> reporter: one of the americans on board posted on facebook just days before the crash expressing his nervousness on flying on those small planes. george. >> okay, linzie, thanks very much. to amy with more of today's other top stories. more on this killing of the north korean dictator's brother. >> that's right following several developments as police in malaysia investigate the airport assassination of kim jong-nam, half brother of kim jong-un. authorities are searching for two more suspects including a north korean embassy official in malaysia. meanwhile, north korea is demanding that two women who have been accused of carrying out that poisoning be released from custody. they claim the women thought it was a prank for a tv show but police say the women were secret agents who wiped a toxic liquid on his face. back here at home another major airport affected by computer problems. a ground stop was issued this morning for american airlines flights and at philadelphia's airport because of a computer network issue and officials are looking into the cause. and new fallout from the scandal at wells fargo. four more executives at the bank have been fired after being linked to a sales program that opened millions of accounts without customers' permission. new role for magic johnson. the lakers have put him in charge of basketball operations and he has wasted no time. already making his first trade. also this morning in sports a major change in major league baseball. they're hoping to speed up the game. espn reporting that the league is now going to allow managers to signal an intentional walk from the dugout eliminating the need for four pitches. apparently that saves an average of 14 seconds per game. perfect for millennials. >> it's all about -- >> what will we do with that 14 seconds. first in a pile of snow and this is a good thing, ski with a buddy and carry a small shovel. his friends dog him out. he was down there for ten minutes folded up like -- in half. just some incredible video and, ginger, they say the snow is coming to the midwest, right? >> yes, coming to the midwest so that low we're tracking, in colorado it goes thursday through saturday. we put the snow totals expected here. one of the computer models at least and there are areas near minneapolis st. paul that could see up to locally a foot of snow that has not seen in this season so could be the biggest norm for parts of the northern plains and great lakes and goes into wisconsin as well after, of course, having all these 60-degree temperatures so we are going back to winter. >> all right we got some showers around the region. most of these right in the middle of the area and they're kind of shifting toward the east a little more down by dover headed outside most of us are looking at cloudy skies to start out. temperatures, though, are in the low 40's instead of the 30's like yesterday so it's a little bit milder and this afternoon we expect clouds to mix with some sun. accuweather says a high of 63. tomorrow clouds and sun a high of 72 and that 75 on friday will be a new record for friday if we hit it. 72 on saturday with some rain je. the investigation. where that stands this morning and problem is causing delays for american airlines passengers at philadelphia international airport. the faa has issued a ground stop for all american airlines flights that are departing to philadelphia. they're also delays as agents have to manually process people who are trying to leave philadelphia. let's go on over to karen rogers. we should also say no other airlines are affected. good morning. >> that's right. so big problems there and now we're talking about problems on the roads. looking live right now in camden county, we've got an accident that's blocking two lanes. it's 295 northbound past 168 as we're looking live here and the accident itself is really creating problems with two lanes blocked. we're jammed from route 47 to near route 30 where two lanes are blocked and there you could see the delay on 295 and northbound right now. also burlington bristol bridge up right now for a northbound ship. stick to the tacony palmyra bridge or i-95 instead. and just getting word right now that the broad street line right now is shuttle busing the entire length because of an accident that they're dealing with so a serious accident causing big problems right there. in chester county >> you can't win if you don't play. >> too late to buy a ticket. >> never too late. >> i got some plans after work. okay, we'll move on to that new video of harrison ford's close call on the runway in which the pilot just missed the commercial jet and you can hear his confusion on the tape. abc's aviation correspondent david kerley has the latest on the investigation. good morning, david. >> reporter: good morning, george. we've heard descriptions of this but now from airport cameras we actually get to see the incident of harrison ford at orange county's airport. this morning, the video that shows the close call between harrison ford's single engine plane and a boeing 737. as ford is approaching orange county's john wayne airport he acknowledges he's to land on runway 22 left. but the actor/pilot is actually lined up to a parallel taxiway. below him that jet is taxiing waiting to cross the runway to take off but suddenly ford is flying right over the jetliner with more than 100 on board apparently not realizing his mistake asking controllers if the jet was supposed to be below him. despite the safe landing this morning the faa continues to investigate the star's near collision. >> the faa will want to know was this just a bad day where he was having -- in the beginning of the flight he was having problem, at the end of the flight he was having problems or something more serious going on. >> reporter: air traffic control recordings say it started with confusing radio calls. ford who also flies a hell mistakenly identifying his aircraft and calling the wrong radio tower. >> l.a. helicopter, or l.a. helicopter -- sorry, husky eight nine hotel uniform is -- >> husky niner hotel uniform still with the santa monica tower. >> reporter: those calls minutes about of the near miss captured on camera. >> it's a big mistake to miss a frequency change, nope. it is a big mistake to land on a taxiway and overfly a commercial jet. >> reporter: this isn't his first scare. >> i didn't know you could fly a plane. >> fly, yes. land, no. >> reporter: in 2015 the veteran pilot crash landed his vintage world war ii plane on a santa monica golf course shattering his pelvis and ang chem after an engine failure but the 74-year-old actor is apparently hitting the skies once again. on tuesday ford spotted on the tarmac with his wife calista after reportedly flying one of his planes to los angeles. now, the faa investigation continues and the latest word is that investigators have not yet interviewed harrison ford but, george, that is definitely their plan. >> so they have work to do. we heard steve ganyard say it was a pretty big mistake. what kind of penalties could he face? morning. this is an extremely complex answer. we need way more time than we have to answer it accurately but ultimately i think nascar fans, kong sungs habits are changed and jaded by cost and jaded by change and jaded by a perceived lack of leadership in the sport. look, the recession in 2007 was a haircut for nascar. suddenly fansance larry, dollars are harder to come by, not attending races. corporate america sponsor's ancillary dollars are harder to come by. there's no sport that requires it like nascar does, free enterprise business unlike the nba, mlb. what you get in the marketplace is what you got. now, back to the fans and that perceived lack of leadership chairman brian france, nascar's chairman, people want to know where he is and i've asked him in the past why he's not more visible. he doesn't feel like he needs to be. he feels like he has a great management structure in place but drivers loved to go in the office and talk to his father and grandfather and fans fed off that in the past. nour as for the consumption part it's like if i wanted to go in 2001 and see michael strahan hack brett favre and set the sacks record i had to tune in and watch the game. i don't have to do that anymore. i can see it on my phone ten seconds after it happens. how do you quantify digital versus typical television. it's a convoluted equation that we're discussing here. >> all >> were you concerned about the thin ice? there were signs there. you had to be thinking of your own safety. >> yeah, yeah, you know, one of the first things i learned as a kid was never give your body to somebody drowning and i learned that the hard way the first two kids i got to heading into the water, pulled me under, they had me completely under the water. i had to get them up and get them to him but the only time i was really scared as i was entering the water going into, as you can see in the video it was chaotic, they were pulling each other under and knowing you're heading into the middle of that and trying to get out as much as you're trying to get them out and you're their way out. they're trying to get on top of you and get out any way they can and we worked well together. i felt super comfortable having him behind me and handing the bodies off to him and we got them all out and everyone survived. >> how coal was that water? >> freezing. >> brutal. brutal. you know, the [ cheers and applause ] >> i don't know if we're allowed to say. >> is it out? >> is it out? >> i'll let you say it then. >> if you're not sure i don't think you should say it. >> i think we'll get news. amy with the morning rundown. >> i'll save you. good morning. we do begin with extreme flooding in northern california this morning. more than 200 people had to be rescued in san jose, the high water forcing many more from their homes and the threat is not over yet with concern that a local dam will overthrow there. abc's neal karlinsky has the latest. neal, good morning. >> reporter: amy, good morning. this is what happens after days and days of heavy rains here in northern california. you can see the floodwaters up to the top of some of these cars. dozens and dozens were being pulled out all day long yesterday. rescue officials on boats making matters worse, the water here is heavily polluted with sewage and chemicals and these people once they were taken off the boats they had to be decontaminated by fire officials, all of this officials here say is the direct result of spillover from a nearby reservoir into a creek. so many of northern california's reservoirs and rivers nearly at a tipping point right now because they've just had too much rain. fortunately, that is now easing off. the forecast is looking good for now. amy. >> all right, we'll take it, neal, thank you so much. the other big story this morning reaction coming in to the trump administration's sweeping plan to detain and deport certain undocumented immigrants. the new rules order the deportation of illegal immigrants convicted of any criminal offense, not just serious crimes, people charged but not convicted could be targeted. immigrant rights groups says it will drive the 11 million undocumented immigrants in this country further into the shadows. but the white house says the goal is not a mass deportation. >> the message from this white house and from the dhs is that those people who are in this country and pose a threat to our public safety or have committed a crime will be the first to go and we will be aggressively making sure that that occurs. >> and to do so thousands of federal agents will need to be hired to enforce those rules. no word on where that money will come from. meanwhile, today secretary of state rex tillerson and john kelly are arriving in mexico to discuss border security and trade with mexico's president. an appeals court upheld maryland's assault weapons ban and its limit on gun magazines. in their ruling the judges said the second amendment does not cover what they call weapons of war. the nra dismissed the decision as absurd. it could be appealed all the way to the supreme court. and a consumer alert for people who cook with olive oil. unfortunately, get ready to pay more. experts say prices could jump as much as 20% because of a bad harvest in europe that has been blamed in part on the weather. finally, i think we could all use a laugh on this hump day, so take a look at this singing parrot that sounds like rihanna. ♪ voices in my head ♪ i'm friends with >> all right, so that's the rihanna song "monster." pretty remarkable considering the parrot lives in brazil and does not speak any english. you're welcome. >> it's really good. >> really good. >> thank you, amy. >> i have "pop news" envy. >> you going to pull out a talking dog now. >> darn it. tomorrow. in the meantime, "pop news," everybody. [ cheers and applause ] we're back now with a big effect of all the weather warming up, the trees already blooming in some places much earlier than usual. pollen counts are way up and so many people are already starting to sneeze and deal with those allergies. our chief health and medical editor dr. richard besser will break it down for us. monday the pollen count in atlanta was over a thousand. this time last year was 29. >> yeah, it's absolutely incredible. let me show you what's going on around the country. it looks like a weather map. this is a pollen map. what you can see normally all green with very little activity. this is looking at tree pollen and you can see here in the south, look at these dark colors, very high levels, and it's not just the south. it extends all the way up into the north. areas that would normally be under snow and ice and pollen not active are seeing rain leading to mold and trees are blooming. it is a horrible allergy season. >> if it's starting earlier will it end earlier?
