it ended with one 16-year-old's hair being set on fire using an aerosol can as a blowtorch. six teenage girls have been arrested in this case all under 16, all now facing felony charges. police say most of the trouble on septa occurs during school dismissal time, from 3:00 p.m. to 7:00 p.m. >> the problem that we're having right now is school dismissal time has become a period for youth violence. and we have kids causing pain and fear among other kids. >> reporter: tonight the septa police chief says soon to come, at least one septa police officer riding on every subway and "l" burg those primetime hours after school is dismissed from 3:00 to 7:00. live in center city, i'm vernon odom "channel 6 action news." >> all right, vernon. thank you. philadelphia police just confirmed they are investigating the death of a young child in west oak lane. medics were called to a home on the 7100 block of north 15t 15th street around 8:00 last night. the child was pronounced dead a short time later. investigators are awaiting the results of an autopsy before releasing any other details, but they did say this child is between the ages of 3 and 5 years old. we've got breaking political news. abc news has just learned that a vote set for tonight on a republican plan to appeal and replace obamacare will not happy. the -- happen. the vote was delayed within the last hour. and that comes after a day that saw president trump and republican leaders working feverishly to win support for their health-care plan. conservatives have been staunchly opposed to it and today the effort to win them over scared away more moderate republicans. as of right now, it's clear the bill does not have enough support to pass. the white house has said there is no plan "b," and a new vote is tenantively set now for tomorrow. whatever its fate, the debate over the american health-care act is garnering strong opinions on both sides and carries with it real political implications. john rawlins live in collingswood, camden county. john, you've been taking the public temperature on all this today. >> reporter: well, brian, we should be clear, we can't provide you with any scientific polling. that's for sure. the folks we were with for the most part want to retain the aca. but that said, as the whips were counting votes down in washington today, a lot of folks in the three-state region paying attention to what's happening. 600,840 -- that is the number of individuals covered by the aca here in the tri-state congressional area. ♪ we shall not we shall not be moved ♪ >> reporter: a rally in langhorne in bucks county to a darkened auditorium and a video link here in camden county -- >> save our care x. >> reporter: -- an organized effort today by those who don't want to see the aca, obamacare, replaced with the gop's current plan. >> i think the affordable care act has some flaws, but can be fixed, and for the republicans to say that it's not working, it's because it hasn't been taken care of properly. >> reporter: for some of these opponents of the proposed gop plan, the biggest concerns they say changes in medicaid funding. marie turnball says, under the existing aca, people are able to use medicaid to access drug rehab. >> with the opioid epidemic in this state, i think that it is irresponsible to deny care to people who need it most when you're trying to fight an opioid epidemic, which is a cause that representative meehan cares about. >> reporter: meehan is pat meehan of pennsylvania's seventh district. his staff as of late today said he has not yet decided how he will vote. he still wants to review a final draft. well, i guess there may or may not be a final draft tonight, as we are on to plan "b" and the possibility of a vote tomorrow, maybe. we shall see. we did get initial reaction to the news that the vote has been postponed from tonight. that came from a democrat, donald norcross, who sponsored the event here in camden county today. he said that it was welcomed news but that the battle for health-care is far from over. i'm in collingswood, john rawlins, "channel 6 action news." brian? >> all right, john. thank you bill from the congressional budget office. police in israel today arrested a teenage sper his father in connection to a string of bomb threats targeting jewish community centers all across our area and across the u.s. after an international manhunt, they now have the 19-year-old jewish man -- you see him walking into court here today -- and his father in custody. police are not releasing their names but both men face the same charges. the teen is a dual citizen of the u.s. and israel. they described him as a hacker but said his motives were still unclear. that's him there covering his face. the suspect allegedly used sophisticated technology to hide the origin of his phone calls and camouflage his voice. nationwide, there have been more than 150 bomb threats to synagogues and community buildings since january. police believe this teen also carried out fake bomb threats in new zealand and australia. so how was he caught? well, israel's cyberattack unit says it developed specific technology to track him down, but today they wouldn't elaborate on those details. the teenage suspect's lawyer says his client does not have a viminal record and suffers from serious medical problems. he will remain in custody until at least march 30th. meanwhile, praise from the jewish federation today for making the arrests adding it was heartbreaking to learn that a jewish man is a prime suspect. brian? >> all right, alicia. isis is claiming responsibility for that deadly terror attack in london yesterday. it was carried out by a 53-year-old native of england. police say khalid masoon plowed his car into pedestrians on the westminster bridge and stabbed a police officer to death outside parliament before he was killed by police. british prime minister theresa may spoke about the attack during a sweeping speech today. >> a terrorist came to the place where people of all nationalities and cultures gather to celebrate what it means to be free, and he took out his rage indiscriminately against innocent men, women and children. >> two of the people caught up in masood's rampage were an american couple from utah. kurt cochran was among the three people killed and his wife, melissa, was among the dozens injured. >> a woman was badly injured in a police chase that led to a crash this morning in allentown. it happened along fillmore and priscilla streets. a bmw driver was fleeing police when he crashed into sale ver suv causing visitcal injuries to the female passenger. the suggestion spet then difficulted his car but was caught nearby. hear from stunned atlanta. and notice between st. louis and memphis, we go from the 50s to the 70s, and that is a warm front that is moving in our direction to warm us up here starting tomorrow. stormtracker 6 live double scan, there's the front. not a lot of the precipitation with it between chicago, st. louis, cincinnati and nashville. it's going to be some time before it starts to push through our region. and it will bump into some colder air early tomorrow morning. but there's a winter weather advisory for freezing rain up in the poconos, monroe county, 8:0g through 1:00 p.m. saturday afternoon. but for most of us we're looking a morning shower north andest of philadelphia. most areas will stay dry. that brief mixing in the lehigh valley. light icing in the poconos. behind it temps go into the 50s that just cropped up about 15 minutes ago. you can see what's going on. a major vehicle fire, brian and alicia here in the westbound lanes between montgomery drive and the roosevelt boulevard, route 1. just about five minutes ago, this vehicle was fully engulfed in flames but the fire crews arrived on the scene. new all you see is smoke. they've been spraying water and chemicals on that fire. two lanes are out of commission here on the westbound side of the schuylkill expressway and fairmount park as they continue to spray water on that vehicle fire. again, westbound between montgomery drive and roosevelt boulevard. police are also on the scene. now, westbound traffic is getting by in those two left lanes, but doing so very slowly. so we're already parked coming away from gerard out to that scene approaching the boulevard. coming out of town this afternoon, no question, you want to stick with the river drive, not the westbound schuylkill and of course, we'll keep you updated. by lower merion high school, there's a crash at church road. also a crash in delco that's brock pling the northbound lanes as you come away from the shoppes at brinton lake. and in berks county, there's police activity. i think 222 although it has some slow patches would be 8 ber bet. -- a better bet. up in bucks county, doylestown township, watch out, object on the road along 202 northbound as you of hackers. find out how the breach is linked to the labor department. >> plus putting family first. a restaurant in the poconos is offering an extra incentive for diners to do just that we'll explain what they call it next. a day of rage could can be putting a lot of personal information at risk. people using the delaware department of labor's system to look for new jobs to check their accounts, and a state uses a company called america's job link, which was recently hacked. the breach involves names, social security numbers, and dates of birth. other states are also impacted by this. delaware is the only one in our area. to wall street on had thursday afternoon. the markets reacting negatively to word that the health-care vote is delayed in washington. dow falling five pints. s&p 500 down 2 1/2 points on the day. well, today philadelphia's recordbreaking tower, 500 walnut, was topped off. it was a major construction milestone for that project. to mark the occasion, they held a ceremony and a luncheon for guests that included a revolutionary style band. the 26-story development will open to residents this summer. it has already sold two-thirds of his its units including a penthouse which sold for nearly $18 million. that is a new record for the city. >> i'd love a look inside that. a restaurant in the poconos wants families to unplug their devices and recharge their relationsships. they're offering a 10% discount to anyone who puts their phone away. they even offer a special basket next to the dinner specials. the sign reads, "this is family charging time. leave your phone in the basket." customers seem to love the idea. >> great. we need more one-on-one with people. there's too much technology. people don't talk to people anymore. there's no interaction with discount. it's become a symbol of gender equality. now there's growing support to keep the fearless girl statue on wall street. new york city has already granted a permit to keep up that statue in april 2nd. a petition to make it a permanent fixture is gaining more support every day. critics say the statue is a pr stunt for the company behind it. the nfl is hoping a few changes to the game will draw in more viewers. fans have long complained about the pace of play, stoppage time, and commercial breaks. well, commissioner roger goodal is hoping to ref things up. he's proposing a game clock and a standardized halftime play. fans aren't likely to see fewer commercials, of course. the television networks generate major income from those ads. team owners will vote on the changes during meetings that start on sunday. time now for a check of the accuweather forecast on this sunny but chilly afternoon. >> yeah. meteorologist adam joseph standing by with the details in the full accuweather forecast. hey, adam. >> some people may say it's crisp. it's beautiful out there. despite that there is that chill in the air. and it is a beautiful shot here from sky6 live in cape may, new jersey. no one taking a stroll on the sand. and this vantage point, but a reminder that we're only two months away from memorial day weekend. as we take a look at the numbers, 43, allentown, 42 in reading. lower 40s along i-95. even down to the south, millville, 42. but right along the shore, a bit of a wind off the water and it's only in the upper 30s for cape may as well as beach haven. as we look at satellite and radar, that high pressure, that was to our west yesterday. that also supplied the sun and a strong wind is closer by now. and that's relaxing the winds. and keeping that sunshine. we're starting to see clouds increasing from the west. and they'll continue to move in and kind of drift over us late tonight. in fact, those clouds will be on the increase. but those temps do drop prior to the clouds coming in. so we are looking at 20s in most of those northwestern suburbs. even trenton, mill wim, and dover in the upper 20s and below freezing for wilmington and at freezing for philadelphia as well as cape may. warm front starts to arrive early tomorrow morning. and you can see some of that blue as well as some of that purple on the radar here, future radar, some wet. ♪flakes, freezing rain where we do have those freezing advisories. but as this starts to arrive you get maybe a quick little mix here around lehigh valley or reading, maybe some sleet pellets or wet snowflakes but by the time it reaches philadelphia, that precipitation falls apart so it's just cloudy here in the city all points to the south. this is lunchtime tomorrow. and then by 5:00 in the afternoon, a drastic improvement as that front lifts to the north and the sun takes over the second half of the day on friday. and with the return of sunshine here, we'll struggle this the morning, 30s going to near 42, 45 degrees around lunchtime. but after that, when the sun smarts to break back out, those temperatures sky-rocket into the lower in the middle 50s. so a beautiful way to end the week tomorrow afternoon. and as we take a look the 4day at four forecast here, 55 is the actual high tomorrow with that morning shower. again, may mix with a little bit of sleet or freezing rain. lehigh valley to the north. most areas don't even see a shower tomorrow morning south of philadelphia. late sun and then it's warm, cooler at the shore, though. 74 inland, saturday. only 50s at the shore. and then a cool breeze settles in on sunday. some drizzle. 53 for a high and damp and cloudy monday, up to 63 degrees. so a big difference from saturday to sunday. we'll have that turning 100 years young. and it's getting the birthday party it deserves. city leaders today announced the man for the parkway centennial. beginning in september, the calendar will be packed with 14 crash that killed a new jersey state trooper last year. what we now know about the doctor behind the wheel. plus -- she saved herself with de vice for diabetes. getting free from an alleged kidnapper woman is pleading for help after her husband accidentally gave her wedding dress to good will. and how this happened coming up. but we begin with breaking news in that traffic mess on the schuylkill expressway this afternoon. this is the cause of it. chopper 6 flying live now over the westbound lanes. moments ago, we saw this and it was a lot of smoke. but now the extent of that fire very clear. that was a bus. that's the charred out remains of a bus now off to the side of the road. but look at the cause. or rather the effect of this, that massive traffic backup as we head into the 5:00 rush hour this evening. there was a driver on board that bus. that driver, we're told, is just fine. no one else was onboard. that's the good news. but obviously, very significant fire doing a lot of damage to that bus and a lot of the damage to the evening commute tonight. now to the latest on a crash that kit klee injured a woman and sent a driver to jail in the lehigh valley. this is where a police chase both ended and began in allentown this morning as "action news" reporter gray hall found out. officers were trying to stop the driver of the car underneath that silver suv when he crashed and then took off again. gray's live at the scene with more on this very chaotic chain of events. gray? >> reporter: well, lisa, this all started with a simple call to police about a man passed out inside of his car. when it was all over, an innocent woman was trapped inside of her vehicle and concerned residents were left asking, why did this happen in our neighborhood? chopper 6 was above a wild and chaotic scene in allentown thursday morning. the mangled metal is a result of an early morning crash along fill and priscilla streets. from the ground you get a better idea of just how dangerous this wreck was. >> first thing i was thinking, i hope everybody's all right. >> reporter: police said it started a little bit 8:00 when they got a call for a welfare check. they found a man passed out at the wheel. an officer tapped on the window and the man sped off losing the officer before police could catch up with the car, the driver had slammed into this silver suv trapping a woman passenger inside. >> couldn't really see her until they actually took her out, but she was conscious, but she was slowly moving. so she was hurt pretty bad. >> reporter: a man driving that s.u.v. only had minor injuries. neighbors who heard the commotion came out of their homes to the frightened scene. some of them shared these images with "action news." police say it didn't end at the crash site. they say the suspect ran away from the scene and yet again was able to lose the pursuing officers. it appears the suspect was on the run because he had several outstanding warrants, including dui. investigators set up a perimeter and were eventually able to arrest him. >> it was scary. every single one of the airbags was deployed, and i couldn't -- i couldn't believe anybody came out of that alive. >> reporter: and back out live, we can tell you police tell us that victim is expected to survive. no officers were injured. coming up tonight on "action news at 6", we'll tell you what witnesses say they saw police pulling from that suspect's car, and we'll tell you police response to that. live in allentown, gray gray, "channel 6 action news." alicia? >> thank you. a south jersey doctor who killed a young state trooper in a head-on crash last fees was not under the influence of drugs or alcohol. that's according to the autopsy for 61-year-old lloyd ruddily. both ruddily and 31-year-old frank eye williams were killed when ruddily'sit to crossed over the median on route 55 in millville. friends say ruddily had diabetes but the autopsy did not mention a -- lawyers for graham spanier declined to present evidence in his defense today. they arged that how he handled the 2001 complaint about jerry sandusky showering with a boy in the team locker room involved quote judgment calls and was not criminal. prosecutors say spanier's decision not to call police about that was aimed at preserving the school's reputation and his own at the expense of children. the jury was expected to start deliberating this afternoon. philadelphia police are looking for an armed robber holding up businesses throughout the city's chestnut hill and west oak lane sections. detectives released surveillance video from two of the three robberies. on tuesday afternoon, the robber pulled a knife on an employee at the metro pcs on stenton avenue but he didn't get away with cash. on wednesday, the same suspect held up a different metro pcs on ogontz avenue. that tame he got away with $120. he's also accused of trying to rob a gateway cleaners on germantown avenue last saturday. buildings there. the dew point still very low at 6 degrees. that bone-dry arctic air in place. winds southwesterly at 10 miles an hour. as we take a look at the month of march, a lot of the blue on the board here with days below normal. any day in red, that was a day with an afternoon high above normal. and so far the month running around 2 1/2 degrees below average. we have one or so week left, and with that being said, we're going to school here. what was the last month where philadelphia had temperatures below average for the entire month? okay, was it march 2015? do you have to go back to center corporation. police in south jersey are look for two fast-talking women who they say are targeting unsuspecting cashiers in search of cash. montgomery drive and the roosevelt boulevard, route 1, still the same situation as the last half-hour in that. the two right lanes are blocked, two left lanes open to westbound drivers but we are seeing less of that bus now after the fire ravaged it. you can see the fire crews are still conthe scene. police are there as well. and it's just really a mess here in fairmount park on the westbound side of the schuylkill, which now is jammed solid from university avenue out to that scene around montgomery drive. so the delay is spilling back here on to the westbound side of the vine expressway, which is also now a parking lot coming away from 95 out to 76, the schuylkill expressway. philly you're coming out of town this afternoon or you know someone coming out of the town this afternoon, tell them not to get on the highways. use the river drive, the mlk or roads like ridge avenue or lancaster avenue. westbound schuylkill and westbound vine are an absolute mess. we're also watching this problem. it's a broken-down vehicle on the platt bridge westbound headed toward the airport. you can see it here taking out the right lane, jammed coming off 26th street. had a crash in abington township, clearing now. and in delco, by wawa, still really slow on the northbound side of the baltimore park because of an accident there. we'll check it again. brian and alicia, coming up in the in wilmington -- 44 in wilmington. a little on the bizarre side especially after three months in the season of winter this particular year, with temperatures running above average. but as you can see, there is a change coming in, for the warmer. is a warm front from the ohio valley. na will bring clouds in here overnight tonight after a clear start to the night. 24 degrees in the suburbs. 32 degrees for center city with those winds switching to the south-southwest 3 to 6 miles an hour. as the clouds come in and those temperatures drop prior to it, it will be cold enough at the onset of a little bit of that precipitation with the front especially far to the north andest, of philadelphia. 11:00 tomorrow morning, allentown up into the poconos, there could be some mixing issues in the form of some sleet or brief freezing rain, but it's not going to last long. and the majority of our area will not even see a shower here tomorrow morning. and then by the afternoon, everyone clears out, even the poconos. the front lifts to the north. the sunshine starts to peek back out. and those temperatures jump back up to normal around here, of 55 degrees. so a brief shower or a mixed ice pellet or some freezing rain far north and west. afternoon sun. and then this front starts to collapse down, but not far enough through our region that saturday we squeeze out a day of 18 degrees above average with a lot of high clouds, 74, philadelphia. but only 59 at the shore. and then this high comes down, brings the front back to the south and really pulls those temperatures backwards here the second half of the weekend. the exclusive accuweather seven-day forecast, 55 tomorrow with late sun returning. after some morning clouds. warm cooler at the shore, though, on saturday. sunday, a cool breeze, 53 and some drizzle around, especially towards the poconos and the lehigh valley. this is sunday at 11:30 in the morning. and then we'll start to move the temp back up but the clouds hang around monday into tuesday. both days damp with on and off showers. temperatures in the lower 60s. some sun breaking back out wednesday. and then it's bright again thursday and beautiful, a high of 58 degrees. so saturday is the day to be outdoors. and then those big changes coming on sunday in yeah. >> book-end forecast. >> by the time march gets it together, it will be april. >> that discovered. march 4th, marlton, new jersey. march 3rd, deptford, new jersey. december 11th, brick, new jersey. three times these two women have been captured by surveillance cameras at burlington coat factory stores. most recently at this location in the marlton crossing shopping center in marlton, new jersey. police say they're pulling off a well-rehearsed scam. >> oh, definitely. this is a
