shortly by the d.a. kevin steele. he's going feel in some of the blanks in this story and ask for the public's help in finding the man that the police are seeking at this point in time. that individual apparently his -- just his reputation alone and what happened today held -- led to a lockdown of a hospital here about 15 to 20 miles from here in sellersville. apparently that individual held a grudge about a doctor and as a precaution that hospital which is grand view hospital went into a lockdown for a period of time because they feared what might happen given what happened here in montgomery county earlier in the day. so, it is an evolving situation to be sure. live in limerick, john rawlins channel6 "action news." monica. >> thank you, john. philadelphia police are trying to figure out if a young child is responsible for accidentally shooting his uncle. it happened at 11:30 this morning near the corner of 16th and arch in center city. police say a 24-year-old male was in the driver's seat waiting for his brother to come out of city hall. that's when his little three-year-old nephew climbed out of his car seat in the back and grabbed the gun that had been left there. >> it appears at some point the three-year-old child got loose from his car seat, got hold of that weapon and fired it. one round was fired and it went through the driver. again, this is a 24-year-old male. it went through his right shoulder and exited out. >> the gun belongs to the brother who was in city hall at the time. he had left it in the car because he's a housing authority officer but he did not have his law enforcement credentials with him today. >> ♪ >> it is a race against time in mexico. right now first responders and military and hundreds of volunteers are searching through rubble left behind by that major earthquake. the death toll there is nearing 300 today. and officials say it could spike if they don't work quickly to rescue anyone still trapped. abc's carlos grande has more from mexico city. >> reporter: several more people were rescued today but as the search for survivors stretches into another day the need to locate and rescue those trapped beneath piles of rubble gross more dire. throughout the city rescuers raising their arms above their head in a gesture now grown familiar, signaling for silence repeated over and over again and for anxious families the wait for news, any news is excruciating. [speaking foreign language] >> reporter: my good son says this woman his dream is to become an accountant. that mother waiting with her husband for two days at this site rescuers hoping to find the 40 people trapped there alive. among the disappointments the dashing of a dearly held belief that a young girl was alive caught inside her collapsed school that child becoming a symbol of hope only to learn there was no student the only person still missing there is a school employee. >> we did our best to locate any type of survivors and unfortunately at this point we are not getting any type of life scent. >> reporter: 60 people have been rescued since that search .1 earthquake hit tuesday. experts say those trapped under the rubble can usually live for a week or more helping raise their chance of survival access to water oxygen and something to help regulate temperature such as a blanket. but with nighttime temperatures in the 50's and bouts of drenching rain, the risk of life-threatening hypothermia grows and that has the medical community and loved ones worried. in mexico city, i'm carlos grande, abc. >> the united states and north korea locked in a war of words. today president trump called north korean leader kim jong un a "mad man who will be tested like never before." well, kim jong un fired back calling mr. trump mentally deranged and unfit for office. this as the u.s. announces new sanctions against north korea and kim jong un is threatening to test a hydrogen bomb over the pacific. and despite all of this, secretary of state rex tillerson says the u.s. is committed to a diplomatic solution. >> we are engaging with north korea's most important supporters, economic supporters, their friends, china and russia to have them also engage with kim jong un. >> now, china, north korea's largest trading partner has agreed to new measures aimed at isolating kim jong un that includes ending banking with pyongyang. >> this morning the storm hit the turks and caicos as a category three storm. and tonight cleanup efforts continue around the caribbean including the dominican republic. maria's latest target. the death toll in dominica where maria first made landfall is up to 15 now. and in puerto rico, the entire island is still without power. some of the most vulnerable people are nursing home residents. they are stuck inside homes that are running on generators >> we need generator we need lights, water. we can't let them die. we can't let them die. >> very upsetting. right now the coast guard and the navy are in the u.s. virgin islands evacuating residents there. fema has sent more water and more generators to islands in the caribbean as they work to get that power back on. >> turning to the accuweather forecast we are tracking two weather headlines that could impact your weekend plans. the action cam was down at the shore today where the seas are still rough because of storms out there in the ocean. and a live look outside now as we gear up for a very unseasonable weekend as we transition from summer to fall. we could see another heat wave by the end of september. meteorologist cecily tynan live outside now with the details on that. hi, cecily. >> hi, brian. certainly doesn't feel like the first evening of fall. it's pretty warm out here and we still have josé spinning off the coast. now, josé has undergone a little bit of a transformation. it's now a post tropical storm. what this means is it's lost its warm core but it's still spinning out there about 140 miles southeast of nantucket with maximum sustained winds at 45 miles per hour. and it's really continuing to kick up that that wave action. you can see the wave heights near the coast of atlantic city, ocean city about 5 feet. you get those waves crashing inland. it creates that that rip current risk and that rip current risk will continue through tomorrow and through sunday. so, if you're heading to the shore, it will be a great weekend to be on the beaches but do be careful. good idea not to venture too far in the water. a rip current can really take you by surprise. temperature-wise, it's very comfortable out here right now. 82 degrees in philadelphia. it's warm but low humidity. but if you look out to the west, we have real summer-like heat building. chicago, saint louis, omaha, 94 degrees. that air mass will be moving our way as we head through the weekend into early next week. i'll talk more about that, also have the latest on hurricane maria coming up in the full accuweather forecast. monica. >> thank you cecily. bail is set for a million dollars for a woman accused of driving drunk in bucks county. lat month jaclyn jones allegedly crashed head on with another car here in bedminster killing the other driver and injuring his girlfriend. officials say she had a mixture of drugs in her system and was driving on an already suspended license. jones is due back in court next month. >> some major infrastructure improvements are due in wilmington's future. governor john carney and mayor mike purzycki say more than $258 million will be spent over the next six years. there are 20 projects that are already under way or planned. among them the two year reconstruction of the i-95-wilmington corridor which will cost 165 million bucks. >> all of these projects are going to make the city of wilmington a more attractive the major highways. had a crash in whitpain township by blue stone country club that was closing morris road. that just cleared. with the waze app we told you about a crash in the lehigh valley 78 westbound approaching 100 in upper macungie still causing restrictions and causing delays as you come away from allentown. on 95 in bucks county, two separate accidents this afternoon. the southbound one by newtown has cleared but they're still one on the left shoulder as you approach 413 in the work zone. across the river in florence township still have that overturned vehicle on the eastbound turnpike connector. single digit speeds. i would come into new jersey by the burlington bristol or trenton morrisville bridges instead. we'll check it again, monica and brian, in the next half hour. again." kimmel has been locked in a public battle over the gop healthcare plan. one of the bill's authors senator bill cassidy. senator accused cassidy of lying about the plan on his late night show. cassidy claims kimmel does not fully understand it. >> health check tonight and a vicious innovative cancer trial under way in our area is now being expanded. it is testing a host of drugs to see if they work for cancers that they aren't even yet approved for. it includes some unexpected partners and a new approach to testing cancer drugs. >> cancer was always defined by its location. lungs, breast, brain. but in recent years doctors have begun to defining it by the cells themselves or the genetic mutations in them. last year asco launched a trial called taper based on medical match making putting advanced tumors of almost any time through genomic tests documenting their genetic signatures. those mutations are compared to the properties of 17 different drugs to see if they'll work for cancers they aren't yet approved for. >> if you had lung cancer but you were found to have a mutation more common in colon cancer or breast cancer, you might be eligible for the trial for that particular reason. >> dr. pamela crowley of cancer treatment centers of america the first philadelphia center involved in taper, says a patient's response is being evaluated at about 16 weeks. >> if one alteration were targeted agents doesn't work you may be able to move onto another. >> instead of competing the drug makers are collaborating providing them free to patients. dr. crowley says it's like having dozens of trials in one place. she believes oncologists will learn a lot in a very short time and that taper will lead to more clinical trials. bob russo beat kidney cancer six years ago but if that or another cancer develops down the road, he's happy to know trials like taper are an option. >> i'm sure that i would find it to be something i'd be interested in looking into. >> 36 stretch of downtown planned to a public green space. mayor jackson along with epa commissioner announced plans to transform the area between broad and warren streets. mayor jackson says the project next week. so, the accuweather highlights show you that we have a weekend that's going to feel like july. it will be hot, it will be humid by sunday. eagles versus giants, the home opener at the linc, it will be a sizzler, hopefully the eagles will be hot as well as the weather and then if you are heading to the shore you do want to be careful that rip current risk continues right through the weekend. right now temperatures definitely on the warm side. the average high for this time of the year 76. we're 82 degrees in philadelphia, the same in trenton. allentown 83. atlantic city airport 79 and wilmington also 79 degrees but dewpoints right now are in the 50's. it's pretty comfortable as far as how much moisture there is in the air -- how much moisture there is in the air, let me get that right and dewpoints should stay in the 50's tomorrow but on sunday and monday, that's when the humidity will rise as well as the temperatures. so satellite and radar show now post tropical storm josé just basically a remnant low continues to spin off the coast. that throws a few clouds our way every now and then but general to and night for friday night lights, football games it's going to be a beautiful friday night. partly cloudy skies, winds will be out light side. kickoff temperature around 78 degrees by the fourth quarter, 73 so really don't even need a jacket tonight. it's very comfortable. your kickoff saturday down the shore, rough surf, so definitely don't go swimming where lifeguards aren't on cute teach it will be pretty dangerous. 78 degrees. philadelphia mostly sunny, 88. the poconos waking up with some fog. then the sunshine is back with a high of 80 degrees. in the meantime hurricane maria is pulling away from the turks and caicos maximum sustained winds 125 miles per hour. it's still a cat three. it's moving to the northwest pretty slowly. looks to be making a turn to the north as we head through the weekend and then passing between cape hatteras and bermuda by the middle of the next week as a category one hurricane, the latest track just jogs slightly to the west. that's certainly i'll continue to track as we head through the weekend into early next week. the five day at 5:00 tomorrow lots of sunshine, the high 88 degrees. dewpoints in the 50's pretty comfortable. on sunday it gets hot. 91 degrees, dewpoints in the 60's. monday tying the record high of 92 set back in 1970 but now it looks like we probably will fall short of an official heat wave, temperatures back into the mid 80's on tuesday, still humid, 86 degrees. wednesday sun, still in the dark and searchers are working around the clock. we are live with the latest. plus, the trump administration unveils a new plan to limit immigration from six muslim majority nations, this time though it involves restrictions instead of an outright ban. and two rescued seals get new leases on life thanks to the efforts of a local marine rehabilitation facility. and now the details. at least seven people are confirmed dead in puerto rico in the aftermath of hurricane maria but that number unfortunately is expected to climb. >> tonight puerto rico is a changed landscape. homes are flattened in between the floods and the downed trees a lot of roads are impassable. the damage is still being assessed tonight but by all accounts it is simply catastrophic. abc's elizabeth hur joins us live with the latest. >> reporter: brian and monica within the hour here we learned an emergency evacuation is happening right now in puerto rico because of a dam that collapsed. the governor says the situation there remains dire and they can use all the help they can get. days after hurricane maria pummeled puerto rico, rescues are continuing around the clock. with the national guard wading through waste deep water pulling residents out of flooded homes, the coast guard plucking this stranded family from their overturned boat and the navy flying evacuees out of the u.s. virgin islands. all of this has boats who survived maria's wrath grow desperate for help. >> we need lights, we need water. >> this is personal. this is a lot of puerto ricans in new york. >> reporter: new york governor andrew cuomo among those answering that call taking supplies down to puerto rico to help with the recovery. >> anything this state can do for puerto rico, we will do. >> reporter: and with multiple airlines now resuming flights to the island puerto ricans in florida are also on the way, some with generators and food. >> the islands don't have anything. no communication. so bad in puerto rico. >> reporter: search dogs from california also joining the mission. their goal help rescuers find people still missing. >> a lot of stuff has been knocked down, trees are down at that time looks like there will be a lot of climbing and a lot of area to cover for the dogs. >> reporter: and tonight fema is also there, the agency providing the region with not just food and water but also generators, temporary shelter and satellite phones, this because nearly all of the cell towers in puerto rico are still down. reporting live in new york, i'm elizabeth hur for channel6 "action news." brian. >> elizabeth thank you. leaders of philadelphia's puerto rican community are coming together to try to get help to those affected by hurricane maria. state representative angel cruz announced today that a radio on that will take place tomorrow on 105.1. all donations will be given to the nonprofit group concilio which will manage the funds to be sent to aid groups. people can drop off donation's at cruz's office in north philadelphia. >> the trump administration planning to announce a new plan of travel restrictions to replace the controversial travel ban on six muslim majority nations. a source tells abc news the new restrictions could be implemented as soon as this weekend. the white house has declined to discuss specifics but an official did say the administration will ensure that it admits only those people who are properly vetted and who pose no threats. health and human services secretary tom price will now face a formal investigation into his reported use of chartered jets at taxpayer expense. the inspector general will review price's justification for those flights which cost about $300,000. they appear to violate a federal law designed to make sure officials of the executive branch news the most economical travel available. >> meanwhile attorney general jeff sessions traveled to pennsylvania today to continue his push against the opioid crisis. sessions was in harrisburg this morning where he announced nearly $20 million in federal grants to help fight the epidemic. during his speech, he emphasized the death toll of the issue saying they expect that 64,000 people will have died of an overdose last year. sessions had tough words for drug dealers as well as doctors who overprescribe painkillers. but he emphasized compassion for those addicted saying officials had a responsibility to help them get better. >> philadelphia police are searching for a gunman who used a bicycle as a get away vehicle this morning in kensington. investigators say a 38-year-old man was sitting in a van at custer and clearfield streets when at man rode up on a bike and opened fire. the victim was hit in the arm and was rushed to episcopal hospital. police are hoping to get some leads from the security camera installed on a home nearby. police in southwest philadelphia say this man is using cars along 68th street as his own personal shopping mall. the man was spotted on video driving up to several cars and checking out what was inside. he then broke into several of the vehicles and took off. investigators say he drives a dark gray toyota corolla circled there and if you know who he is, police certainly want to hear from you. >> a gray seal is recovering tonight in brigantine after it was attacked by a great white shark. the marine mammal stranding center has been caring for this little gal since the middle of august. now witnesses say the shark which was eight to 10 feet long attacked the seal. she was brought to the stranding center where we're told she's recovering rather nicely. she still needs to gain more weight before she's released back into the wild. a one-year-old harbor seal hit by a boat in april is going to its new home today. it had to have its flipper amputated and it will spend the rest of its life at niagara aquarium. >> spend the rest of his life in captivity but at least he'll have food and companionship. >> niagara which is in new york also has a gray seal that the marine mammal stranding center rescued back in 1990. >> great work. >> yeah. >> time for a check of the "action news" people may be heading down the shore on this friday afternoon, monica and brian. heavy traffic on all approaches to the walt whitman bridge and then the slow pace continues off the bridge onto 42 here through gloucester city southbound on down towards 55. if you're taking our good buddy ben, the ben franklin bridge instead of the walt whitman, eastbound doesn't look so bad at the moment. westbound, though, is quite heavy from the upside into eighth and vine, that's because of delays on the vine street expressway. meanwhile still have that overturned vehicle in florence township burlington county blocking two lanes on the turnpike connector as you come into new jersey. single digit speeds so i would think about using the burlington bristol or trenton morrisville bridges there along route one instead of the turnpike connector this evening. schuylkill expressway i-76 still a little extra crowded as you come eastbound from king of prussia in toward the conshohocken curve but that broken down vehicle that we had by 476, the blue route, is gone but speaking of 476, a few warnings for the weekend. the northeast extension portion of 476 is closing overnight tomorrow night into sunday morning. midnight to 6:00 a.m. between lansdale and quakertown both directions will be blocked at the same time overnight tomorrow night into sunday morning, the east west turnpike will close in bucks county between bensalem and del val. again a six hour stretch you won't be able to use the turnpike there in bucks county and starting at 7:00 tonight until 10:00 tomorrow morning here in new castle county, highway one is going shut down. it's just the northbound direction so if you're headed southbound towards the beaches you're okay but northbound will close overnight tonight. stay over on route nine through port penn, route 13 or even route 301 through mount pleasant as alternates and of course have a good weekend, monica and brian. >> you do the same matt. thanks. >> thank you sir. >> still released a photo of the suspected shooter. limerick police say this is the man they're looking for right now. his name is greg feldman. police suspect feldman was the man driving a black mazda who shot the victim inside her home this afternoon. now, the district attorney says the suspect is known to the victim. they warn that feldman is armed and dangerous. anyone with any information about his whereabouts is urged to contact police. >> a coverage just around the corner of course bringing with it flu season. influenza hitting hard in australia where more than 166,000 cases of the flu have been reported just through september. that is well over last year's total. at least 72 people in australia have died of the flu. australian medical experts say part of the problem is that country's lax attitude about vaccinations. doctors here in the u.s. say getting a flu shot is still your best preventive measure against the illness. >> the trump administration issued new rules that could give grader legal protection to college students who are accused of sexual assault. the announcement was made by education secretary betsy devos. the policy allows colleges to use a higher standard of evidence before finding students responsible for an assault. the criteria will now be a "clear and convincing standard of proof." >> hundreds of high school students from throughout new castle county furry hitchhiker jumped out of nowhere and tried to catch a ride. the officer was on the way to the scene of a crash when that little guy, a raccoon popped out of the woods and landed right on the windshield. he managed to pull over. the animal still there and snap a few pictures. the raccoon hopped off after the officer was done taking these pictures. no word tonight on the animal's motive or whether he managed to get where he intended to go but no charges have been filed. sent you can see that the eagles will be at home taking on the giants in their home opener. it's mostly sunny, it's hot and muggy by sunday. kickoff around 1 o'clock and that temperature in at 87. humid at 4 o'clock in the afternoon with the number coming in at 90 degrees. but all in all the weekend's still well above where we normally should be for this time of year so we'll back it up just a little bit and talk about the rest of today. right now in philadelphia we're coming in at 82. it's 83 for allentown and reading, 74 up in the poconos. trenton right now 82. along the coast in peach -- beach haven. here's satellite6 along with action radar. still tracking the remnants of what was once josé. you can see the coastal sections of new england still getting hit with some on and off rain showers but it's partly sunny and dry for our region for the rest of this evening. so, for tonight, it's partly cloudy, it's warm and comfortable. we'll drop down to 56 in the suburbs and 66 degrees in philadelphia for the overnight low. fast forward into the weekend. on saturday, mostly sunny, it's warm and warmer than normal. high pressure stays in control. you could see that remnant low still out along the atlantic but something to keep in mind with that low off shore. we'll have a big concern with rough surf, large swells and rip currents as well. waves right now running anywhere from four to 6 feet high. so it will be warm inland but at the coast keep in mind that we have that coastal concern with the rips. on sunday however sunny skies on the way its a hotter day with high pressure still in control. it's hot by the afternoon, a high temperature in at 91 degrees and you look down to the south, you can see those clouds that are starting to build because of maria. so even those this remnant low pulls away we're still tracking maria that will move to the north and mainly stay offshore but again rip currents still a concern even as we get into the weekend. so here's the latest with maria. it's a category three hurricane. winds right now sustained at 120 miles per hour moving away from the turks and caicos. this is something we'll be tracking as we head into our weekend. in fact it's moving to the north-northwest about 9 miles per hour, still a category three hurricane by sunday early in the morning still maintaining that cat three status. but by monday, it starts to weaken just a little bit and by the middle half of next week, weakening to a category one hurricane but we will have to watch not just the central line but the cone of uncertainty more than likely staying offshore. we'll keep you posted with the latest. back here at home the exclusive accuweather 7-day forecast showing you tomorrow it's sunny very warm high temperature up to 88. track down that man. 30-year-old greg feldman who police say shot a woman twice as she opened the door to her house on longmeadow road this afternoon. "action news" reporter john rawlins is live at limerick police. john, what are the details. >> reporter: well, jim, longmeadow drive is in a normally quiet upscale neighborhood in limerick but not today. it was gunshots and first responders. it was about noontime in the walnut grove neighborhood of limerick. someone came calling to the door of this large house. >> lady who lived in a residence on that road answered the door. after she answered the door, she was shot twice. >> reporter: the 48-year-old victim was badly wounded. police quickly put out a bulletin to pick up 30-year-old greg feldman believed driving a 2016 black mazda sedan pennsylvania license kfc 4605. the victim knows feldman apparently he was an acquaintance of the victim's daughter. >> so, this is not an unknown assailant and we -- we know that there was a relationship familiar relationship in the past. >> reporr:
