>> reporter: the president's policy message is aimed squarely at the nation's middle class. a proposal for $175 billion in tax cuts free community college education, a tax credit for working families and an expansion of child care tax credits up to $3,000. but of course there's the key question how will it all be paid for? >> yesterday. >> he's a toothless tiger right now. we will get back to that in a bit. >> we are going to begin with the deadly threat faced by millions of americans getting ready for their morning commutes, ice. >> across the northeast scenes like the ones you are seeing here on the new jersey turnpike have authorities urging everyone to please, slow down. here now gio benitez. >> reporter: new round of icy conditions for millions. more deadly crashes in vermont and maine. this propane truck lost control hitting a car and killing its driver, a 45-year-old woman. at least eight people killed in crashes. more than 500 accidents from the mid-atlantic to new england. and that harrowing near miss on the new jersey turnpike. the camera rolling as a tractor-trailer skids out of control, barrelling toward a stopped car before jumping the median and crashing on the other side. watch again. the huge tractor-trailer seconds away from disaster. everyone survives. we spoke with the man who shot the video. >> i realized that everything in front of me was completely blocked off and there was absolutely no way to go to. >> reporter: the culprit black ice and freezing rain. a warning, if the road looks wet it might be a sheet of ice. in oregon, more wrecks caused by freezing fog. two big rigs carrying hazardous material sandwiching kaleb whitby. you can see him inside. that car used to be a pickup truck. >> i could see semi lights coming and i turned with my face forward, gripped the wheel pretty tight and said a prayer that everything would be okay. >> miraculously he's barely got a scratch. it could take nine times longer to stop your car on an icy road than a dry one. officials warning if you have to slow down keep steady pressure and don't pump those brakes. check the weather. a quick-moving clipper system will bring light snow from the dakotas to minneapolis. chicago detroit to pittsburgh but aside from a spot of rain, conditions most everywhere else will be clear and dry. it is january and will feel like it much of the northern half of the country. 30s the northeast across the upper plains. 50s, 60s and 70s for everybody south of the ohio river and heading west. this new in overnight. one person has been killed and another injured in the collapse of a highway overpass in cincinnati. one construction worker was killed. the driver of this tractor-trailer you are seeing was injured when the overpass collapsed on top of his truck. police say the collapsed bridge was undergoing demolition. the bridge was apparently sagging and the big rig clipped it. six members of a maryland family died in a fire at their waterfront mansion. the victims are said to be a couple and their four grandchildren. investigators say it will take some time to figure out what happened here given the size of the 16,000 square foot home. they say the fire caused the upper floors to collapse in to the basement. one of the largest jury pools in the nation's history has been called for the accused movie theater shooter holmes. lawyers will begin the process of selecting a jury from the list of 9,000 potential jurors. it could take until june to find 12 jurors and 12 alternates who were not biassed by widespread coverage of the shooting. >> if you don't believe in the death penalty, you won't end up on the jury and the prosecution is looking for people who are frankly outraged by this case but nevertheless say they can be fair and impartial. >> reporter: defense attorneys argue that holmes was mentally ill when he opened fire in the aurora theater killing 12 people. after a nearly three-hour wait all-clear after a bomb threat. clear after a bomb threat. reported a bomb on flight 468 last night but the number was with connected to two flights. one arriving from san francisco. the other departing to tel aviv. both planes were evacuated. the fbi says no bombs were found. on the streets of miami yesterday, hundreds of riders, look at this, motorcycles and atvs causing mayhem in traffic. this mob appeared to be organized as it headed north in to ft. lauderdale. no police presence was scene. riders drove on the wrong side of the streets, ran red lights, blocked roads and performed stunts as you see there before eventually taking over i-95 northbound. president obama delivers his state of the union address to a joint session of congress tonight. it will be the president's first such address before a republican majority in both the house and senate. his advisers say the president will focus on middle-class economics and doubling down on efforts to boost wages and mobility. the white house released this preview. >> now that we have fought our way through the crisis, how do we make sure that everybody in this country -- how do we make sure they are sharing in this growing economy?
