Amy hello, welcome, october 10th, im amy coveno. First, Kevin Skarupa joins us in the Weather Center. Kevin it looks like a cool start to the Holiday Weekend with a warmer finish. We start off this morning with temperatures in the 30s and 40s. Some extra clouds up north this morning otherwise looks like we start the day fairly quiet with any early clouds giving way to sunshine. What will be the coolest and most crisp autumnlike day that we will have for the Holiday Weekend. Temperatures starting in the 40s and then jumping into the 50s, maybe near 60 and youll also have a northwesterly breeze that will add a bite to the air through the afternoon. All flannels are a go and from there, were talking about warmer temperatures for the second of the third days of the holiday forecast. Well talk about that coming up. Amy Bipartisan Team of legislators is proposing a new bill that could put a drug court in every county in the state. More than 300 people died of Drug Overdoses in 2014 and the state is on track to surpass that somber record this year. Our stephanie woods tells us why the mother of an addict believes this proposal could save lives. Its giving up or giving in, if they see it as a hopeless situation, thats exactly what happens. Tracys son has been battling heroin addiction for four years and currently serving time on a theft charge. He gets out and has no place to go and she fears he could turn to drugs. In those two weeks, hes on the street. Hes alone, he has no money, no cars, no license and no job and no place to live. She says her son needs Access Training and things he could get in a drug court. Were the state with the least amount of resources for this problem and its stunning to me that the financial aspect is more important than the lives of our young people. Manchester police say the city has seen over 500 Drug Overdose and however, there is no drug court. Were not going to arrest our way out of this program. Sponsoring a 2. 5 Million Grant Program that would allow each superior court to of a drug court. The county would have an arrangement with a local Treatment Center and the state would fund 50 of the drug court in its first year. Booten says that 65 of those on drug related charges return. But the drug court we hopefully reduce the use of drugs on the street and reduce the amount of repetitive crime. Stephanie stephanie woods, wmur news 9. Amy if the drug courts become law there would be funding. Officials say a possible bad batch of heroin could be on the streets. Issuing the warnings after two overdoses on thursday night. In both cases the reversal drug narcan helped. Theyre worried that someone has tampered with the heroin and are selling it. And saving the life of someone od in order to get a naloxone prescription, someone would typically have to visit a doctor the. On monday theyre writing open prescriptions to get a dose spoo so far hanneford, walgreen have agreed to fill the prescription. And helping to recover from drug addiction, if 100,000 is raised for easter seals New Hampshire by november 1st, alex ray will donate 100,000. All money will help increase the number of treatment beds at easter seals so more people can get help sooner. If youd like to doe note, visit easter sealsnh. A house fire left pets dead. Crews responded to chelsea street just after 3 00. One person was particularen to the hospital. The cause of that fire remains under investigation. Lebanon police say a man allegedly tried to lure a woman into his van. The suspect was driving a light blue minivan Lebanon Police, 4481212. A 18year veteran of North Hampton Police Department was arrested this week. 46yearold officer Peter Cormier died suddenly a week ago leaving behind a brokenhearted family and friends, and brothers and sisters in blue. Jennifer crompton has the story. The flag was at half staff, a giant version held by fire ladders was draped over atlantic avenue in honor of officer Peter Cormier who would pass by for the last time. Police officer motorcycles, and many loved and respected him for many reasons. I i was air force and he was as well. Among the crews, one from each of the Seacoast Emergency Response Team towns in which he was a Founding Member and sniper team leader. It shows support for our Police Officer and our fire or First Responders and im amazed at the response. For so many brothers ap sisters in blue, he was a dear friend, someone who served his community with dignity and kindness. Above all, he was a family man, a husband and father of 17monthold twins. Because he did not die in the line of duty, his family isnt eligible for those benefits. A go fund me page still collecting donations to help. I just hope that everybody continues to support the family. His beautiful wife, two beautiful children, his brothers and everybody within his family who have lost more than we can ever imagine. The oregon shooting survivor called the lucky one by the gunman speaking out about that terrible day for the first time. Offering the most detailed account so far of the shootings nine injured. In texas a student was gunned down at a housing complex on campus. This happened yesterday outside a complex at Texas Southern university. Authorities are questioning two people in connection to the shooting and are looking for a third man. The University President says the victim was a freshman at the school, but theyre not releasing further details at this time. And just a few hours earlier in arizona, another student was shot and killed in a confrontation between fraternity members. Police say a Freshman Student opened fire at Northern Arizona university during an argument. One man was killed, three others were hurt. The shooting happened in a dormitory parking lot. The alleged shooter is in custody, aggravated assault is held on a 2 million bond. During the same hour of that texas shooting, president obama the families of those killed at Umpqua Community college last week. His visit drew mixed responsement and they say the president is politicizing last weeks tragedy by calling on tougher gun laws in the wake of the shooting. A go gunman killed nine people and president obama met privately with families of victims and supporters. Were going to have to come together as a country to see how we can prevent the issues from taking place, but today, its about the families, their grief and the love we feel for them. Yesterday, the 18yearold student singled out by the shooter as the lucky one, who survive and deliver a package to Law Enforcement spoke out in for the first time. He says the gunman gave him a novel, and stored him to sit in the back of the room while he questioned them about religious the deadly shootings marked the 47th to take place on a campus this year. Of those shootings 26 were attacks that resulted in injury or death. Were following a deadly situation out of turkey. Two bomb explosions occurred just a short while ago. At least 30 people are dead. Over 100 more injured. The explosions occurred minutes apart from a train station in turkeys capital. No word who is responsible. A little rain and we needed it, right . A family now, meteorologist Kevin Skarupa with your forecast. Kevin were looking at the coolest of the days to be today. We start off after the rainfall shoved away with clear skies in southern areas. The farther we go north, in the North Country a lot of people are, in this area, clouds and sunshine, we should enjoy a good part of the day in some central, but certainly sourp areas, there will be a breeze out of the northwest today and thats going to make it feel much cooler. Highs in pittsburgh wont get out of 40s, but 50s for most and 60 in southeastern areas later this afternoon. Well be milder tomorrow, highs tomorrow in the 60s and looks like upper 60s to even mid 70s for columbus day on monday. So theres a look at it again. Quite a few clouds here, North Country, anywhere along and north of the White Mountains where the clouds will be stubborn. Northwest wind will get going and sometimes it will create more clouds. In this situation, i think dry enough of a northwest wind that we should continue to cancel out clouds. The system to our south stays there, this is our next system here and along with it some high clouds start to drift in after midnight tonight. And that may keep temperatures from dropping into 20s across the northern half of the state and 30s a good part of the state to start the day tomorrow. Le and mid 40s with the overcast. An indication of cooler air that eventually arrives and 40s elsewhere. Northwesterly breeze kicking up at times. The reality for early afternoon and starts to lighten up later in the day. Depending, youll notice the cooler air through tonight. Well start a warming trend tomorrow and milder toward columbus day. Temperatures from the 50s to near 60. Of course, with that breeze, it will feel cooler than that. Kind of a classic autumn day with a blend of sunshine this morning and then a few fair weather clouds into the afternoon. Clear skies to drop into the evening and the high clouds may keep temperatures from falling into the 20s across the northern half of the state. From there any high clouds gives way to sunshine and should be in the 60s tomorrow, then as we work into the day on monday, it looks like mostly sunny skies temperatures, and a bare minimum. 66 or 67, and a few spots, maybe climbing into the mid 70s ahead of the next front that would eventually arrive here on tuesday with the chance of a shower or two. My temperatures mid to upper 50s across the good part of the state and dropping in the 30s overnight tonight with high clouds starting to drift in. Those high clouds move away early tomorrow morning and as youll notice gives way to partly to mostly sunny skies again. The warmest of the day will be columbus day, well slip back with a chance of a shower or two tuesday, thursday, leading edge by colder air, by the time we get to next weekend, we could be talking highs in places in the 40s. I was eavesdropping and heard that. It made my heart flutter. Your department has marked serious magic. Thats a bad habit of yours to be eavesdropping, you shouldnt do that. I was. A Family Tradition nearly 60 degrees in the making. A sweater worn for generation and generation and class picture day. The story from indianapolis. As the hands of time ticked away outside Reagan Elementary School a few days back, this picture taken inside miss richardsons first graders captured time perfectly. Her name is miss richardson and shes really nice. Brady, age seven, is in the middle of that picture. I was wearing my sweater and because it would make my picture look good. And it did make that picture look good and did that, keeping a tradition alive for 60 years and counting. Who owned it before you . My dad. Who owned it before your dad. My grandpa. Its a sweater when i ent with in the first grade i learned about it all the way back in 1982 and i learned that brothers wore the same sweater for their first grade picture. The local paper where they lived in ohio featured the story back in 1982 with chuck, his dad and his uncles and looked ahead to today when chucks son might keep that tradition alive. When youre in first grade that thing is a lifetime away and all of a sudden here we are a lifetime away. The coolest part of bradys story, not just that hes wearing the sweater, but brady says one day his son will wear it. 33 years since i wore the sweater and 57 years when my dad wore the sweater last and with my son, when we dont when it would be. Its ten years ago this week that a wall of water swept through the town of alstead taking nearly everything with it. This morning, a plaque marking the anniversary will be unveiled. If you drive an electric car in New Hampshire you may have to pay a new tax soon. Some lawmakers argue that drivers of hybrids and electric cars arent purchasing enough scene. Gas taxes help pay for roads in the state. Were four months away from the New Hampshire primary. Its now make or break time for many of the candidates and several have planned trips to the Granite State to try to win over voters. Well check with mr. Im going to show you a web camera here which doesnt show much, which is the obvious, going on atop Mount Washington this morning, yes, for the last four hours, its been snowing atop Mount Washington on this october 10th. Temperatures are in the mid 20s and winds gusting over 80 Miles Per Hour this morning up there. For the rest of us a much more serene scene. We have the sunshine for the southern half of the state. We have some extra clouds up north. Temperatures in the 40s and jumping into the 50s today with a northwesterly breeze out there through the afternoon. Well talk about the remainder of your Holiday Weekend forecast and how long that snow will last atop Mount Washington in a few weeks. This week marks a somber anniversary in New Hampshire. Ten years ago, flood waters swept through the town of alstead taking four lives along with homes, cars and anything in its path. Gene mackin returned to alstead to show us how the town is remembering the devastating floods that forever remember their lives. Many in alstead recall vividly where they were ten years ago. At 7 25 in the morning when the wall of water reached this spot. The rows and rows of photographs on display in weekend at the alstead fire station carried flood survivors back to that day. The time goes so fast. Back in october 9th, 2005. Days of unrelenting rain, collected dozens of feet high across acres, it was all held back by a hill containing a culvert above town until the earth gave way. While, many were saved by early evacuations, some did not leave. Four lives were lost, dozens of homes swept away, along with everything in the path of that wall of water. Its amazing how the town came back and worked together and just ma i had it what it is today and its just because were a small town and we all kind of work together. And that would come down hatch hill. The alstead Historic Society documented the disaster and rebuilding, from the photos of roads bent and broken, the debris recovered, even the pen used by the governor to sign the properties. Every organization showed up and they all worked together and october 9th i said theyll never get the roads back by the time open. There was a strong Granite State resilience, you know . Were built on granite here. It took years, but the roads, the town, even the river were rebuilt so one of the darkest days in alsteads more than 250 year history can never happen again, and no matter how painful, it will not be forgotten. 12, 12, you know, it changed the town forever. The houses, you know, theyve all been replaced, but losing the lives is the tough part. Those lives and this towns resilient spirit will be unveiled. It will sit on this rock on the edge of the cold river. Jean mackin, news 9. If you drive an electric car, you could have to pay a new tax soon. The current gas tax funds Highway Maintenance throughout the state and some New Hampshire lawmakers argue that drivers of hybrids and electric cars arent buying as much gasoline. They say drivers of all cars will pay something. There will be a bill recommending an alternate source, theyll probably pay more money when they register the kay which will go to the state which will replace what theyd pay for gas taxes. Lawmakers are working out exactly what the tax would be. Every year, the Utility Company eversource has a period when its not allowed to shut during the winter. Its implementing the moratorium early. And its delaying a controversy policy that has a Security Deposit, under the commission guidelines, if the customer is 60 days past due, a disconnect notice is sent. If that happens four times in one year, a Security Deposit request is issued. Through the end of august. They issued approximately 17,000 Security Deposit requests in 2015. Thats up 40 . To the same time last year. For those who are struggling, we want them to seek whatever help they need. Whether it be going on some sort of payment plan with us, or reaching out through sort of the Community Action programs for either temporary or longterm assistance. Well, the residential Security Deposit policy is suspended and the company will review its longstanding practices and determine how west to move forward. For the rest of us, a clear sky, a different story, white the great north woods with extra clouds early and should gave way to partial sunshine in the afternoon and either side of 60, a true autumn feel to the air. These high clouds may keep temperatures from bottoming out too much later tomorrow night. We could, and we could go all the way to the 20s, but likely it will only be in the 30s overnight tonight mainly because of the high clouds drifting in. Those will depart quickly tomorrow morning, and set up a partly to mostly sunny sky tomorrow and mostly sunny on columbus day. The coolest of the three days, mainly in the 50s and youll have a northwest wind, 5 to 15 Miles Per Hour and higher than that and the Higher Elevations and so that will make it feel much cooler if youre going to festivities today. It will make it feel like it out there and beyond that again, high clouds give way to sunshine and temperatures in the 60s statewide and then mid 70s for sunshine around and the next front will arrive on tuesday, a couple of showers, cooler air wednesday and then another cold front, a much stronger one arrives on thursday and with that, the temperatures start to fall off for the end of the week and into next weekend. So, high temperatures today. Mainly in the 50s, it will be with a blend of sunshine and clouds. The clouds up north with the race with the drier air to eventually clear skies out for the afternoon and then more high clouds filter in tonight and gives way to sunshine tomorrow. 50s today and 60s, and upper 6 6s to mid 70s and the second front will mean business with much colder temperatures coming in for the end of next week and you can see how everything is gradually. Its 40s for most, where most of us live below 4,000 feet and high temperatures in the afternoon, going from the upper 40s in parts of the North Country to upper 40s near 60 with the sunshine and breeze for southern areas, gradual warming trend over the next several days, well have details on that and your columbus day forecast in a bit. A Bipartisan Team of legislators is proposing a new bill that could put a drug court more than 300 people died of Drug Overdoses in 2014 and the states on track to surpass that somber record this year. Our stephanie woods tells us why the mother of an addict believes this proposal could save lives. Its either giving up or giving in. If they see it as a hopeless situation, thats exactly what happens. Tracys son jackson has been battling heroin addiction for years. Hes currently serving time for a june theft charge. He amount of resources, for this problem. That the financial aspect is more important than the lives of our young people. The city has seen over 500 Drug Overdoses, 16 of which are deadly. Hillsborough does not have a drug court. Were not going to arrest our way out of this program. The senator is cosponsoring a statewide Grant Program that would allow the superior court as a drug court. The county would have to have an arrangement with a local Treatment Center and the state would fund 50 of the drug court in its first year. Says that 69 of those convicted of drug related crimes return back to jail, but the recitivism in the drug court is 22 . Well be able to get them into the system and get them treatment and hopefully reduce the use of drugs on the street and reduce the amount of repetitive crime. Wmur news 9. Amy currently there are seven drug courts in the state including nashua and concord. If approved they will be eligible for state funding. Massachusetts police say a possible bad batch of heroin may be on the streets right now. In south bridge they issued a warning, in both cases the reversal drug narcan saved the victims. Police are worried that someone tampered with the heroin and is now selling it. Making narcan more accessible for someone who is oding. In order to get a naloxone prescription they typically have to visit a doctor. Theyre looking at an open prescription, hanneford, rite aide, and walgreen has agreed to a challenge to Granite Staters drug addiction. If 100,000 is raised for easter seals, New Hampshire, by november first. The common man owner and founder will donate 100,000, all the money will help increase the number of treatment beds at easter seals so more people can get help sooner. Crews were on the scene, the cause of the fire remains under investigation. Lebanon police say a man allegedly tried to lure a woman into his van. A 18 year veteran of North Hampton Police Department was laid to rest this week. 46yearold Peter Cormier died suddenly a week ago leaving behind a broken hearted family, friends, and brothers and sisters in blue. Jennifer crompton has the story. The flag in front of the North Hampton police and Fire Departments was at half staff. A giant version held by fire ladders was draped over atlantic avenue, in honor of officer Peter Cormier, who had passed by for the last time. Police motorcycles led the procession. Pete cormiers sudden death stunned many, who loved him for different reasons. Im retired air force and pete was retired air force as well through the national guard. Cormier served 22 years in the guard, 18 with the North Hampton police force. The towns, he was a team leader. It shows the support for the police and fire and First Responders. Im amazed at the response. For so many brothers and sisters in blue he was a dear friend, someone who served his community with dignity and kindness, above all he was a family man, a husband and father of 17monthold twins. Two fatal School Shootings in the same day, in texas a student was gunned down at a housing complex on campus, this happened yesterday outside of a complex at southern texas university. Authorities are questioning two people and are looking for a third man. The University President says the victim was a freshman at the school. They are not releasing further details at this time. And just a few hours earlier in arizona, another student was shot and killed in a confrontation between fraternity members. And they opened fire during an argument. One man was killed, three others were hurt. The shooting happened in a dormitory parking lot. The alleged shooter, 18yearold steven jones is in custody charged with first degree murder and aggravated assault, is held on a 2 million bond. During the same hour of that texas shooting, president obama traveled to oregon to meet with the families of those killed at Umpqua Community college last week, his visit drew mixed response. Gun rights supporters protested, and they called on tougher gun laws in the wake of the shooting. A gunman killed nine and injured nine others. President obama go met privately with the victims survivors. Were going to have to come together as a country and see how we prevent the issues from taking place, but today, its about the families, their grief and the love we feel for them. Yesterday the 18yearold students single out by the shooter as the lucky one to survivor and deliver a package to Law Enforcement spoke out. Kevin the farther you go north we will gradually see more clouds and overcast in the northern parts of the state. Were looking at a cool breeze out of the west providing that fall feel to the air in the afternoon. I think the clouds up north continue to dry up. The northwest wind can go either way on that. Atop Mount Washington this morning, thats not just ice on the camera, thats slow in the camera. Mid 20s there, winds gusting over 80 Miles Per Hour providing a wind chill thats below zero there. Its been snowing for the past five hours there. Now, you will notice the trend on the satellite pictures to watch the clouds wither away. I think the atmosphere to our north is dry enough that this continues to go to at least some sunshine this morning with maybe just some fair weather clouds into the afternoon. Central and southern areas, the blue sky you start with you likely end with later on this afternoon. From there, high clouds drift in, which may be the saving grace for a lot of folks. We may not be looking at central and southwestern areas of the state which would be a possibility with clearer skies. Temperatures will fall off quickly this evening. If youre going to be outdoors, youll get to about sunset and those temperatures are going to fall fast so youll want to be ready for that later on this afternoon. Temperatures today only in the wind thats going to provide the extra crispness into the air and into the afternoon. Tonight we drop back. A lot of areas in the 30s, one or two in the 20s up north and that will be with the general increase in the high clouds. As quickly as they come in, the temperatures will be jumping and get into the 60s tomorrow afternoon and thats state wide. Then its upper 60s to mid 70s for columbus day, with sunshine and a southwesterly breezy. Eventually, next front approaches and that could provide us with a chance of a shower or two on tuesday. Another front arrives on thursday. That one will be straight out of canada and behind that, even some cooler air for the end of next week. Much cooler air builds in behind that, and i think, cool enough that by the time we get to next weekend, there could be highs in the 40s on saturday. That will get our attention after 70. Yeah, were headed downward, slowly, but surely. Had to happen eventually. Its a Family Tradition nearly 60 years in the making. A gray sweater passed down from generation to generation and worn for first day class picture day. The story from indianapolis. Icked away, this picture of miss richardson first graders. And who owned it before your dad . My grandpa. Its sort of known as the sweater. So, it was a sweater, when i went into first grade and i learned about it all the way back in 1982. I learned that my father and his two brothers wore the same sweater for their first picture. The local paper featured their story in 1982 with chuck, his dad and his uncles and looked ahead to today when his son might keep that tradition alive. When youre in first grade, away. All of a sudden here we are, a lifetime away. Maybe the coolest part of the story, brady was wearing the sweater that his grandfather did. Brady says one day he knows his too. Its been 33 years since i war the sweater. And 55 years since my dad wore the sweater last. With my sons son we dont know when that would be. What would your dad think . He would be so proud. He passed away in 1999 before i got married and had a son. And to see that story be told would make him so, so proud. Its never too early to think about your next garden. Margaret, were talking about maybe using a section of your lawn that doesnt get a lot of use and turning it into something useful like a vegetable garden, or perennial part, no labor. We like that. No digging. So, what would happen this is or sheet mulching or perma gardening. A lot of common names. We start with our section of lawn here, right . You scruff it up a little bit. The idea is to have carbon and nitrogen sources and this will be ready to plant right away if you want to. What im doing with this is making the lasagna garden and next spring planting raspberry without turning a shovel. Weve scuffed it up a little bit. If you need to put some green sand or lime after your soil test results come back, you do that and then youre looking for a layer thats high in nitrogen, grass clippings, weeding a lot, no weed seed put down an inch of that and either a layer of corrugated corrugated cardboard or newspapers for carbon. There . Its compost thats not fully composted, but well let it finish, another nitrogen level. Two to three. You get to see where it gets its name, the lasagna garden. Youll put down a layer of carbon because the compost is nitrogen. These are old bark chips that are pretty much decomposed. How thick is the layer. The manure is an inch, then your cardboard and inch or so of nitrogen materials and then you put down three inches. Bark chips or ground up branches, whatever you have, and then last, youre going to put down or next, put down about three inches of compost. And youre finally almost done here, and take some dirt, i gather. If you have soil, an inch to three inches of soil on top and cover it with bark chips. You say its ready if you want. You can make this in the spring and put your vegetables into it and it will decompose as the vegetables grow. This is what were working towards or rather, what margaret is working towards. The only thing i need to do is get my t trellis in so they can be planted in between the wires. When are you coming over for raspberry jam . Maybe august of next year if im lucky. You can apply this, it doesnt have to be just fruits. No, vegetables, perennials, and when i do the full bed it will be twice as high as this. Once youve got your layers on top of each other, its going to be about two feet tall. Thats it with little effort. Back to you in the studio. Ten years ago this week that a wall of water swept through alstead taking nearly everything with it. This morning, a plaque marking the anniversary will be unveiled. If you drive an electric car in New Hampshire, you may have to pay a new tax soon. Some lawmakers argue that owners of hybrids arent purchasing as much gasoline and gas taxes helped to pay for roads in the state. Believe it or not, theyre four months away from the New Hampshire primary. Its make or break time. And theyre trying to win over voters. Well get to the stories and more shortly. First lets check with Kevin Skarupa in the Weather Center, hi, kev. Kevin good morning to you, its one of those days, not one size fits all. The thickest of the cloud cover up in the North Country where that should gradually continue to wither away. Certainly the most autumnlike for the Holiday Weekend and we start in 40s and climb into the 50s near 60 degrees, there will be a breeze out of the southwest continuing to add that extra crispness through the afternoon before we set up a warming trend starting tomorrow. Well have the details on that with futurecast coming up in a few minutes. This week marks the somber anniversary in New Hampshire. Ten years ago, flood waters alstead taking four lives this. Along with homes, cars and everything in its path. Jean mackin shows us how the town is remembering the devastating flood that forever changed their lives. Many people here in alstead recall vividly where they were ten years ago, at 7 25 in the morning, when the wall of water reached this spot. The rows and rows of photographs on display this weekend at the alstead fire station, carry flood survivors back to that day. It goes so fast. Back to october 9th, 2005, days of unrelenting rain, collected dozens of feet high across acres, it was all held back by a hill containing a culvert above town, until the earth gave way. While many were saved by early evacuations, some did not leave, four lives were lost, dozens of homes swept away along with its amazing how the town came back and worked together and just made it what it is today and its just because we were small town and we all kind of worked together. And that had come down. The Alstead Historical Society documented the disaster and rebuilding. From the photos of roads bent and broken, the debris recovered and even the pen used by the governor to sign the buyout bill for flood properties. Every organization showed up and they all worked together and october 9th i said theyll never get the roads back by the time the snow flies, but they were open. There was a strong Granite State resilience, you know . Were built on granite here. It took years, but the roads, the town, even the river were rebuilt so one of the darkest days in alsteads more than 250year history can never happen again, and no matter how 12, 12. And that is you know, it changed the town forever. The houses, you know, theyve all been replaced, but losing the lives is a tough part. Those lives and the towns resilient spirit will be remembered saturday at 4 15 when a plaque is unveiled. It will sit on this rock on the edge of the river. In alstead, jean mackin, wmur news 9. Amy a town of overcomers to be sure. Switching gears, if you drive an electric car you could soon have to pay a new tax. The current gas tax funds Highway Maintenance throughout the state. Some New Hampshire lawmakers argument that owners of hybrids and electric cars arent purchasing gasoline and says that all should be paying something. Source, probably more money that will go to the state to replace what theyd pay for gas taxes. Lawmakers are working out exactly what the tax would be. Well, every year the Utility Company eversource has a period of time when its not permitted to shut off Peoples Electric or gas during the winter months. This year, the company says thats starting early. Theyre delaying a controversial policy to require a Security Deposit for chronically delinquent customer. If someone is 60 days past few, the customers received a disconnect notice and if it happens many times, there would be a Security Deposit. Security deposit is up 40 compared to last year. For those struggling, we want them to seek whatever help they need, a payment plan with us, or reaching out through sort of the Community Action programs for either temporary or longterm assistance. Well, the residential Security Deposit policy is suspended, the company will review its longstanding practices and determine how best to move forward. Meanwhile, everysource will not not Nathan Demond was killed while investigating the report of a low hanging wire. The Commission Fined eversource 50,000 for failing to repair a broken cross arm on a utility pole. More details on a story we brought you yesterday at noon. Several auburn businesses were evacuated just before noon on friday after a propane leak on priscilla avenue. This happened just off the route 28 bypass. And we continue to watch at least a little bit of sunshine in southern areas while, as youll notice atop Mount Washington, the temperature there has stripped to 19 degrees, a wind chill of six below. In the last five hours, they have been reporting light snow. So you start off early this morning, otherwise for everyone else that lives below 6,000 feet with at least sunshine in southern areas and sunshine central parts of the state and an overcast sky as youll notice on the satellite picture, continues to dwindle by the minute. Way. It can dry things out or build more clouds up. It may be a combination of the two where we clear skies out. And fair weather clouds continue to pop up. And saving grace from having temperatures drop later on tonight. All the way back into the 20s. It looks like it will be a lot of 30s overnight tonight. Just mainly due to the high cloud cover that well have moving in later on this evening. As quickly as it moves in tonight, it moves out tomorrow morning and it looks like mainly fair skies for a good part of the Holiday Weekend. And 60, portsmouth to nashua. And bear in mind a north, northwesterly wind and that will add the breeze through the air, it could be kicking up over 15 Miles Per Hour, the best chance will this morning and then start to dwindle later on this afternoon. When they used the jaws of life they had a blanket over me, i didnt know why, but it felt like i was comfortable and safe. First responders made sure he was ok. I got sent into the ambulance and right now i just feel relief that i didnt have to go to the hospital. Aside from minor scrapes and bruises, anthony says he feels great. His friend couldnt believe it. I was thinking once he got stuck were going to need the firefighters, i knew right away because the way he got stuck. Its just a childhood thing, climbing a tree and a freak accident and everything turned out well. And anthony says this wont be his last climb. Im lucky and have to pay more attention. Tracys son justice has been battling heroin addiction for five years. She says hes currently serving time for a june theft charge. Hes alone, he has no money, no car, no license, no job and no place to live. She says her son has temporary housing and job Access Training and Mental Health counseling, things that justice could have gotten if he was tried in a drug court. Were the largest city in the state with the least amount of resources for the problem and its just stunning to me that the financial aspect is more important than the lives of our Manchester Police say the city has found Drug Overdoses 16 of which were deadly and theres not a drug court. During the same hour of the texas shooting president obama traveled to oregon to meet with the families of those who were killed at Umpqua College last week. A Family Tradition, nearly 60 years in the making, a gray sweater passed down generation to generation and warn for the first grade picture day. As the hands of time ticked away outside Reagan Elementary School a few days back, this picture taken inside of miss richardsons first graders captured time perfectly. Her name is miss richardson and shes really nice. Brady, age seven, is in the middle of that picture. I was wearing my sweater and because it would make my picture look good. And it did make that picture look good. And it did a whole lot more than that, keeping a tradition alive for nearly 60 years and counting. And who owned that sweater before you . My dad. And who owned it before your dad . My grandpa. Its just sort of known as the sweater. Its a sweater when i went in the first grade is the first time i learned about it in 1982 and at that time i learned that both my father and his twobrothers wore the same sweater for their first grade picture. The local paper where they lived in ohio featured the story back in 82 with chuck, his dad and his uncles and today when chucks son will wear it. And it seems so far away and here we are. And not only wearing the sweater that his grandfather and father did, but brady knows one day his son may wear the sweater, too. Its been 33 years for me and 57 years since my dad wore it. With my son, we dont know when it will be, but hope he does. What would your dad think of this . He passed away in 1999 before i was married and had children. And here is a look at our top stories. It was ten years ago this week that a wall of water swept through the town of alstead taking nearly everything with it. This morning, a plaque marking the anniversary will be unveiled. If you drive an electric car here in New Hampshire you may have to pay a new tax soonment some lawmakers argue that authorities of hybrids and electric cars arent purchasing as much gasoline and its gas taxes to help to pay for roads across the state. Hard to believe it were four months away from the New Hampshire primary. Its make or break time for many of the candidates. And many will stop to try to win over voters. We have more stories, but first lets go to the Weather Center and Kevin Skarupa. Hi. Kevin good morning, amy. It should ab nice Holiday Weekend. A lots of sunshine in the mornings and trying to dry up through the afternoon. A little breezy here, it feels like fall is in the air. Gradually warmer temperatures after chilly overnight lows tonight. Highs today likely only in the 50s in most locations, some upper 40s in the North Country with that breeze and then we start to climb the ladder. 60s in some cases and 70s with this week marks a somber anniversary in New Hampshire. Food waters swept through the down of alstead. Taking four lives along with cars and homes and anything in its path. The town is remembering the devastating flood that forever changed their lives. Many people here in alstead recall vividly where they were ten years ago at 7 25 in the morning, when the wall of water reached this spot. The rows and rows of photographs on display this weekend at the alstead fire station carry flood survivors back to that day. Back to october 9th, 2005. Days of unrelenting rain collected dozens of feet high across acres. It was all held back by a hill containing a culvert above town, until the earth gave way. While many were saved by early evacuations, some did know the leave. Dozens of homes swept away, along with everything in the path of that wall of water. Its amazing how the town came back and worked together and just made it what it is today and its just because were a small town and we all kind of work together. And that had come down hatch hill. The alstead Historic Society documented the disaster and the rebuilding from the photos of roads bent and broken, the debris recovered, even the pen used by the governor to sign the buyout bill for flood properties. Every organization showed up and they all worked together and october 9th i said theyll never get the roads back by the time the snow flies, but they were open. There was a strong Granite State resilience, you know . Were built on granite here. It took years, but the roads, the town, even the river were rebuilt so one of the darkest year history can never happen again. And no matter how painful, it will not be forgotten. 12, 12. You know, it changed the town forever. The houses, you know, theyve all been replaced, but losing the lives is the tough part. Those lives and this towns resilient spirit will be remembered saturday at 4 15 when a plaque is unveiled. It will sit on this rock on the edge of the cold river. In alstead, jean mackin, wmur news 9. If you drive the electric car, you could have to pay a new tax soon. The current gas tax funds Highway Maintenance throughout the state and some New Hampshire low makers say theyre not purchasing as much. And they say all drivers should pay something. There will be a bill recommending an alternate source and probably pay more money when they register the car which will go to the state which will taxes. That bill is under review. Lawmakers are, woulding out exactly what the tax would be. Every year the Utility Company eversource has a period of time where its not allowed to shut off peoples gas. During the winter months the moratorium is early. And eversource is delaying a deposit. If the customer is 60 days past due on the bill, a disconnect notice is sent. If it happens four times in a issued. And theyve received 13,000 Security Deposit requests, thats up 40 compared to the same time last year. For those who are struggling. We want them to seek whatever going on some sort of payment plan with us or reaching out through the Community Action programs for either temporary or longterm assistance. Well, the Residential Security policy is suspended, the company will review the longstanding practices and forward. We have more details now on a story we first brought you yesterday at noon time. Several auburn businesses were evacuated just before noon, after a propane leak on priscilla avenue. The area was shut down for a couple of hours until the crews could stop the leak. And new this morning, were learning that a fire alarm of a fire that destroyed a laconia three story Apartment Building last night. Fire Officials Say that heavy flames were on all the floors. This isnt completely uncommon or crazy, its just kind of a sign of the season to come. We get back to where most of us live below 6,000 feet. The partly cloudy skies, the exception is north of the White Mountains and even there some breaks in the overcast are starting to develop. Blends of sunshine and clouds for us today. What should be an autumnlike afternoon. 50s to near 60 degrees, these high clouds that you see here, the snow wont make it here. Eventually come southeast later on tonight and along with that, tries to keep temperatures up overnight.
