flurry exiting wednesday. jonathan: just in, emergency crews are on the scene of an apartment fire in evanston. it started in the 1800 block of fairfax avenue, just before 4:00 this morning. when crews arrived, the fire had spread to the attic. extra crews had to be called in to get the flames under control. we have a crew headed to the scene. we'll bring you more as it becomes available. >> it's tearing me down. it's literally killing me. >> we're lost for words. we don't know what to do. jonathan: the search will continue this morning for a pendleton county mother who was last seen almost a week ago. the family of tera turner says she was with a friend sunday. he claims to have dropped tera off near the california marketplace along the aa highway. tera's father says she hasn't been in contact with her children or anyone in the family. her phone has had no activity since she disappeared, which is >> she's on her phone every day. every day. we've got a lot of family members involved in it. a lot of them are breaking down, thinking the worst. i tell them, try not think the worst yet. jonathan: the family will search the area around the california marketplace at 10:00 this morning. the pendleton county sheriff's office is asking anyone with nifgs about her whereabouts to call them. police are looking for the suspects who sprayed several middle town homes with bullets in recent months. someone fired at least eight rounds in this home on yankee road thursday. another house a few doors down got hit by bullets. members of the community first expressed concern to wlwt in september when three bullets hit a home on eighth avenue. three children, ages 7, 4 and 1, were inside at the time. >> we need more police officers running back and forth over here. basically. it will make me feel more comfortable. spent the last year meeting with churches and groups to build stronger neighborhoods. the city has added neighborhood watch groups. middletown city manager says total calls for police were actually down from 2014 to 2015. there's a national push to lower the legal blood alcohol limit from 0.08 to 0.05. the ntsb says it will dramatically reduce dui relate the deaths. emily wood has local reaction from both sides. reporter: grabbing a drink or two after work is common for some. recent ntsb recommendations to lower the legal limit could change the amount of alcohol people drink before getting behind the wheel. >> i don't see any real benefit there, because i don't believe that there's going to make -- it's going to make much of a difference going from 0.08 to 0.05. reporter: for social drinkers like james and john, they say it's easy to grab an uber or >> one or two beers shouldn't be an issue. it should be left to the doctors and not the transportation board. reporter: for the family of lisa hasting, the debate over dui limits is a personal story. hasting was 22 years old when she was killed by a drunk driver on route 128 while on her way to work as an emt. her mother, karen, says she supports lowering the limit because every little step can help. >> something has to be done. it happens every day. and when it hits home, it's bad. these are peoples lives. they lose their lives because somebody else was stupid. jonathan: in a statement, mothers against drunk driving says m.a.d.d. currently promotes the national standard of 0.08 blood alcohol concentration while also continuing to strongly recommend that those who drink alcohol not drive. have a chance to get their questions answered. there will be an early childhood fair at the public library in 1:00. you can speak to local businesses, agencies and schools about the educational, developmental and recreational opportunities for your children as they grow. there will also be vision screenings for children who are 1 through 5 years of age and families can visit the robot zoo exhibit. more than 400 students will be northern kentucky today to find out if they have what it takes fo build the best robot in the state. northern kentucky university will host the first lego league state championship. it's for students age 9 to 14. this year's theme is trash trek. and will explore the world of trash collection, sorting and reuse. students will program an autonomous robot to score points on a theemd playing field and will develop a solution to a problem they've identified. regions hall from 8:30 until 5:15. it's open to the public. meanwhile, there's a robotics tournament for high schoolers on the campus of thomas more college. it's being put on by covington catholic high schools robotics and engineering clubs. teams have to design and build a robot to play against other teams from around the world in a game-based engineering challenge. the competition will be from 9:30 to 4:40 at steigerwald hall. developing news out of southern taiwan, where an earthquake has claimed several lives. coming up, the latest numbers on the injured and ongoing efforts injured in southern taiwan after a 6.4 magnitude earth quick hit early saturday morning. the quake collapsed two highrise residential towers. more than 220 people have been pulled from the rubble there. the health ministry reports so hospitalized. the coast guard is out searching the pacific ocean after it says two small planes collided off the coast of los angeles. i saw a still photograph of this earlier this morning. the midair collision happened around 3:30 friday afternoon. divgers have found a plane tail number and a partial number from a second plane in the water. it's not clear how many people were on board the two planes. a team of five u.s. experts has arrived in somalia to help put the investigation into what caused a mid-flight blast that ripped a hole on the side of a passenger plane. multiple sources are saying it was likely a bomb made of military grade explosives that caused the explosion. the plane kept going and landed with the hole in it. a failure of the plane itself hand been ruled out. but officials believe this increasingly looks like terrorism. isis linked militants. the passenger, who was sucked out of the plane when this thing was exploded, is identified as a 55-year-old. officials say he doesn't appear to have been a suicide bomber making the explosion more mysterious. a crane collapse in new york city's killed one person and injured three others. this happened in the city's tribeca neighborhood. the mayor says the crane was being lowered and secured because of strong winds when the accident happened. the crane's boom landed across several cars, smashing their roofs. the person who was killed identified as david wicks, was sitting in one of the parked cars. the collapse remains under investigation. let's shift gears and talk about local weather with jennifer. jennifer: yesterday, it was a cold start at 18. this morning, we're starting at 25. we'll climb this afternoon to 46. we have just as much sunshine, or close to what we had yesterday. satellite and radar combined showing the scattered clouds overhead. partly cloudy skies this morning. we'll keep it that way through sunrise sunrise, into the afternoon we'll have scattered clouds as well. we're at 26. the low dew point at 23. the winds are calm. part of the components today for the forecast is generally light winds. when you get temperatures really warming up over winter weekend, you usually have south winds to help out. today, into the mid 40s. not much of a wind. tomorrow, they'll pick up a little bit as we climb the temperature a few more degrees. we're at 36 at 11:00 a.m. 44 at 2:00. 45 by 5:00 p.m. partly cloudy through the stretch. the wider view showing snow showers across the great lakes. locally, for us, quiet conditions. we'll stay that way moisture along it that we end up with rain showers developing in the afternoon to our west and then dragging our way tomorrow evening. the timing looks like it's after 9:00 tomorrow evening. we're talking pretty late into the evening hours. a band of rain sliding through, diminishing. not too noticeable or problematic. a tenth of an inch on the high end. we have a period of rain showers late tomorrow evening. that's the cold front. behind it, monday morning, moisture being squeezed out. it's monday morning, we're transitioning from rain showers to a few wet snowflakes as temperatures hold in the mid 30s. air temperatures should be above freezing. not too concerned for a problem heading into monday afternoon, the colder air continues to dive in. it looks like we'll set up for periods of snow showers for monday, tuesday and trying to move out for wednesday. any one of those days, we could have a covering, a half inch, maybe a few isolated one-inch totals out of heavier snow showers. yesterday. it's not the 60s from last weekend, but still very doable it's quiet. next week, we get more active. there's, in time, strong winds, cold temperatures and snow showers. it's not going to be over the weekend. we're in the 20s for the current morning. there could be frost out there. the winds are light enough this morning and the humidity is pretty high, above 80%. our visibility is high as well. we have scattered clouds, but dry conditions. wlwt radar, no precipitation this morning. there are a couple of flakes out across portions of illinois with the clouds. otherwise, it's just some clouds building in through the night. no big problems. we should have sunshine with any scattered clouds come sun vise. then partly cloudy skies through the afternoon. a nice weekend shaping up with the temperature close to average. the forecast today, 46. the average high's only 41. a couple degrees above that. average low is 24. 66 will stay the record warmest temperature for today's date. we'll do well this weekend, but we talk about snow showers next week. that's coming up. jonathan: a mom is being held on a $10,000 bond, accused of overdosing in a kroger parking lot with her daughter in the car. police found crystal hall with a syringe she used to shoot heroin. hall will not be allowed contact with her daughter. a grand jury will hear the case coming up on february 16. word of that arrest comes as warren county is taking a very visible approach to fighting the heroin epidemic. a new billboard is offering cold, hard cash in the name of catching heroin traffickers. wlwt news 5's make dardis has details. reporter: this is the sign creating more than a few conversations in union township. a billboard along state route 48 encouraging tips and text messages to combat a still growing epidemic. the added incentive, cash to report drug abuse. and anonymous, but the message is anything but. warren county experienced a 42% increase in heroin related overdose deaths from 2014 to 2015. another sobering reality, the fact that drug overdoses now top car crashes as the leading cause of accidental deaths all across the state of ohio. no community is immune. urban centers or suburban subdivisions. a lesson to warren county drug task force hopes will continue to spread. jonathan: the state of ohio also focusing on getting families to understand this issue. the department of health identifies these groups as those with the highest heroin risks. men and women 25 to 35 years old. the problem is big everywhere, but especially in southern ohio and cleveland. the state also found high heroin risks in both urban and suburban settings. happening today, local cycling groups are hosting a memorial hit and run crash in anderson township last weekend. the ghost ride for michael prater will take off at 2:00 from lunken airport. he worked at rei in norwood. employees from columbus's store will man the norwood one so prater's coworkers can take part in the ride. prosecutors upgraded charges against the driver in a the crash. mindy woodall faces vehicular homicide charges. investigators found drug paraphernalia in her suv after the crash. roger bacon showing getting a lesson in working hard, dedicating yourself to something and running toward your dream. >> realistically, i'm probably not going to be in the top three, but just being in the race is a big accomplishment. reporter: a big accomplishment would be an understatement. for more than half his life, tommy kaufmann has been training >> since junior high, i think. not really competitively since high school, but, yeah, probably 15 years or so. reporter: next week, the 26-year-old will travel to los angeles to compete in the olympic trials. he has a chance to make it on the u.s. olympic marathon team. >> i'm just hoping to go out and have a good race. just go out, compete, let the result take care of itself. i know i'm fit. i know i'm in shape. so see what happens on race day. reporter: kaufmann graduated from marie month high school and continued his running career at xavier university. now, as an educator, he's teaching students lessons about life and never giving up. >> four years ago, i tried to qualify, and did not make it. so it's kind of been like a goal i've been shooting for four years. definitely visualized it, but to finally get there is a really nice achievement. for the olympics or not, tommy kaufmann says he'll continue doing what he's always done. run. in middletown, natalie clark, wlwt news 5. jonathan: many people remember back in 1984, it was jill is for dimpg, who had the same situation. she made the group of 200 and finished third, got to go to the olympics. it's julie. i knew her sister, jill. tommy kaufmann will compete against 200 confirming infections. friday, the cdc issued a recommendation for men to not have sex with their pregnant partner for the duration of the pregnancy if they've traveled to zika areas. for pregnant women, the virus's impact on unborn children is devastating. rick scott, florida's governor, has declared a public health emergency in five counties. in hawaii, the first case of a newborn with zika was this week. tests at eight homes in flint are showing lead levels are going down in the water and that the filters are working. in the filtered water, there was no lead detected in almost all the homes. unfiltered water had trace >> last week, we were concerned about whether filters were doing their job. this week's report suggests that from what we know so far, they are, in fact, doing their job. the epa is continuing to test. jonathan: state officials are warning pet owners to filter water for cats and dogs. this after two dogs tested positive for lead toxicity. students in harrison are hosting a bottled water drive to help the people of flint. we've been generous around this area. i bet they've got a ton of bottled water. the fundraiser is being organized at harrison junior school. donate water to any elementary school district. students will load the water february 16 and deliver it february 17. make your donations before then. students hope to have 4,000 cases of water for 20s for most of us right now. i don't think we drop off too many more degrees for the morning hours. we'll probably steady out well in the next couple hours before we start our climb. batesville is friday. expecting high today around 46. so we'll do pretty nice this afternoon, back above average. quiet this start the weekend. we're dry tomorrow morning. here comes the next system, moving quickly
