next on eyewitness news-- a "dam on the brink". hundreds of people -- being evacuated right now-- we're live on the scene. plus- a 'city in waiting'-- what's getting done in goldsboro to prepare for flooding that could start tomorrow. and a 'barge' -- could soon "barge into" homes on the 'outer banks'... what'll happen next. eyewitness news starts right now. breaking news right now in moore county--- crews are evacuating 'hundreds' of people near the 'woodlake dam'. good evening from the breaking news cenetr - i'm steve daniels. there's a 'problem' with the dam -- right outside the town of 'vass'. flooding has the 'dam' -- near its 'breaking point'. this is a map of showing the area--- vass is in moore county-- but the cumberland county town of 'spring lake' -- are being told to get out of town. joel brown joins us live with what's happening right now. more breaking news -- this time news -- this time not involving the aftermath of hurricane matthew. three people shot in downtown fayetteville. it happened tonight on adam street. police say -- a man who goes by the nickname 'j-rock' -- walked up to three men and started shooting. one of the men is in critical condition. the other two were taken to hospital with non- life threatening injuries. police want you to call them, if you have any information about the crime. happening now-- a "flooding central and eastern north carolina. 'entire towns' under-water tonight.... many others -- along the 'neuse river' --bracing for 'historic flooding'. chopper 11- hd--captured the devastation "matthew" left behind. rescue crews plucked people from the roof tops of their homes. we are staying 'on top' of the 'developing details' -- covering 'every angle' of "hurricane matthew's devastating impact" -- on our state. here's the latest information just into our newsroom. 11 people in north carolina now confirmed dead -- because of matthew. most of the people died -- when flood water -- swept their vehicles off the road. three people are still missing tonight. duke energy reports 204- thousand outages in 46-thousand in wake county. stretches of i-95 and i-40-- are still closed right now near benson and in cumberland county. and authorities warn --- the dangerous flooding-- will continue through the week. developing right now in wayne county. ...water levels--- rising along the neuse river. voluntary evacuations underway right now--- along the 'neuse' -- in goldsboro and kinston. people are already -- heading to shelters tonight --- bracing for what 'could' be record flooding. some good news... we've been watching as power has been slowly coming back to life... but we still have a lot of flooding... we're here off... and this is a heartbreaking sight... take a look.... cats... skies and sunshine... shining light on the still rising waters here in goldsboro... surrounding buildings... flooding the cemetery.... and emergency crews say washing out 65 roadways.... this is highway 117.... flooded and now completely closed off. kathy peoples evacuated from buscoe beach 18:54:26 "don't know when we're going to get back, don't know of an rv park around here that will take us." kathy peoples is one of several living in these lion parking lot... home. she and her husband were living on buscoe beach... when on saturday emergency crews came knocking... telling them they would be under water in about four hours. peoples 18:55:19 "it terrified me to death, i been through hurricanes in my lifetime but i have never been through a flood like this, i have never in my life seen so much water so quick, so fast." parked right across from this park....is ronald young... who says the national guard evacuated his mobile home park. ronald young evacuated 18:59:20 "said you have to get out and i'm like go where?" where... for him... is his suv. he's been living in it for a day and half... with his dog. he hasn't been able to find an open hotel... or a nearby shelter that'll take them both. young 19:00:00 "it's a horrible feeling, you're stranded." wayne county leaders say hurricane matthew dumped 14 to 18 inces of rain...and say the flood waters sticking around... for at least the rest of the week. county leaders... say the river is more than 26 feet right now... crest tomorrow to more than 28... but then drop only a foot... for the rest of the week. the water headed to 'goldsboro' -- 'smithfield' today. parts of 'johnston county' are underwater tonight. businesses and homes along u-s 70 are flooded -- after the neuse river -- overflowed its banks. sections of n-c 210 also closed right now. the city of wilson didn't escape the flooding. much of 'it' is under water, too. a drone capturing this video... it shows "bill ellis's world famous barbecue" -- inundated. and 'everything west side of smithfield. you can't see the roads-- and tractor trailers are 'barely' above the water. about an hour east of raleigh.. in princeville- the flood danger continues. the entire town has a population of about 2- thousand... and residents were ordered out. the rising tar river- expected to reach 17 feet 'above' flood stage 'soon'. a mandatory curfew is now in effect. pretty much all of "princeville" is under water. people there who survived hurricane floyd's deadly flooding... flashbacks. people forced to abandon their homes... are now worried about looters. police stepped up patrols in neighborhoods they can still drive through. to robeson county now--- where a massive amount of water--- inundated lumberton. as the water quickly came crashing in... hundreds of people got stranded in their u-s marshals also on the scene... rescued children.. trapped in flooded homes. but there were plenty of people who said they needed to find a way out... on their own. the water came and quickly. within minutes lumberton was under water. rescue crews had boats... helicopters and high water vehicles in action people but for some the wait was too long. but even the school that was supposed to be a safe shelter had to be evacuated because it too flooded. now homes... restaurants... businesses and everything in them is gone. a robeson county says- ice and water is getting shipped in... because about 26-thousand utility customers in the county do not have water. i spent the day in cumberland county -- along "lower little river" in 'spring lake' -- where the 'water' is rising. ...it's normally an hour drive south of raleigh... but it took two and half hours to get there... becasue so many roads are closed. our first stop was at the "riverview memorial garden" -- a cemetery on "bragg boulevard"... ...about a third of the cemetery is underwater. number of people -- stopping by to check on the "final resting place" for their loved ones... some burial plots are 'dry'.... but 'brenda - conway' discovered her 'parents' and 'brother' -- are 'underwater. just down 'manchester road'.... mario caesar -- is really upset. he says -- water is county... and it was rising all day. he says -- his home is normally 30-feet away from the river... and on 12- foot stilts... but as you can see -- it's now underwater. the woodlake dam -- we told you about off the top of the newscast -- little rivier from spring lake... so people like mario -- and many others in northern cumberland county -- are closely watching the situation in moore county... hoping that water is not coming 'their way'. staying in fayetteville- flooding is cutting off several neighborhoods from the rest of the city. area's impacted include "king's - grant" and "rayconda" subdivisions. we also learned tonight- the u-s corps of engineers is rate from the jordan lake dam. this will not affect levels in the cape fear river. in fayetteville- the situation still dangerous tonight. jon camp shows us some of the damage. fayetteville.. reeling from hurricane matthew.. the water, now down in many parts.. leaving behind damage like this.. this is greenock avenue.. a well travelled road here.. and far from the only road to be washed out. the same thing happened on bingham drive.. the road there, completely washed away.. and on gillespie downtown.. the rushing water that did this damage.. also flooding homes and businesses, including carolina specialties.. started 30 years ago by bobby swilley, who says he's never seen it this bad. he and his employees put out 400 sandbags.. and still the water came pouring in to his embroidery shop and did hundreds of thousands of dollars of damage. swilley - who does have flood insurance - asked governor pat mccrory -- in fayetteville surveying damage -- about relief funds today. bobby swilley / fayetteville 14.06.25 the hard part about it is we have 15 employees. they've got payments, and house payments. so what we need is immediate help. swilley didn't get the answer he wanted.. the governor said his first priority was helping people without flood insurance.. swilley has it for his business.. but says w/o emergency funds.. it could take him a month to get his business up and running. in fayetteville.. jon camp.. abc11.. ewn. fayetteville police are hoping find a man last seen near fast moving flood waters. they're trying to find boris abbey... he was last seen saturday during the storm, in the area of morganton and westlake roads. if you've seen abbey, you're asked to call police. many school districts -- in the area -- are closed because of matthew's aftermath... cumunty schools are closed tomorrow and wednesday. edgecombe county schools are closed tomorrow-- so are franklin, halifax, harnett, hoke, johnston, clinton city, wayne and wilson. you can find the list of other closings and delays on abc11 dot com and the abc11 app. 'matthew' -- washing out -- major roads in our area. next on eyewitness news-- a look at the stretches of eye- 40 and eye-95 that are still closed. plus--- matthew separates massive barges-- from the bonner bridge. where they ended up--and why crews had to evacuate in cumberland county .. dozens of people are spending another night in emergency shelters .. flood waters forced them out of their homes. residents of the "mt. sinai housing complex" in fayetteville... shared video with us... of water flowing 'over' railings and submerging vehicles. the manager wants people -- on the bottom floors -- to 'leave' their apartments -- because of concerns about safety and sanitation. the 'red cross' says -- it'll keep the five shelters in cumberland county open .. as and the city of raleigh is opening shelters tomorrw. 'four' community centers are providing hot showers, food and daycare -- to people who lost power in the storm. they'll open at 6-am tomorrow -- and are listed right here on the screen. the daycare charge is ten dollars. the showers and food are free. you can find much more information --online at a-b-c 11 dot-com. parts of eye-40 and eye-95- closed until further notice because of flooding in dunn. traffic on eye-95 is getting re-routed o lillington. and onto n-c 401 from lillington to fayetteville. the stretch of interstate between exit 40 and 55 in cumberland county- also blocked. a sinkhole shut down eye-40 near benson. the road is closed betweenxi e 334 and 341. you can find a complete list of road closures right now on a-b-c 11 dot-com. stunning video -- from the outer banks tonight. hurricane matthew--- caused two barges--- to break off and bridge. one barge floated 30-miles down the 'pamlico sound' -- and washed ashore near avon. the other was spotted floating off buxton today. each barge contains hundreds of gallons of fuel. the coast guard had to evacuate people from their homes-- when that barge came ashore near avon. thankfully-- no injuries or maj damage was reported. the area of high north extends south southwest into the carolinas. night tonight with sunshine and cooler-than- average temperatures again for tomorrow. high temperatures topped out in the mid- to upper 60s this afternoon and readings will once again top out in the middle to upper 60s, which is typical for late october. as the high pressure gets lodged over new england it will strengthen, allowing temperatures to actually increase slowly for the workweek. on thursday, temperatures will rise back above average and get into the upper 70s. a frontal boundary will approach the triangle thursday and a more southerly flow of air will help boost temperatures well into the 70s thursday afternoon. that front will move through cental north carolina with dry air followed by more dry stable weather on friday. building in from the north will bring generally nice weather across the carolinas. other stories... high pressure will continue to build across the eastern u.s., helping to bring a stretch of improving weather conditions to the southeast. a northerly wind flow will help bring cool and more comfortable air into the southeast on monday through wednesday. most areas that have matthew will have abundant sunshine over the span of those days. temperatures will generally be 5 to 10 f below normal in the afternoon. humidity levels will also be lowered due to the arrival of dry air, which will make for comfortable outdoor conditions. these kind of conditions will be ideal for cleanup efforts after matthew devastated the southeast coast this past week and weekend. surge along with powerful winds devastated many coastal and inland communities from florida to the carolinas. tropical storm nicole is tracking back to the north. the tropical cyclone has winds of 60 mph and should move into more favorable waters to intensify during the day tuesday. these more favorable conditions should help nicole to become a hurricane one more. as the storm northward it will kick up rough surf and rip currents in bermuda. conditions over the bermuda islands will deteriorate tuesday night and wednesday with where does north carolina go from here?
