'what' you need to know. eyewitness news starts right now. developing right now -- a manhunt continues tonight for a gunman -- after three people were shot at two different locations in durham. good evening everyone. i'm tisha powell. and i'm steve daniels. the 'first shooting' happened on 'north maple street' at about 3-05 this afternoon. officers found a 'man and woman' -- who'd been shot. the 'second' shooting... on 'harvard avenue' -- less than 'ten minutes' later. dejuanhoggard is 'live' -- at 'd-p-d headquarters' - with the latest on the investigation. durham police believe the person they are looking for is responsible for both shootings. and tonight they need your help in finding the shooter. durham police staged themselves outside of an apartment on taylor street earlier today...in hopes of finding a gunman responsible for two shootings. "i walked up to my house and went in my backyard and peeked around and they had officers in the back with guns drawn." the first shooting happened shortly after 3:00pm in the 500 block maple street...where a man and a woman were both shot. they were taken to the hospital with non life- threatening wounds. less than 15 minutes later...another shooting. this one in the 2400 block of harvard avenue...with one man being shot and taken to the hospital. "anytime you have an individual that you think might be a hazard or public safety hazard to the community...you want to go in and try and deal with it as soon as possible and not the scene unfolding on taylor street as durham police and swat descended on an apartment complex where they believed the suspect was holed up. "information led us to this particular location and we had good information to believe that the suspect was either at the apartment on this particular street or fled the apartment." for over 4 hours...police focused their efforts on this particular location. around 8:15, swat officers made t into the complex, only to come up short. their suspect...not inside the apartment. still no description on the suspect, but if you know anything about either of the shootings this afternoon, you are being asked to contact durham pd or crimestoppers. live in durham, dejuan hoggard, abc11 eyewitness news. new tonight - center' -- 'confronting' the "head" of "homeland security". secretary "jeh - johnson".... appearing at 'duke university' tonight -- marking the 15th anniversary of 'nine-eleven'. "wildin - acosta"... 'directly questioned' johnson -- about the 'conditions' -- at the "stewart detention center" in georgia. he 'then' -- 'met privately' with johnson. federal agents took 'acosta' into custody last year -- for being in the country 'illegally'. he was released 'last month'... and has applied for 'asylum'. four cary high school students -- accused of committing a robbery in a fast- food restaurant parking lot. it happened in the burger king parking lot -- right across the street from cary high school. according to the 9-1-1 call -- they forced a fellow student to hand over his cell phone and cash! at last check, the teens were in the wake county jail under 80-thousand dollars bond each. they're due back in court next month. a 'kenly' police officer -- now 'charged' -- in a "deadly stun gun incident" -- is 'still' a cop. officer "jesse - santifort" -- is charged with "involuntary manslaughter" -- in connection with the death of "alex - thompson." in court today... a judge 'stripped' 'arrest power'... but 'allowed him' -- to 'remain' on the streets. he also 'refused' the 'd-a's request' -- to 'raise his bond' -- to 20- thousand dollars. the prosecutor says -- santifort told "two different stories" about the 'tasing' -- one time saying -- "thompson tried to run".... and another time saying "thompson lunged at him". she says -- 'two eyewitnesses' -- tell a 'different story'. new tonight - prosecutors dropping all charges against a north carolina man who spent 28 years in prison for murder. the d-a saying there's not enough evidence to try the case again. 43-year-old "johnny - small" a 1988 murder of a wilmington woman at a tropical fish store. small... who was just '15 years old' at the time... maintained he had never even visited the place. "new tonight" -- firefighters -- trying to 'figure out' -- 'what' sparked a fire -- that damaged a 'durham apartment'. it happened at the "foxfire apartments" this afternoon. the 'small fire' -- was quickly 'put out'... but there's 'smoke' damage in the apartment.... and damage in the 'kitchen' -- where they had to remove 'sheetrock' -- to 'get' to the fire. 'no one' was 'at home' -- when the fire started. another fire -- this one in fayetteville parked beside the grace and truth church was on fire. that fire spread to the church. firefighters quickly put the flames out -- but the church's roof was damaged where the bus was parked. no one was hurt -- and the church was not being used at the time. police fire and the 'bureau of alcohol, tobacco, firearms and explosives' are investigating. that's normal when a fire involves a place of worship. now to "vote 20- 16".... and a 'decision' tonight -- that'll 'impact' -- 'how' and 'when' -- you can 'cast a ballot' -- during "early voting". thursday, october 20th... and 'ends' november fifth. joel brown is 'live' at the "state board of elections" -- on harrington street -- downtown -- with more on 'what' the 'state board' decided. joel? after a federal court ruled state lawmakers intentionally discriminated against black voters-- with their 2013 election law-- and big changes would have to be made for this upcoming election... the state board-- spent all day, here-- sorting out, how many days we'd have to cast our ballots. it was standing room only inside the state board of elections... fallout from last month's federal appeals court ruling-- calling the state's 3 year old election law.. "the most restrictive voting law north carolina has seen since the era of jim crow." the judges struck down the voter i-d requirement... and forced the state to return to 17 days of early voting-- instead of the ten republicans wanted. - "this is all a do this is about motivating the democratic base because they have nothing to run on!" nc gop director dallas woodhouse-- defending against accusations republicans were using the law-- to discourage minorities from voting. inside the meeting-- the state elections board had to sign off on new proposals to for early voting dates, hours, and locations in 33 of the state's 100 counties. mark ezell, the lone democrat on wake county's elections board-- won his battle to overturn a republican plan open a single polling place for locations-- the state board agreed. - "we are the largest county in terms of the number of voters in the state and it's essential that we have as many opportunities for people to vote as possible." at raleigh's angus barn restaurant-- a rare bipartisan moment, this election season. democrats and republicans gathered for a political pig picking. we asked about woodhouse's emails to local elections boards-- pleading with members to not allow sunday voting-- used by many black churches as a souls to the polls event. majority of counties have never voted on sunday. we made it couple hundred years with nobody voting on sunday." - "when i heard what dallas had done, i thought it was absolutely atrocious! nobody should be trying to limit access to voting booths. - "but the courts have rules and so we'll have those 17 days, and we're looking forward to a strong campaign." while all the state county elections boards have republican majorities... the state board did give some wins to democrats. we talked about the expanded in wake county. also, 'sunday' voting will be restored in hoke, craven and richmond counties. small adjustments that could have a big impact on this presidential battleground state election.
