[captioning made possible by constellation energy group] captioned by the national captioning institute --www.ncicap.org-- >> you're watching wbal-tv 11. live, local, late-breaking. this is 11 news today at 6:00 a.m. >> good monday morning. i'm stan stovall. >> i'm mindy basara. thank you for joining us this morning. >> 6:01. time for traffic and weather together on the 1's.. >> we did not get the worst of it. 10 inches of rain in parts of pennsylvania. we do not get the worst of it. it is all gone now. it may look a little dreary. we have a few clouds around baltimore right now. we will make it into the upper 60's this afternoon. we will get some sunshine to bake through. roads.o check the >> good morning. already some accidents out there. we are still dealing with some problems. we have a crash on 95 in howard county. it looks like traffic is building at 100. a couple more accidents -- one at route 32 in glenallan. we have a closure in anne arundel county on 450. just be careful and watch for detours. 11 minutes on the north side. 55 miles per hour on the j.f.x. no problems to report at ruxton road. that is the latest on traffic pulse 11. >> thank you. congress is scheduled to be back in session today. >> they are working to make a deal. >> tara mergener has the latest on the shutdown. good morning. >> the budget impasse is entering its third week and there is still no sign of a deal on capitol hill. in three days the u.s. could start default thing on its debt. cautious optimism as senate leaders head back to capitol hill still at odds over reopening federal agencies. >> i am hopeful we will get negotiations. >> a rare session on sunday led nowhere. they continue trying to work a deal. >> we had a redemptive conversation this afternoon. the divide remains with republicans refusing to man's to scale back deep automatic spending cuts known as the sequester. a we are borrowing more than million dollars every minute. we do have to address that. >> world financial markets are increasingly on edge. >> they are concerned because the u.s. is the biggest economy in the world and because it trades with all of them and has financial consequences for them as well. >> whatever deal the senate might reach still has to be up through by the house. they returned to work this afternoon. tara mergener, wbal-tv 11 news. >> maryland attorney doug gansler is expected to announce his running mate in his campaign for governor. we will have more on his announcement later today at 5:00 and 6:00 p.m. meanwhile, gensler is dealing with what he calls a political attack. sarah sampson joins us to explain this still developing story. good morning. >> good morning. doug gansler will announce his running mate in baltimore later today. there are accusations that he disregarded the law while in state vehicles. the reports were printed in "the washington post" over the weekend. several documents alleged he ordered troopers to speed and use lights and sirens to bypass traffic on the shoulder. it one case he insisted on driving himself and used the lights with sirens to run four red lights. in 2011, a lieutenant argued that the problem existed for years and occurred on a daily basis. the campaign says the matter has been settled and is now being used as a political attack. gansler said in a statement -- "the picture being painted by these documents is not an accurate reflection of reality. i deeply respect the troopers. the job they do in protecting me in the public. a few of the troopers that provided me rides felt my backseat driving made them uncomfortable, and for that i apologize." a spokesman said the problem began when he felt he was being given second-tier or inexperienced troopers. a police spokesman says there are no second-tier or inexperienced troopers in the executive protection. sarah sampson, wbal-tv 11 news. >> a close will close down after 83 years and is blaming the bottle tax. tax wasr said the necessary to help raise hundreds of millions of dollars for city schools. he said the mayor did not listen to small business owners. traffic is building on 95 southbound. route 32, we have another accident. anne arundel county, route 450 is still close the cost of a crash. 11 minutes on the north side. still looking good from 95 over towards the 83's. this is outer loop traffic over towards baltimore national pike. a nice start on the major roadways with those exceptions. that is the latest on traffic pulse 11. ava marie joins us live. >> good morning. temperatures in the mid-50's. the air has gotten drier. it should be a much drier day. i am live at the jewish community center in owings mills. they are celebrating the 25th anniversary of the march on washington that help to celebrate the freeing of soviet jews. this is something people can talk about the whole week. you guys have a cool event happening this thursday. it is a little bit of comedy and vodka tasting. >> we have an event on thursday at 7:30. it will be a night of food and committee development. and is a joint program helping the needs around the world in the soviet union. >> what kind of vodka will be at the event? >> hopefully a good selection. >> there'll also be food tasting as well. we'll talk about russian foods. these are desserts. wednesday through friday with high temperatures around 70. >> flights are back to normal this morning after reports of an explosion slow down air traffic. a plastic bottle cost that explosion on sunday. police have no suspects at this time. a missing teenager is waking up back at home. a total of nine teenagers went missing on friday. four boys were found on saturday. the remaining five were found on sunday. the state of new york has agreed to handle the cost of the statue of liberty. the shut down and started earlier this month. india, more than 100 died after a stampede near a temple. rumors spread the bridge was collapsing and people began running. at least 109 people died. 50 people died in the same village back in 2006. upgradeu are due for an and want a new phone, best buy has chain has a promising opportunity to expand into the breakfast category. chipotle has no official plans to introduce breakfast item. are coming to baltimore. look for them starting on october 21. jetblue known for its interesting promotions. this one is called keep the bills moving. customers with the first name bill will receive a complimentary speed past because of the shutdown. customers to stay in their homes while police dealt with the situation. police arrested the suspect after 2:00 this morning and lifted the request for residents to stay inside. a store will close for good at the end of the month and he is planning the maryland five cent bottle tax. the owner said the mayor is stubborn and refused to listen to small business leaders. the mayor said she is said the close,
