way over the white house fence appeared in court this afternoon. we learned it wasn't his first time being arrested at 1600 pennsylvania avenue. kaye jackson is at the live desk with what happened in court. >> his name is dominic odisania. he is 23 years old and remains behind bars after a federal magistrate ordered him held without bond. he is apparently from bel air in maryland just north of baltimore. the entire incident was recorded by a tv news camera. he is charged with jumping the north fence of the white house about 7:15 last night. he was immediately apprehended by two security dogs and secret service agents. authorities say he punched and kicked the animals as he was subdued. they were apparently bruised but returned to duty today according to the secret service. he has been charged with felonies for assaulting the dogs and making threats. on july 27 he was charged with unlawful entry for jumping over a security barrier on the street between the white house and treasury department. three days later on july 30th he was charged with unlawful entry and assault on a police officer outside the treasury department. court records indicate adesanya attended harford community college and stevenson university in baltimore county. this is all just a month after 42-year-old army veteran omar gonzalez jumped the white house fence and made it well inside the executive mansion before he was subdued. adesanya is scheduled to appear in court this coming monday. back to you. >> thank you, kaye -- kai. what do you think should be done to decrease the frequency of fence jumpers? go to facebook and check out the wjla page to share your ideas and we'll share some of those coming up a little later in the hour. >> permit applications begin today for people wanting to carry concealed weapons in the district. the d.c. council is still fine tuning a permanent bill. the bill is in response to a federal judge's ruling in july. council members passed temporary emergency registration last month allowing concealed carry in d.c. with strict restrictions. people whose permits are rejected by d.c. police, though, can appeal. we have breaking news now from the fbi tonight about the latest threat from isil. the agency says the group is now calling on its sympathizers to target members of the media here in the u.s. this is the latest in a series of threats by the group including ones against members of the military. we are keeping an eye on this information and will bring you more coming up at 5:00. now, that warning of course comes one day after a series of shootings in ottawa. in the last five mints canadian authorities announced they have found no connection between that attack and another on two soldiers in quebec. the ottawa attack has had a ripple effect, raising security along the u.s./canadian border and even at police stations here in d.c. >> a steady stream of ottawa residents placed flowers at the city's war memorial honoring corporal nathan zurillo, gunned down yesterday while on guard there. >> i'm so angry at the man that shot him. >> earlier today a powerful scene inside parliament. that is sergeant at arms kevin dickers greeted with a long, standing ovation. he stopped the gunman, shooting him dead inside that building. a law enforcement official confirms to abc news that this is a photo of him. authorities say he was the only shooter yesterday but so many questions remain including whether he acted alone and why he did it. he was 32 years old, born in canada. he had a series of minor criminal convictions and authorities here had recently seized his patport to prevent him traveling abroad. his mother said until last week she had not seen her son in five years. and had no insight into his motives. concerns are growing here in canada and in the u.s. about home grown terrorists who are sympathetic to isis and may even consider joining the terror group in iraq or syria. the prime minister steven harper vowed that canadians would not be intimidated. >> we'll be vigilant but will not run scared. >> the royal canadian mounted police just said in a press conference michael ziehof-bibeaou was not on their watch list of 90 people but they have information indicating he was trying to get to syria. reporting live from ottawa, abc 7 news. >> okay. thank you very much. after two attacks in as many weeks canadian investigators are now looking into reports members of its military are being targeted. this weekend we have the marine corps marathon here in d.c. >> a warning from the fbi for members of the media about threats from muslim extremists. this as thousands of people confront beefed up security as they arrive in the nation's capital for the marine corps marathon. those stories coming up on abc 7 news at 5:00. >> and, of course, plenty of road closures associated with the weekend marathon. you can see all of those at wjla.com. of course the biggest question for runners is what will the weather be like sunday morning? >> chief meteorologist doug hill is in the weather center with a check on that forecast. how much do they need to bundle up for that run if at all? >> first thing up, let's go to our weather graphics and give you a forecast for sunday morning. sun up at 7:29. temperatures starting in the very low 50's just after sunrise and they can climb, noon in the low 60's. it'll be breezy and that'll be nice. temperatures will warm up a bit. that breeze out of the northwest should offset that. high temperature in the afternoon, 68 degrees. we're in fine shape right now with 65 at reagan national airport. the winds out of the northwest at 20 gusting to 30 miles per hour. look just below where it says gusts 30. can you see the bottom screen? looking wide at our camera, roosevelt island, and that little beige area is because the winds are blowing so strongly down the potomac they blow the water off the south end of the island so kind of a mud flat out there. cool to see anyway. temperatures elsewhere in the 60's. we'll drop into the 50's this evening and overnight. these winds gusting to 37 miles per hour. manassas, 36 at quantico. thursday at reagan national. the good news is the winds will diminish a bit but it is going to remain breezy. temperatures by morning 42 to 49. tomorrow's weather, the weekend weather, and just a really good weather pattern setting up here. be happy to tell you about it in ten minutes. back to you. >> thank you, doug. two young girls died in a house fire in western maryland overnight. the family was sleeping when the fire broke out in their duplex on grand avenue in cumberland. the girls' parents and two siblings were able to escape. the spokesman for the fire marshall's -- fire marshal's office says the victims are 5-year-old halaina smith and 7-year-old emily edwards. the cause of the fire is still under investigation. >> in prince george's county, a man is dead after being shot by a sheriff's deputy there. the deputy was responding to a domestic violence call in suitland early this morning. brad bell is there with what the man was doing right before he was shot. brad? >> authorities say he wasn't cooperating, but we've also learned the man was unarmed. it happened in this neighborhood. tidy, brick homes. people here know each other. someone described it as a home where a lot of retirees live. all of this played out right here at this front porch. we have some crime scene video to show you from last night as well. essentially what happened was the man was drunk. his girlfriend called for help. said he was on a rage. she also told authorities that she believed it's possible the man had a gun. well, by the time sheriff's deputies from the special domestic violence unit arrived here, the man had stepped away. while they were inside, he reappeared. neighbors heard deputies yelling, show us your hands. show us your hands. a source is telling us the man didn't show his hands in the way deputies wanted and in fact sort of made some movements toward his belt and actually said, go ahead and shoot me. that's when one of the deputies did. a lot of folks in the neighborhood say they are very saddened by this. they say they can't understand why this could have happened to a guy they knew as a good fellow. >> just every day people. you go to work, come home. it is a heart breaker. he will be missed in this neighborhood. he was every day people that i know of. >> now, coming up at 5:00, we'll have much more on this story including what sources are telling investigators about exactly what went on in this house. back to you. >> okay, ballad. thank you so much. well, nfl commissioner roger goodell will have to testify in re rice's appeal hearing. rice recently appealed his indefinite suspension from the league. he was disciplined of course after the video surfaced showing him knocking out his then fiance. goodell initially suspended the ravens running back for two games. the nfl players union argues rice should not be punished twice. meanwhile, back here, redskins coach jay gruden is being pretty cagey about who will start for the team monday night. >> he just wrapped up a news conference at redskins park. what did the coach have to say? >> well, i tell you this. you're right. he is being cagey. he doesn't want the dallas cowboys to know what the heck he's doing. he actually said he won't make a definitive announcement on rg iii until 7:30 monday night. then he said colt mccoy was the starter. until robert comes back. and he wouldn't rule rg iii out in dallas. hey look. rg iii may pull off some kind of monday night where he plays and motivates all his teammates but that's not likely. i still believe jay will hold griffin out until after the bye week and play him the final seven games starting with tampa bay november 16th at fedex field. but jay will not say that. >> colt will start. look for colt to be the starter. but we're trying to get robert some reps, get him ready. right now it looks like colt will be the starter but we're trying to work robert into the lineup and get him reps to get him ready to go because when it's all said and done when robert is healthy, robert's the starter. you understand that? robert's the starter. colt is not the starter. colt could be the starter monday night but when robert is healthy he'll be the starter. right? >> what the heck did he just say? the first place cowboys are heavily favored playing at home against the 2-5 redskins. to get his club motivated jay gruden showed his team a video of the redskins/cowboys rivalry dating way back when the redskins used to have success against them. so, i mean, he's pulling out all the stops. i'm not sure who the heck the starter is. >> could be kirk. could be colt. could be rg iii. could be you. i don't know. >> it won't be me and it won't be kirk. we're down to two. >> he was kind of laughing at himself. he knew, i am talking in circles right now. >> we'll have more later in sports. >> see you then. >> coming up on abc 7 news at 4:00 a popular car service is a little experiment for your health. do you really want to get a flu shot out an e-mail to the student body about the outbreak. viral meningitis can cause high fever, severe headaches, stiff neck, nausea. not the best combination with mid terms taking place next week. we spoke with one student whose returning brother tested positive. the senior has been recovering for more than a week now. >> a really severe sore throat and he was aching all over his body. i live in a house with a bunch of guys so i'm sure not everyone is always a hundred percent healthy. >> you concerned about that? >> yeah. absolutely. >> how come? >> i don't want to get sick. >> now, coming up uber was to give a ride. now uber is giving flu shots too? i'll pass. jenna writes, nah, i'm good. >> dorothy is okay with it because she wrote, absolutely. a registered nurse administers the injection not the driver. that's important to know. we want to know what you think. go to abc 7 facebook page and just let us know. interesting concept i guess. >> sure. there is a convenience in it. like you said, it's not as you're going down the freeway with some bumps. a better system. >> that would be a little treacherous. speaking of treacherous, a close call at a wild ride for a 2-year-old girl outside richmond, virginia. police say the mom got out of her suv to pump gas, leaving her daughter inside. the 2-year-old somehow climbed out of her car seat and put the vehicle in neutral. what happened next? well, the suv rolled through four lanes of traffic, down an embankment and right into an auto shop. >> as soon as it hit, i jumped out. mom was frantic. she scooped her little daughter out of the car. everyone was fine. >> witnesses say it was a miracle the road was not t-bone had because the road is known for bad traffic and serious accidents. authorities say this should serve as a parking safety reminder to everybody. always use your parking brake and turn your wheels toward a curb if you are parked on an incline. >> time for a check on traffic now. bob is in the wtop traffic days with sunny skies. >> perfect. good timing. >> perfect. >> have a nice afternoon. >> let's look at the roof top camera looking across the river into the city. you see a steady stream of clouds, every now and then a break of sunshine. as we get to the evening more and more breaks in the overcast. with high pressure building we'll be in beautiful shape. i mentioned an interesting little thing we noticed on the south end of roosevelt island, the little island that goes under the memorial bridge and under the roosevelt bridge. you see the trees and you see out here? you see that kind of a little mud flat? the winds pushing down river exactly at the right point all day long exposing this. something we haven't seen very often. once the winds change the water will fill back in. we call this value added content in the weather business. or a waste of time. that's the wind blowing out of the northwest right now. 20 miles per hour. gusty day. and if you're in a shady area without the
