surrounding neighborhoods? that's the question some are asking -- as richland county unveils its plan for the penny-tax-funded greenway. tonight, our chad mills is looking at some research. ad-lib these woods along gills creek in richland county county engineers have drawn up plans for a four-mille greenway that runs the length of the creek from kilbourne road to bluff road. it's a plan that's drawn a lot of attention. at a thursday night meeting, some showed up in support. but many, like marshall stuckey, are not so welcoming of the $2.2 million dollar project that would be funded by the penny tax. "foot traffic, crime, increased car traffic, all of the above, and trying to figure out how we police the area as well." the possibility that crime will go up in the neighborhoods bordering the trail is such a concern -- even an online petition has popped up against the "greenways can be a tremendous asset to the community, and we just need to make sure that a lot of the misconceptions and rumors are dispelled." erich miarka, the coordinator of the gills creek watershed association, has a very different take. after a lot of research, he says greenways don't increase crime but can actually reduce it. he points to a study of one in charlotte, where properties adjacent to the greenway had lower crime rates 75-percent of the time. he found other data from the upstate that suggests a greenway there also helped spur new business and increase property values. "well, i think you have more people there to witness potential criminal activities. the people that use greenways aren't criminals. i don't think that a criminal is mean more people take ownership of gills, which he says is, environmentally, one of the most impaired urban creeks in the state. of course, he says engineers will likely need to make the plan a little more favorable to some of the people who live along gills creek. by the way, scott wolfe, a criminology associate professor at u-s-c, backs miarka up on his crime research. he said the trail will mean more people there who are invested in the community. more people who will call 911 too -- if they notice anything suspicious. in the race for the white house tonight-- new poll numbers released by south carolina house gop caucus are pointing to good news for donald trump. the poll shows trump with a nearly 20 point lead over his closest challenger--ted cruz. is jeb bush and marco rubio, who came in third and fourth, respectively. but more than 1 in 10 of voters polled by the gop caucus say they are still undecided...which means there is still room for the numbers to change in the next week. the republican primary is one week from tomorrow. also tonight--the field of republican candidates is a little smaller. former virginia governor jim gilmore announced today that he is dropping out. throughout the campaign, gilmore has gotten hardly any support--and only qualified for two undercard debates. he got 12 votes in the iowa caucuses. in his official statement today, gilmore said he would support his party's eventual nominee. as the republican presidential hopefuls double-down on the palmetto state, a new battle is erupting between the winners of the last two contests...donald trump and senator ted cruz. trump is now threatening legal action against cruz...over his citizenship. we get more tonight from sunlen donald trump's pledge to stay above the fray in south carolina... short-lived. trump blasting rival ted cruz on twitter, writing: "if ted cruz doesn't clean up his act, stop cheating, and doing negative ads, i have standing to sue him for not being a natural born citizen." the new offensive coming after showing off a lighter touch last night in louisiana. even autographing actual babies ...and suggesting he was ready to go positive... presidential candidate "i won't use foul language, i'm just not going to do it. i'm not going to... they're all saying, do it, do it. no. i'm not." but trump couldn't stay out of the all-out fight breaking out in the south carolina trenches. "there's nothing conservative about giving money to the clintons. there's nothing conservative about donald trump." the airwaves .plastered with negative ads. "ted cruz voted to undermine our national defense and weaken our ability to track terrorists." the attacks between the candidates flying back and forth with a dizzying pace. "maybe you should vote for more than just a pretty face next time." his campaign is pulling it off the air.after it was revealed that actress is also an adult film star. cruz's team is refocusing today with a new ad.directing fire instead at hillary clinton. "damn it feels good to be a clinton." ..in a spoof of the movie "office space" "a server full o'secrets ain't no thang." many of the candidates today. speaking at the conservative christian "bob jones university" in south carolina... making a big pitch .to woo coveted evangelical voters. presidential candidate "i do not believe that you put your faith in a lock box when you're in public life and say well that's only for my private matters - that's just not ... it is totally wrong." jockeying over who has the most conservative credentials. presidential candidate "if you disagree with people, for example, on the definition of marriage they bigot - and what's the next step?" ted cruz.trying to cast his rivals.as out of touch with the conservative base over the supreme court's decision legalizing same sex marriage presidential candidate "seeing my two leading competitors in the republican primary, both publicly say, following that decision, that the decision is the settled law of the land, we word, the talking points of barack obama." six of the republican candidates will be at the debate in greenville tomorrow night. wis will also be there providing you full coverage of the event on air and online. looking to the campaign trail tomorrow-- former president bill clinton is returning to south carolina to stump for his wife hillary ahead of the democratic primary in two weeks. clinton will speak at francis marion university in florence. he was just in columbia last week. tomorrow's event will be at 7:30 university center on campus. the candidates aren't the only ones getting ready for the upcoming primaries. election workers across the palmetto state have also been staying busy. that includes ones in richland county. by noon tomorrow officials are aiming to have more than 500 voting machines in place for the primaries. about one thousand volunteers are also expected to be on hand to help at polling sites around the county. in years past, some locations experienced long lines due to voting machines not working correctly. richland county elections director samuel selph says this year, that should not be an issue. "we have basically about 4 to 5 machines at every polling site. all the machines will not go down at one time. i don't like to say that's an impossibility but i can't see that happening." selph also says his office has already taken 5 thousand requests for absentee ballots. in 2012 richland county took about 2 thousand absentee ballots. in 2012 richland county took about 2 thousand absentee votes for those of you who are voting absentee--elections offices around the midlands will be open tomorrow. for a complete list of hours, go to wistv.com and click on the decision 2016 banner on the home page. coming up after the break--a historic meeting today nearly a millennium in the making. plus, a healthy new member of the greenville zoo now has, a new name. a federal judge in massachusetts is ordering answer questions underoath. camille cosby will submit to a deposition in a lawsuit filed by seven women who claim her husband defamed them by calling them liars after they accused him of sexual assault. the judge, however, says camille can refuse to answer questions about their discussions as a married couple. bill cosby has consistently denied accusations of sexual misconduct. u.s. airlines will soon bid to win routes to cuba. starting tuesday, airlines will have 15 days to submit applications to the department transportation for routes to the country. the u.s. and cuba are expected to an agreement to resume flights soon. once signed--it could lead to more than 100 daily round trip flights in and out of cuba...including 20 daily flights to havana. it was a historic meeting today in cuba for two major leaders of christianity. today pope francis and russian orthodox patriarch kirill signed a joint declaration of religious unity. their meeting marks the time the leaders of the catholic church and russian orthodox church have met since their two brances split nearly a thousand years ago. their agreement pleads for the international commmunity to protect persecuted christians. a badly banged up dog in fairfield county has a second chance at life thanks to some generous people friends. emmanuel is an 11 month old shepherd mix. late last year he was found abandoned and badly hurt at carolina advenutre world -- doctors at fairfield animal hospital concluded he had badly malnourished. his rescuers created a go fund me page, and from there they say support took off. off. a fairfield county man was arrested and charged in connection with emanuel's abuse. the fairfield animal hospital is hoping to get the dog into a new home once he's fully recovered. more than four months after the state's historic floods, those who rushed into action have not been forgotten. in its second annual yellow jasmine awards, the columbia chamber gave the community impact award to heroes of the flood. the chamber acknowledged their work not only during the floods but every day. other organizations and individuals were also honored for their contributions to the community. longtime lexington county councilman johnny jeffcoat was given the friend of business award. one of the newest editions to the greenville zoo now has a name. today, the zoo showed off the baby giraffe--named tatu. 2nd. tatu means "third child" in swahili...and got its name for being his parents' third calf. he weighed nearly 158 pounds when he was born and stands at just over 6 feet tall. the time has come to take the plunge for a great cause. the south carolina department of public safety is hosting a polar plunge tomorrow to support south carolina's special olympics. it's happening at lake murray public park. you must raise 50 dollars to participate in the plunge. the event kicks off at 10 a-m and the plunge starts at noon. and ben...based on the temperatures the polar plunge should live up to its name. in june -- dr. cleveland sellers will step down as president of voorhees college. he has been president for the to have a heightened level of social consciousness and community. and to continue fighting for freedom and equality. from an early age, dr. prided himself on being a part of that fight. he was wounded and arrested in the orangeburg massacre in february of 19-68. we just recognized the 48th anniversary of that tragedy, and sellers says now is still the time to continue the fight for justice and peace.
