find out. good afternoon. i'm josh benson. >> and i'm stacy. this is first at 4:00. now the latest from the cowardly terrorist attacks in brussels. three men police believe could be involved in the deadly attacks. >> this is a picture caught on an airport surveillance camera. the two men wearing dark shirts are believed to have blown themselves up in the attack. the man next to them is believed to be on the run and is being mustn'ted by belgian authorities. >> here is mark to tell us who is claiming responsibility for the attacks. >> reporter: brussels went into lock down this morning after a series of explosions rocked the city's airport and subway in what appeared to be a coordinated attack. >> when we felt a small blast of air, and we heard some thudding in the distance, the lights turned off, the engine turned off, and a message came saying there had been a disturbance on the line. >> officials shut down all public transport in the belgian capitol and advised locals to stay indoors after the blast. a federal prosecutor said one of the two explosions at the airport was likely caused by a suicide bomber and all three blasts were acts of terrorism. the prime minister called today a dark moment for the country. and world leaders pledged solidarity with belgium, including president obama who is on a trip to cuba. >> we'll do whatever is necessary to support our friend and ally belgium in bringing to justice those who are responsible. >> the attacks followed a flurry of counter terrorism activity in brussels. a raid on friday captured saleh abdeslam in connection with the november paris terror attacks that killed 130 people. the terror group isis is claiming responsibility for today's explosions. in the wake of the cowardly attacks, security is being beefed up at airports all around europe. italian security forces are on maximum alert. while security measures were tightened in rome's airport as well. police with dogs are patrolling the airline check-in area. all flights to brussels are canceled in the netherlands, the prime minister announced increased security at amsterdam's airport and major rail way stations. tampa international airport is also increasing its security. there are no direct flights from tampa international to brussels but officers and k9s are at work in the common areas of the airport. and tsa agents are also on the watch. >> all airport staff are supposed to be looking around, looking for anything suspicious. we know what the airport's supposed to look like. we know when something doesn't look right. >> meanwhile u.s.f officials made contact with two staff brussels. both are safe. one american who was inside the brussels airport this morning when the bombs went off spoke to the today show. jeff hoffman was traveling with his girlfriend. here's how he described the bombs going off 30 feet away interest him. >> so the first explosion hit. and i felt the shock wave kind of hit me. and basically you kind of turn what i saw was a large number and again, 30-40 feet away. it certainly didn't look like we were going to be looking for survivors in that immediate vicinity. >> ten miles away from the airport, a second bombing location, this one happening minutes after the first at a crowded subway station. remember this is at 8:00 in the morning when these travel hubs were packed. at least 20 people died there. and transportation authorities have now closed down metro stations all across the city. we're told bomb squads found and detonated another suspicious package in the area. but it didn't contain explosives. belgian authorities are advising people there to stay indoors. we want to get perspective on the attacks. 8 on your side has answers today. joining me now is howard alt man, the senior writer that covers military affairs for the tampa tribune. thanks for being here. >> thanks for having me. >> another very somber day. i know you're working on a story now. in the people you've talked to >> i don't think anybody is actually surprised by these kinds of attacks. not, certainly not in europe. we've seen a number of attacks over the last year and a half. and, you know, there might be some attacks beyond europe as some other groups continue to make their status known. >> did you -- or do you get the sense in talking to the military folks you talk with on a frequent basis that this was a reaction to the arrest of the paris bombing suspect? >> no, this was not a reaction. i talked to a belgian former belgian national police officer who told me that this attack was so well planned and so well coordinated that it couldn't have really taken place in three days after the arrest of mr. saleh abdeslam. when they raided one of the places where he was, they found traces of explosives, they knew something was up. >> talking to people in the news room today, these attacks seem to be happening so much more frequently. it brings you back to civilians in the u.s. are we targets again? we're seeing it in europe. >> you saw in san bernardino that there was an attack on a county office, a so called soft target, it's not behind a security zone where people have access. as i talked to this gentleman in brussels today, he was mentioning how airport terminals for instance were -- until you get behind the security line, anybody can show up, and he said that the security presence there is useless in the lobby against an attack like this. >> which is exactly what happened. they hadn't gone through security. >> this is before they got to security. any target, malls, any place where there's not a security quarten, these things are possible. because these are targets of opportunity. >> howard alt man, we appreciate you coming to talk with us. we're continuing to cover this story a very chilly note, temperatures in the 40s for most of us waking up. but we have warmed up very quickly into this afternoon, 71 at hoola bay in south tampa. beautiful skies at this location. winds out of the west between 5 to 10 miles per hour. compared to yesterday, we've seen quite a warm up this afternoon. temperatures have reached into the low to mid 70s. 70 in tampa. and 73 currently in wimauma. still plenty of sunshine across the region. you can see on the satellite and radar imagery, no rain across the entire state of florida because we have high pressure in place and some dry air in place as well. as you take a step back, you can see that area of high pressure has drifted on top of us. it's moving out into the atlantic. and we'll have those southeasterly winds as this moves east of us. and that's going to warm things up over the next couple days. for the rest of the evening, it's looking quiet for us. temperatures will fall back quickly through the evening hours. we're falling back in the low 60s as we head into the over night hours, notice clear skies stay with us by 1:00 a.m., we're close to 60 degrees. and then as we head into tomorrow morning, look for temperatures to not be as cold as they were this morning. instead of the 40s, we'll be looking at temperatures in the mid to upper 50s. as you wake up tomorrow, around 57 in tampa. another dry day tomorrow. up over the next several days. look for an increase in rain chances headed into this weekend and next week. coming up in your full forecast. still ahead on first at 4:00, the president is in president obama is making history in havana this week as the first sitting american president to visit cuba since calvin coolidge. tampa mayor bob buckhorn is not on that trip. he told news channel 8 today he has no intention of going there. >> i don't get in the way of other people doing it. but out of respect for the people that i represent, thousands of whom helped to build this city, thousands of whom were thrown out of cuba by a communist dictator, some of whom spent decades in castro's jails, out of respect for that experience, i personally am not going to cuba, but i don't stand in the way of other people doing it. >> he believes the embargo is a failure but he has a long standing position on cuba and will not go back on that. >> now 8 on your side's special coverage of president obama's >> and the president is wrapping up his visit to cuba as we speak. >> he was there for the first time in 88 years. that's the first time a sitting u.s. president visited that island nation in 88 years after denouncing the attacks in belgium, he told the cuban people to look to the future with hope. he believes this visit could bury the last remnants of the cold war in the americas. that's why we sent a crew from tampa to cuba to bring you this story and more with an 8 an your side angle to it. let's go to where keith cate is spending a historic baseball game with the president in cuba. instead? >> i don't know, getting stuff done around the house. >> it always gets in the way. >> i know but we have a live picture looking at this tampa. a gorgeous sight. area. dry air has moved in. that's allows that beautiful blue color this afternoon. we can't even couch a cloud through our live view there. enjoy it while it lasts. we'll track some changes as we head into the end of the week. rain chances will be going up for us. tomorrow, another dry day, a great one to enjoy, especially if you're on spring break. as we head into the weekend, rain chances really start to increase again. i hate when the rainfall falls on the week. but we're in that pattern again toward the end of the week. tomorrow morning, it's not going to be as cold as this morning was. temperatures in the mid to upper 50s. lots of sunshine to begin the day. tomorrow afternoon, the cloud cover will build some. clouds returning into the forecast. and temperatures really heating back up. we'll be near 80 degrees tomorrow afternoon. that didn't take long. see the clear conditions as well across pretty much the entire state of florida. the dry air has swept in and outside we're left with beautiful conditions. high pressure also in control, blocking any weather systems moving in for at least a day, but that's shifting toward the east. through the over night hours tonight, clear skies will stay with us, waking up tomorrow morning, this morning we were in the 40s. tomorrow we're in the mid to upper 50s. not bad to begin the day. lots of sunshine to start the day. notice some cloud cover building in as we head into wednesday afternoon. not expecting any rain though. the severe winds start to bring us the warmer temperatures. that's why we're back up into the 80s. and a little more moisture. we shouldn't see showers on wednesday. a few clouds during the afternoon hours. sunshine, temperatures are mild, they're in the 60s, and then by thursday afternoon, we really start to heat back up, we reach into the low to mid 80s. and notice a few showers and storms developing late in the day. evening, that's when our rain chances return. and the best chances have really been for areas to the south and east, polk county, highlands county, you're more likely to see showers and storms as we head into thursday afternoon, as we head into friday, we could see rain lingering thursday night into friday. the front moves in on friday, this is going to stall out across the region as we head into this weekend. a little uncertainty with this weekend's forecast, but at this point, with the front moving in on friday, expect isolated showers to develop in the morning and early afternoon hours as well. temperatures though with this front, they're not going to change. this front is not bringing cooler air, it's just bringing us the rain. notice high temperatures tomorrow are back up to 80. and they're staying in the 80s. all the way through this coming weekend. close to normal for this time of the year. the average is 77. we're a little above that over the next several days. 68 in wiki watchi .73 in clear water this afternoon. and warm temperatures have developed across the east. we're warming back up after the cool down we saw yesterday. for the rest of the evening, clear skies, temperatures drop quickly tonight, when you wake near 57. topping out here 80. even warmer. notice the rain chances going up. a 20% chance of showers thursday afternoon. good friday we'll see showers around for saturday we'll be dealing with rain as well. easter sunday, the morning looks fairly decent introduced each player escorted to the field by a child. and several rays players made obama's seat behind home plate. chris archer passed along matt moore's glove as a gift. then the first cuban born player to leave the country then return to play a game in cuba. a little pop out but a piece of history for verona. 2nd inning, a single there, kevin, the cubans found out about his speed today the hard way. he slides in safely to put the rays on top 1-0. the president loves that. raul castro even has to applaud the base running by the rays. a 2-run shot. they fight for the ball in right field. everything's a souvenir. the final home stand of the season for the lightning begins tonight. this one is a biggie. one of the teams battling for a playoff spot in the eastern conference. this is an example of how crazy this playoff chase has gotten for each team involved. the lightning are four points ahead of the wings who currently own the last wild card spot in the conference. >> we go through a stretch where we win nine in a row. then you lose five of six and you go on a road trip and you go .500 and now we have a chance tonight to win and be first in the division. with ten games left in the season, i think it's going to be that way until the end. >> the team goes on a hot streak, you're in first place, you're on a cold streak you're out of the playoffs. it's one of those things, i don't know if i've ever been a part of something this close, seeing something like this. any team can win on any given night and that's a pretty cool thing. >> this is a six-game home something they really need to take advantage of. the lightning are 21, 11, and 3 at home. it took them a while to get to that 21, for a long time in the season, home ice was not friendly ice. that's been one of the reasons the lightning have been working to get up to where they are now. i'm not sure i'm correct on this but i believe it was invitation only to attend this game. >> not surprising. >> i don't think they were scalping tickets out on the streets of havana. now four headlines at 4:30. the orlando sanford airport is refusing to let a plane from brussels any where near the terminal. the passengers have been searched, loaded on to a bus and taken from the tarmac to a holding area while security plane. the plane left brussels while ten people died at least. number two, two sky divers wearing wing suits collided a few hours ago in midair over zephyr hills. one landed in the drop zone at sky dive city. and is in serious but stable condition. and the second landed on the road four miles from the drop zone. he's in critical condition. both being treated at tampa general hospital. an investigation is under way at los angeles international airport where a person thought to be a jet blue flight attendant took off running after being selected for a random security screening. investigators said today she left behind her gucci shoes and a bag with 60-pounds of cocaine inside. the woman was not in uniform but flashed an airline id. flags at half staff today as ordered by the governor to honor those killed in the more from the cowardly terrorist attacks in brussels. we wanted to show you surveillance pictures of the man they're looking for in connection to the deadly brussels bombings. he's the man in the light colored shirt on the right. the other two men in the picture are believed to have blown themselves up in the attack. belgian media is reporting at least 34 people are dead. more than 170 injured. karen is in washington now with the latest developments. and the response from the united states. >> dozens killed, more injured in a major european capitol on lock down. president obama traveling in cuba addressed the brussels terror attacks in remarks in havana earlier this morning. >> we stand in solidarity with them in condemning these outrageous attacks against innocent people. we will do whatever is necessary to support our friend and ally belgium in bringing to justice those who are responsible. played out. three explosions, one at a subway station and two at brussels airport. at around 8:00 a.m. brussels time, 3:00 a.m. eastern in the u.s., two explosions at the departures lounge of the airport. ability an hour after the airport blasts, an explosion at a subway station in an area where a number of european institutions are based. both attacks at a peek time of morning. >> i can't explain. it looked like war. it's unbelievable. it's really hard. i'm an old firefighter. i have almost 45 years of service. and this is the first time i see something so terrible. >> the terror threat level in belgium has been raised to its maximum. france deployed extra officers around the country, british police have stepped up their presence in certain spots as well. possible connection with the capture of saleh abdeslam on friday. he is the paris terror attack suspect who belgian and french authorities had been seeking since november. authorities not yet making any connections. meanwhile, here in the u.s., national security officials are on guard for the potential of any copy cat attacks and if you're traveling today in the u.s., particularly by air, you can expect enhanced security presence. airports in cities like new york, washington, los angeles, and chicago all ready steps up security around those airports. in washington, karen. we have a lot of questions about the cowardly terrorist attacks. 8 on your side has answers for you at home. joining me now is craig. thanks for being with us. tell us a little bit about critical intervention services. >> we provide a range of services and consulting and specific concerns including terrorist concerns. >> were you surprised by the attacks ? >> no, actually belgium was quite a logical target. keep in mind, belgium has one of the largest populations of islamic extremists in any where in europe. also a number of the attackers from the november 13 attacks in paris resided in belgium for sometime. the large number of belgians that have joined factions in the middle east. >> the thinking is maybe this would have been not necessarily in response to his arrest, they've been planning this a little bit longer. >> i'm sure this operation was in the planning for sometime. but i suspect that the timing for the operation may have been expedited as a result of the recent arrest. >> why are they targeting civilians. >> it's been a logical target for years. groups such as the islamic state and al-qaeda, they seek venues to generate large have a large impact in the psyche of the general populous and media attention. train stations are a logical target. >> isis good at going after the attention when they take credit for any of these attacks to get the message out and use that to their advantage. but every time there's a terrorist attack, it's common to look back at home and say are we safe at home? do you see a possible target in the future? should we be concerned? >> it's definitely possible. but i want to draw a direct correlation between what happened in brussels verses in our own domestic security situation. but there's no secret the islamic state and other factions have been trying to strike us in the homeland. as soon as they can bring that to fruition, there's no doubt they will. >> craig with us from critical intervention services. thank keep students and the surrounding community safer. >> and as news channel 8's double a anthony aldridge shows us campus police plan to use the money to cut down on car, bike, and pedestrian accidents. >> a lot of students get hand. they think it's like a countdown. >> at the university of south florida, this intersection is one of the busiest cross roads on campus. >> if you press the button, it may go right away. >> thousands of students ride their bike, skate board, and walk as part of their daily commute to class. so it came as no surprise when patrol officer robert brightwell caught student after student not paying attention to the rules of the road. >> i think the biggest problem is students just trying to get places in a rush and vehicles trying to get to class. >> officer brightwell tells me the goal is not to hand out expensive citations or harass students on their way to school. the department wants to educate students so they can get to where they're going safely. >> it's dangerous crossing and a car could hit you. >> dillon was stopped for trying to cross when he didn't have the signal. >> it's not the safest to have the headphones in when he's riding a skate board on campus. >> dillon has his own ideas about how to keep students safe. >> if they want students to be safe on the road i feel like the school should invest in putting proper sidewalks to utilize instead of forcing us on high congested roads and getting angry when we're in a rush for class. >> when we caught her texting while walking, she knew she was wrong. >> people get hit a lot here. i've seen a girl get hit not using the crosswalk. i'm sure it's an issue. i probably should have paid the street. >> have you ever been stopped before? >> no. >> it's not going to be easy but u.s.f police plan to spread the word one pedestrian at a time. >> a car could have been turning left and she would have never known. u.s.f police didn't give any tickets today but they tell news sister has seen it five times. because she's one of the stars of the movie. what started as a passion project turned into part of her college thesis. >> our lives are incredible because of them. >> the movie is called people like us. and it shines a light on people with intellectual disabilities. >> when i was growing up, i watched my little sister face a lot of rejection. and people just make fun of her whether it was my own friends or just strangers staring at her in the grocery store. >> they're the youngest of their 12 children. >> what i liked is that she not only told the story about emma and her journey but also looked their disabilities. >> these are people. >> the movie follows all six from their homes to theater practice and eventually to the final production in which they star. >> when someone tells me i can't do something, i look them in the face and say you're wrong. i may look different but my disability doesn't define me. >> the point of this film is to give people information and vicarious contact with these individuals so that the people that they interact with then in their daily lives, they will have more empathy and understood standing for. >> and as you can imagine, this movie makes their mother, well -- >> i am so proud. i cry like twice a year. i feel like i could cry right now. i am so proud of the kids that have come alongside to help and encourage her. and to see them both working really a blessing. >> and the movie took her three years to make. she tells me she's very grateful for all the people who joined in and helped her. and same story, we have dry air in place. also high pressure in control. and that will leave us with clear conditions all the way through the over night hours and into tomorrow morning, when you wake up tomorrow, you may want a light sweater if you're waking up early. but over all, not too bad. and we'll heat up very quickly. the southeast winds as the area of high pressure pushed east of us will warm us up into the 80s very quickly. partly cloudy skies in the afternoon hours as you wake up thursday morning. mild in the 60s. into thursday afternoon, we'll the humidity will increase as well. and we'll see some showers. maybe even a storm developing thursday afternoon and thursday evening. the best chances will be for our inland spots, east of i 4 and also our southern areas as well. polk county, highlands county likely to see rain on thursday. and then on friday, with an approaching front, this stalls out in the region into this weekend. this brings isolated showers through the day on friday. it looks like we'll possibly see more rain on saturday. the rain chances near 40%. easter sunday, a chance of rain, but it'll mainly be in the afternoon at this point. guys. thank you for trending online today beginning with spiderman. not the one in the red suit. a man nicknamed the french spiderman just performed a new treacherous climb on a skyscraper in paris. elaine roberts scaled to the top of the total tower. that is roughly 600 feet in the air. robert has climbed more than 100 buildings including the new york times building. when the 53-year-old reached the top, he was greeted by police and taken to a local police station for questioning. something the french spiderman he doesn't get permission before performing his stunts. a new cafe in wisconsin is offering up
