another blast like this, it is going to be devastating. >> reporter: barriers have been brought in in the rockaways for flood protection. flood logs, aluminum panels will be used to cut off the beach. in addition to dunes that have been cut to prepare for the worst. >> we are preparing for the worst and hoping for the best. >> with a situation like this i even with a nor'easter we are going to have problems here. >> reporter: thirty agencies are coordinating together, even the police department who tweeted these photos. >> we want equipment in all of the areas. even if we put it in staten island. if we need something we can get it faster. >> we went through a lot in this city three years ago, as a result of superstorm sandy this city learned tremendously valuable lessons. >> reporter: people are hoping joaquin is nothing like what happened three years ago when the storm wiped out businesses. >> the potential of another storm is the last thing you want. >> reporter: residents like those are keeping a close eye on the path of this hurricane and preparing for the worst. now emergency officials do warn you to just be prepared for the worst, and stock up on supplies. we are live in worst is going to be the area of low pressure that is unrelated to the hurricane that hits today. we have been advertising this punch. that thing is going to back into our area today and that is going to also heighten the risk of flooding, beach erosion and some rain as well. so let's show you what is going on light rain at 53 in the city right now. winds out of the north, that is the problem. you have had this persistent and strong east-northeast flow so that piles the water up so flooding. now expand the radar view and you get a sense of the area of low pressure. torrential rain in the carolinas. that is going to work its way into our area. we were advertising heavy rain rain for friday night. that is the concern and then you have joaquin. we are saved the brunt of that storm but today you need to be mindful of the area of low pressure that is going to ride up the coast. it is cool out there, wind did i, it is cool. i bet it is a little slow alex? fort lee road is closed in both directions. glenwood avenue, due to an ongoing accident investigation, police are still on scene, trying to see exactly what happened there. we'll let you know when that clears out. also due to windy conditions out as john mentioned we have at least an hour delay on arrivals at all three area airports. so check with your carrier before you head out the door. subway issues due to signal problems. there are no s, trains running between broad channel and rockaway park beach. 116th street. new jersey transit and i l i.r. r, are on. the mta, is getting ready, been putting wood over street grates, hoping to protect the subway system from potential flooding. 540 lower manhattan subway openings will be covered. governor christie has declared a state of emergency with hundreds of state workers placed on standby. gas stations are prepared better than superstorm sandy. about 70 stations have benefited from a state program to buy back-up generators in case power goes out and we will be watching it all. yonkers is providing sandbags for residents to protect properties from the storm. workers filled and started handing out the bags. mayor mike span know directed all departments to prepare for a potential emergency response. flooding has already started at the jersey shore in patients like ocean city. there is worry in sea isle city. a beach replenishment is underway, but homes remain vulnerable up and down the shoreline. homeowners have brought in cans that line the beach. stay with us for continuing coverage of hurricane joaquin. a developing story out on long island. police searching for answers after a woman was found dead at a home from lake grove. investigators not releasing her identity but suggested she was married to a man with ties to the nypd. members of the homicide squad would like to talk to him but cannot find him. another man was in the home, there is no information on the woman's cause of death. police responded to a 911 call. new this morning, surveillance video released about a rape suspect in brooklyn. he attacked a woman earlier on august 30th. he reportedly told the victim he had a gun police sources tell cbs-2 the suspect threatened another woman 90 she ran away. earlier he tried to rape a third woman, she escaped and bicycle. yet another mass shooting at a community college in oregon. nine students were killed and seven others were wounded before the gunman was shot by police. >> reporter: hundreds of mourners filled roseburg's stewart park well past midnight, holding candles and saying prayers for the died in a gun battle with police, had four guns, including a rifle and body armor. he allegedly also blogged about violence, including the recent on air murders of two journalists in virginia. to move this sand into place to create a better buffer for this community against any kind of storm surge. now emergency officials warn people if you are told to evacuate, take it seriously. we are in the seaside section of rockaway beach. meg baker cbs-2 news. on long island waterfront communities are preparing for possible weather issues. in suffolk county boats are being secured or in some cases removed from the water all together and tugs have been pushing warnings away from the ferry. the emergency operation center is open 24/7 in case it is needed. further to the west in nassau county memories from destruction from superstorm sandy are fresh, especially on the south shore. in longleaf officials are trying to protect a brand new boardwalk they built to keep high water from washing it away. long beach is particularly vulnerable. statewide agencies in new york and new jersey gearing up as well. governor cuomo activated new york state's emergency operation center in albany to monitor the weather. nassau and suffolk counties have activated coastal flood plans and governor christie declared a state of emergency emergency for new jersey as severe weather is expected in the coming days. the jersey shore is preparing for major coastal flooding. cbs-2's alana gold with that story. >> reporter: tidal flooding has already begun at the jersey investigators with winds and waves picking up. thousands of sandbags are filled up to give out to residents starting this morning. >> our emergency management team is ready to go and we'll >> reporter: in ocean city rescue vehicles are on standby. at high tide the back bay has been freely flowing into streets and yards and another 5 or 6 inches of rain will only exacerbate conditions. every town on the jersey shore prepared for nor'easter-like conditions for the next few days, then joaquin as it heads north. governor christie putting hundreds of emergency workers on standby. >> now is the time for you to begin >> reporter: my concern is the rain is hitting us today. we have some soaking rain in the area right now, we are dealing with an approaching low pressure system that will fill in the wind and also pave the way for the heavy rain. joaquin is a category 4 storm, barely made that threshold at 130 miles per hour winds and then it starts its move. a lot more agreement now with the spaghetti models or the plots there. most of them take it north and then that northeast turn. that is monday into tuesday. but today, you've got rain taking back over. pockets of rain this afternoon and tonight. gusty winds will continue and also exacerbate the risk of flooding and beach erosion. you need to be prepared, going to be a challenging friday and friday night. how about a friday morning commute. what is going on alex? >> rough patches in the area. let's begin in patterson, where we have a jackknifed truck. it has the right and center lanes blocked on the westbound route 80 area at exit 58. also in of what joaquin has planned. the storm is a category 4 pounding the bahamas. will it make landfall here in the tristate area? let's get right to meteorologist jon elliott. what are you seeing? >> reporter: odds of landfall along the east coast are rapidly decreasing with joaquin which is great news. we have a nasty coastal storm we are dealing with in our area today. joaquin at 130 miles per hour moving slowly north. picks up its pace, moves north, then northeast. weakening somewhat but still a potent force off the coast of the carolinas as a category 3. monday into tuesday we will be watching the seas. but more model agreement it weakens just off the coast of new england and heads out over the atlantic. obviously we'll anticipate much more weakening over the cooler waters. that is kind of a snapshot. a very well organized storm. our storm, this is not related to joaquin. this area of low pressure is going to ride along a front and push into our area our area seeing a morning soaker right now, then we see the wind intensify with heavy rain bands. we are concerned about coastal flooding, beach erosion. see that darker color? it is a warning for the jersey shore and advisory for the city of long island. don't forget the winds when this intensifies late tonight overnight, we could see winds gusting to 50 miles per hour for the yearssy shore too. >> joaquin is not a monday or tuesday thing, but this thing today we have problems. problems on the roads right now. >> we have slick spots out there, the heavy wind you have been discussing. in patterson we have a jackknifed be bulldozed into place to create a barrier of dunes here just in case a storm surge does hit this area. residents here remember all too well what they went through, with superstorm sandy and they are being extra cautious. parts of the rockaway boardwalk remain unfinished after being wiped out by superstorm sandy. >> i seen the boardwalk go up in the air five feet. back to my house seen it picked up and cross shore parkway. i'm afraid. >> reporter: many homes still being rebuilt in bell harbor. >> we took it on the chin last time. we are a resilient bunch but another blast like this will be devastating. >> reporter: barriers have already been brought in at the 127th street beach for flood protection. flood logs, aluminum panels, will be used to close off the beach in addition to filling in sand dunes which have been cut this summer to create beach access. residents hope these preparations are enough. >> i'm preparing for the worst and hoping for the best. but with a situation like this, i can't see the best happening. even with a nor'easter we are going to have problems here. >> reporter: thirty city agencies are coordinating who tweeted these photos of the special forces preparing for the storm. >> if we need something in that borough, we can get there faster. >> reporter: at the staten island ferry terminal crews sealed vents to prevent flood damage. >> we went through a lot in this city. as a result of superstorm sandy people learned valuable lessons. >> reporter: people are hoping joaquin is nothing like what happened three years ago when the storm wiped out residences and businesses. >> another storm is kind of the last thing you want. >> reporter: since sandy there have been preparations and upgrades in this area. this boardwalk i'm standing on now is rebuilt, it has been raise and a concrete wall has from leaving the beach. live in the seaside section of cbs2. on long island preparations include red dig a fleet of humvees along with other emergency vehicles. back-up generators being prepared. you should stock up on emergency supplies and take it seriously if you are ordered to evacuate at any time. in west chester the city of yonkers providing sandbags for residents to protect properties from a potential storm. workers filled and started handing out bags at the organic waste yard. the mayor directed all departments to prepare for a potential emergency response. flooding is a concern for residents along the jersey shore for many communities. today's rain is just as much of a concern as joaquin could be. >> alana gold joins us live in union beach. what is an update on the situation where you are? >> reporter: good morning chris. we can tell you the governor is on high alert and he wants everyone to be prepared on the jersey shore for possible flooding. this morning he is going to give us more details on how the state is going to deal with the storm. he obviously has a lot of concerns, because the rain is situation could get much worse in the next few days >> reporter: and so there is already some tidal flooding we have seen in towns across the jersey shore. we have seen water getting into back yards and filling up the streets, so the governor really wants everyone to be prepared, because this could be a big mess in the next few days with the storm approaching, and here's a message he has for the public. we apologize for those technical difficulties. there is going to be a lot of planning involved to be prepared for the storm. again the governor wants everyone to start getting prepared now. he says you there today, potential coastal flooding. let's get over to jon elliott for an update. >> reporter: today's storm is not joaquin. that is next week and farther out to sea. gusty winds, 52 on the north shore. island, he has 52 and this comment. he a's on october 1st it was just a wave and it hit near atlantic city. he is worried. i don't want you to be worried. i want you to be prepared. i don't think you need to worry at all about joaquin, just be prepared today for the nasty weather affiliated with this vigorous pressure system coming on board. parking under the southwest side of a tree during northwest winds isn't prudent. that's right. you know what speaking of cars, parts of the area if you are in one of the areas that always floods out, move the car. that is today. that is not next week. that is today tonight and tomorrow morning. so yeah, this is a very vigorous area of low pressure, and there is a lot of wind affiliated with it as well. wind in the city right now, north northeast at 20 miles per hour. 46 in liberty, cool spot on the map. a lot of folks in the low to mid-50s and you'll stay in the mid-50s for much of the day. rain for long island and through rockland, west chester and into fairfield county. central and south parts of jersey. light rain, a little heavy through parts of ocean county. very heavy through parts of the individuals and into the carolinas. now joaquin stillwell to the south. granted, a very powerful hurricane. a category 4 storm moving slowly. so a menace for the bahamas. but we are concerned about that intensifying northeast wind. we have coastal flood advisories for the city, long island, fairfield, west chester counties and then it is a warning for the jersey shore. we are already seeing some flooding, that is why it is a warning. high wind watch goes into escalator and we could see winds gusting to 50 miles per hour for parts of the jersey shore. futurecast, timing it out for you, into the afternoon. that is when you see more of the heavy rain, torrential rain from the area and it sticks around through the evening hours, overnight into the first part of your saturday. then it starts to break up a bit on saturday. that is the trend. passing showers sunday, it is still breezy through the weekend, but far and away the worst of it is today. as far as potential totals through the event, you are looking at one to possibly 3 inches of rain in those narrow bands. now the upside is, pollen is going to be down dramatically, because of that. barely moving on the bottom of the screen, which is some good news. but it is going to be a very challenging day today. just be smart for your friday. saturday into sunday still breezy, left over showers at times, and then as joaquin passes we see numbers warm up and we'll to the latest legionnaire's scare in the bronx. a town hall meeting was held last night. a new cluster in morris park has killed one person and sickened 12 more. the city says all the towers were recently cleaned and in line with new regulations. the city hall panel says the costume characters and topless painted ladies should be allowed to stay in times square but the task force says not so fast. people complain they harass visitors. the nypd would double the number of officers who patrol the area. the ability, like we have in the parks, to promulgate rules and regulations as to the time, place, what behavior could be allowed. >> reporter: mayor de blasio is expected to support the task force's recommendations. in our money watch this morning a major jobs report could affect the steady. job growth will be a key factor about the fed designs the economy is strong -- decides the economy is strong enough to raise interest rates. yesterday the dow dropped 12, nasdaq gained 7. futures are pointing to a higher open. meanwhile dunkin' donuts stock is dunked. shares are down 12%. the company is closing 100 stores located at speedway gas stations because of slowing sales. chris to us. john? >> reporter: it is good news. you have a category 4 storm and it starts to make its move, still stays at a category 3 through your day tomorrow. with off the coast of the carolinas into monday. but then there is more model agreement, it is going to flirt with parts of canada, but it will be off the coast of new england and we'll be watching for wave action maybe surf advisories monday into tuesday of next week. it will actually usher in warmer temperatures. a snapshot of joaquin, far more pressing and of concern to me is this area of low pressure that is going to usher in the gusty winds and heavy rain in our area. we are setting the stage, we have the soaking rain so when you have the wind fill in, you have the real estate saturated, trees are vulnerable. you worry receive counseling. counseling is recommended for women who undergo the test. but according to researchers, often did not recommend counseling. a new research finds a link between height and cancer. every 3.9 inches of either the risk 6 cancer increased 18% in women and 11% in women. taller women had a 20% greater risk of developing breast cancer. some unlikely and unwelcome visitors have shown up in parts of the city. raccoons are making themselves right at home in brooklyn. cbs2 news's valerie castro shows us the new place they are calling home. >> reporter: this raccoon appears to be going for a midnight swim. the homeowner says it is actually heading for the koy fish -- for the koy fish -- for the fish in her pond. >> it is a serious problem. >> reporter: state assembly woman joanne simon has received several concerns. her office estimates up to 30 raccoons have taken over. >> it is a public health issue. >> they live here. that is nature. however it made it really difficult for us to stay in our backyard. >> reporter: michelle drawinger says they have dug these holes in her backyard. >> i had to cover them, i didn't want the kids to break their ankle when they are running around back here. >> they like to walk around my pool. they play with the float and knock it around and drink the water. >> reporter: residents believe nearby construction might be the reason behind the raccoons's relocation. >> the big tree up there is housing them, like a condo. >> reporter: but they've gotten too close for comfort. >> you don't know if they carry diseases. i have nor'easter we are going to have problems here. >> reporter: thirty city agencies are coordinating together, including the police department who tweeted these division preparing for the we want equipment in all the burrows. even if we put in staten island or queens or the bronx. if we need something in that borough we can get there faster. >> reporter: at the staten island ferry terminals crews sealed vents to prevent flood water damage. >> we went through a lot in this city three years ago as a result of superstorm sandy this city learned tremendously valuable lessons. >> reporter: people are hoping joaquin is nothing like what happened three years ago when the storm surge wiped >> the potential of another storm is kind of the last thing you want. >> reporter: residents like those keeping a close eye on the track of this storm. now emergency officials are encouraging people to go out, get supplies, just in case, and prepare for the worst. seaside section of rockaway any chances and they are planning ahead. the wind out here is so fierce. it is raining and we are seeing minor flooding and the situation could get much worse in the next few days. so the governor wants everyone to be ready. tidal flooding has already begun at the jersey shore, with winds and waves picking up. public works has been filling up thousands of sandbags to give out to residents, starting this morning. >> our emergency management team is ready to go. we'll deal with it as it happens. >> reporter: in ocean city, rescue vehicles are on standby. at high tide the back bay has been freely flowing into streets and yards and another 5 or 6 inches of rain will only exacerbate conditions. every town on the jersey shore prepared for nor'easter-like conditions the next few days, then joaquin as it heads north. governor christie putting hundreds of emergency workers on standby. >> now is the time for you to begin to prepare for hunkering down and dealing with the storm. >> reporter: people who live here, preparing forget out of town, many already filling up their tanks to avoid long lines they experienced during sandy. and new jersey transit, which saw some trains underwater during sandy, also keeping a close eye on the storm to minimize service disruptions. so a lot of people here on the jersey shore are paying very close attention to the forecast. so is governor christie. now in just a few hours, he is going to give us new details on how the state is preparing for the storm. we'll of course let you know what he has to say. we are live in union beach including a rifle and body armor. he allegedly also blogged about violence, including the recent on air murders of two journalists in virginia. mercer's father was visibly distraught when questioned by reporters. >> obviously a devastating day. devastating for me and my family. >> reporter: president obama prayed for the victims' families. >> may god bless the memories of those killed today. may he bring comfort to their families. >> reporter: authorities have searched mercer's apartment complex, as well as the college campus and parking lot, as they they are calling on the media not to use atlantic highlands. this is interesting. wind observations, 21 miles per hour gusts there and we head farther down into ocean county, this is john, 56, he has 20 miles per hour gusts. george and john and all your neighbors in between, you could see gusts to 50 miles per hour. later today, tonight, into tomorrow. that is why we are concerned about beach erosion, about flooding and gusty winds that will fill in as well. make sure you are ready for it. light rain and 52. we have more rain to the south rain setting upright now. 52 in river head, in times river. those extremes there and the 40s north and west. first off, joaquin, 130 miles per hour winds, that makes it a category 4, moving northwest at 3. that is bad news for the bahamas as it moves slowly, picks up the pace, doesn't weaken that much as it heads to the north. we'll see is it as a category 3 storm tomorrow. then it starts its move, its push to the east. still a 2 off the coast of north carolina. concerned about wave and wind action there, but then there is more model agreement that it continues to make that push to the north and east. still a category 1, out to sea. then we see the impacts into parts of canada as it weakens moreover that cool water. there is a snapshot of joaquin, closer to us, an area of low pressure that is bringing in the heavy rain into parts of the carolinas. they just are not getting a break, through virginia, maryland, delaware, south jersey. we are going to see the wind so there is more of the northeast winds. concerns of flooding for the connecticut area. the wind is moving in more rain. heavy pockets this afternoon and tonight. gusty winds. this is not associated with joaquin, this is a very vigorous low. a flood warning i should say for the jersey shore. a flood advisory with coastal flooding anticipated for the city and westchester fairfield county and all of long island as well. if you are in one of those areas going man it is always flooding, this is the kind of set up where you could see a repeat of that. also the winds we talked about could approach 50 miles per hour. it is a soaking rain today. there is improvement tomorrow, some lingering showers, a break here and there. better on sunday. polanski day parade sunday, you are in better shape for the juvenile diabetes research walks as well, but remember, today is going to be a busy, challenging day. and is more agreement it is going to push off to the north and east. we got that little back-up on monday, still a category 2 storm, but then watch what happens again farther off to the north and east. still a category storm off the coast of new england. we are watching for wave action, could see issues with high surf and possibly flooding boo parts of new england. but our concern today is dealing with a storm that is much closer. this is joaquin, over the bahamas. this is our area of low pressure, bringing this torrential rain and wind through parts of the carol, virginia, already maryland parts of delaware, south jersey. it is light rain for the area. and again breaks in it for parts of south ocean. but you are going to see more the day, with the stronger winds. so you have that persistent northeast wind, that means that water just backs up and fills in. coastal flood advisory for the city, connecticut, long island, and then it is a flood warning, already seeing some flooding for the jersey shore. and then the wind, another menace, could see gusts 40 to 50 miles per hour as we work our way into your friday afternoon. your friday night into saturday. see take care and battle the storm, most beaches now have barriers to prevent tidal waves or any water from flowing over. you can see this pile of sand has been brought in, to fill in dunes. residents hope these preparations are enough. >> we have been preparing for the worst and hoping for the best. with a situation like this, i can't see the best happening. even with a nor'easter we are going to have problems here. >> reporter: now 30 city agencies have coordinated to prepare for high winds, high surf, and this community remembers, all too well, what happened during superstorm sandy. but there have been major upgrades in this area, including this boardwalk, it has been rebuilt, raised and reinforced with a cement wall that is supposed to prevent sand from coming over. emergency officials warn people, be prepared, go out, get supplies. better to be safe than sorry. meg baker cbs2 news. on long island, humvees that can make it through high water are ready along with many other emergency vehicles, back- up generators as well. stock up on emergency supplies and take it seriously if you are ordered to evacuate at any moment. the city of yonkers is providing sandbags for residents to protect their properties from the storm. workers filled and handed out bags. all city department were directed to prepare for potential emergency response. flooding is a major concern for residence today and tonight. how do the models handle the rain? heavy rain, look at the timing. it is going to be a mess. so make sure you are ready for that. could see localized flooding, that is different than coastal flooding but in poor drainage areas that would exacerbate conditions north and west of the city. and then it is improving saturday, we see a passing shower for saturday events, still breezy, but it is improving, breezy and a little wet sunday and then actually it will warm up next week. the spaghetti plots for hurricane, you see much more convergence with this thing going off to
