right now. warmer right now. 2 degrees warmer in coatesville and 2 degrees warmer in trenton. 6 degrees in mount holly, 4 philadelphia and 5 atlantic city. you might notice as you step outside, you'll want the jacket for your morning commute. you can peel that off in the afternoon. current winds very light, 3 miles per hour, allentown, philadelphia, through wilmington and dover. we are seeing the winds coming in mostly from the east and that's going to continue into your afternoon as well. we're looking at clouds moving in. but not yet chances of rain. we have a chance of rain that we moved into the forecast, though. we'll talk more about that, take a closer look at your neighborhood forecast coming up in a few minutes. right now let's go traffic with jessica boyington. >> out in smyrna, we're starting there. over in delaware, an accident closed part of route 1, headed southbound around route 19. that's between route 19 and exit 14. watch for a big accident there. that was in smyrna, delaware. another accident in pottstown, route 100 northbound around west king street. watch for that. the 42 freeway in new jersey, just around the atlantic city expressway, all the traffic right here is moving northbound towards philadelphia. no problems or delays yet. moving through here to deptford, up into the city and if you're heading to 295 towards the trenton area you'll do just fine there as well. maybe down the shore, you'll be good there, too. take a look at this new video of an overnight fire at a pizza shop. you can see the flames engulfing nonstop pizza in philadelphia's tacony neighborhood. the store and a large garage behind it were both destroyed in the fire that started just after 11:00. nobody here was hurt. investigators are now looking for the cause of this fire. also this morning, fire officials are look for the cause of this fire that roared through two vacant row homes in philadelphia's hunting park neighborhood. the two homes are on north broad street and it's near pike street. some beams of this building collapsed while crews were putting out flames. the fire broke outç around 1:0 this morning. no one was hurt. leaders in philadelphia will try to come up with a solution to the city's costly pothole problem. nbc 10's monique braxton is live at city hall to tell us more. monique, fill us in. >> rosemary, all of us can speak from personal experience. in just a few hours, philadelphia city council will begin tackling its widespread pothole problem. council and the streets department admit there aren't enough hours in one day, one week or even one month to fix potholes. they're in every neighborhood, flattening tires or causing accidents when others swerve to avoid them. then when crews work to fill the gaping holes, traffic is stalled for hours. >> right now, i'm on public transportation because i had front end damage to my car because of a pothole. >> reporter: today counselman david oh says he has an idea to fix that problem. he's suggesting a self-contained spray injection unithat only requires one worker. counselman oh says it costs about $13 a pothole and takes about three minutes to fix. at 10:00 you'll hear from him and others who want to share their experiences or offer suggestions to the city's pothole problem. outside city hall, monique braxton, nbc 10 news. >> thank you, monique. a man seriously injured during last month's fatal train crash in hoboken plans to file a lawsuit. he plans to hold new jersey transit accountable for safety failures that led to the crash. 66-year-old sheldon kess was on the train and suffered a broken nose, deep cuts to his head and face and partially amputated finger. he and his attorneys announced the lawsuit yesterday. one person was killed and more than 100 others injured in the september 29th crash. kess said he hopes his actions can prevent another crash. >> i need to know why did this happen, how did this happen and who should be held accountable so that something like this never, ever happens again. >> investigators say the train was going twice the 10 mile-per-hour speed limit when it crashed through a platform at hoboken terminal. the federal aviation administration is investigating an incident between two planes at newark airport, a laugh tuft plane and united airlines flight clipped wings yesterday afternoon. no one was hurt. both planes have minor damage. we're learning that the city of philadelphia paid mail room employees over $9,000 in overtime for hours they never worked. that's according to a report from the city controller's office. yesterday, city controller allen butkovitz discussed the investigation into the distribution center. he says surveillance videos taken over an eight-week period saying nearly 300 overtime hours were wrongly claimed. the supervisor and administrative officer knowingly certified the o.t., he says. >> this is fraud and it should never be tolerated. not only did it waste tax dollars but decreasedç productivity and created a hostile work environment. >> the findings of the investigation have been sent to the d.a.'s office for further review. the supervisor and the administrative officer have since resigned from their position. now your nbc 10 first alert weather. >> starting out with our look right now, planners across the board are mostly showing that temperatures this morning, not quite as cold as they were yesterday morning. still chilly start, though. 9:00 a.m., 54 degrees in philadelphia, 65 by 1:00 this afternoon. notice as well as the icon is different than yesterday. not a big deal. still a nice day but we'll be partly cloudy outside. scattered clouds throughout your morning, afternoon and even into your evening. 63, 1:00 p.m. in the suburbs. by 5:00, 65 degrees. we move over to delaware, parts of new jersey and the shore. 55 degrees at 9:00 a.m. in delaware, 54 in new jersey and warmer than that along the ocean points. that's because when you get the moist on-shore breeze, you see the temperatures stay warmer, kind of a monitoring effect. the afternoon, not going to warm up quite as much, mid to upper 60s, what we are expecting. tomorrow, though, with the passing system, we will see some variation with chances of rain near the lehigh valley but drier through new jersey and delaware. radar and satellite, here's the view, nice and wide. we have scattered clouds in place right now. way to the west, there's some of the rain i was talking about. it will take a while to make it to us. that's until thursday that we'll see that chance. it will be for the northern most zones. hurricane nicole, 90 mile-per-hour winds. we have a current update on the now category 1 hurricane. it's moving to the northwest at 6 miles per hour. it's going to start to make this curve, though. the concern is bermuda sits at sea in the line of fire. here's the projected path as it stands now. wednesday into thursday, strengthening up to 105 mile per hour winds. look at this exactly over bermuda as we move through your thursday and friday. friday at 2:00 a.m., starting to downgrade, back to 90 mile-per-hour winds. good news for us, this system will stay out to sea. dangerous for bermuda. staying out to sea as we move into the weekend, meaning that areas like philadelphia, new york, boston, not going to feel the effects of hurricane nicole other than maybe a little more bumty seas out to our east. here's the next five days for our forecast. our wednesday. 69 degrees in philadelphia. delaware, nearly the same at 68. we see the warm to the lower 70s for your thursday, then the dip, your friday/saturday, back to 70s, though. a good weekend ahead for sunday, 73 in philadelphia. more on the ten-day forecast coming up in up today into the 60s. a mother in delaware says she's outraged over a reading assignment brought home by her daughter who attends a sussex county middle school. >> the scholastic company put out this article adapted from an article "new york times" in the for classroom use. it's called blue and black, talking about recent high-profile police-involved shootings of african-americans. jill, who is the wife of a police officer, says the bulk of the article sends a message that police cannot be trusted. she would not let her daughter use the article for her homework. >> because i think it's totally one sided. i think it's promoting racism. i think it's pretty much telling young kids that the cops are bad people. >> jill says school administrators told her they would not use the article again but scholastic told us they take special care to address controversial issues and they have received positive feedback on this particular issue. let's head to california where today in palm springs the district attorney will announce charges in the murders two of police officers. the officers were responding to a domestic disturbance call on saturday when they were shot and killed. john felix was arrested after a 12-hour standoff. the district attorney is expected to ask for the death penalty. happening today, cumberland county college will hold a ceremony to remember victims of domestic violence. students will collect nonperishable food and clothing to donate to a cumberland county safe house. in north carolina, rescue crews are still on the job saving lives, not just people, animals, too. a team of firefighters rescued more than a dozen dogs from an animal shelter in the town of lumberton. volunteers from our area are still down south pitching in to help the victims of matthew. 80 volunteer members of new jersey's urban search and rescue team have been working in ç hard-hit areas since the weekend. the american red cross jersey region is adding to its team of nearly two dozen already in the southeast. >> you see people in distress. i'm fine myself. you want to help those people. >> i think with hurricane sandy, so glad i was able to come here and help. >> those team members expect to return home today. state officials say they're ready to send another group to the flood zone. 16 minutes past 6:00. speaking of distress, looks like we have southbound side of the blue route off of this ramp right here. we just had fire department activity just leave the scene. it was an earlier accident with a vehicle fire involved there as well. now it looks like they're starting -- i'm trying to figure out what's going on here. some of that moved out of the way. they're trying to figure out what's going on. it looks like they just allowed traffic to move by the area. let me get out of that shot right now. it's making me dizzy. watching in smyrna, delaware, route 1 southbound between route 113 between 119 and 114. there's word that a truck spilled over and had a load of checkens in tow. there might be massive cleanup under way. we'll keep you updated there. that might be a serious situation, more than we originally thought. in neighborhoods right now we're at 40 degrees right now, across many locations, rather those low 40s. kutztown 42. we're seeing 40 from mertztown and 41 in reading. just a few 30s that are sneaking in across the board. most are in the lower 40s to start out with. yesterday if you remember, it was more like the mid-30s. temperatures are a little better off than yesterday. looking at the temperature trend in philadelphia, average 68 degrees. we were at 65 on monday and 67 tuesday. just as forecast. then today, bumping up to 69 degrees. just around average these last few days. as we get into your thursday, we do continue the warming, getting to 72 by thursday. so if you somehow have your thursday off, make outdoor plans. it will be lovely throughout the day. friday we see the dropoff. a cold front moving in which will allow for spot chances of rain, mostly north of philadelphia. and into friday, we'll dry out, seeing the temperatures slil back down slightly below average. radar and satellite currently, also have clouds pushing in from the shore here. overall, this is a great start to your morning. temperatures aren't quite as cold. we just have scattered clouds, no rain, don't need the umbrella, don't need to worry about the windshield wipers. that might change. let's begin your hour by hour. the nice tight view through philadelphia, showing us as we move along, some clouds continue to press in from the shore. that's your lunch time. giving us partly cloudy conditions. we continue through your afternoon into your early evening. on/off clouds through 6:30 and then we switch over to a separate model. this gives us a wider view the region with that cold front moving through. this, we're starting wednesday evening. we fast forwarded through our day. we saw that with the last model. we see the line of rain sitting to our west. the cold front continues with the showers into your thursday morning. 9:30 a.m. we'll see spotty showers that continue to push along into our region. i suspect for the most part these will start to break apart and hang around the northern portion before moving out. isolated chances near philadelphia, more likely areas like the lehigh valley and some parts of berks county. looking at the 10 day on 10, temperatures up and down here. 69 for your wednesday. 72 for your thursday and then the dropoff, sunny but 66 on friday. we start to looking for that. thanks so much, krystal. this just in, disturbing and dangerous. that's what the u.n. human rights chief is saying about republican presidential nominee donald trump and his recent comments on international relations. he says that he doesn't like to weigh in on political campaigns but that he's worried about human rights around the world and that they could suffer if trump is elected. so far, the trump campaign has not responded to this. we're following the latest developments from the campaign trail just ahead in our next half hour. also ahead, the eagles will have to do without one of their big guys up front. next, we'll hear from the team's top brass about lane johnson's suspension for performance-enhancing drugs. plus, tim tebow made his arizona fall league debut but he's really getting a lot of attention for his post-game interaction with a fan who suffered a seizure. we'll explain. eagles offensive lineman lane johnson will have to serve a ten-game suspension for violating the nfl's policy on performance-enhancing drugs. he lost his appeal. his attorney released a statement saying the suspension was upheld. he will be eligible to play the final two games of the regular season. the eagles executive vice president of football operations, howie roseman released this statement, saying in part, we're very disappointed that lane johnson has been suspended ten games. his actions have affected the entire organization. he has no choice but to hold himself accountable to jeffrey lurie, coach pederson, staff and our fans. csn's john clark morning. 50 degrees in philadelphia. wouldn't be surprised if we dropped into the upper 40s. we're at 43 right now, the suburbs, new jersey as well. and look at the lehigh valley in those 30s at 39 degrees currently. winds are light, not expecting a windy day today, although may be breeziness by tomorrow. for today, it's all about some of the clouds building in and temperatures back to the upper 60s. we're at 69, philadelphia, 68 the suburbs and new jersey. and, again, right now just scattered clouds in place. our eye on rain that sits well to our west. those showers, though, may creep on in were carrying chickens. there might be cleanup, kind of a mess on route 1 southbound between exit 119 and exit 114. a good alternate is taking route 13. that's dupont highway. that will get you by the scene. right now with that closure in place, you may see big delays. checking in here, that's looking a little bit better. this is the off ramp from the blue route headed southbound. now looks like another disabled left on the shoulder of the ramp. one of the lanes still getting by to the left-hand side. not really causing any problems any more. here's the schuylkill expressway. checking in with drive times there, just seeing if we're seeing slowdowns yet. into center city, just a little bit, pretty much the same headed westbound. 17 minutes from the blue route to the vine street expressway. speeds into the 40s. vai? >> thank you, jessica. new from overnight,ç cell phon video shows a raging fire in philadelphia's tacony neighborhood. this morning, a garage destroyed, a pizza place is damaged and investigators are trying to figure out how this started. matt, you've been digging around. tell us what you've learned. >> it's still dark right now. let me show you the damage to the garage. you can see the burned out remains there. as this became more of a problem when the fire spread next door to a pizza shop that has apartments above. take a look at this cell phone video again. heavy flames and smoke coming from this area, last night around 11:00. this was quite intense. magee avenue between hagerman and edmund streets in the tacony section. one witness who was out here early on scene, before the first responders showed up, told us it got so intense, he was standing across the street and pieces of the garage were flaying off in his direction. it is believed there may have been someone upstairs in the building at the time. no reports of injuries this morning. once again, we'll take another live look here. the pizza shop, nonstop pizza it's called. sustained quite a bit of damage. i'm curious what this one-story garages with being used for, what was being stored inside. another thing that just happened 10, 15 minutes, peco crews showed up because they cut power lines to this area. those utility crews are getting ready to work. we'll keep you posted. live in tacony, matt delucia, nbc 10 news. philadelphia is launching a new initiative today, focused on ending youth smoking. mayor jim kenney will officially unveil the plan a little bit later on this morning. here's what we know about it. under new health regulations, the city will increase the annual fee for retailers selling tobacco from 50 to $300. the city health official tells us the mayor and his supporters want to limit the number of stores offering tobacco in low-income neighborhoods. also today at city hall, city council will hear about new efficient ways to fix potholes in philly. councilman david oh will propose two methods he says are faster and cheaper than trucks and work crews. one way involves a self-contained spray that requires one worker. it would cost $13 a pothole and take three minutes to fill. the other option is infrared repair which would work in a similar way. 50 degrees outside. in other news, family members have identified two children caught on surveillance cameras breaking into a school in northeast philadelphia. we blurred the faces of the children in this video released by police. authorities say the brother and the sister broke into the philadelphia academy charter school through a win did he on monday. and they rummaged through classrooms. they tell us they took hot sauce, food, change and colored markers. they're not sure how they got in. there was testimony that christie gathered his top aides in 2013 and gave them an hour to produce any e-mails or information related to the bridge lane closures. she said she learned of the matter whenç she met with bill baroni whom she was replacing at the port authority. baroni and bridget kelly are accused of orchestrating the lane closure as political pay back. they have pleaded not guilty. now to decision 2016. republican donald trump will campaign in florida today and tomorrow. democrat hillary clinton will be in colorado and nevada today. >> yesterday, president obama sounded off for the first time on trump's lewd comments that was caught on tape. >> i, too, believe in forgiveness and redemption but that doesn't mean i'm going to elect the person president. president obama made those comments while stumping for clinton yesterday in north carolina. he'll be back on the campaign trail tomorrow in ohio. meantime, donald trump says the shackles are off. after a number of republican lawmakers have pulled their support. yesterday on twitter trump leveled attacks on those republicans, including house speaker paul ryan who said he would no longer defend the republican nominee. during this appearance in florida last night, trump pounced on e-mail leaks from wikileaks reportedly showing that clinton's team back channeled with the justice department while her e-mails were being investigated. >> we have to investigate hillary clinton and we have to investigate the investigation. >> trump also accused clinton of wanting to surrender america's freedom to, quote, open borders, open trade and a world government, end quote. a top clinton adviser accuses a long-time trump aide of getting advanced warning about wikileaks plan to publish thousands of hacked e-mails. john podesta alleges roger stone has been in touch with wikileaks founder julian assange. stone calls that assertion false. podesta confirms the fbi is investigating the hack of his private e-mail account. a new nbc news/"wall street journal" poll taken after xund night's debate shows hillary clinton has a nine-point lead over donald trump among likely voters. in a four huff way race, clinton draws 46% to donald trump's 37%. now your nbc 10 first alert weather. >> starting with those starting with philadelphia. 6:39 this morning, 58 by 10:00 a.m. and 65 by your lunch hour. it's a day you could grab lunch outside. as we move along we'll be in the upper 60s in philadelphia, with a mix of cloud and sun and light winds. the lehigh valley, light winds, calm right now. 39 for the temperature. bumping it up quickly. 60 by your lunch hour and just because we start cool doesn't mean we can't see that nice mid-60s forecast. this afternoon at 66 by 4:00 "p." finally, we look at new jersey. 41 the current temperature. we have clouds hanging over head by parts of new jersey. by 2:00, mid to upper 60s are expected around yourç new jers neighborhoods. that's again for the most part what we're seeing across the board today. tomorrow, there will be more variation in your neighborhood forecast. that's because of chances of rain. here we go for the next few days. we go through your workweek and into your weekend. notice philadelphia, dover, atlantic city, not likely to see showers. but there is a chance, very slight chance here, that we'll see more scattered showers move through reading. as we move into the afternoon, that will be on/off showers that we see. very isolated in smyrna, delaware, watching for this accident scene where an overturned truck closed down a portion of route 1 southbound between exit 119 and 114. taking route 13 which is dupont highway is your best bet for an alternate. route 422 starting to see a delay in some spots, making this drive time almost double from 29 to the schuylkill. 6:41 on this wednesday. a viewer tells us fedex owed him afternoon, probably not so much later in the day. i walk my dog in the afternoon. it felt great yesterday as we move into the upper 60s for forecast high temperatures. radar and sat late, nice wide view showing us we have more dense clouds to the northeast of us. scattered clouds moving through our area and you can't see it necessarily on the bard here but well to our west is where some rain sits. that will slowly move our direction. it doesn't affect the forecast today. center city, 69 degrees this afternoon, somerton at 68 degrees. doylestown also at 68. same for easton, allentown at 67. these are consistent temperatures. entire zone, because we're seeing all of this under the same pattern. we're looking partly cloudy, light winds and the temperatures in the upper 60s to mid-60s in some spots. trenton at 68, atlantic city at 67. same for cape may and rehoboth beach at 67 by this afternoon. here's a look at hurricane nicole. now a hurricane. remember yesterday it was a tropical storm. the problem with hurricane nicole, currently a category 1 isn't the strength so much as the path we're looking at. it should strengthen up to a category 2 here as it moves along through your thursday. there's bermuda, hamilton, one of the towns in bermuda right under the line of fire. as we move through thursday, this is something a close eye on. we'll have to keep. because it could be a landfall situation for bermuda, the path has it going out to sea, meaning it will not be affecting the united states. looking at our weekend forecast, our saturday in philadelphia at 68, sunday at 73. both days partly cloudy. both days no rain. meaning this is a great weekend to make plans outdoors especially with the fall events going on. mid-60s for the lehigh valley, the same for the shore. you do see lower 70s across the board by sunday. a warmup as we end your weekend. delaware at 69 and 66, the jersey shore. on your 10 day on 10, the temperatures do a couple up and downs here, really warming up into your next workweek. 69 today, thursday at 72. the dropoff friday with plenty of sunshine. the chance of rain we have pulled back in the forecast for monday at 75 degrees. look at tuesday there. 77 for the forecast high and partly cloudy. one thing to point out, while it looks like we should stay dry tomorrow, there's an isolated chance of rain through parts of berks chickens is closing route 1 southbound around route 13. that's between exit 119 and exit 114. take due upon the highway, route 13 itself. take that as your alternate. that would be good for you there.
