still falling. 34 degrees in the suburbs. philadelphia right now at 38 degrees, with a little bit of a breeze. the wind will be picking up but the temperatures will be climbing. king of prussia, 40 degrees at 11:00 dlthis morning. breezy so it feels like the 30s through the day in the lehigh valley. 46 degrees, we'll see bright sunshine during the day. it's a nice warmup for new jersey and each part of our area. i'll show you how quickly the temperatures climb. and i'll look at the winds, too, when i come back in ten minutes but first, jessica boyington has the "first alert" traffic. >> we're watching things in new jersey, this is bordentown township. a tractor trailer partially blocking the lane there. watching that for you. all lanes are still open on the turnpike. 295 in new jersey, west deptford, right new jersey, 22 minutes heading southbound past the 42 freeway and over into delaware. speeds still in the 60s. there's a crash in hatboro on east county line road around madison avenue. breaking news, negotiations with two prison workers being held hostage by inmates. >> situation is ongoing around 10:30 yesterday morning, unfolding at the james t. vaughn corrections facility in smyrna, delaware. we're on scene as well. nbc10's katy zachry has more on the call to the inmates. we begin with nbc10's matt delucia with details about what's going on now, matt? >> reporter: tracy and vai, we're about 19 hours into this hostage standoff. what i can tell you, it's a little dark from our vantage point and we're a little far away. i'm going to show you a map of where we are down at the administration building. you can see the entire complex of the vaughn corrections facility where that building "c" is. and that's where all of the attention is focused at this hour. so, again, it is a little ways from where we are, but we have seen some activity just within the past few hours. take a look at some video, a little closer from the vantage point, but still quite a ways away. you also see light information the air. could have been a helicopter or perhaps some other equipment that they were using to try to aid in this search and to try to get these two officers rescued and out of that facility. but again, a lot is going on. a lot that we don't know at this point. they're being very mum about many of the details. just in case the folks inside that prison are listening and watching as it's going on. take a look at video from last night, skyforce 10 shows images of people being let out of the "c" building. this began 10:30 yesterday morning when four members of the corrections staff were taken hostage. they were complaining about treatment in the facility and access to rehabilitation. two of those four officers were released. one was treated for nonlife-threatening injuries. prison officials would not say if the facility is understaffed. they would only say they were trying to fill vacancies. >> we'll talk about that stuff at a later date. right now, an important issue is getting the two officers out of that building and home safely to their families. >> reporter: as we take another live look here from quite a distance of where it's going on right now, we're in a parking lot that's adjacent to the facility. the hostage situation has been going on for 19 hours. overnight, we learned that inmates were released and removed from building "c." 82 inmates, we're told, are still in that building. again, it's still very fluid. the situation is still unfolding. we're continuing to gather updates. we're also listening to radio communications trying to get some feel or understanding as to what might be going son around that complex. we'll stay on top of it, live in smyrna, matt delucia, nbc10 news. calls are shedding light on the hostage situation and inmates spoke out from inside the prison. we'll tell you our team coverage now of nbc10's katy zachry also at the prison. katy, the inmates have demands. tell us what you they are. >> reporter: vai, i'll get to that. throughout the ordeal, we've heard not just from the hostage takers but from one of the corrections employees who is being held against their will. listen, this is what they told a reporter at the delaware news journal. >> how many people taking you hostage? >> what -- >> how many people are taking you hostage? >> i don't know, they've got my face covered. >> in addition to that, conversation, we have a recording of what the hostage takers have told police negotiators. they tell the negotiator that no one has been hurt. and then they say this, in terms of what they want. >> it has to change. education. we want education. first and foremost. and rehabilitation program. we want to know exactly what's going on in the prison. >> reporter: two names that came up several times during the conversation between the inmates and the business negotiator, president of the united states donald trump and delaware governor don carney. coming up in the next hour, we have some comments about the governor about this ordeal, and i'll share those with you. reporting live in smyrna, katy zachry, nbc10 news. we'll continue to monitor the breaking and in a speech by the breitbart news milo yiannopoulos. and this morning, it's the first day on the job for secretary of state rex tillerson. >> tillerson was sworn in yesterday after a senate vote of 56-43. tillerson is the former ceo of exxonmobil. meanwhile, the judiciary committee approved the nomination of jeff sessions. delayed was the fall nation of scott pruitt to lead the epa. in other news this morning, two parents in berks county are charged in the death of their 2-year-old daughter. police say 2-year-old ella grace died of pneumonia and her parents refused medical treatment box of their religious beliefs. right now, the parents jonathan and grace foster are back at home with their six other children. they're members of the tabernacle church, a nondenominational church that denies it. nearly 80% had to raise property taxes this year and nearly all anticipate their financial conditions will stay the same. or get worse. 5:38, a wide view of center city. looking across the delaware from the adventure aquarium. it's a view that's going to be nice and sunny during the day today. right now, 38 degrees, which is 12 degrees above the normal temperature this time of year. 26 degrees. not bad at all. a little warm through the 30s quickly, into the 40s. that happens at 10:00 this morning. the wind is so light right now. 3 miles an hour, that wind will be increasing. even though the temperatures warms into the 40s. it's going to feel like it's in the 30s for much of the day today. the suburbs will see sunshine. it just warmed up to 36 degrees even before the sun is up. just a 5-mile-per-hour wind will warm the temperatures a bit. and that's what we're seeing right now but it will likely come down around 8:00, 40 degrees. and then 40s for the afternoon, we'll see the winds picking up during the afternoon. lehigh valley, 27 degrees, this is a live view from easton this morning. no signs of clouds. they have already broken. so the temperatures running a little colder there and it will still be in the 20s at 8:00. but a quick warmup. we'll see temperatures above normal this afternoon. still a few scattered clouds in new jersey. 34 degrees to start with. low 40s, sunshine, at 10:00. and then sunshine right on through the afternoon. just a few scattered clouds will be blowing through the jersey shore. bright sunny skies at 10:00. 40s for the afternoon. and the winds will be picking up during the afternoon. 14 to 15-mile-per-hour winds during the afternoon with some higher gusts possible. those winds will bring in colder air for tonight. during the day today, those winds will be met with sunshine. 40s for delaware this afternoon. 14-mile-per-hour winds today. the trend, though, is for colder weather. 40 today. standby, it's going to feel like february for friday, saturday and into sunday. but there is another warmup for next week. the temperature roller coaster will continue. a closer look at that with the 10 day on 10 when i'm back in ten closed for construction but reopened about 40 minutes or so ago. watching the cameras around 24th street. you can see both directions here on the westbound side, moving towards the schuylkill expressway. not seeing any problems headed towards the schuylkill or 95. speaking of 95, drive time theres southbound from the vine to the expressway, about a 13-minute trip. and no problems right now. at least on 95. but in bordentown township, this is in jersey, an overturned tractor trailer out on the new jersey turnpike northbound ramp at exit 7. route 206. all lanes are still open, though, on the turnpike and there's a crash in hat boro. >> out next, we take you out live to delaware where the hostage situation continues. an update on negotiations continues as inmates have two workers hostage. and making room. now it's disappearing and how it could help wildlife. it's 5:45, we continue to follow breaking news, live from the james vaughn corrections center in smyrna, delaware. here's what we know right now, two prison officers are being held hostage. two others were released yesterday. it started around 10:30 in the morning. the sprawling facility houses 13 death row inmates as well as minimum and maximum security prisoners. one inmate called the delaware news journal complaining about treatment at the facility and their access to rehabilitation. negotiations with the prisoners continues. let's take you state by state and county by county. >> later this month, comedian bill cosby and his legal team will be back in court to try to get the trial out of montgomery county. or have jurors from another county brought in. the trial should start by june. cosby is charged with sexually assaulting a former temple university employee in 2004. in chester county police are still searching for a man who attacked a rite aid manager during a robbery in westchester. authorities released this sketch of the attacker. rite aid is now offering a $5,000 reward leading to this man's arrest. and the surveillance video shows the man ambushing the manager in the doorway at the store last friday. the manager was treated at the hospital for injuries to his head. in delaware, the wilmington housing authority is getting an overhaul. the mayor announced the board's chair and five other board members were relieved of their duties. the development has followed a threat by federal authorities to cut funding. a boost in the fight against cancer at cristian that health care system. a local family gave the hospital $1 million to go towards head and neck research. the money will support clinical trials. the new jersey firefighters union said it could refile a lawsuit against the state as early as today over threatened layoffs. the women withdraw a federal lawsuit yesterday after the state delayed laying off 100 firefighters. the layoffs are part of the state takeover of atlantic city finances. a longtime landmark at the jersey shore is now disappear be. >> work started to dismantle a huge antenna field to make room for mother nature. it will be the sight for boaters on barnegat bay for decades. they were deactivated in 1989. they started to fall down after hurricane sandy, leaving a maze of wires that threatened birds. now they're being removed by the edwin b. forsythe wildlife heritage. >> there's a lot of wildlife here. >> 18 of the poles will be left in place and used as nesting sites for ospreys. pennsylvania partnership for children unveiled a new website yesterday that includes an interactive map that goes district by district. and punxsutawney phil will reveal his forecast. if he sees his shadow, we'll have six more months of winter. a live look at the celebration. people get up really early in gobbler's knob in punxsutawney. it's really not to normal february cold just yet. 35 degrees in south jersey. delaware at 38. dla 38 degrees in philadelphia. there are some colder neighborhoods in new jersey as well. not by much. lumb lumberton is at freezing. robbinsville, 27 degrees. that's a starting point. we'll see sunshine and a nice warmup during the day but you'll also see wind increasing. just barely moving right now, 3-mile-per-hour winds in philadelphia. they're coming out of the southwest and that's also going to change. a northwesterly wind blowing. look at those winds, 17 miles an hour at philadelphia and wilmington. that wind bringing in colder air during the day today. so sunshine is going to be working against the wind. it won't be quite as warm as yesterday but it will likely feel warmer because we'll get to see some sunshine. temperatures at 8:00 at the bus stop. wind will start to pick up. a chilly breeze will be blowing for wilmington, philadelphia and atlantic city. during the day, the clouds move out and sunshine this afternoon. there are snow showers to the north and west. we won't get the snow showers, but that cold will be riding in on the wind. and it really comes in tonight and tomorrow. dry for the rest of the weekend, into next week. through the weekend, and now looks like it will stay dry in philadelphia. and for reading just a slight chance for flurries come sunday afternoon. atlantic city, a slight chance of rain drops sunday into monday. and looks unlikely that dover will see any activity as we head into the weekend. 45 degrees, breezy, with the winds blowing at their peak, it's going to feel like the 30s this afternoon. here comes the cold, whether he sees his shadow or not, the cold will be ushered in for the weekend. come saturday, 22 in the morning, 24 sunday morning. with clouds blowing in on sunday. dry on monday. look at the warmup, and that will lead to rain later tuesday and wednesday. just a couple days of warmup. and then we're back to the reports of any problems headed on the atlantic city expressway. and on the 42 freeway, keeping that trend here north and south from 55 to the walt whitman bridge. anybody heading to philadelphia,
