out here, but it's very much unfolding, a fluid situation. the standoff continues. and we're also learning of a rally in support of the prisoners here. that's scheduled for later on this morning. one of the claims of the inmates at this facility are the real and ongoing hostages but of course, the main situation that's being focused on right now is, of course, getting those two corrections officers out of that building safely. for now, we're live in smyrna, matt delucia, nbc10 news. >> now, 600 people work in that prison. >> most of them work in the small delaware town. ever since news broke yesterday, family, friends and neighbors and previous employees have converged on the facility, hoping to remain strong that this will end peacefully. >> i feel sorry for the loved ones on the outside that are waiting to learn what's going on inside. >> concerned, naturally, to find out what's going on. >> go to the nbc app to get updates. and we're staying in touch with state officials for any new developments. a new grand jury report reveals sex abuse at school that spans five decades. the report describes, quote, culture of concealment. students who attended the school from the '50s to 2005, being abused by teachers. prosecutors cannot prosecute because all but one of the cases are too old and that person doesn't want to press charges. gerald smith turned himself in yesterday. the 17-year veteran of the force is charged with assault, violating a protection order and other offenses. the police commissioner said smith is suspended and the department plans to fire him. president trump's pick for the secretary of education is facing bipartisan pushback. >> we'll break down the lawmakers on both sides of the aisle that are expected to vote now. plus, building a are still being held inside a building at the james t. john corrections center. two other staffers were released yesterday. it started around 10:30 yesterday morning. investigation with the prisoners continues. we'll check back live with matt delucia at the prison just around 5:00 a.m. good morning, everyone, jessica boyington checking on the road, we're watching out in bordentown township. an overturned tractor trailer. it is on the northbound side, all lanes open. that ramp is blocked near 206. police will clean up the tractor trailer situation as well. and vine street expressway still closed in both directions. and the camera right around broad street having all vehicles exit off the ramp. right now, westbound and eastbound, in between the schuylkill and broad are closed there. here's 95, moving through delaware. north and south look okay. drive times 11 minutes from 295 to 95, and speeds in the 60s. i'll check with the new jersey roads when i come back in about ten. >> announcer: now your nbc10 "first alert" weather. 4:37 and dry this morning. and getting a little chillier by the minute. but it's not going to be a big cooldown. we're in the 30s but above freezing. that's a live view from center city. the wind barely moving, trenton just a 3-mile-per-hour wind. and the winds will pick up out of the northwest and that's going to keep things chillier. to start with, 38 degrees. 39 at 8:00. look at this, something we didn't see much of yesterday, sunshine from 10:00 to noon right through the afternoon. temperatures climb into the middle 40s by 2:00. but the wind will be up to 16 miles an hour and that will carry into the late afternoon hours. that's going to make it feel like the 30s for much of the day. that's philadelphia. the suburbs down to 34 right now. you'll see a few clouds blowing through. mainly sunshine. 34 at 8:00. temperature warmup begins. 30s, by late in the morning, we'll get closer to the 40 degree mark at noon time. low 40s this afternoon. and temperatures held back a bit by the wind out of the northwest at 15 miles an hour for the suburbs. for lehigh valley, some neighborhoods in the 20s. allentown among them. 26 degrees now. 29 at 8:00. and then we warm to the 30s and into the 40s. just briefly into the 40s. this happened around midday. the wind will be picking up. a few extra clouds later in the afternoon, but it will stay dry. don't expect to see any wet weather. new jersey at this hour, 33 degrees. we'll see a similar warmup in the 40s. that happens this morning. 42 at lunchtime. a little breezy, but with that sunshine, going to feel good out there. at the shore, after a chilly morning, 41 it will drop into the 30s briefly. and then back into the 40s. 45 degrees for the afternoon. still in the middle 40s at 4:00 but the winds it little be blowing this evening and make for a much colder night at delaware. the temperatures, 37 degrees, 20s tomorrow morning at this time. but before we get that cold, look at the warmup, 40s at 10:00, middle 40s at noon that continues to 2:00. winds at 17 miles an hour. we'll see higher gusts even though it's 44 degrees at 2:00 it will probably feel like 38 or 39 degrees. and the trend for some colder weather, just in time for the end of the week, 36 tomorrow. look at the 30s for saturday. fortunately, we start to recover by sunday. by tuesday afternoon, near 50 degrees. more details on the warmup and what wet weather is on its way with the 10 day on 10 when i'm back in ten minutes. well, if you don't mind braving the colder temperatures at happy hour, you can get a drink at an outdoor ice bar at old city. the owner carved the sculpture. the bar scheduled to run through february 17th along with the ice lab. this morning, there's a party happening in a smyrna where the hostage situation at the james vaughn corrections center is now in its 18th hour and still continuing. here's the update. two prison staff members are still being held hostage. two others also being held were released yesterday. the facility is delaware's only men's prison that houses death row inmates. minimum and medium security inmates are also held there. stay with nbc10 and the nbc10 app for breaking developments. we'll be back to check with matt delucia for another full report. this morning, it's the first full day on the job for secretary of state rex tillerson. >> tillerson will address employees. he was sworn in yesterday by vice president pence after confirmed by a senate vote of 56-43. tillerson is the former ceo of exxonmobil. meanwhile the senate judiciary committee approved the appointment of jeff sessions. and senate delayed the vote on the nomination of scott pruitt. two gop senators say they'll vote against betsy devos. the top democrats also oppose here. that leaves a 50/50 split in the senate. vice president mike pence will have to break the tie to confirm her. and yesterday, at pat too manimi's office, protesters urging him to vote against devos. meanwhile, a group of leaders from new jersey held a news conference yesterday urging senator corey book tore support devos. the group says devos has made a clear case for having education work for every child in america this morning, two parents in berks county are charged in the death of their 2-year-old daughter. police say 2-year-old ella grace died of pneumonia, and her parents refused medical treatment because of their religious beliefs. right now, the parents jonathan and grace foster are back at home with their six children in bethal township. they're part of the nondena nondenominational church. >> the freedom and duty of care that a child is entitled to. >> a children's health care study shows between 1990 and 1995, 102 children died from religion-motivated neglect nationwide. 100 of them had a 90% chance of survival. it started in berkeley township to dismantle a huge antenna field to make room for nature. the 500 poles had been a familiar sight for nearly nine decades. they once provided communications between ships at sea and the mainland. they were deactivated in 1999 and started to fall down after hurricane sandy and are a maze of wires that threaten birds. and now they're being removed. >> there's always lot of habitat here. and we want to preserve the marsh grasses. >> 18 of the poles will be left in place and used as nesting sites for osprey. getting the rest of the poles will take about two months. 4:46, 48 degrees outside. milder, let's see what is to come today. >> bill henley has the most accurate forecast. we've got the big prediction coming our way from punxsutawney, groundhog day. i think they said raise the groundhog, instead of the cat. clouds are over punxsutawney at 6:00, and then 8:00, if it doesn't see it's shadow, that means an early spring. certainly felt like it yesterday, maybe for the ground hog, maybe just for punxsutawney. the temperatures are in the 20s but not many neighborhoods. lehigh valley 22 degrees. 37 in delaware. south jersey, that 34 degrees. some neighborhoods a little warmer, turnersville and pitman at 37. and 36 in robinsville. a little chillier than yesterday, but the wind has really died down. but as the day goes on, a chilly breeze will be blowing, that includes at the bus stop at 8:00. temperatures will be right at freezing for allentown and exton. reading, wilmington, atlantic city getting sunshine. trenton will warm into the 40s this afternoon. what we won't see are any snowflakes or rain drops. there are a few clouds overhead. those will be thinning out. the snow showers will stay to the northwest. but the cold creating those snow showers are coming in over the next couple days. you'll feel it with wind that will be increasing as the day goes on. that's going to make it feel like the 30s even though we're heading into the 40s this afternoon. pretty dry, though. chances of precipitation look unlikely for the weekend. dover, atlantic city, you can see it on the 10 day on 10. 45 degrees, breezy, that's going to make it feel like the 30s for most of the day. tomorrow, we will be in the 30s, after a cold morning, down to 24 degrees. you'll feel that winter cold on saturday. down to 34 in the afternoon. bright sunshine saturday. we'll see breaks of sunshine as clouds return with a warmer day on sunday. and the warmup continues as we go into next week. 44 monday. up to 50 degrees on tuesday. and reaching into the middle 50s on wednesday. that comes with a chance of some rain showers tuesday and into wednesday. especially later tuesday and into wednesday. then there with the headlights. you can see center city and the vine, we'll keep an eye on that, typically, it clears around the 5:00 mark. the crash on hat boro on east county line around madison avenue. at jersey shore miss america will return to the historic board walk. officials announced they will crown this year's winner on september 10th. happening today in south philadelphia, the kids at the on ramp. no big problems or delays here. we'll check in with the new jersey turnpike and the problem when i come back in the 5:00 hour. president trump is recognizing the iconic african-american figures that hemmed shape america. >> we'll use douglass as an example of somebody who is doing an amazing job and being recognized more and more. harriet tubman. and more black americans making america what it is today. >> the comment made by the president drew backlash. critics say the president seemed to reference douglass, the former slave and abolitionist that died in 1855. and the school hosted the 11-year-old marley diaz. she's the founder of the 100 black books campaign. marley said it's about bringing main black characters and getting them in the school libraries. philadelphia native leonard miller was the first african-american to own a car and enter a car at the indianapolis 500. miller was there to offer his steering wheel to the racing car. 1100 students will get to see the academy nominated film "hidden figures." a group donated $13,000 worth of tickets to the district. former vice president joe biden is launching a new foundation to promote equal rights and opportunity. mr. biten says the nonprofit foundation will work to make sure everyone gets, quote, a fair shot in achieving the american dream. the foundation will also promote the v.p. with cancer research, and preventing violence against women. hundreds of philadelphia students are tackling the most pressing issues facing people around the world. the high school students learned about the challenge yesterday. they'll be given one in five challenges to changing culture to eradicating hunger. >> i'm a product of the philadelphia high school curriculum. i had a dream and i pursued it. i was relentless in the purchase suit of that dream and disciplined. >> he represents it and students will break into teams and present those solutions to a team in march and winners will travel to
