watching your first alert traffic. >> that's right, bill, we're starting on the vine street expressway. this is right around broad street. i picked this camera specifically because just a few moments ago we did have all of this side completely blocked off. westbound/eastbound in between broad street and the schuylkill expressway has been block off. you can see now they're letting traffic through. a few moments ago all traffic was diverted off on the broad street exit. it looks like the westbound side may be back open. that doesn't mean all of closures or lanes are back open completely. they may still be divert something traffic off. as they clowely open, by 5:00 everything should be fine for the most part. at least at this point on the vine street expressway, around brad street, things are starting to look a little bit better. we'll update you in the next ten minutes or so to see if all of the exit ramps are still open. construction and paving crews on kelly drive headed eastbound friend hunting park avenue and fairmount avenue. >> construction crews are hard at work in center city right now and have part of 676 closed. if you're driven along the vine street expressway you've no doubt seen their work. seven bridges are being replaced along the vine between 76 and broad street in the logan square section of philadelphia. the project will take a while. nbc 10's katy zachry is live along the construction zone. katy, you have new information about the project and when it's expected to be done. tell us more. >> it is going to take a while, tracy but we are assured it is worth it. so any inconvenience that drivers are feeling over the next several years just keep that in meepd. we are in the first of two construction phases. the second one doesn't begin until summer of next year. all the improvements along the vine street expressway and here above it, which you're taking a live look at, should be complete by the fall of 2019. now until then, expect more of this. overnight we got an up-close look at the work being done above the vine street expressway. crews we s are replacing outdat bridges that span the vine and are considered structurally deficient. the only time they can close the expressway is between 11:00 p.m. and 5:00 a.m. expect more closures next week, through the summer, spring and fall. soon you'll see some improvement. >> one noticeable improvement motorists will notice is that the piers in the middle of 676 will be removed. these are two existing two-stand bridges. the piers will be taken out. they will be one span which will be easier to maintain. >> in addition to the removal of the piers along 676, expect repavement in this project and within the logan section, there will be new pedestrian walkways, green space, an overall new look for this area. reporting live in center city, katy zachry, nbc 10 news. 4:34. 55 degrees outside. this morning, 1,200 residents are under a boil water advisory in avondale, chester county. the problem stems from aç wate main break on third street in aven dill. crews have fixed the break and the water is back on. for the next couple of days, home owners have to boil it before using it to drink, cook or clean. borough leaders are worried that the water may be contaminated. chemists collected samples and are testing the water. >> we keep bottled water. for food, dishes, we have been boiling water. >> the borough issued the advisory yesterday. police were responding to a report of a possible stabbing in north philadelphia and when they got on scene, they saw dozens of people, mostly women fighting near 25th and diamond. one of them pepper sprayed a philadelphia housing authority officer. he's expected to be okay. officers arrested a woman for disorderly conduct but she wasn't the one that attacked the officer. they've not said what led to that fight. from our delaware bureau, a teenage girl facing a homicide charge in connection with the death of a classmate is now free on bail. the 16-year-old is charged with criminally negligent homicide. prosecutors say she beat amy joyner-francis repeatedly in a bathroom at howard high school of technology in wilmington last month but say amy died from a heart defect triggered by the assault. two other girls are charged pore their roles in planning the attack. 4:36. the search is on for a bus driver in new jersey. they were caught on tape parentally going right through a stop sign. ahead, find out what else police say the wanted driver did. also, crying foul. a pet turkey once call ed this rural suffolk county home. seeing some rain drops moving through. that's a live view from the marquis de lafayette hotel. the rain is not going to be staying all day. these first showers are moving due east. cape may is getting that light rainfall. you can see it's starting to increase there. while it's decreasing in delaware. the last few rain drops are moving through dover at this time. and so far, dry in philadelphia. there are a few sprinkles to be found moving through new jersey. those sprinkles will be taking a break for most of day. we'll be watching to the west to see if any more showers develop. there's a possibility of that. the futurecast is showing a chance of some morning showers. 8:00 this morning, not much to it. you can see breaks of sunshine, too, for allentown, trenton. in philadelphia, we may get breaks of sunshine, too. it's not going to be completely sunny as the chance of showers will return. that's at lunch time today. looks impressive. that's mainly light rainfall in delaware and a chance of showers in south jersey as well. so you might want to take an umbrella just to play it safe. it will be a mostly cloudy day today. the temperatures warm up nicely. trenton with partly sunny skies, 74 degrees this afternoon. at the shore, a little bit cooler, 68 degrees for atlantic city. the showers this morning in wildwood, 64 degrees this afternoon. we'll see breaks in the rainfall. in fact, most of the day it will be dry. wilmington, 70 degrees with mostly cloudy skies. dover up to 67. and starting off with showers at dewey beach, 61 degrees. those showers will be tapering off this morning. there's still a possibility of more late day showers. if you've been watching the seven day at the bottom of the screen, there's one seven day for each part of our area. it shows a better chance of rain coming in later in the week, before we get to the weekend. i'll detail that with the ten-day forecast when i come back. tracy? >> this morning we've been focused on the overnight construction on the vine street expressway. first alert traffic reporter jessica boyington is watching that. jessica? >> tracy, some good news. a lot of that construction has cleared out of the way right now. typically, the vine street expressway for this construction project is closed in between broad street and the schuylkill east and westbound. giving drivers no access to the schuylkill or 95 during the early morning time. we still have some of the ramps closed. this is coming from the schuylkill expressway headed to the vine. we expect this to get out of the way in the next 20 minutes or so or at least a half hour. i can see right behind our graphic here, flashing lights. police activity still there. within the next couple of minutes they may remove some of the restrictions here, the vine street expressway will be 100% ç open. still, take local vine right now as your alternate if need be. here's the pa turnpike. construction there of course headed westbound between norristown and valley forge. the center lanes are closed but no major delays westbound o eastbound. 22 minutes from route 1 to valley forge with speeds into the 60s. >> 4:41 right now. we have video for you to see. next, the search is on for a north jersey bus driver caught on video parentally blowing right through a red light. police say the driver broke other laws behind the wheel as well. sick of standing in beach avenue as the light rain moves into parts of our area, not everywhere, parts of our area, though. 51 degrees in cape may right now. there were a lot of questions about a school bus caught on camera in north jersey breaking the law. check it out. this is dashcam video from jersey city showing a school bus blowing through a red light into an oncoming traffic lane. stopped briefly in the middle of the intersection to let pedestrians cross and pulls to the opposite lane, goes around some cars and across railroad tracks. the driver who took the video couldn't believe it. >> it wasç insane, completely insane. if my children, i have two boys, and somebody told me they saw a bus do that, i'd be concern for that city. >> it does not appear that there were children on the bus. our sister station in new york does reach out to the company that appears to own the bus and did not get a response. they reached out to the schools in hudson county and none of them use this bus company. bernie sanders is celebrating a victory less than a month before the primaries in new jersey. vai sikahema is live in our digital operations center with a closer look at last night's results and details about one candidate's visit to our area today. vai? >> good morning, tracy. bernie sanders beat hillary clinton at the democratic primary in west virginia last night. the win isn't improving the tough delegate math against him. he's vowing to fight on. last night he rallied voters in oregon ahead of the primary there next tuesday. meanwhile, clinton needs just 17% of the dell gts at stake in the remanning contests to win the nomination. she held a rally in kentucky last night. today, clinton will speak at camden county college. her husband will stump in mercer county tomorrow ahead of new jersey's primary june 7th. while hillary clinton has a commanding lead in the delegate count, sanders is still winning states in the primaries. some experts question whether the democrats could be headed for a contested convention. that convention begins july 25th at the wells fargo center in south philadelphia as we give you a live look at the wells fargo center. the democratic national convention's ceo told nbc 10 she's prepared for whatever scenario may unfold. >> my job is to prepare for every eventuality. so we're preparing for a contested convention although i don't think there will be one. we'll see and we'll let the voters have their say. we have several contests. >> reverend leah daughtry made the comments after attending a meeting of the association of black journalists held at our nbc 10 studios last evening. on the republican side, donald trump won in west virginia and nebraska. he says he's narrowed his list of potential running mates down to five or six people. he says he's giving special weight to political experience and says he has not ruled out new jersey governor chris christie as a possible running mate. meanwhile, budweiser is encouraging drinkers to celebrate america. the beer manufacturer unveiled new patriotic packaging for its cans and bottles, replacing the name budweiser with america. it includes phrases from the pledge of allegiance and the star-spangled banner. the new look willing on store shelves from may 23rd to the election in november. live in the digital operations center, i'm vai sikahema, nbc 10 news. 4:47. new details today in the death of prince and the investigation. a search warrant reveals that a minnesota doctor saw the legendary musician twice in the month before he died. it says the doctor treated prince the day before he died and prescribed him medications. investigators interviewed the doctor and searched the hospital where he used to work. prince died april 21st at his home in minnesota. autopsy results are still pending. majorç airports are now threatening to fire the tsa after passengers complained about long lines at security checkpoints. just last month, the tsa admitted that philadelphia international airport was one of the places with the worst delays. the administration planned to hire workers to decrease security check-in time. across the country, passengers still say they have to wait in line for hours. and now the port authority that runs newark, jfk and laguardia airports has sent a letter to the tsa saying it could use private security screeners if wait times don't improve. >> take a lot into consideration before they make decisions like this. this is huge. this will have ripples across our industry. >> even with more hiring, the tsa says wait times will be long this summer. it advises arriving two hours before your flight. and signing up for precheck is another option to avoid missing your flight. from air travel to ground travel. let's check the roads and route 422 first alert traffic reporter jessica boyington has that. >> this is 422 off the route 23 off ramp. lane restrictions here. it's not affecting 422 as a whole. no big delays or backups on to that. typically this morning, construction clears. by the 6:00 hour or so, a lot of times those things change. it's still an active scene right now. we'll keep you updated if any of it does clear this morning. no big backups on 422. that's some of the bigger things we're worried about. as for the area bridges, an opening on the burlington bristol scheduled for 5:05. the tacony palmyra is back to normal with no delays right now. construction out on city avenue, northbound between cardinal avenue and conshohocken state road. just the right lane is closed there. more updates when i come back in the next ten. now your nbc 10 first alert weather with meteorologist bill henley. >> clouds and a few rain showers this morning. they're missing delaware, northern delaware to the south. we're getting light rain. it's starting to taper off there. light rainfall is falling on beach avenue this morning. streaming past cape may at this hour. the heavier stuff is staying way to the south and as far as philadelphia is concerned, we're just seeing a few scattered light showers. if you look closely you'll see a tiny shower crossing the delaware right now. most of the day it is going to be cloudy. we're getting a cloudy start in philadelphia. philadelphia right now 55 degrees. the cool neighborhoods include somerton, in the upper 40s, 49 in chestnut hill and andorra. 55 degrees in society hill. sunshine might see some breaks but there's a good chance you'll need your umbrella at some point during the day, too. forecast neighborhood by neighborhood is calling for 70s this afternoon for university city. lansdale, up to 71 degrees. bethlehem and easton and lehigh valley, should see more sunshine there. partly sunny skies and temperatures into the 70s. trenton you'll see some sunshine and 74 degrees. but got some rain moving through wildwood this morning, 64 degrees this afternoon. a bit warmer with mostly cloudy skies for atlantic city and linwood. there is a chance of showers coming in during the day. right now, dewey beach is throwing those showers into the area. the ten-day outlook, today isç not the only chance for some showers. tomorrow will be dry. thursday, 75 degrees in the afternoon. nice warmup, too. we'll see the middle 70s again on friday. showers and thunderstorms are a possibility on friday. and still a chance of a shower on saturday. 72 degrees. but it won't be an all-day rainfall. we'll get sunshine to warm us into the 70s on saturday. but it does turn a bit cooler for sunday. bright sunshine, 67 degrees. that's after morning low of 50 degrees on send. and a similar day on monday, bright sunny skies to start off the workweek. more wet weather for tuesday, 66 degrees in the afternoon. intervals of rainfall, perfect for the garden. then some opioid addictions. the john thomas decker act was named after a montgomery county man who became addicted to prescription pain killers after a sports injury. if the bill passes, the cdc would review the resources and educational materials available to youth athletes. in generation addicted, nbc 10's in-depth investigation into the opioid and heroin epidemic. one man talked about how a high school apartment building in university city. view 32 will provide homes and a preschool for graduate students, faculty and staff as well as other professionals who work in the area. the project is expected to be completed next spring. federal prosecutors are accusing a pennsylvania state senator of using campaign funds to bribe a democratic ward leader in philadelphia. authorities say larry paid $6,000 for a college study abroad program for the official's daughter in 2011. prosecutors say in exchange, the official agreed to use her position with the 8th ward democratic committee to support f farnasi in the election. his lawyer says he's 100% innocent. matthew mctisch says officials pressured him to give thousands of dollars to their campaign so he could be considered for city contracts. he imcomplicated two city leaders. neither has been charged. the death of a pet turkey has been causing controversy. the turkey's owner insist her neighbors hated her beloved turkey and ran him over on purpose. the turkey was known for roaming the streets. the turkey issue was brought up at a town council meeting last week. shortly after the meeting, someone ran over the turkey in front of its owner's house. jodi clark says she can't imagine how anyone could hurt her pet. >> so many people loved that bird. i mean, i've had people stop by and tell me how much they miss him and they would stop by with their kids so they could see what a turkey looked like. >> clark buried the turkey in her yard. at 418 feet long, the coast guard cutter hamilton is hard to miss. >> you might see it along the delaware river today. the coast guard's brand new ship is making a pit stop in philadelphia. it will be docked at penn's landing until friday. the cutter will be used to track down drug smugglers and human traffickers in the caribbean aot eastern pacific. we talked to a crew member who grew up in allentown. >> he'll come alongside, try and sneak up on them and tell them to stop. when they done the, there's legal processes we have to go through to get the authority to stop them. >> it's also the network of criminal activity in the region that we're able to infiltrate. >> the ship's
