"first alert" traffic reporter jillian mele is watching foggy conditions. good morning. >> good morning, bill. this is a live look near trooper road. you can see thick fog, a lot of drivers putting on their brake lights slowly down eastbound. in new hope, we have an accident, lower york road, route 202. watch out because it say serious accident. so use caution and leave yourself extra time there. in blue bell, we're still dealing with an accident that's been all morning lawn at dekalb pike and morris road. that is there for an hour to hour and a half to 45 minutes at this point. you can expect to see slowdowns in that area. for drivers on creek road, you can see the fog. southbound of 42 is looking pretty good. northbound is where we're seeing the volume as drives pass creek road and head out on the bridges. bridges are clear. you still have to keep in mind we're dealing with fog out there that's thick in spot so slow down. happening today, a delaware state senator's husband who appears to be on camera stealing campaign signs is expected to turn himself into police. that's dana long the husband of bethany hall-long. swiping campaign signs in middletown. the video was recorded early yesterday morning by two gop workers who were staking out the area where signs had been disappearing glp they know better than to engage in this sort of illegal activity. it really is disgusting. these weren't even her opponent's signs. these were signs simply supporting the republican party. >> police issued a warrant for long's arrest, we're told he will turn himself in this morning to be charged with a misdemeanor. and today a former philadelphia city council secretary is scheduled to be sentenced on charges that she stole tens of thousands of dollars from an elderly woman in her care. police arrested nancy gonzalez for the crime two years ago. investigators say she stole $75,000 in social security checks from an 88-year-old woman she was taking care of at the time. today, a former philadelphia police officer is expected in court on charges that he violated a protection from abuse order. new charges against kenneth allen come after his arrest after being accused of assaulting a female officer who was his girlfriend at the time. 6:05. we have new information. philadelphia police say an officer fired shots at a robbery suspect. and nbc10 has learned it's all connected to an abduction earlier in the week. last night around 9:00, police tried to arrest the suspect. they say they shot at him as he was dragging an officer with his car trying to get away. the suspect wasn't hit. he crashed his car. police say they had to taser him before he took him into custody. the man is a suspect in an assault and abduction that happened monday. police say in that case, the man intentionally hit a woman with his car, threw her in the vehicle, robbed her before letting her go. 40 suspects involved in what police call a huge trafficking organization that stretched into several new jersey counties are off the streets. among them a camden county police officer. says say 28-year-old patrol officer ashley bailey used her power and resources to help the suspect. bailey is the brother of the alleged ringleader who says say organized pot, crack and heroin to move across the local suburbs. police and dea and fbi took part in the eight-month investigation. bailey accused of running license plates to help drug suppliers and tipping off criminals to police findings. police in montgomery county scheduled to be laid off are now taking their complaints to the state department. francona police department, the police claim the move is retaliation. the union complaint the police chief threatened to demote an officer for, quote, not having his back where the layoffs were announced in a meeting. the union alleged the number was raised so the union representative would be part of the layoff because he was fourth in line with seniority. and the union is alleging that the township is violating labor laws as well by refusing to bargain with the police before the cuts were made. last night, the union lawyer told us township supervisor have agree to the layoff. the police department has previously said the layoffs are budget-related. we tried to contact the police chief yesterday. so far he has not responded. there's a warning for parents in bucks county this morning. a bus driver in newtown township spotted a suspicious vehicle in the area of timothy drive and alexander way. the driver said she's watched this dark green honda civic at other bus stops. police tell us they will be actively monitoring kids at the bus stop in search of that vehicle. students in bucks county now have a last line of defense in case of a shooter. bulletproof dry erase boards. the mass shooting back in 2012 sparked school leaders across the country and here locally to look for new days to protect teachers an students. nbc10's kate? zachary is live with how the bulletproof boards can be used. >> reporter: hi, tracy, the colonial school district in new castle county, they are the first to get these bulletproof dry erase boards. they'll be getting them later this morning. take a look at this video. it's an example of how the protective dry erase boards hold up against a barrage of bullets. they're small and have eye ahandle so they can easily be carried around. they're designed to sit over a person's midsection as a shield to protect teachers and students in class. when they're not in use, they're a regular teaching tool that can be hung on the wall. they're getting them as part of a pilot program. beginning today, teachers will be trained on how to use them. >> i think it's going to make them feel a little safer, you know, the heat of the moment, it's hard to think what to do, i think this will be staring them right in the face. and it will be a reminder, this is what i need to do. >> reporter: i'm told all front office staff will also get the bulletproof dry erase boards. this is not in response to a specific school incident that happened in the colonial school district but rather in response to rising concerns about school safety. reporting live in middletown, delaware, katy zachry, "nbc10 news." now to decision 2014, governor tom corbett will hit the campaign trail in central pennsylvania. the incumbent will attend a sportsman and swortswoman rally. tom wolf, the democrat candidate for pennsylvania governor will continue his bus store with a stop montgomery county. wolf will be campaigning in royalsburg this afternoon. he'll make stops in pottsville near schuylkill county. and new jersey governor chris christie will be in 19 states stumping for candidates. christie will begin in arizona then head to new mexico, colorado and iowa. he'll follow up with the other 15 states between friday and monday. the governor is expected to return home for election day. meantime, the governor is taking heat after he lashed out to a heckler who challenged him about the slow recovery for hurricane sandy. >> you want to have the conversation later, i'm happy to have it, buddy. but until that time, sit down and shut up. >> christie shouted down that heckler in an event in belmont. some victims are frustrated by the slow payout of state funds. they're calling on the state to, quote, finish the job, so they can get back in their homes. >> they don't want to pay it out and they do everything to people to discourage this. we're downtrodden but we're not laying down for this. >> i think people are wearing down. some people are looking like they've had it. i'm a little more stusbborn. i want to come home. >> one agency reported that $221 million and $1.1 billion in state aid has made it in the hands of homeowners. now your "first alert" weather with meteorologist bill henley. >> it's a foggy start and a chilly one, too. it's the colder air that has allowed the fog to waken up. this morning, we'll see skies slowly become sunny and bright sunshine. but it's a colder weekend ahead and windy, too. and it doesn't look like the entire weekend will be try. mt. pocono will see sunshine. 33 degrees. dover and trenton, fog and in the 40s right now. you can seat fog, this is where the turnpike meets 309. this is in pennsylvania where the fog has been very thick. and it is not just in this location in ft. washington but the rest of the area. pottstown, quarter-mile visibility. allentown, half a mile in millville. but quarter-mile visibility in dover. fog will ease and once it's done, we'll get a lot of sunshine. turning out to be a nice day. not quite as warm as what we've seen lately. so neighborhood by neighborhood, looking at 49 degrees. .pocono sunshine will be there. fog in reading, quakertown will clear. temperatures in the upper 50s for northeast philadelphia, trenton and mt. holly. at the shore, a few sprinkles at rehoboth but that clears out. 52 degrees. upper 50s for dover and vineland. and lots of sunshine after the fog clears. and temperatures will climb into the mid-50s for westchester. 58 degrees in chester. and vorhees also back to 58 camera tells a different story because you're going to see something different. this is a live route at the blue route. near the mid-county toll plaza. volume definitely building, 95 southbound this is a live look right near cottman avenue. we're starting to get that volume that we're used to on 95. that's always the first delay of the morning and that is the case today. we're starting to see pockets of volume on 76 but really nothing out of the ordinary. heading to bucks county, new hope we have an accident. lower hook road, route 202 in that area. you can see it on this map. a two-vehicle accident. use caution there and leave yourself extra minutes. blue bell, an accident we've been following all morning long. dekalb pike and morris road, that accident has been cleared. if first vaccine to block a strain of bacterial meningitis that sometimes can be deadly in the outbreaks that happen in college dorms. federal regulators cleared the vaccine made by pfizer to be search to people between the ages of 10 and 25. princeton university, you'll remember, experienced a prolonged outbreak of meningitis in the spring of last year. one student died. april vaccine only approved overseas was permitted in that campus. prosecutors are expected to announce whether the officer who shot and killed michael brown will be indicted by mid-november. that has the city bracing for the 80 that brown attacked him in his car and grabbed for his gun. witness testimony did not support that version. nearly three dozen migrants are receiving medical treatment after being rescued off the coast of boca raton, florida. a coast guard crew spotted 33 people in an overloaded boat. the coast guard brought them to land. once they're treated, the migrant will be sent back to cuba. and drivers can use an app to auction off parking spaces intended to be free. nbc10's jesse gary is live in center city. jesse, why is there a market, first of all, for this type of app. and explain how it works. >> reporter: tracy, much of that parking on the philadelphia parking authority website is metered spaces. thousands that you pay for here, along with dozens of parking lots and garages around the city. finding a free parking space like looking for a need until a haystack. so the monkey parking company is trying to find a in each. the price is up for negotiation. reaction now from some drivers eastbound side of 63. right here you see the two right lanes are blocked. right to the ramp. and the far left lane is getting by. it's causing a slowdown on woodhaven road. if that's part of your commute make sure you leave yourself an extra five minutes. we have an accident we're following out of new hope, lower hope road at 202. you can see the only yellow light we're getting so far as far as the delays, 95 southbound from the woodhaven to the vine. 20 minutes right now. and the blue route, just the normal volume starting to build. clear skies overnight. light wind and the temperatures plummeting have led to fog. not seeing the fog here at nbc10 but you can see there is no wind. that's led to a colder start this morning. 47 degrees at philadelphia international. look at the fog, this is a live view from collegeville. the fog is going to be really slow to clear, but it will clear, and we will see sunshine as the day goes on. holding at zero visibility at coatesville. pottstown, quarter-mile visibility, continues for allentown and blue bell. it's not a problem for portions of the area but it is for new jersey. mt. holly is getting thick fog. dove are down to quarter-mile visibility. the fog just to start with, but as the morning goes on, we'll see more and more sunshine. this afternoon, temperatures close to 60 degrees with sunny skies. we'll see clouds friday evening. a high of 58 degrees on friday. here comes the cold. the wind, the cold, the rain, that is saturday for the walk on saturday, american diabetes association, it's going to be windy and cold. and it will continue and it will be dry. finally a warmup, 58 on monday, 60s tuesday and wednesday. 6:21 right now. a father says he nearly lost her. now he's being kept from his 1-month-old daughter who was thrown in a jersey shore inlet. the 77-year-old mystery of amelia earhart could soon be solved and may all come down to this long piece of metal. a father says he's being kept from his 1-month-old daughter after the mother tried to kill the baby buy throwing her into the inlet. bay said he was turned away when he tried to visit the baby at the hospital. bayh's fiancee is charged with aggravated assault. police say witnesses saw her toss the baby into the inlet before jumping in herself. both survived after they were rescued by good samaritans. bay said she was supposed to go area. this is a live view from franklin township in new jersey. dense fog is there. it's going to be slow to clear. traffic is moving along without any problem. but the fog, it's going to take a few hours for it to clear, and once it clears, we'll be enjoying sunshine. allentown, pottstown, blue bell seeing thick fog. mt. holly in new jersey. and millville is back down to a quarter-mile visibility. that's where it is right now in dover in central delaware. so a foggy and cold start this morning. temperatures have dropped down in the 30s for allentown, pottstown. and 44 degrees in that aren't showing any fog seem to be closer to center city philadelphia. this is a live look in bensalem. way up here. unfortunately we have an accident eastbound side of woodhaven road on route 13. most has been pushed to the shoulder. we did have a delay but that has started to close. we have also an accident at 202. and 76, starting to see volume building at montgomery drive. westbound is starting to slow down near city avenue. and drive times as you can see indicating that yellow light, 20 to 21 minutes. drive time on 76 between the blue route and the vine. if you're heading out on 95, no surprise, 18 miles an hour is the average speed. southbound. into girard. tracy. happening today, a delaware state senator's husband who appears to be caught on camera stealing campaign signs is expected to turn himself into police. nbc10's katy zachry is live in middletown. katy, what can you tell us about this? >> reporter: hi, tracy. well, delaware gop workers recorded the video that you're about to see and hear. it happened around this time yesterday morning not far from where we're standing at the police department. >> what are you doing this for? >> hey, don't stop me. >> i can stop you. those aren't your signs, bud. >> reporter: the man on this video stealing political signs is dana long according to middletown delaware police. he's the husband of democratic state senator bethany hall-long. republican party members caught long stealing signs on odessa road. >> they know better than to engage in this sort of lyle activity. it really is disgusting. >> reporter: senator halllong is running for re-election. and issued a statement. sadly this race has become tough and personal. my husband is my high school sweetheart and loves me very much. i was not aware that he's allowed the campaign attacks to get the better of him. of course, i'm disappointed in him and wish it had never happened. and gop candidates are calling for the senator to remove herself from the election race. reporting live from delaware, katy zachry, "nbc10 news." now in an attempt to strike this morning, union workers are making preparations in case talks fall through leading them to walk off the job. as local 234 members left a strike captain's meeting, carrying on-strike signs. the work stoppage could happen as soon as monday. the union president says a decision will likely be made by tomorrow. both sides confirm that they're still working towards a resolution. >> as we look at it and evaluate where we are and we'll make a decision. >> a septa spokesperson said management is still negotiating in good faith. and still believes they can work out a deal and avoid a strike. the two sides meet back at the table today at noon. >> in the event of a strike, you do have other disease control in atlanta today. the ron klain was criticized for keeping a low profile since being pointed by president obama. meantime, a new battle is shaping up on ebola for the nurse who returned from west africa. officials are trying to get officials to sign a request to forcibly quarantine casey hic x hickox, she said he will defy a avoluntary quarantine. >> and i've been told that the attorney general's intention is to file legal action against me, and if this does occur then i will challenge those legal actions. >> state police are monitoring hickox's home. and work is about to begin on new play areas for philadelphia children. the group called trust for public land is breaking ground on a play area they helped design today at the school on north masher street on the plaza playground. that group won nbc10's 21st century grant competition which is given to nonprofit groups that help improve the community. mayor michael nutter and superintendent william hite will come down after yesterday's rain and moisture has thickened up. it won't last. we'll see brilliant sunshine. it's the weekend that's going to turn colder and windy and at times wet, too. 33 degrees in mt. pocono. fog in trenton and dover where temperatures are in the 40s. much chillier than yesterday. this is the view from new smyrna where there's a one-hour delay in the school district because of the dense fog. right now you it's thick in doylestown, pottstown, millville, dover. lancaster, half a mile visibility and allentown is down to quarter mile. philadelphia international, it's great. ten-mile visibility. shouldn't be a delay at the airport as a result-showers yesterday, they're offshore, once the fog disappears, it will warm things up. 56 in quakertown. 54 degrees. clouds will be clearing. the fog will disappear for doylestown, mt. holly. upper 50s for dover and cape may, 62 degrees with lots of sunshine. inland, the fog will ease and wilmington, chester, philadelphia, in the upper 50s today. but it will be colder this weekend. the seven-day forecast when i come back in less than ten minutes. all right. bill, thanks. 6:38, there's an accident on the boulevard to tell you about. >> we see the flashing lights, jillian mele fill us in. >> this is the boulevard right at fox street. we just got word of this accident about two minutes ago and pulled up the camera. the unfortunate part that fog is makes it difficult to see what's going on out here. what i can tell you, all lanes on the southbound side are blocked right now. whether that's temporarily or blocked for some time is still unclear. as a result of this accident on fox street, as soon as we get more details we will bring them to you. the northbound side is okay. heavy volume out there, you can see that line of traffic at 422. eastbound at oakster. eastbound from oaks to 202, about a 16-minute trip. usually about this time, it's about 11 minutes. we're seeing a delay of five to six minutes. still an accident in new hope, lower york road 202. if you're heading out on 76 this morning, that heavy volume is definitely kicking into gear. this is the volume we're seeing on the westbound side near city avenue. 14 miles an hour is the average speed there. sloweding eastbound into the city. slows down montgomery drive. once you reach the vine street expressway that's where it breaks up a little bit and on that westbound side on university avenue you get that slowdown, vai. happening today, philadelphia city council may be track down on hate crimes. we'll tell you about the new law that could tax motivated by the victim's sexual orientation a hate crime. the proposal was triggered by the beating of a gay couple in center city. one of the victims had a broken jaw and a cut that required 24 stitches. kevin harrigan, philip williams and kathryn mened not or facing charges. and also to determine if the city can become a regionaling energy hub. earlier this week, council called a proposal to sell pgw for a hearing for the proposed sale. mayor nutter has been behind that proposal. hearings on the energy hub idea could start as early as next week. moving one step closer towards a merger. leaders of jefferson and abington health plan plan to combine the two companies creating one system that would operate out of philadelphia and montgomery county. officials from both signed a letter of intent at abington memorial hospital. they say they thoroughly studied a model in the last 30 days that would combine the two organizations for the benefit of patient care, wellness and education. >> we believe we will increase patient quality and access. we will decrease cost, and we will have significantly improved patient satisfaction in a way that includes innovation, flexibility and creativity. >> if the merger does go through, the health system would include five hospitals in philadelphia and montgomery county. a local organization may help solve the mystery of what happened to amelia earhart. researchers at the international group of historic aircraft recovery located in oxford chester county. they believe they've identified a fragment of the lost plane. here it is. found in 1991 in a coral reef in the southwest pacific. researchers say they have determined that a sheet of metal put on a plane, earhart disappeared during an attempt to fry around the world. police in utah say a family found dead in their home last month was likely poisoned. benjamin and christie strap were found dead in their bed and children around them. they were locked in their room with empty bottles of methadone and nighttime cold medicine. authorities are saying who killed them or if one of the parents may have been involved. lawyers are asking the judge to move his trial to a different city. the former new england patriots tight end is charged with murdering odin lloyd in 20 tliern. hernandez has pleaded not guilty. and the ntsb is investigating a military jet crash in southern up shortly with an update on the traffic situation. it will take some time for visibility to improve. it's just starting to improve right now. not so bad in the pocono mountains. four-mile visibility there. some of the thickest fog has been in the trenton and mt. holly area. in central delaware, that fog persists. millville, quarter-mile visibility there as well. cold, much colder. pottstown, 38. 47 in west philadelphia. and 41 in berlin and phoenixville, 42 degrees. fog clears. you can see the fog on the satellite imagery. it won't last. once it's done. we'll see a lot of sunshine today. and temperatures will rebound nicely. it's going to turn into a nice day today. tomorrow after another cold start, we'll be back in the upper 50s for halloween. it's the weekend not looking so pretty for the walk or the game in the afternoon. the temple owls game. the rain will be coldest, and wind will stay with us on sunday when it's time to turn the clocks back. 50 the high. and then a warming trend for tuesday and wednesday, middle 60s. turning off the camera monitor, i can see the flashing lights on the boulevard. >> let's get an update with "first alert" traffic reporter jillian mele. >> good morning. penndot is moving the camera around just to see what's going on. it's difficult to see with the fog restricting our view. this is the boulevard southbound just past the on-ramp from fox street. and all lanes are still blocked on the boulevard southbound. it's unclear how many vehicles are involved in this accident. what's going on. we do know we have police out there, firefighters at the scene. eye allot of official activity. all lanes are blocked just beyond the exit where fox street drivers would make their way down to 76. traffic has been stopped for 17 minutes. and as soon as we get any details, we'll pass them along to you. this is another accident that we just got word from our cameras. this is montgomeryville. you have a lot of activity in that section. some traffic is able to get by there. but as that accident remains throughout you can expect to see building volume in that intersection is. still an accident at new hope, lower hope load. 202. that was a multivehicle accident in that area. heavy delays throughout this morning. really heavy volume on 422 eastbound. drive time from oaks to route 202 is about 17 minutes right now. that's typically if there's no volume about a seven-minute trip. normally in the morning around 11. 20 to 25 minutes between the blue route and the vine. the husband of a delaware politicians is expected to turn himself news." >> reporter: i'm jesse gary live in center city where democrat city councilman bill greenley wants to make it illegal to lease, sell or reserve a parking spate. this comes after the latest app to hit the city allows someone who is about to leave a free space to sell it to another motorist looking for landed spots. the greenley ordinance would approve a $250 fine per offense. a councilmember said if this isn't nipped in the bud it could lead to violence all over a parking space. at 6:57by have more information about the accident on roosevelt boulevard. southbound, all lanes still blocked just beyond the entrance from fox street. we do know this is a multivehicle accident and involves a tanker truck. so heavy presence out here of official activity as you see police and fire department out there. all lanes are blocked. no traffic is getting by. take a look at this backup massive on the boulevard southbound. you can see traffic is barely moving near the broad street entrance. drivers trying to get on the boulevard and having a hard time there. also you can see that line of red on the boulevard southbound, all lanes are blocked on fox street. so here's how you get around it this morning. you can take honey park avenue or millville avenue. this map is a good indicator. it would be southbound right as drivers try to make their way on to 76. so right now, drivers who are out there stuck on the boulevard can't access this expressway. this is something we'll be following for you. i'll also be tweeting more information throughout the morning. 29 minutes, and we're seeing skies clear over camden city and a view from loews hotel in center city pip we're driving through coatesville in chester county. the first 2 1/2 hours we were on the air, zero visibility with fog in coatesville. but it's just improved in the last half hour. now, they're reporting half a mile visibility there. you can see some scattered clouds overhead. still thicker fog for allentown and reading. and it has improved there in doylestown and blue bell. dense fog reported in mt. holly and burlington county, new jersey. the thick fog thats that delayed the smyrna school district for an hour this morning for smyrna is a quarter-mile visibility. cumberland county is still dealing with dense fog in millville. now the temperatures are colder this morning. look at the 30s for pottstown, allentown, mt. pocono is at the freezing mark. it's 41 in mt. holly. and 48 degrees at philadelphia international. the bus stop temperature is calling for a cold one, fog starting to ease 43 degrees in center city. while it's in the thirds for the rest of the area, at least to start with. this afternoon, we'll be enjoying lots of sunshine. look how things turn around, 58 degrees by this afternoon. >>
