accidents on the majors at all. we have construction still, though, 42 freeway northbound at creek road expected to be out there until about 6:00 this morning. that's part of that long-term construction zone in that area. that can definitely get heavy later in the morning. but for right now, no delays to report. the ben franklin, everything is looking good over the area breaths. keep in mind we have normal 4&c eastbound on the ben franklin bridge. it's part of the long-term track rehab project. within the past 15 minutes we've got new information about an overnight shooting inest whicher that left five people injured including two teenagers. nbc 10's katy zachry is live outside the chester police department for us this morning. tell us what you've learned. >> hi, chris, that's right. i got new information from a captain here at the chester police department in the last few minutes. the two teenagers, five people were shot, of those five two are teenagers, a 14-year-old girl an a 14-year-old boy. here's our video. when police arrived on the scene they found those teens shot in the foot and the leg. officers fond three men, adult men who were shot. the victims were all transported to crozer-chester medical center where they are listed right now in stable condition. from the bullet casings found on the ground, ours have determined at least eight to ten shots were fired and police learned from talking to witnesses this morning that the group of people, the group of victims, they were just standing on the basketball court talking, playing basketball when all of a sudden, shots came from the direction of 8th and tillman streets, not far from where they were standing. and apparently everyone scattered and ran for cover. as a result of that, five people were shot here in chester a little after midnight. two of those teens. at this time, all listed in stable condition at a nearby hospital. reporting live in chester, katy zachry, nbc 10 news. also new from overnight, police are looking for the gunman who shot two women. this happened at 11:30 on north fallon street in north philly. one victim is in critical condition, the other is in stable. a woman and her daughter are still in critical condition this morning following this food truck explosion caught on camera. a total of 12 people were hurt in the blast. let's show you the map to show you where it happened at 3rd and wyoming in philadelphia's feltonville neighborhood. check out the blast again. look at the video. camera. you see the food truck exploding. the blast sent a propane tank neighbor's backyard and burned cars and power lines. police say a woman and her mother were working in the food truck when the propane tank burst into flames. >> i heard a loud boom, just a loud boom. i turn around and this truck just instantly started smoking. you heard screams, like deafening, hurt, pain type screams. >> four people remain hospitalized including the mother and daughter who were working inside the truck at the time. a day care worker is facing charges for leaving five children inside a car with the air conditioning on while she went shopping. philadelphia police say karen thompson left those children ranging in age from 6 months to 9 yeears old for at least 20 minutes. the children as we showed you from skyforce 10 were taken out of the car with be they were checked out. they're doing fine. among the charges thompson is facing, endangering the welfare of children. according to the pennsylvania department of motor vehicles, a driver is not allowed to leave a children under the age of 6 in a car unattended for any amount of time if the car is not within eyesight. in new jersey or delaware, there are no laws making it illegal to leave a child unattended in a car. philadelphia police are trying to track down a man accused of stuffing his mother's body in a freezer. the discovery was made yesterday at a home on lee street in hunting park. the suspect told them his 83-year-old mother died of natural causes in january. investigators believe he's been cashing her social security checks since then. an autopsy will be done to determine how she died. it's july 2nd and still no budget for pennsylvania. governor tom corbett says he's holding off on signing a budget plan. the state budget deadline was monday night. also in harrisburg, hope is fading for theç proposed cigarette tax that could pump money into philadelphia schools. nbc 10's sources say lawmakers took that tax out of an amendment that will be voted on later today. sources say mayor michael nutter and the city's delegation will fight to get that tax put back into the measure. without the tax, the school district says it will have to make major cuts. now from our trenton bureau, new mayor eric jackson will visit eight senior centers to thank voters for their support. he waste nod time shaking things up after his swearing in yesterday. he fired four department heads, including police director ralph rivera. he was part of former mayor tony mack's administration. he is now serving time for corruption. the hoagyfest starts at 5:00 this morning. it's under way. associates from wawa will be at the national constitution center building a five-ton hoagy made up of 17,000 shorties. they're using thousands of pounds of cold cuts and other ingredients. at noon they'll serve up their offshore. we could see heavy surfç in ou area as arthur comes up the coast impacting our weekend. today you won't feel the effects of arthur but you will feel hotter, more humid conditions. the temperatures starting off warmer this morning and the humidity is higher. it will feel like 100 degrees plus at its hottest this afternoon. heat and humidity likely to fuel some storms. it could turn severe late today. we'll be watching arthur and it's impact on the fourth of july for our area. right now, the temperatures have come down just a little bit more. 76 now in reading and philadelphia. trenton is 74 degrees but overall, warmer than yesterday. and looking at a live view of the museum of art, lots of people run the steps but it's going to be a steamy start to do that today. if you watching this. this is tropical storm arthur. ow a hurricane watch has just been issued for parts of the north carolina coastline as arthur is expected to make its way up the east coast there. should go off into the atlantic without impacting our area in terms of strong wind or rain or anything like that. meteorologist bill henley will be in in a moment with more on arthur's track. we have video just in from the scene of a double shooting in newark, delaware. this is the village of winhover apartment complex. two men were shot just before midnight. they were taken to the hospital. police are still looking for three men who were seen leaving the scene. happening right now in the oscar pistorius murder trial, the final witness is on the stand testifying. pistorius was arriving at court early this morning. here's video. he's accused of killing his girlfriend, reef ka steenkamp. he says he thought she was an intruder. a that's the word from joint chiefs chairman general martin dempsey. he said some of the 750 u.s. troops that were sent to iraq will decide how to help that nation fight the sunni insurgents. dempsey says the way iraqi citizens are included in any new form of and the lincoln memorial in washington before going on to rich monday, virginia, which was the capital of the confederacy during the civil war. freedom riders road buss into the south in the 1960s to fight segregation. a town in nebraska is trying to recover from this tornado that struck two weeks ago but the cleanup has come to a near standstill because of rainy weather. about 75% of the town was destroyed. much of the debris was removed to a lot but it's been raining for the past few days there and mud and flooding is keeping volunteers from getting the rest of the rubble out of the town. >> our cleanup is just down to a crawl. it's down to a truck load at a time with four people, three people doing the work. >> a tractor is being used to scrape the ground so it will dry faster. once it watching this. this is tropical storm arthur. ow a hurricane watch has just been issued for parts of the north carolina coastline as arthur is expected to make its way up the east coast there. should go off into the atlantic without impacting our area in terms of strong wind or rain or anything like that. meteorologist bill henley will be in in a moment with more on arthur's track. we have video just in from the scene of a double shooting in newark, delaware. this is the village of winhover apartment complex. two men were shot just before midnight. they were taken to the hospital. police are still looking for three men who were seen leaving the scene. happening right now in the oscar pistorius murder trial, the final witness is on the stand testifying. pistorius was arriving at court early this morning. here's video. he's accused of killing his girlfriend, reef ka steenkamp. he says he thought she was an intruder. a that's the word from joint chiefs chairman general martin dempsey. he said some of the 750 u.s. troops that were sent to iraq will decide how to help that nation fight the sunni insurgents. dempsey says the way iraqi citizens are included in any new form of government will help determine u.s. policy there. a chemical explosion at a general motors plan the in indiana killed a worker and injured five others. a chlorine dioxide tank exploded yesterday and the chemical spilled out. the plan was evacuated. a hazmat crew contained the fire. the chemical can irritate skin and eyes and cause lung problems if inhaled. happening today, two civil cases involving former football star and accused killer aaron hernandez. the former new england patriots tight end is charged in a double murder in boston in 2012. the victim's families are suing him. he's pleaded not guilty in that caseç and also not guilty to t murder of a semipro football player last summer. a former new york police officer is out on bail. gilberto valheez had conversations about cannibalizing women, that they were only fantasy role playing. his wife called the fbi after she found the disturbing material on his computer. he's serving home detention while prosecutors apale the ruling. happening today is the 50th anniversary of the signing of the civil rights act. freedom riders will take a journey back in time to celebrate that milestone. they will pass the supreme court and the lincoln memorial in washington before going on to rich monday, virginia, which was the capital of the confederacy during the civil war. freedom riders road buss into the south in the 1960s to fight segregation. a town in nebraska is trying to recover from this tornado that struck two weeks ago but the cleanup has come to a near standstill because of rainy weather. about 75% of the town was destroyed. much of the debris was removed to a lot but it's been raining for the past few days there and mud and flooding is keeping volunteers from getting the rest of the rubble out of the town. >> our cleanup is just down to a crawl. it's down to a truck load at a time with four people, three people doing the work. >> a tractor is being used to scrape the ground so it will dry faster. once it happens, the rest of the debris can be hauled away. heads up if you're driving through the garden state. if you're caught driving in new jersey while holing cell phones you'll face tougher fines. first-time offenders will have to pay between $200 and $400, second-time offenders will be paying between $400 and $600 and do it for a third time, it will be between $600 and $800. police across the today and wet weather in part because of arthur that will be coming our way later tomorrow and into friday. arthur tropical storm, and there's a stronger tropical storm with 60 mile-an-hour winds. it's moving at 6 miles an hour, expected to increase in intensity and becomeç a hurrice early tomorrow morning, impacting the carolina coast. also spreading clouds and wet weather that our area as well. for today, hot, humid conditions, most of the day, no rain but late this afternoon and this evening, we'll be watching the sky for potential for severe thunderstorms to develop. tomorrow, rain will be steady as we head into the afternoon and evening hours especially. 88 degrees cooler because of the wet weather. some of that moisture coming up the coast from arthur and into friday morning. hurricane and parts of the north carolina coastline are now under a hurricane watch. the effect of arthur on our weather should be nothing more than strong undertow, according to meteorologist bill henley. we are watching strong storms developing this evening and all day rain happening tomorrow due to a front. bill will have more on that in a moment. t-mobile's billing practices are under fire. the feds say the company billed customers for premium text subscriptions that were never authorized. that inkplat was filed by the federal trade commission. it claims t-mobile, the bills hid the charges from customers. t-mobile says the charges are not true and are factually and legally without merit. 5:24. a new study shows airline passengers aren't exactly rushing to use their mobile
