have died across the u.s. over the past decade after being struck by vehicles. >> that type of driving is deadly. >> reporter: state police say the jeep involved here may be silver or white and likely has damage to the passenger's side. >> we want to find that individual and we'd like to talk to him to find out what happened that night. >> reporter: state police want to hear from you, if you recognize that jeep, if you're wondering why they didn't go after the jeep right away, i'm told they couldn't because of the flat tire on their troop car. live in hamilton township, mercer county, i'm ted greenberg, nbc 10 news. a school bus carrying students with special needs overturns in lancaster county this morning after it was hit by a dump truck. thankfully, the injuries were all minor. now, some neighbors and passers by in paradise township were able to help get the four students and four adults after that bus. police say a dump truck rolled the stop sign and hit the back of the bus. that caused the bus to flip over and slide across the road. nbc 10's tim furlong is at the crash scene and will have the latest on the crash coming up in a live report at 5:30. skyforce 10 over the septa broad and locust station where a man had to be rescued after getting pinned under a train. it happened just before noon. the victim got stuck under a southbound train. it's still not clear how. crews were able to free the man and take him to the hospital. an armed robbery leads to a police chase and crash in philadelphia's logan neighborhood. skyforce 10 over the scene on ogontz avenue. it happened at the sunoco at 18th and bellfield. the two gunmen got into a car and sped off, eventually slamming into another car. one was arrested, the other ran away. police are still looking for the second suspect. and a police chase ends with a crash in delaware county earl i this morning. investigators say the driver robbed a wa with at 84th and bartrum in southwest philly then took off. the suspect drove into land down. he was arrested at the scene. now your nbc 10 first alert weather. >> we're in for a stretch of cool weather and there's some rain on the way. nbc 10 found people running is tracking the rain. what's on tap for tonight. >> as keith mentioned, temperatures not as chilly as last night. this morning we woke up with frost. we rebounded with temperatures in the 60s. 62 in philadelphia, through the lehigh valley, mostly upper 50s, low 60s, much of south jersey and delaware. we will be cool again tonight just not as cool as last night. mostly cloudy skies in the forecast through the overnight hours. by 8:00 p.m., 57 degrees. by 10:00 tonight, temperatures in the mid-50s. the clouds are here and they'll keep moving in but the rain that we're tracking, it's off to our west now. big area of low pressure and what this system will do is once it gets here, it's going to linger for a couple days. we are looking at more in the way of rain in the forecast this week and it will beç sticking around with temperatures staying on the cool side. along with the rain, we'll only be near 60 degrees. that will make it chilly. coming up, i'll show you the timing of the rain and who can expect the heaviest. that's straight ahead. texas health officials say 43 people on an ebola watch list have passed the 21-day maximum incubation period and are now in the clear. 120 others will be monitored for symptoms until november 7th. those clear today include four students in dallas. now, the children were in contact with william duncan, the liberian man what died at a dallas hospital after contracting ebola. it can take three weeks for the symptoms to show. the children will be monitored until today. school officials are ready for them to return back to class. >> we really want to make sure the kids are not treated, you know, poorly or in a way other kids may not understand them or may think that they have some problem. >> the superintendent says teachers and administrators will be watching carefully for any signs of bullying. and this just in, a doctor who survived ebola has been released from emery university hospital. this is video of the doctor arriving in atlanta last month. the doctor asked the hospital not to share any information about him. we do know he works for the world health organization and contracted the virus while in west africa. >> the hunt is on for two suspected who assaulted and robbed a student on the campus of rutgers, new brunswick last night. the student was on the sidewalk in front of ford hall. the suspects ran off. the student is being treated at a hospital and is expected to recover. a chemical leak in south jersey has been stopped. the leak at the tip lipps 66 refinery in lyndon, union county was discovered shortly after 8:00 this morning. when fire crews arrived, a highly flammable chemical was leaking from the plant, creating a cloud in the sky. the leak was quickly stopped but hazardous material teams stayed to monitor air quality. no one was hurt. no word yet on what caused that leak. from our delaware bureau today, starting today, wilmington police have a new weapon to fight the city's spiking murder rate. for the very first time, police have a homicide unit. it includes four dedicated homicide detectives, a cold case unit, a supervisor and two federal atf agents. wilmington has seen a spike in homicides this year. it's on pace to beat it's record of 27 in a single year. most of current murders are unsolved. >> from our jersey shore bureau, one man's fight to save his family home in the shadow of the revel casino may soon come to an end. he runs a piano tuning business on the first floor of his home on oriental avenue. his parents bought the house in 1969. now the >> investigators are waiting for the results of lab tests to see if a body found over the weekend is hannah graham. a search team made the discovery on saturday about 12 miles from the university of virginia campus. investigators aren't sure how long the forensic tests will take. police have a suspect in custody in connection with graham's disappearance on september 13th. 32-year-old jesse matthew jr. was the last person seen with graham. late this afternoon matthew was charged with the 2005 sexual assault in the washington, d.c. area. tomorrow oscar pistorius learns his fate. tonight his siblings are standing by him ahead of the sentencing. he was convicted of culpable homicide. pistorius says he shot through a closed door mistaking her for an intruder. his brother and sister spokeç exclusively no nbc news and have no doubts about his story. >> the brother i know is a kind person, generous, sometimes to a fault. and we -- people take advantage of and he's got a good heart. >> pistorius could spend years behind bars or he could pay a fine and receive no time in prison. police in indiana say a man confessed to killing at least seven women and he even told investigators where to find their bodies. the investigation started friday night at a motel 6 just outside of chicago. police discovered the strangled body of a 19-year-old woman. they served a warrant on the suspect's home. that's when he allegedly confess and gave information on three other dead women. police have been working to shoot down a resumer that a serial killer was on the loose. >> somebody had to drop him off late night somewhere else, dropped him off. it's just crazy that somebody would do something like that, spread bodies everywhere. >> police haven't released the suspect's nail. they're still investigating the cause of death for the other victims and now think there may be even more victims. fear is a new factor in the upcoming midterm election. races that were once focused on jobs election day. i'm steve handelsman, nbc 10 news. a crane stipulates over s over at a home in florida. >> take a look at this. an employee of the tree removal company in largo, florida, was able to jump off that crane before it tipped over. fortunately no one was hurt. that crane did damage two cars, a travel trailer and a couple homes. police are investigating what caused it to tip. after more than a half century, a gettysburg museum featuring a treasure trove of civil war artifacts is closing. the soldiers national museum will close it's doors november 2nd.ç museum officials say they've seen a slowdown in the number of visitors recently and it would simply cost too much money to compete with other interactive civil war attractions in the area. it includes a life-size model confederate encampment and several handmade dioramas. an anti-bullying app is now available for everyone to download. the winners are from penn wood high school. their app gives teens tips to avoid bullying as well as a way to report bullying incidents. >> if a student is getting bullied and they don't feel like they can talk to someone face to face, on top of that, it can be embarrassing with be creating this app takes out the embarrassment of going to someone. >> each member of the winning team received a new ipad 2 for their work. if you're fascinated by the weather you'll want to read this. it's a new book called superstorm sandy. it traces the genesis of the hurricane and tells the stories of those in her path. the massive 2012 hurricane killed nearly 200 people in the u.s. and the caribbean. it cost an estimated $62 billion in damage. new york mayor bill de blasio says the city's efforts to help residents recover from the storm has made major progress. the mayor was in queens today to tout the program's accomplishments and outline future goals. de blasio says so far more than 700 construction projects have been started and 878 reimbursement checks have been sent out. >> there's a lot more to do. when you think about the fact we started the year with 0 and 0, reimbursement checks have come and arrived for 878 families. >> officials say nearly half of the program, 6,400 active applicants have made made offers. that's good progress. now your nbc 10 first alert weather with meteorologist sheena parveen. >> a pretty nice start to our week. no rain in the area right now. we do see a lot in the way of cloud cover. there is rain approaching, so first we do have cloudy conditions. even tomorrow we'll be cloudy but tomorrow the rain chances start to go up. this will become what we would consider a coastal storm. wind and rain closer to the coast, the jersey shore, the delaware beaches. those temperatures though as we go through this stretch of rainy weather this week. the temperatures do stay on the cool side right around 60 degrees for most of the area. here's a live look out right now along the schuylkill river near the art museum in philadelphia. overcast conditions still. those clouds will be staying around tonight. 62 is the temperature in philadelphia, winds in from the south. we will see those light winds tonight. it's shore points as we go into wednesday that will start to see the winds pick up. areas north and west, upper 50s here, 59 allentown and pottstown. even in trenton, 62, bensalem, atlantic city. dover coming in at 63 degrees. same thing in stone harbor. the average highs in the mid-60s. we're closer to that today. to our west we have rain but to our northwest, this is a big area of low pressure we're watching this is the one that will basically move into our area and linger right off the coast for much of new england and the mid-atlantic. right new we have the rain off into parts of pennsylvania, mostly light rain. through ohio we have heavier rain and this is all going to move in our direction as we go through the next few days. locally, the clouds continue to move in. as we go overnight tonight, the best chance of a shower would be north and west of philadelphia. either way, more rain will be in the forecast through tomorrow afternoon. as we g into tonight's hours, future weather showing those clouds continuing. 2:00 a.m., maybe a couple showers north and west. tomorrow, the clouds do hang around. the best chance of any showers will be through the afternoon. but the rain chances really start to go up as we go into wednesday. take a look at wednesday's time line. 10:00 a.m. in the morning we'll start to see more showers moving into the area. some of them moving in from the atlantic by 2:00 p.m. in the afternoon. we're still dealing with periods of rain in the area. overnight into early thursday morning, the area of low pressure i showed you lingers around the northeast. more rain starts to move in for thursday. thursday afternoon we're looking at those shower chances. once this rain starts as we go into parts of the area, it won't be clearing out until friday. make sure you have your umbrella with you this week. for tonight, a couple showers possible north and west. 51 for the low in philadelphia. 44 degrees areas north and west. tomorrow we'll see mostly cloudy conditions, chance of afternoon showers, 63 to 66 degrees. the better rain chances really start to come in wednesday and even thursday. look at the temperatures, though, just about the labels. amtrak riders could have three new stations in chester county. designers are working on a new paoli station. these projects are part of pennsylvania's efforts to increase the rail corridor from philly to harrisburg. meanwhile, some passengers saw a brand new ride debut today. it's called the amtrak city sprinter. it just made its maiden run. amtrak brought 70 of the locomotives to replace older equipment. the new engines will also run on the northeast corridor. a trip to school was suddenly interrupted by a violent crash. >> nbc 10's tim furlong picks up the story from there. tim? >> reporter: we brought it to you as breaking news today. dump truck hits a school bus in this intersection. tonight, the latest on the injuries and the investigation. and preventing strafk tragedy. young drivers make up a large number of victims. how teens from our area are working with others to educate their piers on the dangers of distracted driving. and a family wants answers after a woman from south jersey was the victim of a hit and run. how the victim's own mother tried to save her daughter on the side of the road. an update now on breaking news we first told you at the top of the news cast. we now know two people were shot on girard avenue in trenton. the shooting happened around 4:30 this afternoon. investigators believe the two people shot will survive. police still have not arrested anyone or determined a motive for the shooting. a trip to school suddenly turned violent for school children in lancaster county. a dump truck collided with their bus at the intersection. the impact so violent the bus was knocked over on its side. we sent skyforce 10 to the scene the moment we heard about that crash. nbc 10's tim furlong has been on the story since then, too, what have you learned? >> reporter: police say the drive he of the dump truck rolled through the stop sign here. we've seen lots of people do it. the dump truck and school bus absolutely in the wrong place at the wrong time together. this is how it looked from skyforce 10. police say a dump truck rolled through the stop sign at this rural intersection and clipped the back of the peckway valley school district bus. the truck hit the bus hard enough to knock it over on to its side and sent it skidding into the field off the side of the road. people living nearby heard the crash and rushed to help the people inside. >> they got to the bus, got the kids out, ran for blankets. it's a chilly morning. they ran for blankets. >> reporter: four special needs kids were on the bus. an aid and a nurse were also on the bus. two kids were in wheelchairs, the other two were in seat belts. good news, we rater tlerned that nobody was seriously injured, this includes the driver of the dump truck. he could now face charges. as we come back live, we're making calls to state police to see if they charged the driver. cf1 o for which he drives. tornadoes out they have some violations. we'll search is based on a new sighting of eric frein after he was spotted a few days ago. a new search zone just outside the pocono mountain school campus in swiftwater. >> it's kind of scary for the kids. the police and state troopers are doing their job. >> reporter: it comes just after a possible sighting of eric frein on a street near pocono east high school friday night when they just saw him or supposedly the other day, i can't believe they didn't find him in the last 2 1/2 days. >> i was kind of worried. >> reporter: how come? >> because he might sneak up behind or maybe in front. >> reporter: a new report of a break-in at an athletic storage building at the same high school where police say bottles of gatorade were stolen. >> everybody around here is on high alert. she's nervous being home alone most of the time by herself. pretty much just want it over. >> reporter: this new search zone has drifted south of where police have been looking for the last five weeks. and the locals think they know why. >> these are his home grounds. he's very comfortable here because he went to school here. god knows what he's doing. i think he's just trying to be funny and make a fool out of the cops. >> reporter: as has been the case with so many other eric frein sightings, by the time search teams get there and police choppers are overhead, eric frein seems to vanish. in clouds around so that will help keep the temperatures on the milder side but it will still feel cool out. right now it's 62 degrees in philadelphia, 62 northeast philly. much of the lehigh valley still in the upper 50s. much of south jersey and delaware still in the low 60s. it is comfortable considering we were only in the mid-50s yesterday. but the clouds we have around now will be hanging around overnight tonight. by 6:00 p.m., temperatures still around, 60 degrees for most of us. cloudy by 8:00 p.m. temperatures in the 50s now. by 10:00, we're in the mid-50s. the clouds will still be here. overnight there could be a couple passing showers, manly north and west of philadelphia. it's all because of the approaching area of low pressure. we won't be as cold as it was last night and early this morning. so this big area of low pressure around the great lakes, it's moving in our direction and slowly. once it gets here, though, it will linger offshore and give us a few day's worth of rainfall and chilly temperatures. i'll show you the timing on the rain and who can expect the heaviest. that's straight ahead. looking forward to that. in the meantime, wilmington police trying to find adults who stood by and laughed during a fight between two young children. we must warn you, some viewers might find this video disturbing. >> oh, man! >> oh! >> it has gone viral on facebook. wilmington police are now investigating it as a case of child abuse. officers aren't sure where in wilmington it happened and they don't know who was involved. they're asking anyone with information to come forward. and a chester conte family is facing drug charges tonight. brothers andrew kreigh and hannum, their mother, gloria kreigh was also arrested on drug possession charges. the arrests are the result of a two-month undercover investigation. philadelphia police are looking for a man who stole thousands of dollars from a local deli and tried to cover his tracks. the crime happened overnight on thursday. you can see him disabling the surveillance cameras. then the thief walked inside, used a crowbar to open an atm. he grabbed $6,000. police think he might have gotten away in a dark-color vehicle or box truck. new information about a fire outside the historic city tavern in old city philadelphia. it's owners hope to re-open thursday. investigators now say smoke damage from a dumpster fire last friday is much worse than first thought. some of that smoke from the fire managed to make it inside the building, damaging electrical and exhaust systems. nobody was hurt but the cause remains under investigation. the struggle to maintain one's image in our digital world took center stage at forbes first under 30 under 30 summit in philadelphia. monica lewinsky, the former white house intern at the center of president clinton's imimpeachment scandal was the keynote speaker at the event. she said she contemplated suicide after her rep taking was destroyed via the state farm insurance and sheetz convenience stores. >> they can set a positive, safe example for young drive he's and their family. this new guide offered detailed steps to help them assist with that mission. >> the booklets have been sent to driver's license centers statewide. they'll be sent out when a learner's permit is issued. some parts of our area saw frost this morning. take a look. all atlantic city casino. this is nbc 10 news. philadelphia's new marijuana law is now in effect. starting today, those caught with small amounts of the drug will be issued a citation instead of getting arrested. in some cases they'll get community service. the new law does not make pot legal and it doesn't mean you can't be arrested if committing other crimes along with possessing or smoking pot. >> if you see someone smoking it, using it, there's a citation in the form of a $100 fine. if someone is in possession of 30 grams or less, they will be issued a $25 violation notice. >> philadelphia may be decriminal nde criminalizing it but other communities are not. it's really more complicated. >> if someone gets caught using marijuana they get stopped by state police in philly, look out. joining us now from our digital operations center is legal expert enrique letoysen. >> the state police said they will enforce the state law. if you get caught with a small amount of marijuana, it's a misdemeanor. now if you get off of the highway and you get on to the city streets and you're stopped by city police, then you get the fine. so there's going to be some issues here of how the district attorney's office will handle cases that come from the state police with the same thing that the city police is writing fines for. >> enrique, is it practical for police to enforce this change? >> this is going to be very difficult to enforce. are the police going to walk around with scales? are they going to be sitting there measuring people's marijuana? how is that going to be handled? it will leave the issues of probable cause and reasonable suspicion. >> we seem to have lost our nbc 10 legal analyst. we'll work on getting him back. there he is. enrique, can you hear us. >> i can hear you fine. >> you have to love live tv. does this change anything for anyone caught selling marijuana? >> one of the things that was brought up, this was creating a despaisparity with too many peo being charged with simple possession. this law will make the people to buy marijuana only able to beç penalized with a ticket. the people who sell will be looking at a felony. is this going to create for clearing the roads of snow and ice as quickly and as safely as possible. at the end of last winter, philadelphia streets were in some of the worst shape he's ever seen. they ran low on salt in the middle of the winter season. fortunately they partnered with penndot and were able to borrow dozens of tons of salt at a time and when a new shipment would come in, they'd return the load to penndot and vice versa. >> we have salt being delivered. our fleet management is starting to prepare the trucks. we're making sure our contracts are in place in the event we need contractors. >> the cost of salt has gone up for philadelphia, about $5 a ton. that echos a national trend. the city, however, won't be paying the higher price right now. they're still getting salt delivered under the old contract. katy zachry, nbc 10 news. now your nbc 10 first alert weather with meteorologist sheena parveen. >> it has been a cloudy day today. but we have not seen any rain in the area. that will change, though, as we go over the next couple days. here's a live look at the center city skyline. overcast conditions but the temperatures are comfortable. as we go into the next few days with the rain approaching, we'll be right around 60 degrees, maybe even the upper 50s. it will be chilly. rain is just off to our west right now. as this rain and this area of low pressure we're watching gets closer, it will linger offshore for most of the area. we'll seacoastal rain and wind. that could be where we have some of the heaviest rain along the shore points. temperatures stay cool as we go through the next few days with this rain. 59 degrees in allentown. reading, pottstown. 62 in philadelphia at the moment. 62 degrees in wilmington, 63 in dover and stone harbor, 62 degrees right now in millville. so the clouds are here and they'll hang around as we go overnight. the rain is still back off to our west. we don't really expect the rain until later tomorrow. some areas north and west could see a brief shower overnight tonight. heavier rain is back, moving through parts of ohio. the real area we're watching is farther up to our north and west around the great lakes. it's this area of low pressure as it moves into our area, it will kind of reform and linger around much of the mid-atlantic and new england areas. that's where we'll have the lingering area of low pressure giving us a few days of rainfall and cloud cover. that will stick around, too. future weather, as we go through the overnight hours, could see a passing shower, mainly north and west. then through the afternoon tomorrow, that's going to be the better chance of showers. model is not showing too much but into wednesday, it starts to show a lot more. 10:00 wednesday morning we'll see scattered showers around, increasing through the afternoon hours. 3:00 p.m. wednesday. more showers moving onshore. as we go overnight into thursday, you startç to notice the bands of rain moving in from that area of low pressure. we will have the rain continuing for thursday and even as we go through thursday afternoon it won't really start to clear up until about friday. we'll have a few days of clouds and rain and if you're along the shore we'll have a few days of clouds, rain and wind. that will be our windiest areas. mostly cloudy as we go through tonight. cool, too, 51 for the low in philadelphia. 43 degrees areas north and west. tomorrow it will be a mostly cloudy day. 63 to 66 degrees for the high temperature. comfortable tomorrow. as we go into wednesday and thursday, temperatures get cooler with the 50s. friday we clear out, breezy, 63 degrees. going into the weekend, more sunshine. looks pretty good so far for the weekend. about the mid to upper 60s. first came the rumors. >> hazing allegations rocked a north jersey town where high school football is king. officials soon canceled that season. now some of the players involved are talking about it. those comments that many find surprising. crews began working on a deteriorating)bridge in montgomery county today. they're demolishing and rebuilding the arcola bridge. noib in lower providence this afternoon where the project was kicked off. the 290-foot bridge was ordered closed by penndot in august of last year. it's a major commuter route for workers in the collegeville and phoenixville areas. the price tag on the replacement project is $7.7 million. we're told when it re-opens the bridge is expected to be able to carry 20,000 cars a day plus trucks and emergency vehicles. the bridge is expected to be re-opened by no later than july of 2016. new information about the locker room assaults that ended a north jersey high school football season. >> several players both victims and witnesses, spoke to the "new york times." wnbc's brian thompson called with a "times" reporter to find out more. >> reporter: all seven of the accused as well as the four alleged vicks on sayreville's championship football team are juveniles, their identities not disclosed by the middlesex prosecutor following state law. the "times" reported on enter views with several who were in the locker room. they were physically held down, beaten in some cases and sexually asauled in others in what was described as a bonding process. >> there is a split between people who think they saw a crime who people don't think they were a victim of a crime. >> reporter: this is one of the lead reporters on the story and interviewed one of them who was held down. >> they thought it was team bonding. >> reporter: the allegations were enough to get someone to tell police. >> i think that there is widespread disagreement with the severity of the punishment that should be handed down. >> reporter: indeed "the times" founded some who accused whoever stepped forward of snitching even as postings on our facebook page today argued the whole team knew or that the coach was negligent. he has led the teams to many victories and championships. side of the road and tried to revive her. new jersey state police say chelsea burns was walking on alloway road friday night when she was hit by two cars. only one of them stopped. cydney long joins us live in woodstown, salem county. >> the victim's mother is a registered nurse here in south jersey at inspira network. she was embarrassed because she suffered a minor seizure in the car in his company. now state police tell me the search is on for her hit and run driver. >> i just knew. i ran up to her. i could hear the man crying, saying the mustang in front of him never stopped. it just kept going like she wasn't even there. >> reporter: kathy burns knows how to save lives but the registered nurse and mother says it was too late to save her own daughter, 25-year-old chelsea, struck along woodstown-alloway road friday night. >> there was no one that could have done cpr any harder or better than i did that night. but nothing, nothing. she was dead. she was -- it was too much. >> we are trying to exhaust any possible leads we do have. >> reporter: police have little to go on. they don't know the make or model of the first car that struck chelsea and kept going. >> we're stuck.
