continues at 4:30 with a closer look at american hostage who lost his life. nbc 10's tim furlong will join us live from montgomery county maryland, where family members have been playing for weinstein's safe return. in the meantime we have breaking news now about comcast's effort to merge with time warner. >> let's get right to nbc 10's keith jones who's tracking developments. keith? >> according to bloomberg reports, comcast is walking away away at least planning to walk away from its proposed takeover of time warner and a reporter at cnbc just reported it could happen as soon as tomorrow. it comes during the same week that seven u.s. senators urged the federal communications commission and the u.s. department of justice to block the merger saying it would lead to higher prices for some cable and internet users. and fewer choices. combining the number one and number two u.s. cable companies would have put nearly 30% of tv and more than half of broadway subscribers under one roof. the merger was slated to cost more than $45 billion and the proposal was first announced in february of last year. fen, "bloomberg" reports comcast is planning to walk away from its proposed takeover of time warner. cnbc reports it could happen as soon as tomorrow. we have calls into comcast but have not heard back. comcast is the parent company of nbc 10. we'll stay on top of this story. back to you guys. >> keith jones, keep us posted. also today a mother returns to philadelphia to face justice. police say nyla parler left her disabled son to die in a philadelphia park. he was found in maryland this month but only returned to philadelphia this morning. nbc 10's doug shimell is joining us live at southwest detectives in philadelphia. >> doug what's the next step in this case? >> reporter: well, right now nya parle parler is getting ready to be moved from southwest dengtivetectives to police headquarters. a van backed up to the side entrance here. they were expecting to move her sometime after 4:00 today. of course nyla parler's return to philadelphia puts to an end the fugitive part of the process but begins another part of the process where all the sad details of the case come out. >> she was picked up this morning in maryland by our fugitive squad. he's now here at southwest detectives. >> reporter: she did not fight being brought back to philadelphia. 41-year-old nyla parler has been in police custody in silver spring maryland since her arrest. police say she left her 21-year-old quad ro po leejropolegic son in cobbs creek last week. she'd taken a bus to see her boyfriend. >> do you believe the boy? >> 100%. he was helpful in the investigation. the sister was very helpful, family was helpful. >> reporter: charmged with attempted murder kidnapping leaving her son next to his wheelchair without means of survival. they'll overcome any bhenl health defense nyla parler will offer. >> she's criminally libel for the actions she did and the courts will have a process in place to deal with it. >> reporter: nyla parler was fingerprinted at southwest detectives. a mugshot was taken. she's being taken to police headquarters for her certainly back today. 43 in allentown and reading. 37 in mt. pocono. wind gusts over 40 miles an hour there. the warm spot is 5 a5 degrees in georgetown delaware. the gusty west wind all day and we've seen gusts in the 30s now 32 miles an hour philadelphia international, 31 in trenton and pottstown. it's a march-like chill we're having tonight. 30 for the low in allentown. 31 in quakertown. 31 in reading. 32 in doylestown. down to 33 in chester, glassboro, voorhees. just above freezing tonight but it's going to get colder form night. there are freeze warnings in effect for tonight for western chester, upper montgomery and bucks. bucks. the lehigh valley berks county. like i said it's going to get colder tomorrow. we also have some sprinkles coming in on the northwest flow and some snow flurries up to the north. we'll see when that moves out when it's going to warm up with the seven day in just a few minutes. 2300 minutes of nonstop news continues with skyforce 10 over a dangerous chemical leak that forced 50 families in montgomery county to leave their homes. the trouble began in trooper when chlorine coming from a local business got into the air. nbc 10's deanna durante joining us live from the neighborhood. deanna neighbors are saying this could have been much worse? >> reporter: they are. some people say that they just have lived with that facility basically in their backyard. never thought anything about it until today. take a look behind me. the fire chief of lower providence township is back here checking on residents in the neighborhood, many of whom are coming home learning about what had happened that there were evacuations in the area. the downship township confirming there was chlorine in the tank that leaked into the air causing the evacuations of 50 homes here. >> it was a pretty strong odor, you know, chemical smell to be sitting there. >> reporter: residents say they didn't smell anything at first. >> it smelled like we were in a swimming pool. >> reporter: from his front window he saw the police car and had no idea the facility in his backyard was causing a massive response from police, fire and hazmat crews. >> been here since i was 6 years old, i've been here over 60 years. >> reporter: they've been here? >> oh yeah. >> we started responding. as we were responding we started receiving numerous calls in the area of the neighborhood of odor in the houses, so as we started checking the area the precaution we started evacuating homes and like about 50 homes or so. >> reporter: lower providence township officials tell nbc 10 the cleaning of a tank caused the odor. once the task was capped the source was cut off. crews at the facility evacuated. now the township and osha are investigating. and we did go to the facility. we also called. our requests for a comment have not been answered. we can tell you some residents coming home tonight say their homes still smell a bit like chlorine. the fire chief telling them to open up the windows, air it out. things here are safe. four people were taken for treatment. the fire chief tells us there were no serious injuries reported. reporting live in trooper, montgomery county deanna durante nbc 10 news. >> thank you, deanna. burglary interrupted. delaware county police want you to take a look at video of a burglar who came face to face with the owner of the home that he broke into. he hopped on a septa train after the crime. that's where we see him right here. police say the guy here in the blue broke into a home in radnor last friday. the homeowner came walking in to find him. the two argued before the thiefs made off with a suitcase full of jewelry, electronics and cash. he then rode the route 100 train before getting off at the park view station just before the 69th street terminal. >> typically those people that get off there live in the area or know the area. it's not a business-oriented neighborhood. so we assume that somebody in that neighborhood possibly knew the male. >> call radnor police with any tips. they're offering a $2,500 reward. for the second time in a matter of weeks, a man out walking his dog has been targeted by robbers in the overbrook section of philadelphia, but this time the intended victim was an off-duty cop. the attempted robbery on mall malverne al knew is a mile from where another man was killed last month. nbc 10's drew smith is joining us live in overbrook. the off duty officer was able to fight this guy off but these two similar incidents now have neighbors on alert? >> reporter: yeah, they're upset. some of the neighbors woke up to bullet holes in their cars this morning, other read these flyers put here by police warning them to be alert and report anything suspicious. neighbors on malvern avenue all heard it. >> pow, pow, pow, pow. >> reporter: around mid-night, an off duty police officer was out on a walk with his dog. police tell us that's when a man pointed a gun at him and the officer drew his own firing shots at the man who then ran away. >> think he was pretty much surprised when he found out he was going to rob an off-duty police officer and the police officer still had his weapon on him. >> pretty scary. >> reporter: one neighbor did not want to show her face but did show us her car. two bullet holes puncture the side. one inches from the gas tank. >> that's really scary. just maybe three inches more, god knows what could have happened. >> reporter: police put out a call for help with these hoping they can figure out who's responsible. >> it's a sad state we have to deal with. it does seem to be a problem. >> reporter: that problem is the targeting of people walking their dogs. last month in this same neighborhood police charged three teenagers for holding up james stolman as he walked his dog. as he pleaded for his life, police say he was shot dead. >> dog walkers are easy prey. >> reporter: a memorial is still here and neighbors are still thinking about him especially because of what happened last night a mile from here. >> you would think you wouldn't have to carry your gun to walk your dog in evening time, but i guess it's city living. >> reporter: we don't know if the man that officer was shooting at was injured. police did check area hospitals, but have not find anyone yet. no one else around here was hurt. live in overbrook, drew smith, nbc 10 news. sexually abused and secretly filmed for years. that's what investigators say happened to a young girl at the hands of a montgomery county man. police arrested kevin reddie. prosecutors say reddie sexually abused a girl in her home over a four-year period from the time she was 9 to the age of 13. police say reddie hid a camera under a bathroom sink to spy on her. she told authorities he would come into her bedroom and molest her while she was asleep. pennsylvania state police are investigating accusations of sexting at a chester county high school. investigators say a 16-year-old boy from owen j. roberts high school in south coventry township shared nude photos of underage girls with other students. criminal charges could come from this. protesters showed up today for a court hearing involving a high-profile police shooting in philadelphia, but the hearing was delayed. >> who killed brandon -- >> this was the scene outside the criminal justice center in center city this morning. ten people were set to be tried here after they were arrested last month while protesting the death of brandon tate brown. officers arrested all ten after they interrupted a community policing meeting in long crest. the protesters were angry over the decision not to name or prosecute the officers involved in the death of brandon tate brown. police shot and killed tate-brown last december after pulling him over in mayfair. the district attorney ruled tate-brown did not follow officers' orders and was reaching for a gun when officers shot him. a judge today granted the prosecution's request to delay the trial of the ten protesters and defense lawyers were not pleased considering their clients and witnesses had taken off work to come to court. >> skeptical motivation at the district attorney's office for trying to continue the case today and for trying to do it at the very last minute. when the primary witness is standing right there next to the prosecutor and known about the case ever since the arrests were made in the presence of both the police commissioner and the d.a., seth williams himself. >> the judge rescheduled the trial for the protesters for june. the family of michael brown is suing the city of ferguson missouri. lawyers for brown's parents filed a civil lawsuit today. ferguson police officer darren wilson shot and killed brown last august. a grand jury declined to charge wilson. the shooting led to months of unrest in ferguson. a civil lawsuit had been expected. michael brown's family announced at a press conference last week that a wrongful death lawsuit will soon be filed. just a few hours ago loretta lynch won confirmation to serve as the next united states attorney general after months of delay, the vote was 56-4 3. she will replace eric holder and become the first african-american woman in the country's top law enforcement post. lynch is known as a no nonsense prosecute prosecutor. many republicans were against her support for president obama's executive actions on immigration. a new government report finds it took the secret service more than a year to fix a broken alarm system at the home of former president george h.w. bush. the report shows secret service noticed the alarm system wasn't working at bush's houston home back in september of 2013. a temporary alarm wasn't installed until april of last year. homeland security says the secret service used robing patrols and cameras to monitor the property while the alarm was broken and it detected no intrusions during that time. a construction worker is recovering this afternoon after being trapped -- after being rescued from a trench in philadelphia's rhawnhurst section. skyforce 10 was over emerson street and summerdale avenue around 11:00 this morning. nbc 10 on the ground as well. the worker was trapped up to his waist before being freed. he is expected to recover. this morning's commute along the schuylkill expressway in center city boy, was it a rough one. skyforce 10 was overhead after a car overturned in the westbound lanes near the vine street expressway. this happened around 7:30 this morning. look at the backup. no one was seriously hurt in the accident but 76 west was closed along with several eastbound lanes. look at the backup. see what it did to traffic. another philadelphia ironworker is scheduled for sentencing this hour for vandalizing construction sites. edward sweeney is the ninth, i should say, out of 12 men to be sentenced in the case. federal judge sent two more ironworkers to prison yesterday. it was part of a steam by ironworkers local 401 to pressure builders into hiring union workers. in delaware a new push to warn young people about the dangers of binge drinking. officials are launching a new campaign aimed at young people between the ages of 12 to 25. it's an extension of an existing program targeting underaged drinking. this will include a media blitz putting messages on billboards buses, websites, radio stations as well as schools. the chainsaws and wood chippers were churning today in gloucester county following yesterday's storms. crews are clearing away a large tree that came crashing down on a home here. today's work revealed the extent of the damage. >> now that they removed part of the tree you can see more of the damage. when the tree was there, it didn't look as bad as it does now. but at least i have my animals out of the house and they're all safe. >> the homeowners estimate that the tree may be more than 100 years old. she's considering removing it in the past but told us, well, she appreciated the shade. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> well it certainly does feel more like march out there. and it's going to feel like march tonight. and tomorrow. and tomorrow night as well. this is going to continue for a while. and we're going to be seeing these cold temperatures last through the weekend. we've got a windy week that is going to continue. unseasonably cold air. and the freeze warning in effect for the rest of the night for a good part of the area that we just showed you. cloudy skies for the most part across the area. only 51 degrees. wind west at 22. gusting to 32 miles an hour. showers around even though the humidity is only 35%. only 43 in allentown and reading. 44 in pottstown. 47 in mt. pocono. this is amazingly high. the average high is 67 for this time of the year and the record high is 91. if you can believe that. on this date it could get that warm. these are sustained winds. not gusts. 22 in philadelphia. and 20 in dover. and trenton. it will be a while before this wind dies down even a little bit. in the meantime the temperature just goes down below 32 degrees and much of this area overnight tonight. and then there's a freeze watch for friday night for all of these other counties as more areas are going to get below that freezing mark. so it's going to be even colder tomorrow night. these are the friday night lows i'm predicting. 28 in allentown. 29 in reading and quakertown. 30 in doylestown. even norristown and trenton could be below freezing. chester, westchester, mt. holly down to 30. voorhees, 31. dover, 31. so a lot of places below the freezing mark tomorrow night and first thing on saturday. so it's really going to be cold out there. now, we do have a few little showers and sprinkles. we've had snow flurries up in the poconos. and even a couple reports of some of the higher elevations in southeastern pennsylvania, but looks like chester county and into delaware county getting the most significant showers now. we've got those strong west winds, high pressure back to the west. as long as it's still back to our west the wind is going to keep up. so it will keep up tomorrow. then the high moves over on saturday. so the wind will die down. but we've got moisture approaching. this storm is definitely going to be tracking south of our area. but it could graze, especially delaware and extreme south jersey, perhaps saturday night sunday morning with a little bit of light rain lot of clouds around this weekend. so, not exactly picture perfect. and it's certainly not going to warm up a whole lot. saturday, 60. sunday 59 with those clouds especially south. so it may be warmer in allentown than in dover, delaware, on sunday. for tonight, we're going to be seeing clearing skies. unseasonably cold. 35 in philadelphia. 30 north and west. as the winds die down a little bit. but they're not going to go dead calm. windy and unseasonably cold tomorrow. more sunshine. still a lot of wind. gusts of 35 miles an hour. but much lower chances of any kind of showers. and then the seven-day forecast still unseasonably cold over the weekend. but not quite as cold as tomorrow. and there we go. monday is still chilly. maybe some showers. we don't warm up until the middle of next week. >> all right, glenn. now a live look at historic franklin field. where the penn relays are under way for the 121st time. the university of pennsylvania has hosted the relays here since 1895. the first starting gun went off this morning. more than 15,000 runners from high schools and colleges throughout the country and around the world are expected here for three days of fewer women than nearly anywhere else in the country. the nbc 10 investigators dig into what's holding them back from getting into office. a new push in philadelphia to help the environment has some people up in arms. how much one lawmaker wants businesses to charge you for plastic and paper bags. then atlantic city moving forward with plans to breathe new life into this old airport. the sports destination they're going to turn it into coming right up on nbc 10 news. this is nbc 10 news. >> see any of these light blue bikes out there today? philadelphia's new bike share program off and running. the city launched the program this afternoon. there are about 600 bikes for rent at 60 docking stations throughout the city now. bikes available seven days a week from 7:00 in the morning until 10:00 at night. for more information on the bike share program including rates, log on to nbc10.com. question here would you pay for every shopping bag you use at the grocery store? if you live in philadelphia you may soon have to. today, councilman introduced a measure that would require stores in philly to charge a nickel for every grocery bag, paper or plastic. he says the money would be split between the store and the city to help control litter. the fee would not apply to reusable bags you bring with you to the supermarket. the next step is a public hearing on the proposal. other president obama took full responsibility for the deadly strike that killed american warren weinstein and italian italian giovanni lo porto. we spoke to friends of weinstein in montgomery county, >> president obama is offering condolences to the families of two hostages killed by a u.s. drone strike in pakistan. he says the target was an al qaeda compound that they thought no civilians were there. the january strike killed 73-year-old warren weinstein and italian hostage pigiovanni lo porto. president obama is taking full responsibility. >> today i simply want to say this. as president, and as commander in chief, i take full responsibility for all our counterterrorism operations including the one that inadvertently took the lives of warren and giovanni. >> warren weinstein was a 73-year-old aide worker from rockville, maryland. it's about 30 minutes outside washington. >> nbc 10's tim furlong is there live tonight. >> tim you spoke to friends and neighbors. how are they remembering him? >> reporter: they're taking it really tough tonight. it's a very hard night. even though this guy has been missing for the last few years of their lives, they always hoped he'd come back. see behind me here at the rockville home people leaving flowers for the weinstein family. for the last few years this neighborhood has been pulling for this family praying warren weinstein would somehow escape or be rescued from his captors. day didn't ex they didn't expect the u.s. drone would kill them. >> i profoundly regret what happened. >> reporter: president obama admitting a u.s. drone strike that hit al qaeda and pakistan inadvertently killed kidnapped aide worker warren weinstein. >> my name is warren weinstein. >> reporter: weinstein was kidnapped a week before the end of his seven-year team helping the pakistani people. videos showed his health deteriorating. back in his rockville, maryland neighborhood, yellow ribbons on the trees showed support for warren's family his wife and everyone praying for his eventual safe return. >> she was being very positive and holding out hope and keeping the house ready for him as a return. >> reporter: robert is a friend of the weinstein family. though the family isn't home today, he dropped off bread for them here. he, himself, had lived in pakistan years ago and warned warren not to go back. he says warren wanted to be there, though to make a difference for the people. >> very warm. very you know dedicated guy. he loved what he was doing. >> reporter: in a statement, the weinstein family expresses a level of disappointment with some levels of government believing they could have done more. the family's congressman agrees. he says the u.s. needs to do a better job of tracking its hostages. >> think about the way he spent the last several years of his life in some concrete cell probably on a dirt floor. who knows what his captors, how they were treating him. then have it end this way. it's just really sad. >> reporter: and we don't believe anyone is inside the rockville home here. an investigation is under way to see what lessons intelligence officials can learn from this. in a statement the weinsteins thanked officials and fbi were their relentless efforts. they say other u.s. agencieses were, in their words, inconsistent and disappointing. they say they're also disappointed with the for a deeper look at how the deadly accident happened and the impact it could have on our military strategy going forward. colonel, good to have you with us today. let's jump right into this. this was a highly classified operation. because of the accident a lot of information has been released specifically that the strike was authorized without knowing was in the viptcinity of the area being targeted. how can this be? is it common? >> i think we have to look at the factors that go into it. you have the drones themselves that are physically located on the horn of africa. that's their base of operations which puts them near the area which was a strike. then we have to also look at the target, itself. there may be geographic coordinate coordinates, may be photographs that show a specific come pound or coordinates on the ground. who goes into those compounds, who is back and forth, may be more difficult to confirm. we always try and verify with human intelligence before we just rely on a drone or a photograph or something that is seen on a computer screen. so i think all of the agencies involved, the folks that operate the drones the folks that analyze the photographs and the human intelligence to verify it it all goes into it. and i think strategically, the process is in place but operationally and tactically there will be more scrutiny and more attention to the detail. >> which sort of leads into nigh next we can. what type of pressure will what's happened here put on the president's secret program of targeted drone strikes? >> to put it in context, for example, today the secretary of defense ash carter has come forward with a 33-page strategy on cyber security. and i think when you look at the drones, you look at cyber security, you look at all of the players that have to go into this particular approval process, i think they will be scrutinized much more and perhaps the human intelligence will be a bigger factor the next time. bullet you have the cia, you have the department of defense, and then certainly you have the recommendation of susan rice and the national security council before these decisions are made. so the analysis is done at the highest levels and there are more than just one strike at one time. so it's a very comprehensive, analytical process. >> colonel rick kiernan, thank you so much for taking time and talking to us about this. we ceilings. mitch? >> pennsylvania elects fewer women than anywhere else in country. the state has never elected a female governor or elected a woman to the united states senate and our investigation found a new generation of women are now looking for role models as they chase their political dreams. ♪ don't let her infectious laughter fool you. growing up in the kensington neighborhood isn't easy. in june the philadelphia high school senior will graduate and become the first in her family to go to college. you're the valedictorian. >> yeah. i am valedictorian. >> reporter: no one could stop her from serving in her student government or from raises enough money to help her classmates to afford caps and gowns. >> thank you so much. >> reporter: if history has anything to say about it, this could be the last elected office garcia holds in her home state. >> a young woman, particularly a young girl looks at politicians, they don't see a lot of people that look like them. still. >> reporter: debby walsh is director of the center for women and politics at rutgers university. she tracks how successful women are at getting elected to public office. right now, 39 states have elected more women than pennsylvania. less than 18% of the state's legislature is women. compare that to new jersey where women make up 30% of the legislature. >> new jersey and pennsylvania for example, have pretty strong gate keepers. the parties play a pretty powerful role in who runs for office. >> reporter: inside pennsylvania's republican party headquarters, the walls are a reminder of a male-dominanted business. all of the state's 20 members of congress are men. >> as a woman, as a republican woman, do you feel like you're represented? >> i do. >> reporter: meagan sweeney is the republican party communications director. >> do you think that the republican party holds any responsibility for the number of women currently in elected office? >> i think each district has its own story, and -- >> reporter: does the state party have the ability to influence that story? >> i think that's what we're working on right now. >> reporter: state democrats had a different take. >> i glenn "hurricane" schwartz. >> getting a little late in the season to be talking about snow flurries but we saw them in the pocono mountains, just minutes ago. so they're still around. we've got freeze warnings in effect for several counties. and it's windy, again. we had a very windy day today. we've got winds tomorrow. and pretty cold weekend overall, too. mostly cloudy skies out there. 51 degrees. the wind 22 miles an hour. gusting to 32 miles an hour. that is cold. it's just about a week from may. so here are the temperatures. going down. by midnight down to 44 degrees. by 6:00 a.m. down to 35. this is in philadelphia. far northern and western suburbs. we're going to be seeing the temperatures go below the 32 degree mark. 43 in allentown and in reading. 40s north and west. 40s in will mingmington right now. of course, it's going to get colder tonight. the winds still pretty strong out of the west gusting over 30 miles an hour in some spots. 31 miles an hour in trenton. and in pottstown. 323 32 in philadelphia. these are the freeze warnings in effect for lehigh northampton county berks county and the upper portions of montgomery and bucks. western chester county.ún for later tonight for the actual air temperature going below 32. a freeze watch because of the possibility of a lot of these areas going to 32 degrees or below. the urban heat island all that concrete around philadelphia, that's going to keep the temperature up a little bit. so here are the predicted friday night/saturday morning low temperatures. 28 in allentown. 29 reading. quakertown. 31 in trenton. 30 in mt. holly. 31 in voorhees. so that's several places below freezing. 28 degrees in vineland. now in addition to the cold weather, we're going to be watching any kind of precipitation. we have a few sprinkles around the area. some of this not reaching the ground but we've got plenty of wind that's been reaching this area. now, high pressure is going to be moving away. that is going to allow the wind to die down. but there's a storm back to the west. now, this is going to track well south of us.éééé but we could be on the northern edge of the precipitation here. so the farther south you are in the area better chance you have of a little bit of rain on saturday night. perhaps into sunday morning. and the farther north you are, the more likely it is to stay dry through the whole weekend. sheena will have an update at 11:00 with some new computer models. unseasonably cold tonight. 35 for the low in philadelphia. 30 north and west. during the day tomorrow windy. unseasonably cold. highs only in the low 50s. it may not even be as warm as today. wind gusts to 35 miles an hour. and the seven-day forecast. there's the very cold start on saturday. kind of a chilly weekend. remember the average high is 67 degrees. for this time of the year. so we don't get up even close to that until next wednesday. could have another disturbance coming down bringing some showers next county earlier this week went up for adoption today. three animal rescue groups helped get them here including island dog in puerto rico. where more than 200,000 homeless dogs roam streets and beaches. >> the number are staggering and they're just pretty much all over the place. >> if all the groups don't step in and help these animals, they're going to be destroyed. >> reporter: the humane society has taken in dogs from puerto rico before but not this many at once. unlike other shelters this one has room to welcome extra animals. >> our shelter ends up with empty kens empty kennels all continues at 4:30 with a closer look at american hostage who lost his life. nbc 10's tim furlong will join us live from montgomery county maryland, where family members have been playing for weinstein's safe return. in the meantime we have breaking news now about comcast's effort to merge with time warner. >> let's get right to nbc 10's keith jones who's tracking developments. keith? >> according to bloomberg reports, comcast is walking away away at least planning to walk away from its proposed takeover of time warner and a reporter at cnbc just reported it could happen as soon as tomorrow. it comes during the same week that seven u.s. senators urged the federal communications commission and the u.s. department of justice to block the merger saying it would lead to higher prices for some cable and internet users. and fewer choices. combining the number one and number two u.s. cable companies would have put nearly 30% of tv and more than half of broadway subscribers under one roof. the merger was slated to cost more than $45 billion and the proposal was first announced in february of last year. fen, "bloomberg" reports comcast is planning to walk away from its proposed takeover of time warner. cnbc reports it could happen as soon as tomorrow. we have calls into comcast but have not heard back. comcast is the parent company of nbc 10. we'll stay on top of this story. back to you guys. >> keith jones, keep us posted. also today a mother returns to philadelphia to face justice. police say nyla parler left her disabled son to die in a philadelphia park. he was found in maryland this month but only returned to philadelphia this morning. nbc 10's doug shimell is joining us live at southwest detectives in philadelphia. >> doug what's the next step in this case? >> reporter: well, right now nya parle parler is getting ready to be moved from southwest dengtivetectives to police headquarters. a van backed up to the side entrance here. they were expecting to move her sometime after 4:00 today. of course nyla parler's return to philadelphia puts to an end the fugitive part of the process but begins another part of the process where all the sad details of the case come out. >> she was picked up this morning in maryland by our fugitive squad. he's now here at southwest detectives. >> reporter: she did not fight being brought back to philadelphia. 41-year-old nyla parler has been in police custody in silver spring maryland since her arrest. police say she left her 21-year-old quad ro po leejropolegic son in cobbs creek last week. she'd taken a bus to see her boyfriend. >> do you believe the boy? >> 100%. he was helpful in the investigation. the sister was very helpful, family was helpful. >> reporter: charmged with attempted murder kidnapping leaving her son next to his wheelchair without means of survival. they'll overcome any bhenl health defense nyla parler will offer. >> she's criminally libel for the actions she did and the courts will have a process in place to deal with it. >> reporter: nyla parler was fingerprinted at southwest detectives. a mugshot was taken. she's being taken to police headquarters for her meteorologist glenn "hurricane" schwartz is here. >> what happened to spring? >> never got here. at least one or two days in a row. two days where it was warm and the cold air came back. it's certainly back today. 43 in allentown and reading. 37 in mt. pocono. wind gusts over 40 miles an hour there. the warm spot is 5 a5 degrees in georgetown delaware. the gusty west wind all day and we've seen gusts in the 30s now 32 miles an hour philadelphia international, 31 in trenton and pottstown. it's a march-like chill we're having tonight. 30 for the low in allentown. 31 in quakertown. 31 in reading. 32 in doylestown. down to 33 in chester, glassboro, voorhees. just above freezing tonight but it's going to get colder form night. there are freeze warnings in effect for tonight for western chester, upper montgomery and bucks. bucks. the lehigh valley berks county. like i said it's going to get colder tomorrow. we also have some sprinkles coming in on the northwest flow and some snow flurries up to the north. we'll see when that moves out when it's going to warm up with the seven day in just a few minutes. 2300 minutes of nonstop news continues with skyforce 10 over a dangerous chemical leak that forced 50 families in montgomery county to leave their homes. the trouble began in trooper when chlorine coming from a local business got into the air. nbc 10's deanna durante joining us live from the neighborhood. deanna neighbors are saying this could have been much worse? >> reporter: they are. some people say that they just have lived with that facility basically in their backyard. never thought anything about it until today. take a look behind me. the fire chief of lower providence township is back here checking on residents in the neighborhood, many of whom are coming home learning about what had happened that there were evacuations in the area. the downship township confirming there was chlorine in the tank that leaked into the air causing the evacuations of 50 homes here. >> it was a pretty strong odor, you know, chemical smell to be sitting there. >> reporter: residents say they didn't smell anything at first. >> it smelled like we were in a swimming pool. >> reporter: from his front window he saw the police car and had no idea the facility in his backyard was causing a massive response from police, fire and hazmat crews. >> been here since i was 6 years old, i've been here over 60 years. >> reporter: they've been here? >> oh yeah. >> we started responding. as we were responding we started receiving numerous calls in the area of the neighborhood of odor in the houses, so as we started checking the area the precaution we started evacuating homes and like about 50 homes or so. >> reporter: lower providence township officials tell nbc 10 the cleaning of a tank caused the odor. once the task was capped the source was cut off. crews at the facility evacuated. now the township and osha are investigating. and we did go to the facility. we also called. our requests for a comment have not been answered. we can tell you some residents coming home tonight say their homes still smell a bit like chlorine. the fire chief telling them to open up the windows, air it out. things here are safe. four people were taken for treatment. the fire chief tells us there were no serious injuries reported. reporting live in trooper, montgomery county deanna durante nbc 10 news. >> thank you, deanna. burglary interrupted. delaware county police want you to take a look at video of a burglar who came face to face with the owner of the home that he broke into. he hopped on a septa train after the crime. that's where we see him right here. police say the guy here in the blue broke into a home in radnor last friday. the homeowner came walking in to find him. the two argued before the thiefs made off with a suitcase full of jewelry, electronics and cash. he then rode the route 100 train before getting off at the park view station just before the 69th street terminal. >> typically those people that get off there live in the area or know the area. it's not a business-oriented neighborhood. so we assume that somebody in that neighborhood possibly knew the male. >> call radnor police with any tips. they're offering a $2,500 reward. for the second time in a matter of weeks, a man out walking his dog has been targeted by robbers in the overbrook section of philadelphia, but this time the intended victim was an off-duty cop. the attempted robbery on mall malverne al knew is a mile from where another man was killed last month. nbc 10's drew smith is joining us live in overbrook. the off duty officer was able to fight this guy off but these two similar incidents now have neighbors on alert? >> reporter: yeah, they're upset. some of the neighbors woke up to bullet holes in their cars this morning, other read these flyers put here by police warning them to be alert and report anything suspicious. neighbors on malvern avenue all heard it. >> pow, pow, pow, pow. >> reporter: around mid-night, an off duty police officer was out on a walk with his dog. police tell us that's when a man pointed a gun at him and the officer drew his own firing shots at the man who then ran away. >> think he was pretty much surprised when he found out he was going to rob an off-duty police officer and the police officer still had his weapon on him. >> pretty scary. >> reporter: one neighbor did not want to show her face but did show us her car. two bullet holes puncture the side. one inches from the gas tank. >> that's really scary. just maybe three inches more, god knows what could have happened. >> reporter: police put out a call for help with these hoping they can figure out who's responsible. >> it's a sad state we have to deal with. it does seem to be a problem. >> reporter: that problem is the targeting of people walking their dogs. last month in this same neighborhood police charged three teenagers for holding up james stolman as he walked his dog. as he pleaded for his life, police say he was shot dead. >> dog walkers are easy prey. >> reporter: a memorial is still here and neighbors are still thinking about him especially because of what happened last night a mile from here. >> you would think you wouldn't have to carry your gun to walk your dog in evening time, but i guess it's city living. >> reporter: we don't know if the man that officer was shooting at was injured. police did check area hospitals, but have not find anyone yet. no one else around here was hurt. live in overbrook, drew smith, nbc 10 news. sexually abused and secretly filmed for years. that's what investigators say happened to a young girl at the hands of a montgomery county man. police arrested kevin reddie. prosecutors say reddie sexually abused a girl in her home over a four-year period from the time she was 9 to the age of 13. police say reddie hid a camera under a bathroom sink to spy on her. she told authorities he would come into her bedroom and molest her while she was asleep. pennsylvania state police are investigating accusations of sexting at a chester county high school. investigators say a 16-year-old boy from owen j. roberts high school in south coventry township shared nude photos of underage girls with other students. criminal charges could come from this. protesters showed up today for a court hearing involving a high-profile police shooting in philadelphia, but the hearing was delayed. >> who killed brandon -- >> this was the scene outside the criminal justice center in center city this morning. ten people were set to be tried here after they were arrested last month while protesting the death of brandon tate brown. officers arrested all ten after they interrupted a community policing meeting in long crest. the protesters were angry over the decision not to name or prosecute the officers involved in the death of brandon tate brown. police shot and killed tate-brown last december after pulling him over in mayfair. the district attorney ruled tate-brown did not follow officers' orders and was reaching for a gun when officers shot him. a judge today granted the prosecution's request to delay the trial of the ten protesters and defense lawyers were not pleased considering their clients and witnesses had taken off work to come to court. >> skeptical motivation at the district attorney's office for trying to continue the case today and for trying to do it at the very last minute. when the primary witness is standing right there next to the prosecutor and known about the case ever since the arrests were made in the presence of both the police commissioner and the d.a., seth williams himself. >> the judge rescheduled the trial for the protesters for june. the family of michael brown is suing the city of ferguson missouri. lawyers for brown's parents filed a civil lawsuit today. ferguson police officer darren wilson shot and killed brown last august. a grand jury declined to charge wilson. the shooting led to months of unrest in ferguson. a civil lawsuit had been expected. michael brown's family announced at a press conference last week that a wrongful death lawsuit will soon be filed. just a few hours ago loretta lynch won confirmation to serve as the next united states attorney general after months of delay, the vote was 56-4 3. she will replace eric holder and become the first african-american woman in the country's top law enforcement post. lynch is known as a no nonsense prosecute prosecutor. many republicans were against her support for president obama's executive actions on immigration. a new government report finds it took the secret service more than a year to fix a broken alarm system at the home of former president george h.w. bush. the report shows secret service noticed the alarm system wasn't working at bush's houston home back in september of 2013. a temporary alarm wasn't installed until april of last year. homeland security says the secret service used robing patrols and cameras to monitor the property while the alarm was broken and it detected no intrusions during that time. a construction worker is recovering this afternoon after being trapped -- after being rescued from a trench in philadelphia's rhawnhurst section. skyforce 10 was over emerson street and summerdale avenue around 11:00 this morning. nbc 10 on the ground as well. the worker was trapped up to his waist before being freed. he is expected to recover. this morning's commute along the schuylkill expressway in center city boy, was it a rough one. skyforce 10 was overhead after a car overturned in the westbound lanes near the vine street expressway. this happened around 7:30 this morning. look at the backup. no one was seriously hurt in the accident but 76 west was closed along with several eastbound lanes. look at the backup. see what it did to traffic. another philadelphia ironworker is scheduled for sentencing this hour for vandalizing construction sites. edward sweeney is the ninth, i should say, out of 12 men to be sentenced in the case. federal judge sent two more ironworkers to prison yesterday. it was part of a steam by ironworkers local 401 to pressure builders into hiring union workers. in delaware a new push to warn young people about the dangers of binge drinking. officials are launching a new campaign aimed at young people between the ages of 12 to 25. it's an extension of an existing program targeting underaged drinking. this will include a media blitz putting messages on billboards buses, websites, radio stations as well as schools. the chainsaws and wood chippers were churning today in gloucester county following yesterday's storms. crews are clearing away a large tree that came crashing down on a home here. today's work revealed the extent of the damage. >> now that they removed part of the tree you can see more of the damage. when the tree was there, it didn't look as bad as it does now. but at least i have my animals out of the house and they're all safe. >> the homeowners estimate that the tree may be more than 100 years old. she's considering removing it in the past but told us, well, she appreciated the shade. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> well it certainly does feel more like march out there. and it's going to feel like march tonight. and tomorrow. and tomorrow night as well. this is going to continue for a while. and we're going to be seeing these cold temperatures last through the weekend. we've got a windy week that is going to continue. unseasonably cold air. and the freeze warning in effect for the rest of the night for a good part of the area that we just showed you. cloudy skies for the most part across the area. only 51 degrees. wind west at 22. gusting to 32 miles an hour. showers around even though the humidity is only 35%. only 43 in allentown and reading. 44 in pottstown. 47 in mt. pocono. this is amazingly high. the average high is 67 for this time of the year and the record high is 91. if you can believe that. on this date it could get that warm. these are sustained winds. not gusts. 22 in philadelphia. and 20 in dover. and trenton. it will be a while before this wind dies down even a little bit. in the meantime the temperature just goes down below 32 degrees and much of this area overnight tonight. and then there's a freeze watch for friday night for all of these other counties as more areas are going to get below that freezing mark. so it's going to be even colder tomorrow night. these are the friday night lows i'm predicting. 28 in allentown. 29 in reading and quakertown. 30 in doylestown. even norristown and trenton could be below freezing. chester, westchester, mt. holly down to 30. voorhees, 31. dover, 31. so a lot of places below the freezing mark tomorrow night and first thing on saturday. so it's really going to be cold out there. now, we do have a few little showers and sprinkles. we've had snow flurries up in the poconos. and even a couple reports of some of the higher elevations in southeastern pennsylvania, but looks like chester county and into delaware county getting the most significant showers now. we've got those strong west winds, high pressure back to the west. as long as it's still back to our west the wind is going to keep up. so it will keep up tomorrow. then the high moves over on saturday. so the wind will die down. but we've got moisture approaching. this storm is definitely going to be tracking south of our area. but it could graze, especially delaware and extreme south jersey, perhaps saturday night sunday morning with a little bit of light rain lot of clouds around this weekend. so, not exactly picture perfect. and it's certainly not going to warm up a whole lot. saturday, 60. sunday 59 with those clouds especially south. so it may be warmer in allentown than in dover, delaware, on sunday. for tonight, we're going to be seeing clearing skies. unseasonably cold. 35 in philadelphia. 30 north and west. as the winds die down a little bit. but they're not going to go dead calm. windy and unseasonably cold tomorrow. more sunshine. still a lot of wind. gusts of 35 miles an hour. but much lower chances of any kind of showers. and then the seven-day forecast still unseasonably cold over the weekend. but not quite as cold as tomorrow. and there we go. monday is still chilly. maybe some showers. we don't warm up until the since 1895. the first starting gun went off this morning. more than 15,000 runners from high schools and colleges throughout the country and around the world are expected here for three days of fewer women than nearly anywhere else in the country. the nbc 10 investigators dig into what's holding them back from getting into office. a new push in philadelphia to help the environment has some people up in arms. how much one lawmaker wants businesses to charge you for plastic and paper bags. then atlantic city moving forward with plans to breathe new life into this old airport. the sports destination they're going to turn it into coming right up on nbc 10 news. this is nbc 10 news. >> see any of these light blue bikes out there today? philadelphia's new bike share program off and running. the city launched the program this afternoon. there are about 600 bikes for rent at 60 docking stations throughout the city now. bikes available seven days a week from 7:00 in the morning until 10:00 at night. for more information on the bike share program including rates, log on to nbc10.com. question here would you pay for every shopping bag you use at the grocery store? if you live in philadelphia you may soon have to. today, councilman introduced a measure that would require stores in philly to charge a nickel for every grocery bag, paper or plastic. he says the money would be split between the store and the city to help control litter. the fee would not apply to reusable bags you bring with you to the supermarket. the next step is a public hearing on the proposal. other >> president obama is offering condolences to the families of two hostages killed by a u.s. drone strike in pakistan. he says the target was an al qaeda compound that they thought no civilians were there. the january strike killed 73-year-old warren weinstein and italian hostage pigiovanni lo porto. president obama is taking full responsibility. >> today i simply want to say this. as president, and as commander in chief, i take full responsibility for all our counterterrorism operations including the one that inadvertently took the lives of warren and giovanni. >> warren weinstein was a 73-year-old aide worker from rockville, maryland. it's about 30 minutes outside washington. >> nbc 10's tim furlong is there live tonight. >> tim you spoke to friends and neighbors. how are they remembering him? >> reporter: they're taking it really tough tonight. it's a very hard night. even though this guy has been missing for the last few years of their lives, they always hoped he'd come back. see behind me here at the rockville home people leaving flowers for the weinstein family. for the last few years this neighborhood has been pulling for this family praying warren weinstein would somehow escape or be rescued from his captors. day didn't ex they didn't expect the u.s. drone would kill them. >> i profoundly regret what happened. >> reporter: president obama admitting a u.s. drone strike that hit al qaeda and pakistan inadvertently killed kidnapped aide worker warren weinstein. >> my name is warren weinstein. >> reporter: weinstein was kidnapped a week before the end of his seven-year team helping the pakistani people. videos showed his health deteriorating. back in his rockville, maryland neighborhood, yellow ribbons on the trees showed support for warren's family his wife and everyone praying for his eventual safe return. >> she was being very positive and holding out hope and keeping the house ready for him as a return. >> reporter: robert is a friend of the weinstein family. though the family isn't home today, he dropped off bread for them here. he, himself, had lived in pakistan years ago and warned warren not to go back. he says warren wanted to be there, though to make a difference for the people. >> very warm. very you know dedicated guy. he loved what he was doing. >> reporter: in a statement, the weinstein family expresses a level of disappointment with some levels of government believing they could have done more. the family's congressman agrees. he says the u.s. needs to do a better job of tracking its hostages. >> think about the way he spent the last several years of his life in some concrete cell probably on a dirt floor. who knows what his captors, how they were treating him. then have it end this way. it's just really sad. >> reporter: and we don't believe anyone is inside the rockville home here. an investigation is under way to see what lessons intelligence officials can learn from this. in a statement the weinsteins thanked officials and fbi were their relentless efforts. they say other u.s. agencieses were, in their words, inconsistent and disappointing. they say they're also disappointed with the for a deeper look at how the deadly accident happened and the impact it could have on our military strategy going forward. colonel, good to have you with us today. let's jump right into this. this was a highly classified operation. because of the accident a lot of information has been released specifically that the strike was authorized without knowing was in the viptcinity of the area being targeted. how can this be? is it common? >> i think we have to look at the factors that go into it. you have the drones themselves that are physically located on the horn of africa. that's their base of operations which puts them near the area which was a strike. then we have to also look at the target, itself. there may be geographic coordinate coordinates, may be photographs that show a specific come pound or coordinates on the ground. who goes into those compounds, who is back and forth, may be more difficult to confirm. we always try and verify with human intelligence before we just rely on a drone or a photograph or something that is seen on a computer screen. so i think all of the agencies involved, the folks that operate the drones the folks that analyze the photographs and the human intelligence to verify it it all goes into it. and i think strategically, the process is in place but operationally and tactically there will be more scrutiny and more attention to the detail. >> which sort of leads into nigh next we can. what type of pressure will what's happened here put on the president's secret program of targeted drone strikes? >> to put it in context, for example, today the secretary of defense ash carter has come forward with a 33-page strategy on cyber security. and i think when you look at the drones, you look at cyber security, you look at all of the players that have to go into this particular approval process, i think they will be scrutinized much more and perhaps the human intelligence will be a bigger factor the next time. bullet you have the cia, you have the department of defense, and then certainly you have the recommendation of susan rice and the national security council before these decisions are made. so the analysis is done at the highest levels and there are more than just one strike at one time. so it's a very comprehensive, analytical process. >> colonel rick kiernan, thank you so much for taking time and talking to us about this. we ceilings. mitch? >> pennsylvania elects fewer women than anywhere else in country. the state has never elected a female governor or elected a woman to the united states senate and our investigation found a new generation of women are now looking for role models as they chase their political dreams. ♪ don't let her infectious laughter fool you. growing up in the kensington neighborhood isn't easy. in june the philadelphia high school senior will graduate and become the first in her family to go to college. you're the valedictorian. >> yeah. i am valedictorian. >> reporter: no one could stop her from serving in her student government or from raises enough money to help her classmates to afford caps and gowns. >> thank you so much. >> reporter: if history has anything to say about it, this could be the last elected office garcia holds in her home state. >> a young woman, particularly a young girl looks at politicians, they don't see a lot of people that look like them. still. >> reporter: debby walsh is director of the center for women and politics at rutgers university. she tracks how successful women are at getting elected to public office. right now, 39 states have elected more women than pennsylvania. less than 18% of the state's legislature is women. compare that to new jersey where women make up 30% of the legislature. >> new jersey and pennsylvania for example, have pretty strong gate keepers. the parties play a pretty powerful role in who runs for office. >> reporter: inside pennsylvania's republican party headquarters, the walls are a reminder of a male-dominanted business. all of the state's 20 members of congress are men. >> as a woman, as a republican woman, do you feel like you're represented? >> i do. >> reporter: meagan sweeney is the republican party communications director. >> do you think that the republican party holds any responsibility for the number of women currently in elected office? >> i think each district has its own story, and -- >> reporter: does the state party have the ability to influence that story? >> i think that's what we're working on right now. >> reporter: state democrats had a different take. >> i don't think that women are given the same opportunities to walk through the same doors as men are. >> reporter: the democratic party executive director is dion bowman. in a legislature that's more than 80% man, properly represent women? >> no. absolutely not. i'm sorry to say. there are those that i believe are good legislators and can think outside the boxes, and they're probably married to very strong women. >> reporter: both parties told us they are most interested in qualifiedyied candidates and have programs designed to train them to run no matter their gender. ♪ keira garcia will study business and education in college. what do you think of the fact there's never been a female governor in pennsylvania? she wants to eventually run for office. right now the odds are against her. >> you have to try for it being whatever gender you are especially being a woman, you have to be a fierce woman. >> one of the things many say could change the leadership dynamic in the state is education. right now, 60% of all bachelor's degrees with being awarded to women. for the investigators, i'm mitch blacher, nbc 10 news. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> getting a little late in the season to be talking about snow flurries but we saw them in the pocono mountains, just minutes ago. so they're still around. we've got freeze warnings in effect for several counties. and it's windy, again. we had a very windy day today. we've got winds tomorrow. and pretty cold weekend overall, too. mostly cloudy skies out there. 51 degrees. the wind 22 miles an hour. gusting to 32 miles an hour. that is cold. it's just about a week from may. so here are the temperatures. going down. by midnight down to 44 degrees. by 6:00 a.m. down to 35. this is in philadelphia. far northern and western suburbs. we're going to be seeing the temperatures go below the 32 degree mark. 43 in allentown and in reading. 40s north and west. 40s in will mingmington right now. of course, it's going to get colder tonight. the winds still pretty strong out of the west gusting over 30 miles an hour in some spots. 31 miles an hour in trenton. and in pottstown. 323 32 in philadelphia. these are the freeze warnings in effect for lehigh northampton county berks county and the upper portions of montgomery and bucks. western chester county.ún for later tonight for the actual air temperature going below 32. a freeze watch because of the possibility of a lot of these areas going to 32 degrees or below. the urban heat island all that concrete around philadelphia, that's going to keep the temperature up a little bit. so here are the predicted friday night/saturday morning low temperatures. 28 in allentown. 29 reading. quakertown. 31 in trenton. 30 in mt. holly. 31 in voorhees. so that's several places below freezing. 28 degrees in vineland. now in addition to the cold weather, we're going to be watching any kind of precipitation. we have a few sprinkles around the area. some of this not reaching the ground but we've got plenty of wind that's been reaching this area. now, high pressure is going to be moving away. that is going to allow the wind to die down. but there's a storm back to the west. now, this is going to track well south of us.éééé but we could be on the northern edge of the precipitation here. so the farther south you are in the area better chance you have of a little bit of rain on saturday night. perhaps into sunday morning. and the farther north you are, the more likely it is to stay dry through the whole weekend. sheena will have an update at 11:00 with some new computer models. unseasonably cold tonight. 35 for the low in philadelphia. 30 north and west. during the day tomorrow windy. unseasonably cold. highs only in the low 50s. it may not even be as warm as today. wind gusts to 35 miles an hour. and the seven-day forecast. there's the very cold start on saturday. kind of a chilly weekend. remember the average high is 67 degrees. for this time of the year. so we don't get up even close to that until next wednesday. could have another disturbance coming down bringing some showers next of an auction to win this house that belongs to a troubled tv star. an animal shelter at the jersey shore has new residents and they came all the way from the caribbean. >> nbc 7 jersey shore bureau reporter ted greenberg found without why a shelter here was able to take them in. >> reporter: rescued in puerto rico and now in atlantic city after a more than 1,000-mile journey. these dogs are ready for people to take them home. >> we want them to be special pets in people's family be part of their family. >> reporter: six of the seven dogs had arrived at the humane society of atlanta county earlier this week went up for adoption today. three animal rescue groups helped get them here including island dog in puerto rico. where more than 200,000 homeless dogs roam streets and beaches. >> the number are staggering and they're just pretty much all over the place. >> if all the groups don't step in and help these animals, they're going to be destroyed. >> reporter: the humane society has taken in dogs from puerto rico before but not this many at once. unlike other shelters this one has room to welcome extra animals. >> our shelter ends up with empty kens empty kennels all the time. spade, neuter we've eliminated puppies being born in this area. >> reporter: the shelter has a screening process. anyone interested in adopting a pet here has to fill out on application.
